II. PROJECT INFORMATION

1. Project Location

Various streets within the City of Indio, near Andrew Jackson Elementary School.

From Kenner Avenue to Avenue 44: Sola Street; Arabia Street; Deglet Noor Street; King Street;

Oasis Street; Main Street; Towne Street; Smurr Street

3. Project Description

The proposed project will pave new sidewalks along ten (10) streets within the Andrew

Jackson Elementary School Community. With the installation of new sidewalks, the City of

Indio will upgrade all pedestrian access ramps and driveway approaches within the project area

to current ADA standards. Additionally, the project includes the installation of three (3)

enhanced crosswalks with bulb-outs at the southwest corner of the school at the intersection of

Kenner Avenue and Towne Street and two (2) speed feedback signs along Kenner Avenue.

The streets to be paved with new sidewalks are all within a half (0.5) mile of the school,

where students are most likely to walk to school. The goals of the project are to encourage more

students to walk to school and to make the routes safer for pedestrians.

4. Project Status

The proposed project is in preliminary design. The scope of the improvements has been

proposed based on community surveys, and the City of Indio is ready to start the environmental

process. Since all of the proposed improvements are within the City right-of-way, the project is

expected to be exempt from CEQA and NEPA. The Categorical Exemption/Exclusion for

NEPA and CEQA are expected to be approved by the beginning of 2016 with construction

beginning by the end of 2016. No right-of-way will be required.

III. SCREENING CRITERIA

1. Demonstrated Needs of the Applicant Describe the need for the project and/or funding

Currently, the community surrounding Andrew Jackson Elementary School does not have

sidewalks on the streets that are closest to the school. In these areas, many parents either do not

let their students walk to school or the kids must walk in the street. Based on a survey of the

school community, the City determined that approximately 40% of the students live on the

streets with no sidewalks. By paving new sidewalks along these streets, the City hopes to

encourage parents to let their kids walk to school and to make the routes safer for pedestrians.

The improvements will include updating the existing pedestrian access ramps and driveways to

current ADA standards, making the community accessible for everyone.

Additionally, according to the survey results, many parents felt the traffic near the school

was unsafe for kids to walk during the drop-off and pick-up times. The City proposes to install

enhanced crosswalks with concrete bulb-outs and speed feedback signs to calm traffic near the

school, and provide more visible crossings for the students in the community to access the

school. Additionally, by increasing the amount of students within the community who walk to

school, the City hopes to ease traffic conditions in the drop-off and pick-up zones by eliminating

those trips from parents who live close to the school.

By increasing the walkability of the community and eliminating those trips to the school

from families within the community, this project has an additional benefit of reducing Green

House Gases and improving air quality for everyone. While the eliminated trips are short,

parents must pick up their kids at the school every day. Survey results showed that roughly 70%

of the students would potentially walk to school if the City added sidewalks on these streets and

other pedestrian improvements. That nearly doubles the current amount of 40% who said they

already walk to school, which will result in major savings in carbon emissions.

2. Consistency with Regional Transportation Plan (100 words or less) Explain how this project is consistent with your Regional Transportation Plan (if applicable). Include adoption date of the plan. This project is consistent with SCAG's Regional Transportation Plan adopted on April 4,

2012. The improvements address specific RTP/SCS goals including Better Placemaking,

Benefits to Public Health and the Environment, and Improved Access and Mobility. The project

promotes the use of alternative modes of transportation for the Andrew Jackson Elementary

School community. The improvements will not only make walking or biking safer for children,

but also increase the amount of students who walk to school, which will reduce overall vehicle

miles traveled - a primary goal of SB 375 - and reduce vehicle congestion around the school.

IV. NARRATIVE QUESTIONS

1. POTENTIAL FOR INCREASED WALKING AND BICYCLING, ESPECIALLY AMONG STUDENTS, INCLUDING THE IDENTIFICATION OF WALKING AND BICYCLING ROUTES TO AND FROM SCHOOLS, TRANSIT FACILITIES, COMMUNITY CENTERS, EMPLOYMENT CENTERS, AND OTHER DESTINATIONS; AND INCLUDING INCREASING AND IMPROVING CONNECTIVITY AND MOBILITY OF NON-MOTORIZED USERS. (0-30 POINTS) A. Describe how your project encourages increased walking and bicycling, especially among students.

