All a farmer needs to do is click a photo of his plant and upload on an app, where a crop’ s health is diagnosed and ad vice on treatment is provided real time. About 4,91,811 users of Uzhavan App, launched by Tamil Nadu agricultural min- istry in February to educate farmers about soil quality , seeds and fertilizers, will benefit from this tech. “We are conducting a pilot run with an Artificial Intelligence-based tool on the existing Uzhavan app that will enable better crop surveillance,says Santosh K Misra, commissioner of Tamil Nadu e-Gov- ernance (TNeGA). TNeGA has partnered with the ministry of agriculture with an aim to build a database of images of healthy and sick crops. These images will be used while designing an AI- powered tool for the popular app which will help identify and detect dis- eases real time. Lack of good quality la- belled data support is the biggest challenge in assessing crop health,says Misra, who will soon launch the AI tool on Uzhavan app . While the government initiati ve is a ma- jor step forward, many entrepreneurs are providing tech support. Chennai-based startup Aqua- connect has developed an app, FarmMOJO, which provides real time solutions for aquaculture, including shrimp and fish farming. The app records produc- tion data like pH balance, ammonia and ni- trate levels, water quality , health status and biomass conversion of the produce. This app can alert a farmer if there is temperature or salinity drop in the water . The most common disease affecting shrimps is the white spot syndrome, which leads to pre-mature farming. We found out that the revenue of farmers has increased by around 5% after using the app,says Rajamanohar Somasundaram, co-founder and CEO of Aquaconnect. FarmMOJO app aims to assist farmers in taking correcti ve actions, thereby minimising losses. With Indian shrimp exports amounting to $7 billion in 2018, and an annual growth rate of 10%-15%, the aquaculture sector finds farmers lagging behind in adopting technology and scientific farming prac- tices. To overcome this problem, we have introduced human-assisted technology , where research associates visit farms twice a week to take readings on the pro- duce,says Rajamanohar , an IIT-Kanpur alumnus, who is looking to add 250 farmers every month to the present strength of 3,000 farmers in Tamil Nadu, Andhra Pradesh and Gujarat. Launched in August, Tumaini app for banana culti vation allows farmers to scan plants and detects symptoms on any part of the crop with an accuracy rate of 98%. De- veloped by researchers from Imayam Insti- tute of Agriculture and Technology (IIAT), Trichy , and Texas A&M Uni versity , the app is capable of reading images of low quality , is not distracted by the background (other plants or leaves) to provide accurate results. The app is now available in seven languag- es, including Tamil, English and French, and will be available in other Indian languages soon,says Dr Si valingam Elayabalan, de- partment of biotechnology , IIAT. A staple food for many , banana culti vation is a crucial source of nutrition and income. The team has uploaded 20,000 images that depicted vari- ous visible banana dis- ease and pest symptoms. With this information, the app scans photos of parts of the fruit, leaves, stem or other parts to determine the nature of disease or pest. It then sug- gests correcti ve steps to ad- dress the plant' s need. Most app developers com- plain about unavailability of labelled data. Nithin Chelliya, a security analyst at InfySEC said, An enterprise or startup which develops an AI-dri ven app to provide real-time solutions will need to collect and store labelled data for at least two years to achieve robustness in the algorithm.He explains training an algorithm in an app is vital because it looks at meta data (basic information) of images uploaded for diag- nosis. The meta data comprises of informa- tion such as camera used to click the photo, time and date of the photo taken, resolution and size of the image. If anyone of these data gets misidentified or mislablled the algorithm may not understand and confuse one image for another , which will lead to incorrect diagnosis of pest attack and thus dictating a wrong solution. The vic- tims, all above 60 years of age, were taken to a hospital on Tuesday afternoon. From there, they were shifted to MKCG Medical College and Hospital here. Their condition is stated to be stable. Police said the accused convened a meeting in the village before deciding to attack the six men, whom they held re- sponsible for the death of three women and the illness of seven others over the past six months. They dragged the men out of their houses