Executive Appointments, chaired by Senator Vadalabene. We did con-9.

sider one, Jacob Dumelle, and Mr. Dumelle historically was appointedl0.

by the former Governor Walker, and now Governor Thompcm is reappoirzt-1l.

ing Mr. Dumelle to the Chairman of the Pollution Control Board. Now,l2.

back two years ago, I think most of you will remember, that we in-13.

troduced a bill that was meant to let us burn Illinois coal, it wasl4.

a Sulfur Emissions Bill. That Sulfur Emissions Bill, I happen to be thel5.

principal sponsor, and prior to pas#ing that onto the order of 3rdl6.

reading, I held it on 2nd reading for at least two and a half months.l7.

During that period ol time I got the Pollution Control Board people.l8.the Environmental Protection Agency peoplee the coal industry, and

l9.all those who might have been concerned with passage of such leg-

20.islation. Now, after that time had elapsed.-.after that time elapsed,

21.Ladies and Gentlemen of this Body, we did have an agreementy and no

22.one, and I say no one objected to the form of that bill. The bill23

.

passed khe Senate with some 42 to 43 votes, went to G e House, suddenly24.

there was a letter sent by Mr. Dumelle objecting vehemently to that2$.

particular piece of legislation that would allow us to burn Illinois26.

coal. Now, I ask you is that a good administrator to not have

communication with the people on his own boardg his own employees.2:. '

I say no, he is not a good administrator, I say no because I think29.

that we can have others that can do a much better job, and--and30.

really seek to burn Illinois coal in a way that would not affect3l.

the environment, and I might add that further testimony this morning32.

SEANTOR RHOADS:

Thank youy Mr. President, and members of the Senate. I apologize

for not havin: the materials here in front of me that are presentlyin my district office. I did not think we would get to this order

of business today, with the committee meeting being held only this

morning, and it is, of course, something that you don't want to

do to call into question the reputation of a director without having

as thorough an inveskigation as possibler however, in this instance

I have to vote my district. The Civil Defense Officials, of the

1. Village of LaGrange which is in my district, along with

2. WTAQ, which has held a series of editorials opposing the con-

3. firmation of Mr. Jones, have eharged that he has been in a wordp

4. incompetent in his administrakion of this aqency. My own experiences

5. during the snowstorm of last January, a year ago in January, lead

6. me to believe that there was something seriously wrong in the

7 ability of that agency to reaet under pressure. The most serious

g allegation that has been made by WTAQ, and which I have asked our

staff to look into, is the faet khat ninety-seven percent of Ehe9.

budqet of this agency has been spent on the director himself, orl0.

on the activities of his office. Now, I'm very sorry that I haven't1l.

s - .this was first brought to my attention on the 4th of Aprile today

12.is the 9th of April, the staff did get me that information today:

13.I have not had a chance toy.-to go over it in detail. Based on the

14.very skrong opinions, strongly held opinions, of people I regard as

l5.professionals in the area of emergency services and disasters in my

l6.district, based on their skrongly held opinions, that this agency

17.ls not being conducted under the guidance of Mr. Jones in the way

18. .

that it should,l feel compelled to vote No. I am kold by a colleaguel9. .

that other suburban newspapers in suburban Cook, and Dupage County20.

have held similar editorials in the last couple of weeks. T wish21.

there were more time to look into these charges, but for the present22.

time I must withhold my vote. Thank you.23.