The proposed improvements will encourage increased walking and bicycling by paving

new sidewalks along the streets within the community that currently do not have any. The

streets without sidewalks are the streets closest to the school in which students are most likely to

walk on to get to the school. The improvements will make traveling to school much safer by

providing a continuous route of travel to the school that is completely off of the streets.

Additionally, the enhanced crosswalks and speed feedback signs will increase the visibility of the

pedestrians and help to calm traffic around the school.

B. Describe the number and type of possible users and their destinations, and the anticipated percentage increase in users upon completion of your project. Data collection methods should be described. The City of Indio performed pedestrian counts on 04/17/2014 at the corner of Towne

Street (north) and Kenner Avenue, Towne Street (south) and Kenner Avenue, and Mountain

View Avenue and Towne Street (north). Additionally, the City of Indio, in conjunction with

Andrew Jackson Elementary surveyed the school's parents on 04/10/2014 to determine which

parents let their students walk to school, and if they would let their kids walk to school after

these improvements.

According to the results of the traffic counts, approximately 280 school age pedestrians

were counted during the morning period. That last California Department of Education census

data from 2012-2013 showed the school had a population of 709 students. Therefore, almost

40% of the students currently walk to school. This matches up with the survey data obtained by

the City of Indio. According to the survey data, the City was able to account for 336 students, or

47% of the total students in the school, and 140 of those surveyed currently walk to school.

Statistically speaking, based on the surveys, the City should expect 41% of the students to

currently walk to school with a margin of error of 4% since not all of the students were surveyed.

Since the survey data matches with the physical pedestrian counts, the City is very

confident in the survey results. According to those surveyed, almost 70% of the students at the

school would walk to school with a 3.5% margin of error, if the City provided the proposed

pedestrian improvements. That is an increase of 175%. The community survey data, as well as

the traffic counts are provided in the supporting documentation.

C. Describe how this project improves walking and bicycling routes to and from, connects to, or is part of a school or school facility, transit facility, community center, employment center, state or national trail system, points of interest, and/or park. The main focus of these improvements is to connect the pedestrians within the

surrounding community to Andrew Jackson Elementary School. By adding sidewalks and curb

ramps, the improvements will improve walking and bicycling conditions for those that live

within the community who want to access Andrew Jackson Elementary School, including

students and parents. The project has an added benefit of improving access for those who live on

the streets that currently do not have sidewalks to the North Jackson Park, Yucca Park, and the

Village Shopping Center located on the corner of Avenue 44 and Jackson Street.

D. Describe how this project increases and/or improves connectivity, removes a barrier to mobility and/or closes a gap in a non-motorized facility. Currently many of the streets within the community are equipped with sidewalks and

access ramps as shown on the Project Aerial Map. This project will increase the connectivity of

the community by installing sidewalks on the remaining streets, which will provide continuous

pedestrian access throughout. Additionally, the project will upgrade all existing curb ramps, and

driveways to current ADA standards to remove access barrier per the City of Indio ADA

Transition Plan.

IV. NARRATIVE QUESTIONS- continued

2. POTENTIAL FOR REDUCING THE NUMBER AND/OR RATE OF PEDESTRIAN AND BICYCLIST FATALITIES AND INJURIES, INCLUDING THE IDENTIFICATION OF SAFETY HAZARDS FOR PEDESTRIANS AND BICYCLISTS. (0-25 POINTS) A. Describe the potential of the project to reduce pedestrian and/or bicycle injuries or fatalities.

The proposed improvements have a tremendous potential to reduce pedestrian and

bicycle incidents by providing pedestrians a safe place to travel that is off of the streets. By

installing the proposed sidewalks, the City of Indio will be providing a continuously accessible

route from anywhere within the community to access Andrew Jackson Elementary School.

Additionally, the enhanced crosswalks, and speed feedback signs will alert the drivers, increase

visibility, and calm traffic during the school drop-off and pick-up times. The additional

sidewalks and enhanced crosswalks will also discourage pedestrians to cross midblock where the

collision danger is much higher.