and forcefully re- moved their teeth before forcing them to consume human excreta. Both pliers and stones were used to pull out and break the teeth of the six men, who be- longed to different families. A police force led by SP (Ganjam) Bri- jesh Rai visited the village, rescued the injured and admitted them in the local hospital. Rai said all 29 accused were sent to judicial custody. “More people are involved and they will be arrested soon. We have their names,” Rai added. Fearing a crackdown by police, al- most all the men of the village had left their homes, said Satya Narayan Prad- han, inspector in charge of Khallikote police station, under which Gopapur vil- lage falls. A local doctor said the seven women who had fallen ill in the past six months were most probably suffering from anaemia. “But their families are unwilling to accept this,” the doctor add- ed, requesting anonymity. 29 held for pulling out teeth of 6, making them eat excreta Hrusikesh Mohanty TNN Bengaluru: Development is an un- known quantity in Meenyam, in Chamarajanagar district. Nestled in the foothills of Male Mahadeshwara Hills that abut the Sathyamangalam reserve forest, which Veerappan once ruled, the hamlet was denied basic in- frastructure because of the fear the forest brigand inspired, especially af- ter 1992, when he gunned down six po- lice officers in an ambush close by. But the village still wallows in backward- ness — its 800 families, mostly Soliga tribals, don’t have access to basic healthcare — even 15 years after po- lice killed the bandit. Bommappa, a lo- cal, gave two acres of his property to the government to build a hospital in Meenyam after he suffered a paralyt- ic stroke a decade ago. After the state established a pri- mary health centre on the site in 2015, a doctor would show up once a week. This continued for a couple of years till the visits got more and more infre- quent. As a result, women give birth at home without medical assistance and children don’t receive vital vacci- nations. The facility has basic facili- ties, including separate wards for men and women with a bed each, a mi- nor OT, and a delivery room, but the beds and equipment are rusting with disuse. When TOI visited the centre, a male nurse was attending to patients. Up to 25 people visit the centre each day, but they are usually just sent home with whatever tablets the facili- ty stocks. “I am a nurse and am not sup- posed to be giving medicine without direction from a doctor,” the nurse said. “And a doctor visits only once a week. This centre needs at least three nurses and a doctor. In the absence of these professionals, I just manage with the medicines we have.” Shobha Mallesh, 20, a pregnant woman, came to the PHC with an acute cough and took home some antibiotics. “A doctor should check a severe cough if it oc- curs during pregnancy, but we only get medicines here,” her father Sid- dalinga said. Meenyam is in the midst of a forested area, so there are regular cases of people being bitten by snakes. The centre has snake venom antiserum for snakebites, but there is no equipment to administer it. “While administering snake venom antiserum, the patient must be stabil- ised with other medicines and IV fluid to make sure that the drug does not cause an adverse reaction,” the nurse said. “Without these medi- cines, administering the antiserum is dangerous, so I cannot do anything about cases of snakebite.” Mallappa, a farmer from neigh- bouring Sulikobe village, rushed to the centre in November 2018 after he was bitten by a snake. The victim, Shyam Mahor, alleged that Asghar Khan bit his finger and “then crushed it with his teeth”. “I would have got it surgically reattached, but he swallowed the piece,” Mahor told police in his complaint. On September 30, Mahor and his son Mahaveer were on their bike when they ran into the scoot- er of Asghar Khan, 24 year, in a congest- ed locality, around 11.30pm, say police. Mahor alleged that when Asghar start- ed abusing his son, he objected. Pointing his forefinger at Asghar, Mahor asked him to mind his language, police said, quoting Mahor. Seeing the accusing fin- ger, Asghar “chomped down on it”, says the FIR. A case was registered against Asghar under IPC 323 (causing hurt) ,294 (abuse) and 506 (threat to kill). IAF is giving its ca- dets at Air Force Academy (AFA), Dundi- gal, additional training to handle incidents such as the attack on Pathankot air base on January 2, 2016. “Though IAF cadre mainly fight bat- tles in the skies and defend the nation, be- ing able to engage the enemy on the ground is also important when the need arises,” a senior officer at AFA, Dundigal said. For this reason, a