We want to see you at our Annual Meeting

I t’s my privilege as president of Clay Electric’s Board of Trustees to invite you to our Annual Meeting on

Thursday, March 19. The event will be held from 9 a.m. to 3 p.m. at our headquarters in Keystone Heights.

In this issue of Kilowatt, you’ll find the Official Notice of Annual Meeting and other important details about the event. This year, we are celebrating our 82nd anniversary as a co-op serving you, our members.

The meeting is a special time for co-op members to gather, share experiences and hear from co-op leadership. It’s also the occasion to exercise one of the greatest benefits of being an electric co-op member: voting for three representatives on the board of trustees. Your electric cooperative is not owned by far-away investors, and it’s not run by an appointed board of trustees. Your electric cooperative is run by a democratically elected board that is given the privilege to serve because of your vote.

After district meetings earlier this year, the candidates for trustee are: Incumbent Kelley Smith for District 2; Incumbent Carl Malphurs for District 4; and Incumbent Jimmy Wilson for District 6.

If you are unable to attend Annual Meeting, consider requesting an absentee ballot. Please see Page 6 for details about how to request a ballot. There is a special drawing for bill credits for those who vote by mail. For those attending in person, there are many activities planned. The musical entertainment will be provided by The Groves Family. We’ll also serve a

chicken lunch on the grounds at noon, and there will

be an exhibition hall with vendors and

energy-related exhibits.

Polls will be open from 9 a.m. to 3 p.m. and voters will be eligible for

door prizes. This year’s grand

prize is a white 2010 Ford Ranger

pickup. To be eligible for a door prize, you must vote by 2 p.m.

The afternoon business session begins at 1 p.m. and will include comments from myself and General Manager/CEO Ricky Davis. We look forward to sharing the state of our co-op.

If you’ve never attended our Annual Meeting, or if it’s been awhile, please stop by. Not only will you have a good time (and maybe win a prize), but you will feel good knowing that you had a voice in a very important decision that impacts one of our most vital resources, electricity.

Co-op campaign aims to boost rural voter turnoutThe upcoming trustee election at

Annual Meeting is not the only impor-tant time to go to the polls this year. Floridians have three opportunities in 2020 to make their voice heard in local, state and federal elections.

On March 17, Florida’s Presidential Preference Primary will take place. The deadline to register to vote or change your party affiliation is Feb. 18. Aug. 18 is the state’s Primary Election, and the voter registration/party change deadline is July 20. General Election Day is Nov. 3, and the deadline to register to vote is Oct. 5. You can register to vote or update your information online at RegisterToVoteFlorida.gov.

Clay Electric and America’s other electric cooperatives understand what’s important to our homes and communities, and we believe registering to vote and voting in every election is vital to protecting our way of life. In 2016, electric co-ops launched the Co-ops Vote campaign with the goal of reversing a troubling trend: in the 2012 elections, voter turnout in rural areas declined by 18 percent — twice the voter drop-off seen nationally.

Co-ops Vote is non-partisan and helps get out the vote while inserting issues important to co-ops and our communities into the public discussion. The campaign does not endorse or recommend candidates for election.

“Reliable electricity, rural infrastruc-ture and keeping rates stable are just a few of the issues we all care about,” said Clay Electric General Manager/CEO Ricky Davis. “These issues will

only become priorities if we continue to express our concerns to our elected officials. Registering to vote and show-ing up to the polls on Election Day are the most effective ways to send this message.“

As a member-owned electric coopera-tive, voting is already in our DNA. It’s how we maintain an electric utility that is responsive to you, our members, and voting plays a crucial part in our repre-sentative democracy. Federal, state and local elections offer an opportunity to exercise a civic responsibility — to select the best leaders for our communities.

“When voters miss the chance to vote, they also lose the opportunity to voice their concern to our leaders about the issues that matter to us, where we work, live and raise families,” Davis said.

Here’s what you can do to help. Ensure you’re registered to vote right now. Then, encourage your friends and family to register too. Visit the Co-ops Vote website, www.vote.coop, to learn more about your elected officials and the issues that matter in our communities.

When you’re done, make sure to save the dates for upcoming elections so you can plan ahead.

New meter installations to begin late this month in the Lake City DistrictThe co-op is nearing completion of its Advanced Metering

Infrastructure (AMI) project. Installations are wrapping up in the Gainesville District

and are scheduled to begin in late February in the Lake City District. The Orange Park, Palatka, Salt Springs and Keystone Districts are fully deployed.

In January 2019, the cooperative employed a licensed contractor, Allegiant Utility Services, to change out existing meters across our service area with advanced meters to improve reliability and to give detailed data about energy use.

You will receive prior notification by mail of when to expect the meter replacement. When Allegiant arrives at your home, an installer will knock at the door to let you know they are there to replace your meter. The contractors will be in uniform and will have photo identification cards. If you are not home, Allegiant will proceed with placing the new meter.