B. Describe if/how your project will achieve any or all of the following:

o Reduces speed or volume of motor vehicles

The proposed speed feedback signs will alert drivers of their speed compared to the speed

limit surrounding the school during school hours, which will increase driver awareness.

Additionally, by encouraging students within the community to walk to school, the City

expects the volume of vehicles around the school during peak periods to be reduced.

o Improves sight distance and visibility

The enhanced crosswalks will provide additional visibility to protect pedestrians who are

crossing the street. The school already employs Crossing Guards during peak periods to

alert drivers of students crossing, however, the enhanced crosswalks will supplement

their work and provide visibility at all times.

o Improves compliance with local traffic laws

The proposed speed feedback signs will improve compliance with local traffic laws by

alerting drivers of their speeds as compared to the speed limit around the school during

school hours.

o Eliminates behaviors that lead to collisions

According to the Metropolitan Transportation Commission, some of the most

common violations for pedestrian-involved collisions include jaywalking, pedestrian on

roadway, auto violation of pedestrian right-of-way in crosswalk, and improper turn or

unsafe passing. Installing sidewalks, enhanced crosswalks, and speed feedback signs will

improve conditions that lead to these common violations. The enhanced crosswalks have

an added benefit of curb bulb-outs that will prevent the side-stacking of vehicles turning

right at the intersections, which leads to unsafe passing and violation of pedestrian right-

of-way.

o Addresses inadequate traffic control devices

The speed feedback signs will supplement the current speed limit signs along

Kenner Avenue. According to those surveyed, a large amount of residents thought

vehicles traveled too fast down Kenner Avenue. Rather than installing speed bumps, the

City proposes the use of speed feedback signs to alert the drivers of their speeds and help

calm traffic, especially during school hours.

o Addresses inadequate bicycle facilities, crosswalks or sidewalks

The proposed improvements will address the current inadequacy of the pedestrian

facilities in this community by installing new sidewalks along the remaining streets. This

will provide continuous pedestrian access through the community.

C. Describe the location’s history of events and the source(s) of data used (e.g. collision reports, community observation, surveys, audits) if data is not available include a description of safety hazard(s) and photos. Per the Traffic Collision Data Reports provided by the City of Indio Traffic Engineering

Department, there have been 18 vehicle collisions within the past five (5) years. Of this data,

there have been two (2) pedestrian involved accidents. Both accidents were on Kenner Avenue,

one included a pedestrian at the intersection of Towne Street and Kenner Avenue, the other

involved a bicycle near the intersection of Kenner Avenue and Oasis.

The bicycle accident near Kenner Avenue and Oasis was a broadside collision midblock,

meaning the bicyclist attempted to cross Kenner Avenue when they got hit. Accidents like this

can easily be avoided by providing continuous sidewalks throughout the community and

enhanced crosswalks to alert drivers and discourage pedestrians from crossing midblock. The

detailed traffic collision reports are provided in the additional documentation.

IV. NARRATIVE QUESTIONS- continued 3. PUBLIC PARTICIPATION and PLANNING (0-15 POINTS)

A. Describe the community based public participation process that culminated in the project proposal or

plan, such as noticed meetings/public hearings, consultation with stakeholders, etc. The City of Indio met with several community stakeholders while developing the full

scope of the proposed improvements. On March 21, 2014, the City held a Public Workshop at

Andrew Jackson Elementary School to identify the City's intent to improve the pedestrian access

around Andrew Jackson Elementary. Many community members attended and were very vocal

about their concerns and needs for the community. Top concerns for the community all included

making the walk to school safer for their children through visibility and traffic calming.

Additionally, the community expressed concern to have all of the remaining sidewalks paved and

not a few as our project alternatives showed.

On April 24, 2014, the City of Indio met with Include Me Inc., a non-profit organization

committed to the inclusion of all persons with disabilities into community living, to discuss the

priority of adding sidewalks around Andrew Jackson Elementary School. Include Me Inc., was

heavily involved in the creation of the City of Indio's ADA Transition Plan, and according to the

plan, streets within a 0.25 mile radius of a school classifies as a Level 1 Facility with top priority

of adding sidewalks. Include Me Inc., also supported the installation of sidewalks on all

remaining streets as top priority.