programme called Camp Harvard is now part of the curriculum and training at the academy where air war- riors are trained. The first trainer aircraft at AFA, Dundigal was the Harvard trainer aircraft after which the training pro- gramme is named. The academy’s founda- tion stone was laid in 1967 by then presi- dent Zakir Hussain and it was inaugurated in January 1971 by then chief minister Ka- su Brahmananda Reddy. In connection with the 87th anniver- sary of IAF on October 8, AFA, Dundigal gave a glimpse of the training facilities in a tour conducted for the media. In a mock ex- ercise, cadets undergoing training demon- strated their skills to overpower the enemy and launch an attack on the ground. The cadets, in addition to flying training, are al- so trained on how to handle guns and en- gage in defence and attack. Asked how IAF pilots are trained to conduct themselves when they land in enemy territory as was seen in the case of Wing Commander Ab- hinandan Varthaman in February this year, a senior officer said the training cov- ered every aspect of it. He underlined that lakhs of native Hin- dus and tribals have been left out of the register which has triggered concerns. Speaking to TOI in the wake of the de- bate on NRC, Rawat said the verification exercise has been beneficial to the extent that it has demolished BJP’s campaign that there were crores of Bangladeshi in- filtrators residing in Assam. He said only 19 lakh have been excluded from the NRC and the figure may come down to 9-10 lakh after the completion of due process. “And that too, a majority of those left out of the final NRC would be Hindus,” he underlined, adding, “BJP should real- ise that they can divide people for votes but they are the ruling party and they have to govern.” Rawat said the free-wheeling views emerging from the BJP over the citizens’ register were disconcerting. “The BJP’s response to the NRC that they will pass the Citizenship Amend- ment Bill has triggered concern and ap- prehension in the entire North-East re- gion about their cultural identity. The re- gion is sensitive like Kashmir and its re- percussions would be national. Already, we see that ULFA that had disappeared, is resurfacing,” the former Uttarakhand chief minister said. He said the outcome of the NRC, with overall low figures of exclusion along with high number of Hindus/tribals among those left out, has rattled the BJP which had come to believe that crores of Bangladeshis were living in Assam. “The ruling party has also been exposed by its stand on Bangladesh. While it has been telling Bangladesh that nobody would be sent to the country, what would they do with people who are declared in- filtrators and for whom detention cen- tres are being constructed. This doubles- peak has exposed the BJP,” he added. Rawat said the NRC has left everybo- dy concerned and BJP is at the receiving end of the resultant resentment, reason why the ruling camp is talking about Ci- tizenship Amendment Bill despite raw nerves about the legislation in the North- East. Citing lessons from the exercise to draw up the citizens register, Rawat said the talk of extending it to the rest of the country has sent a ripple of concern among social groups everywhere. “NRC is a Congress baby. We did it, it is the soul of the Assam Accord. But no genuine In- dian should be left out and Congress is working hard with legal aid and logistics to help such people,” he said. NRC outside Assam will divide society: Congress Subodh.Ghildiyal@timesgroup.com It is a telling comment on the priorities of the government that minister B Sriramulu chose to launch his overnight hospital stay initiative in the well-equipped Chamarajanagar District Hospital — photo-op event more than anything else — while evidently failing to direct health department officials to ensure that doctors are posted in all government health centres across Karnataka. People in many rural parts of the state do not have access to emergency or even basic medical care. This could change if the government, which subsidises medical education with taxpayer rupees, uses its resources efficiently and strictly enforces the mandatory rural service requirement for doctors admitted to medical colleges under the government quota. TNeGA has partnered with the ministry of agriculture with an aim to build a database of images of healthy and sick crops. These images will be used while designing an AI-powered tool for the popular app which will help identify and detect dis-eases real time. “Lack of good quality la-belled data support is the biggest challenge in assessing crop health,” says Misra, who will soon launch the AI tool on Uzhavan app.