The Clay Electric Foundation Board of Directors approved

$190,559 IN GRANTSduring its Jan. and Feb. meetings.

Education Foundation of $5,000 Lake County (Lake County)The Education Foundation is a non-for-profit organization that is the direct support organi-zation for Lake County Public Schools. Grant funds will be used to support the ACT Reading Prep program, a remedial reading program for high school students.

Florahome-Grandin $12,300 Volunteer Fire Dept. (Putnam County)The Florahome-Grandin Volunteer Fire Depart-ment is a volunteer organization that strives to provide excellent, innovative and professional fire protection, life safety and public education to meet the needs of its diverse community. Funding from the grant will be used to repair the building’s roof.

College of Central $10,000 Florida Foundation, Inc. (Marion, Levy counties)The CF Foundation seeks to change lives through education by providing community awareness, advocacy and funding to the college. Funds from the grant will support the CF Patriot Fund, which assists students when unexpected financial emergencies occur.

St. Phillips Lodge #55 $7,500 (Alachua County)St. Phillips Lodge #55 is part of the Masonic organization and offers such community service projects as Adopt a Family, Unity in the Community, back-to-school supply giveaways and youth football sponsorships. Funds will be used to support the annual Christmas toy drive.

Doctors Lake Estates Civic Club $4,900 (Clay County)The Doctors Lake Estates Civic Club is a volunteer organization in Clay County. Funds from the grant will be used to help complete the neighborhood’s entrance park project.

1 Putnam $10,000 (Putnam County)1 Putnam is a community organization that was formed to help build a vibrant community and make Putnam County a better place to

live, work and play. Funding from the grant will be used to engage public speaker Chris Herren, a former professional basketball player who speaks about substance use prevention.

Clay Rebels Athletics LLC $9,700 (Clay County)Clay Rebels Athletics is a Pop Warner-affiliated cheer squad in Clay County. Grant funds will be used to offer scholarships to children from low-income families.

ACE Mentor Program $10,000 of Northeast Florida (Clay County)The ACE Mentor Program of America, Inc. helps mentor high school students and inspires them to pursue careers in design and construction. Grant funds will be used to fund scholarships and/or technical training for Clay County students.

Florida Sheriffs Youth Ranches $15,000 (All counties)The mission of the Florida Sheriffs Youth Ranches is to prevent delinquency and develop lawful, resilient and productive citizens. Fund-ing from the grant will be used to replace the emergency radio system.

Keystone Heights Rotary Club $3,500 (Clay, Bradford, Alachua and Putnam counties)Rotary Club exists as an international service organization focused on addressing the human condition through investments of time, talent, and money. Grant funds will be used to replace the HVAC unit for Lake Area Ministries, an organization that addresses community hunger needs.

Riders With Caring Hearts $1,500 (Columbia County)Riders with Caring Hearts is a small group of motorcycle enthusiasts banding together to conduct periodic charity rides to benefit deserving local charities. Grant funds will be used to support the Columbia County School District Homeless Education Program.

University of Florida Foundation $500 (Alachua County)The University of Florida Foundation is the fundraising and gift fund management arm of the University of Florida. Funding from this grant will be used to support the Center for Autism and Related Disabilities’ efforts to provide translation services for Hispanic/Latino families.

Grant funds will go toward Make a Difference Day and the Backpack Project, which provides weekend meals for underprivileged children.

Union County Recreation Board $14,909 (Union County)The Union County Recreation Board provides recreational opportunities to the youth in the community. Funding from the grant will be used for facility improvements.

Pay It Forward Outreach Corp $7,500 (Alachua, Marion counties)Pay It Forward Outreach Corp is a charitable Christian donation program assisting families facing economic hardships by providing furniture, housewares, clothing and other essentials. Grant funds will be used to support the Hope at Home program, which empowers families through furniture and housewares assistance and financial and healthy living education.

Early Learning Coalition $15,000 of North Florida(Clay, Bradford, Putnam, Baker counties)

The Early Learning Coalition serves parents, caregivers and educators of children ages birth to pre-kindergarten by managing and evaluating early child care and early education programs through a quality school readiness delivery system in Baker, Bradford, Clay, Nassau, Putnam and St. Johns Counties. Funds from the grant will be used to support the themed literacy program.

Project LIFT, Inc. $1,000 (Marion County)Project LIFT is dedicated to improving the lives of at-risk teen males and their families through substance abuse treatment, mental health counseling, mentoring, education and vocational skills training. Grant funds will provide one student scholarship to the program.

George’s Lake VFD Station $15,000 (Putnam County)George’s Lake Area Volunteer Fire Department is a nonprofit volunteer community organization that responds to local emergencies. Volunteers respond to medical and wildfire emergencies, assist with repairing storm damage, and monitor the well-being of senior citizens

during major storms, as well as host a variety of community events. Grant funds will be used to renovate the restrooms for handicap accessibility.