B. Describe the local participation process that resulted in the identification and prioritization of the project: The City of Indio met with the Riverside County Department of Public Health (DOPH)

on April 14, 2014, to discuss how the two agencies can work together to improve the Safe

Routes to School program within the City of Indio. The City and DOPH agreed that DOPH will

lead all non-infrastructure encouragement and education programs while the City of Indio took

the lead on installing infrastructure improvements around the subject schools. While DOPH will

be leading education programs at many schools around Indio to encourage students to walk to

school, it was agreed that Andrew Jackson Elementary is a perfect candidate for the first round

of infrastructure improvements.

Additionally, the City of Indio spoke with DOPH and the Indio Police Department (IPD)

during the April 15, 2014 Safe Routes to School East Coachella Valley Coalition Meeting about

utilizing IPD for added enforcement and education in the Safe Routes to School Program. It was

determined that DOPH will include IPD activities in their scope since the City of Indio will be

focused on only one school, where as DOPH can use IPD activities at many.

The City of Indio selected the proposed improvements, in part, through public surveys.

Both DOPH and the City of Indio surveyed the residents of Indio. The City of Indio focused

specifically on the community around Andrew Jackson Elementary, while DOPH surveyed

residents throughout the Eastern Coachella Valley. In both surveys the majority of the residents

felt that adding more sidewalks and installing traffic calming measures, the main aspects of the

City of Indio proposed improvements, are the best way to improve walking throughout the

neighborhoods.

C. Is the project cost over $1 Million? Y/N Y

Y/N Y Installing these proposed improvements was adopted by City Council by resolution in

2011. The City is fully committed to the top nature of this project in terms of increasing

connectivity to Andrew Jackson Elementary, improving pedestrian safety, and improving

mobility and access for those with limited capabilities. This project also services 'Level 1

Facilities' as identified in the City of Indio ADA Transition Plan with top priority for pedestrian

improvements. The 2011 City Council Resolution, and a digital copy of the ADA Transition

Plan are included in the Support Documentation.

4. COST EFFECTIVENESS (0-10 POINTS) A. Describe the alternatives that were considered. Discuss the relative costs and benefits of all the

alternatives and explain why the nominated one was chosen. The City had considered two (2) different alternatives concerning the scope of work on

this project. Both alternatives contained the enhanced crosswalks and speed feedback signs

along Kenner Avenue. The selected alternative will pave new sidewalks on all streets within the

community that currently do not have any. The other alternative was a reduced scope for the

sidewalk improvements. The other alternative would not have paved Sola Street, Arabia Street,

Deglet Noor Street, or King Street.

The selected alternative was chosen after the results of the community survey were

totaled. It was determined that 41% of the students live on the streets with proposed

improvements that currently do not have sidewalks. Of these students, 70% said they currently

walk to school, meaning they walk in the road. With the reduced project the number of students

living on streets with proposed improvements drops to 26%. Additionally, 70% of all students

said they would walk to school if there were more pedestrian improvements. This number would

drop to 56% with the reduced project.

In terms of costs, the selected alternative is expected to cost $2,580,000 based on the

preliminary estimate. The cost of the reduced project was projected to be $1,717,500, a savings

of $862,500. Though the reduced project doesn't cost as much, the amount of students affected

by the improvements drops significantly. Additionally, as described in the Public Participation

section, the community members expressed great interest in seeing all of the streets having

sidewalks for kids to walk to school on. For these reasons, the City of Indio felt the additional

costs were justified and selected to move forward with the total project.

The total monetized benefits are based on the USDOT value of time saved to parents not

having to pick-up and drop-off their students because of the improvements. In determining the

benefits of the proposed improvements, the City of Indio used a 10-year period. Since the

pedestrian fatality rate is low, it is expected that the monetary benefits from reducing pedestrian

fatalities will be minimal and are ignored. Additionally, the monetized benefits ignore the

"externality" benefits of improved air quality and reduced pollution.

The total costs of the project only include the costs to design and construct the

improvements as detailed in the preliminary estimate. The maintenance of the improvements

during this period was ignored in determining the total cost of the project since there will be

minimal maintenance efforts within the first 10 years as compared to the cost of the project.