While the government initiative is a ma-jor step forward, many entrepreneurs are

providing tech support. Chennai-based startup Aqua-connect has developed an app, FarmMOJO, which provides real time solutions for aquaculture, including shrimp and fish farming. The app records produc-tion data like pH balance, ammonia and ni-trate levels, water quality, health status and biomass conversion of the produce.

“This app can alert a farmer if there is temperature or salinity drop in the water. The most common disease affecting shrimps is the white spot syndrome, which leads to pre-mature farming. We found out that the revenue of farmers has increased by around 5% after using the app,” says Rajamanohar Somasundaram, co-founder and CEO of Aquaconnect. FarmMOJO app aims to assist farmers in taking corrective actions, thereby minimising losses.

With Indian shrimp exports amounting to $7 billion in 2018, and an annual growth

rate of 10%-15%, the aquaculture sector finds farmers lagging behind in adopting technology and scientific farming prac-tices. “To overcome this problem, we have introduced human-assisted technology, where research associates visit farms twice a week to take readings on the pro-duce,” says Rajamanohar, an IIT-Kanpur alumnus, who is looking to add 250 farmers every month to the present strength of 3,000 farmers in Tamil Nadu, Andhra Pradesh and Gujarat.

Launched in August, Tumaini app for banana cultivation allows farmers to scan plants and detects symptoms on any part of the crop with an accuracy rate of 98%. De-veloped by researchers from Imayam Insti-tute of Agriculture and Technology (IIAT), Trichy, and Texas A&M University, the app is capable of reading images of low quality, is not distracted by the background (other plants or leaves) to provide accurate results. “The app is now available in seven languag-es, including Tamil, English and French, and will be available in other Indian languages soon,” says Dr Sivalingam Elayabalan, de-partment of biotechnology, IIAT.

images that depicted vari-ous visible banana dis-ease and pest symptoms. With this information, the app scans photos of parts of the fruit, leaves,

stem or other parts to determine the nature of

disease or pest. It then sug-gests corrective steps to ad-

dress the plant's need.Most app developers com-

plain about unavailability of labelled data. Nithin Chelliya, a security analyst at InfySEC said, “An enterprise or startup which develops an AI-driven app to provide real-time solutions will need to collect and store labelled data for at least two years to achieve robustness in the algorithm.” He explains training an algorithm in an app is vital because it looks at meta data (basic information) of images uploaded for diag-nosis. The meta data comprises of informa-tion such as camera used to click the photo, time and date of the photo taken, resolution and size of the image. If anyone of these data gets misidentified or mislablled the algorithm may not understand and confuse one image for another, which will lead to incorrect diagnosis of pest attack and thus dictating a wrong solution.

Berhampur: Twenty-nine people, 22 ofthem women, were arrested on Tuesdaynight for allegedly pulling out the teeth ofsix men and forcing them to consume hu-man excreta on the suspicion that theypractised witchcraft at Gopapur villagein Odisha’s Ganjam district. The vic-tims, all above 60 years of age, were takento a hospital on Tuesday afternoon.From there, they were shifted to MKCGMedical College and Hospital here.Their condition is stated to be stable.

Police said the accused convened ameeting in the village before deciding toattack the six men, whom they held re-sponsible for the death of three womenand the illness of seven others over thepast six months. They dragged the menout of their houses and forcefully re-moved their teeth before forcing them to

consume human excreta. Both pliersand stones were used to pull out andbreak the teeth of the six men, who be-longed to different families.

Apolice force led by SP (Ganjam) Bri-jesh Rai visited the village, rescued theinjured and admitted them in the localhospital. Rai said all 29 accused weresent to judicial custody. “More people areinvolved and they will be arrested soon.We have their names,” Rai added.

with the medicines we have.” ShobhaMallesh, 20, a pregnant woman, cameto the PHC with an acute cough andtook home some antibiotics. “A doctorshould check a severe cough if it oc-curs during pregnancy, but we onlyget medicines here,” her father Sid-dalinga said. Meenyam is in the midstof a forested area, so there are regularcases of people being bitten bysnakes. The centre has snake venomantiserum for snakebites, but there isno equipment to administer it.“While administering snake venomantiserum, the patient must be stabil-ised with other medicines and IVfluid to make sure that the drug doesnot cause an adverse reaction,” thenurse said. “Without these medi-cines, administering the antiserum isdangerous, so I cannot do anythingabout cases of snakebite.”

