striking over Italian mountainterrain so forbidding that at timesthey used ropes to scramble upthe steep slopes, have capturedMonte Belvedere and several villages on the peaks west of thePistoia-Bologna highway.
The Germans fought back viciously, but all counter-attacks wererepulsed and the fighting for thedominant heights continues, anAllied communique said today.
Once before Allied troops hadheld the commanding, 3;500-footpeak of Monte Belvedere, but thenazis recaptured it last Nov. 29and had held it since.
Patrols continued to be veryactive on the rest of the Italian
front, with no changes of positionsreported. TheGermans still werepeppering Allied positions withpropaganda leaflets.

B l a m e d for Quality
O f S o m e OfficersPARIS.—(/P)—Col. E. H. Quails
of Nashville, Tenn., testified before a court martial today thatAm e ri c a n rai l road companieswere partly to blame for the poorquality of some U. S. army railway operating battalion officersoverseas.
Quails was a witness at the trialof Maj. Walter H. MarUn, whois charged with neglect of dutyin failure to prevent looting ofarmy supply trains.
Executive officer of t he 2ndmilitary service conmiand. Quailstestfied that Marlin's backgroundand experience did not qualifyhim to handle a railway operatingbattalion such as the 716th, whichMarlin formerly commanded.
"Marlin's background in civillife was that of a locomotive
engineer—which does not qualifyhim to command 800 men," theofficer testified.
Quails suggested that the rai l ways at home could have giventhe army more railroad men withexecutive experience to commandrailway troops. Inst ead, he said, they followed a policy of "lettingus have the men they couldspare."