Based on the community surveys, it is anticipated that the proposed improvements will

increase the amount of students who walk to school by 29%. With over 709 students, that is an

increase of 206 additional students who will walk to school due to the pedestrian improvements.

It is assumed that this increase directly relates to a decrease in 206 trips, and that each trip takes

one hour (1hr). Each trip includes one day of travel for drop-off, pick-up, and waiting times.

Since many trips to pick-up students may come from farther away depending on where the

parent works, the City believes 1hr day to be a conservative estimate.

With a reduction of 206 trips, 180 school days per year, 10-year period, and 1hr of travel

time saved, it is estimated that the improvements will result in a total of 370,800 hours saved

over the 10 years. Based on USDOT's Valuation of Travel Time, it is safe to assume Personal

Travel Time can be valued at 50% of the hourly median household income. According to the

latest census, this community (within zip code 92201) has a median household annual income of

$42,198, or about $20 per hour. Using 50% of the hourly median income the City of Indio

valued the personal travel time saved at $10 per hour. The total benefits of saving 370,800 hours

at $10 per hour is $3,708,000.

According to the preliminary estimate the total cost of the project, including design and

construction, is estimated to be $2,580,000. This results in a total Benefit/Cost Ratio of 1.44

over 10 years, and since the total project cost is the same as the amount of funds being requested,

the ratios will be the same. Additionally, the expected 10-year benefits are $1,000,000 above the

expected costs of the project. This provides opportunity to perform any maintenance that may be

required while still having a benefit to cost ratio greater than 1.0. All benefits and costs directly

relate to the goals of the Active Transportation Program.

5. IMPROVED PUBLIC HEALTH (0-10 points) A. Describe how the project will improve public health, i.e. through the targeting of populations who have a

high risk factor for obesity, physical inactivity, asthma, or other health issues. The proposed improvements target the community surrounding Andrew Jackson

Elementary. According to the most recent census data, the community (within zip code 92201)

is predominately of Mexican descent with nearly 76% of the population identifying themselves

as Hispanic or Latino. Additionally, over 29% of individuals are estimated to be below the

federal poverty level. In this community, the median income is less than the statewide average

and over 90% of the students are eligible for Free or Reduced Meal Plans.

According to the California Health Interview Survey (CHIS), Latino children are more

likely to be overweight for their age as compared to almost all other ethnicities. Additionally,

kids in lower poverty levels are more likely to be overweight for their age. In terms of physical

inactivity, Latino youth are among the least likely to engage in vigorous activity for 3 or more

days, as well as children in the lower poverty levels. More specifically for Andrew Jackson

Elementary School, 43% of the students in Grade 5 are at a health risk for Body Composition

and 33% need improvement in Aerobic Capacity. For these reasons the City of Indio identified

the Andrew Jackson Elementary School Community as a high risk population.

While kids who don't walk to school are not necessarily at a higher risk than those that

do, the proposed pedestrian improvements will encourage physical activity among this identified

high risk population. By encouraging physical activity, with students walking or biking to

school, at a younger age, the City of Indio, in conjunction with the County of Riverside

Department of Public Health, hope to help in reversing the trends for this population.

This project is also consistent with the regional SCS goals by utilizing specified Transportation Demand Managment (TDM) measures. By adding new sidewalks, this project will also bring existing curb ramps and driveways to current ADA standards to increase the usability and effectiveness of the active transportation system.

This project utilizes specific strategies outlined in the Regional Transportation Plan to meet SCS goals including:

Land Use Actions and Strategies-"Support projects, programs, and policies that support active and healthy community environments that encourage safe walking, bicycling, and physical activiy by children, including, but not limitied to development of complete streets, schol siting policies, joint use agreements, and bicycle and pedestrian safety education."

Transportation Network Actions and Strategies-"Explore and implement innovative strategies and projects that enhance mobility and air quality, including those that increase the walkability of communities and accessibility to transit via non-auto modes, including walking, bicycling, and neighborhood electric vehicles (NEVs) or other alternative fueled vehicles."

Transportation Demand Management (TDM) Actions and Strategies-"Develop infrastructure plans and educational programs to promote active transportation options and other alternative fueled vehicles, such as neighborhood electric vehicles (NEVs), and consider collaboration with local public health departments, walking/biking coaltions, and/or Safe Routes to School initiatives, which may already have components of such educational programs in place."