Baker County 4-H Association $5,000 (Baker County)The Baker County 4-H Youth Development Program serves youth from all backgrounds and interests by helping them gain knowledge and life skills. Funds from the grant will help install a concrete walkway at the Baker County Arboretum.

GFWC High Springs New $2,500 Century Woman’s Club (Alachua County)The GFWC High Springs New Century Woman’s Club is the largest civic club in the area with 98 members. The historic building is used often for a variety of community events. Grant funds will help with facility repair and improvement.

Henderson Haven, Inc. $7,500 (Clay County)Henderson Haven in Orange Park serves students with developmental, intellectual and learning differences, as well as those who are nonverbal or have behavior challenges. Funds from the grant will be applied to facility repairs and improvements.

Stirrups ‘n Strides Therapeutic $3,000 Riding Center, Inc. (Marion, Alachua, Lake, Levy counties)Stirrups ‘n Strides’ mission is to provide thera-peutic horseback riding and carriage driving to anyone with physical, mental or emotional challenges, and to improve the quality of life for these individuals with the opportunity for emotional, educational and physical growth through horsemanship and competition. Funds will be used to provide ADA-approved acces-sible parking spaces.

New Technology Made $10,000 Simple Now, Inc. (Alachua County)New Tech Now in Alachua provides new tech-nology equipment and training to veterans, se-niors, disabled citizens and underserved youth. Grant funds will provide equipment for a new maker space project at M.K. Rawlings Elemen-tary Center for the Fine Arts in Gainesville.

Pilot Club of Palatka $7,500 (Putnam County)The Pilot Club’s mission is to influence positive change in communities throughout the world, with a main focus on brain health and aware-ness. Grant funds will be used to improve the playground at E.H. Miller School, including the addition of ADA-approved equipment.

Friends of Lake Swan Camp, Inc. $5,000 (Clay County)Lake Swan Camp, located in Melrose, provides facilities for meetings, camps and retreats for people of all ages. Funds from the grant will help purchase a new walk-in refrigerator/freezer.

Since 2017, Operation Round Up has awarded more than $2.5 million in grants in the region.

Notice of Annual MeetingNotice is hereby given that the Annual Meeting of the members of Clay Electric Cooperative, Inc. will be held at the head-

quarters of the cooperative at 10 Citrus Drive, Keystone Heights, Clay County, Florida 32656 at 9 a.m., Thursday, March 19, 2020 to take action upon the following matters.

(a) The election of a trustee from District No. 2, a trustee from District No. 4, a trustee from District No. 6, to serve three-year terms. You are hereby notified that at the meetings of Districts No. 2, No. 4, and No. 6, the following were nominated for membership on the Board of Trustees.

District No. 2

At the Annual Meeting, the Secretary will place in nomination the above named official candidates from each district. Clay Electric members registered at the Annual Meeting and those members who voted by absentee ballot will elect one trustee for each of the three districts. The bylaws provide that the two nominees of each district receiving the highest vote shall be the official nominees in the district and shall be listed in the order of preference indicated by the respective vote.

(b) The report of officers.

(c) To conduct such other business as may properly come before this meeting.The Board of Trustees hopes you will be able to attend this meeting and learn more about the cooperative. Under the bylaws,

there can be no voting by proxy. Under the bylaws, as amended by members at the 2019 Annual Meeting, members have the option of casting an absentee ballot for the candidates nominated at the trustee district meetings, or they can cast their ballot at the Annual Meeting. They can’t do both. At the Annual Meeting, voting booths will be open from 9 a.m. to 3 p.m. To be eligible for a door prize, a member must vote by 2 p.m. There will be music and entertainment from 9:30 a.m. until noon. A free lunch will be served on the grounds at noon.

Ingredients2 tbsp. extra-virgin

olive oil1 large shallot, chopped2 garlic cloves, chopped11/2 c. arborio rice3/4 c. dry white wineKosher saltFreshly ground black

pepper4 c. chicken stock,

divided2 c. fresh corn kernels

(from about 3 ears)8 oz. shredded smoked

ham4 oz. white cheddar

cheese, grated (about 1 c.)1/4 c. thinly sliced fresh

chives, plus more for servingInstructions

Heat oil in a large saucepan over medium heat. Add shallot and garlic and cook, stirring

occasionally, until soft-ened, 1 to 2 minutes.

Add rice and cook, stirring, until opaque, 2 to 4 minutes. Add wine and cook, stirring occasionally, until liquid is absorbed, 1 to 2 minutes. Season with salt and pepper.

Add 1 cup stock and cook, stirring until absorbed, 5 to 6 minutes. Repeat 2 more times. Add remaining cup stock and corn and cook, stirring, until rice is tender and corn is cooked through, 5 to 7 minutes. Stir in ham and cook until warmed through, 1 to 2 minutes. Remove from heat and stir in cheese until melted. Stir in chives. Season with salt and pepper.

Serve with additional chives.