Mallappa, a farmer from neigh-bouring Sulikobe village, rushed tothe centre in November 2018 after hewas bitten by a snake. With no treat-ment available at the centre, he had tobe rushed to Kollegal, 105km away.“Snakebite cases are common,” saidChinnamma, a resident. “We eitherget to another hospital, which has adoctor, in time or die.”

“Though IAF cadre mainly fight bat-tles in the skies and defend the nation, be-ing able to engage the enemy on the groundis also important when the need arises,” asenior officer at AFA, Dundigal said. Forthis reason, a programme called CampHarvard is now part of the curriculum andtraining at the academy where air war-riors are trained. New Delhi: Congress veteran and theparty’s Assam in-charge Harish Rawathas warned the ruling BJP that NRC isan Assam-specific exercise and extend-ing it to other parts of India withoutproper study can boomerang on society.He underlined that lakhs of native Hin-dus and tribals have been left out of theregister which has triggered concerns.

Speaking to TOI in the wake of the de-bate on NRC, Rawat said the verificationexercise has been beneficial to the extentthat it has demolished BJP’s campaignthat there were crores of Bangladeshi in-filtrators residing in Assam. He said only19 lakh have been excluded from the NRCand the figure may come down to 9-10lakh after the completion of due process.

“And that too, a majority of those leftout of the final NRC would be Hindus,”he underlined, adding, “BJP should real-ise that they can divide people for votesbut they are the ruling party and theyhave to govern.”

Rawat said the free-wheeling viewsemerging from the BJP over the citizens’register were disconcerting.

“The BJP’s response to the NRC thatthey will pass the Citizenship Amend-ment Bill has triggered concern and ap-prehension in the entire North-East re-gion about their cultural identity. The re-gion is sensitive like Kashmir and its re-

percussions would be national. Already,we see that ULFA that had disappeared,is resurfacing,” the former Uttarakhandchief minister said.

He said the outcome of the NRC, withoverall low figures of exclusion alongwith high number of Hindus/tribalsamong those left out, has rattled the BJPwhich had come to believe that crores ofBangladeshis were living in Assam.“The ruling party has also been exposedby its stand on Bangladesh. While it hasbeen telling Bangladesh that nobodywould be sent to the country, what wouldthey do with people who are declared in-filtrators and for whom detention cen-tres are being constructed. This doubles-peak has exposed the BJP,” he added.

Rawat said the NRC has left everybo-dy concerned and BJP is at the receivingend of the resultant resentment, reasonwhy the ruling camp is talking about Ci-tizenship Amendment Bill despite rawnerves about the legislation in the North-East.

Citing lessons from the exercise todraw up the citizens register, Rawat saidthe talk of extending it to the rest of thecountry has sent a ripple of concernamong social groups everywhere. “NRCis a Congress baby. We did it, it is the soulof the Assam Accord. But no genuine In-dian should be left out and Congress isworking hard with legal aid and logisticsto help such people,” he said.

It is a tellingcomment on the priorities of thegovernment that minister B Sriramuluchose to launch his overnight hospitalstay initiative in the well-equippedChamarajanagar District Hospital —photo-op event more than anythingelse — while evidently failing to directhealth department officials to ensurethat doctors are posted in allgovernment health centres acrossKarnataka. People in many rural partsof the state do not have access toemergency or even basic medical care.This could change if the government,which subsidises medical educationwith taxpayer rupees, uses itsresources efficiently and strictlyenforces the mandatory rural servicerequirement for doctors admitted tomedical colleges under thegovernment quota.