Reduces Green House Gas Emissions- According to a survey of the school parents, roughly 41% of the students currenlty walk or bike to school. With additional sidewalks and pedestrian improvements, an additional 30% said they would begin walking or biking to school. This significant increase in students walking to school would also mean a significant decline in cars driving to the school. By saving parents the trips to drop off and pick up their students, congestion around the school will be releived and less vehicle miles will be traveled, all resulting in reduced Green House Gas emissions.

SAFE ROUTES TO SCHOOL ANDREW JACKSON ELEMENTARY

PUBLIC WORKSHOP MINUTES

Date: March 31, 2014 Time: 06:00 P.M. Description: The City of Indio Public Works Department held a Public Workshop to present a possible Safe Routes to School Project for the Andrew Jackson Elementary School Community. The project proposes to install new sidewalks on streets near the school that currently do not have any. Along with the new sidewalks, the project will upgrade all curb ramps and driveways to meet current ADA standards. Additionally, the project proposes to install enhanced crosswalks with bulb-outs at the main intersection for the school and install speed feedback signs at the existing Speed Limit signs. A map of the project is attached, and was presented during the workshop. Community Involvement: The Andrew Jackson Elementary School Community responded very positively with the proposed improvements. Community members also proposed a few additions of their own. A summary of the additional items requested is presented below.

1. Additional signage further west on Kenner Avenue. 2. Enhanced crosswalks to include flashing lights during pedestrian crossing. 3. Bulb-outs should be installed to prevent cars from turning right while another car is at

the stop sign. 4. Install measure to prevent rolling stops at the Kenner Avenue and Sola Avenue

intersection. 5. Install enhanced crosswalks for the Middle School Bus Stop at Yucca Park. 6. Install enhanced crosswalks with bulb-outs on Towne Street at existing crosswalk at

the south line of Mountain View Avenue. 7. Install a speed feedback sign along Towne Street near the Middle School Bus Stop 8. Install measure for Right Turn Only out of school parking lot.

Action Items: The City of Indio will take additional items proposed by community into consideration and provide justification if item is not included in final proposed project. The City of Indio will work with School Principal to send out survey to determine students who currently walk and/or bike to school, as well as to determine number of students who would walk and/or bike to school if this project was constructed.

Description: The Riverside County Department of Public Health requested a meeting with the City of Indio to discuss recent infrastructure projects near schools and if the City of Indio plans to apply for ATP funding. The goal of the meeting is to identify possible collaborative efforts between the City of Indio and the Riverside County Department of Public Health in order to supplement each funding application. Summary The Riverside County Department of Public Health plans to apply for Safe Routes to School non-infrastructure funding of the new ATP grant. The proposed project will provide traffic safety education for children within the City of Indio in order to increase the amount of children who walk to school and increase the safety of the children who will walk to school. The City of Indio plans to apply for Safe Routes to School infrastructure funding to install traffic safety measures including sidewalk, crosswalks, and speed feedback signs around the Andrew Jackson Elementary School Community to aid and encourage students to safely walk to school. Since there are overlapping interests in the safety and wellbeing of the students of Andrew Jackson Elementary School, each application for funding will reference the other to strengthen the project goals. Additionally, letters of support can be provided to demonstrate multiple interests in the area. The Riverside County Department of Public Health and the City of Indio have developed community surveys and have agreed to share the data received. Safe Routes to School Project Summary

Date: April 24, 2014 Time: 11:00AM Project Description: Install new sidewalks along nine (9) streets within the community immediately adjacent to Andrew Jackson Elementary. Install enhanced crosswalks near the school with curb "bulb-outs" and speed feedback signs along Kenner Street. This project will also upgrade all access ramps and driveways to current ADA standards along the route proposed for new sidewalks. See attached Project Map for a summary of the proposed improvements. Purpose and Need: Currently, almost half of the community adjacent to Andrew Jackson Elementary School do not have sidewalks along their streets and the streets that do not have sidewalk are the closest to the school. Because of this, many students who live near the school do not walk to school, and those that do must dangerously walk in the street. After meeting with parents, and taking a survey of the community, it became evident that many families would let their students walk to school if there were more sidewalks. ADA Transition Plan Consistency: Installing sidewalks and updating the access ramps and driveways along the proposed routes is classified as a High Priority Roadway Segment according to the City of Indio ADA Transition Plan. The sidewalks will be installed on roadway segments servicing a Level 1 Facility - "Public Schools (approximately one-quarter mile radius for the main streets)". Although the Andrew Jackson Street Elementary School was not included in the original 5-year Transition Plan, the implementation plan was intended to be fluid in order to continue upgrading the City's access needs. Since this project fits into the High Priority Category, and the community has shown support for the project, this project fits into the ADA Transition Plan goals.

Subject: Revised Departmental Guidance on Valuation of Travel

Time in Economic Analysis _______________________________________________________________________ The value of travel time is a critical factor in evaluating the benefits of transportation infrastructure investment and rulemaking initiatives. Reduction of delay in passenger or freight transportation is a major purpose of investments, and rules to enhance safety sometimes include provisions that slow travel. As the Department expands its use of benefit-cost analysis in evaluating competitive funding applications under such programs as the TIGER Grant program and the High-Speed Intercity Passenger Rail program, it is essential to have appropriate, well-reasoned guidance for valuing delays and time savings.

DOT published its first guidance on this subject, "Departmental Guidance for the Valuation of Travel Time in Economic Analysis," on April 9, 1997, to assist analysts in developing consistent evaluations of actions that save or cost time in travel. That memorandum recommended an array of values for different categories of travel, according to purpose, mode and distance. For each category, the Guidance specified a percentage of hourly income that would normally be used to determine the value per hour of savings in travel time, a range of percentages defining upper and lower bounds about the normal value for sensitivity testing, and an average hourly income level. Special values were assigned to walking and waiting time, travel by general aviation, and truck drivers.

The distributions so derived are:

• Local travel by surface modes: 95.4% personal, 4.6% business;

• Intercity travel by surface modes: 78.6% personal, 21.4% business;

• Intercity travel by air: 59.6% personal, 40.4% business.

Business travel

For “on-the-clock” business travelers over all distances and by every surface mode, VTTS is assumed to be equal to a nationwide median gross wage, defined as the sum of the median hourly wage and an estimate of hourly benefits. The median wages are obtained from the BLS National Occupational Employment and Wage Estimates. Median benefits are not available from this source and are approximated by deriving the ratio of average fringe benefits to average wages in the Employer Costs for Employee Compensation and applying it to median wages. This extrapolation is performed for business travelers on all modes, using the share of benefits for all workers. This procedure generates a VTTS estimate of $22.90. For all vehicle operators the benefit share applied is derived from the series for transportation and material moving occupations. Truck drivers’ wages are estimated for a weighted average of heavy and light truck drivers from the National Occupational Employment and Wage Estimates.

In the case of air and high-speed rail travel, high-cost modes used for fast trips over long distances, we conclude that use of a distinct wage is justified. The best source for incomes of air travelers is the BTS National Household Travel Survey of 2001. This survey permits estimation of distributions of household money income by trip purpose. The ratio of 2001 median household income of business air travelers (approximately $105,000) to the U.S. Census Bureau 2001 median household income ($42,228) represents a factor of 2.5 to be multiplied by the gross median wage estimate for surface business travelers. The resulting VTTS is $57.20. Recent confidential survey data suggest that income levels for high-speed rail travelers are similar to those for air travelers, so we apply the same VTTS to high-speed rail travelers.

Personal travel

For local personal travel, VTTS is estimated at 50 percent of hourly median household income. The nationwide median annual household income, $49,777 in 2009, is divided by 2,080 to yield an income of $23.90 per hour. The local VTTS is thus $12.00. We distinguish local from intercity personal travel, estimating a VTTS that rises with distance. For the latter purpose, we have adopted a ratio of VTTS to hourly income of 70 percent. The VTTS for intercity personal surface travel is then $16.70 per hour.

For personal travel by air or high-speed rail, the above estimate of VTTS for personal intercity surface travel is multiplied by 1.9, the ratio from the NHTS of the 2001 median household income of air travelers on personal business to the nationwide median household income. This procedure yields a VTTS estimate of $31.90.
