Thank you, Madam Secretary. Herrin has had a HerrinFesta for i
the last several yearsy and each year they honor an industry, and jof course this year an industry which is Olin and who's one that l
(has played a very important part in the economy of Southern
IIllinois. They have played a very important part not only in !
!providing jobs, but also the community service and other types of
functions that they have provided to the whole region of Southerni
Illinois. And we are very happy today to be honoring them here in Ii
the Illinois Senate, and they have joined together with the City !i!
of Herrin, with the Herrin Chamber and Olin Industry for this
great event. At thls time, I would like to call Me1 up here as
the -- with Olin Industry, to make a few brief comments.

Thank you and congratulations to Herrin and to O1ln Industry.

This is obviously our day for special guests, and we have
another group of special guests, and the Chair Will yield to
Senator Frank Watson.
SENATOR WATSON:
Thank you, President Rock. First of all, I'd like to have
leave of the Body to allow the parents of these young people here
in the gallery to Eake a pic*ure or kwo. Do I have leave? Leave
is established. You could take pictures now, if you like. Okay?
Al1 right, good. Thank you very much. We -- we have with us -- I
think they're al1 out here. Not yet -- quite yet. But this is
Hoffmang Illinoisy which is located in Clinton County, and this is
quite an unusual group of young ladies we have with us. This is
the junior high school - Trinity Lutheran Junior High School in I

Hoffman - and they won two basketball tournaments. The girls'
basketball team won the State Small School Basketball Tournament,
and they also Won the Statewide Lutheran School Tournament. And
to tell you -- and they only have eight girls in the seventh and i
eighth grade. Now you see more here because they've recruited iI
sixth graders, fifth graders and on down, but they -- they beat jIschools that have an enrollment of four hundred in the Statewide
Lutheran Tournament. It's quite an accomplishment, and Wedre very
proud to have them here wlth us today. Ken Smith is the head
coach and Dale Pulver is the assistant coach, and we have the
princlpal, Ray Reichert, here with us and also Ray and Melody
Ainslie. And wedre very pleased to have them here with us today.
I would like to take this opportunity to -- I guess wefre not
going to read the resolution. Mr. Seeretary, can we read the

Very good. Thank you, Mr. Secretary. I -- I also Want to
make mention that Tom Michael: who plays for the University of
Illinois basketball team, is also a resident of Hoffman. Hoffman
has a rich tradition of excellence in basketball. The boys' team
won the State Small School Championship several years aqo. So
Hoffman's producing a 1ot of good athletes and we're very proud of
them. We've got something unusual today. As I mentioned, we have
eight -- go ahead, guys. Al1 right? We have eight girls in the
seventh and eighth grade that played on the basketball team.
There's five guys in the seventh and ekghth grade who werei
cheerleaders, and wedre going to ask them now -- theyfve got a
cheer. They're going to do their -- their cheer.

of guts to do that. But anyway, we're glad to have the Trinity
Lutheran School from Hoffman here: and I appreciate the attendance

SENATOR COLLINS:
Thank you, Senator Rock. Ladies and Gentlemen of the Senate,
we have today the distinct honor of having visiting us the
Illinois State Basketball Champs, the Marshall Lady Commanders.
They are the State champions, and they're a very unique team,
because they have won the championship - the State championship -
five times over the last ten years. And fourteen times out of
fifteen years, they were the city champs. So we are honored today
to have them visiting us, and I Would like at this time to
introduce to you the coach, a lady most certainly in her own right
should be commended for her leadership and work - hard work - with
these girls, Mrs. Dorothy Gaiters, who will introduce the team
members to you now.

with Senator Kelly's Executive Committee report with respect to
those nominees of the Governor to whom we are to advise and
consent. We will then start on the Order of Senate Bills 2nd
Reading. And I'd ask the Members v every Member's aware what the
heaters are and Where the problems 1ie - let's try to do the easy
ones: and just -- just move so that we can keep the Enrolling andEngrossing going at a reasonable pace. And then there has been a
request to go to the Order of Conference Committee Reports.
Senator Marovitz, on page 30, there's a Conference Committee
Report on Senate Bill 1231. There is a matter of some urgency to
the Secretary of State contained in that report. We will do that
report at approximately 3:30 or quarter to four, and then we will
adjourn for the day. So we'll work between now and 3:30 or so on2nd Readingy and then we'll go to the Order of Conference
Committee Reports: do that one, and then wefre through for the
day. Webll start again at nine ofclock tomorrow morning, with *he
full expectaEion tha: we will not go beyond the hour of noon. And

Senate Bill 1485 is a new act which authorizes the Director of
Central Management Services and the Director of the Department of
Children and Family Services to convey certain real property to j
Maryville Academy, specifically the property known as Herrick
House in Bartlett, Illinois. Amendment No. 1, which was offered
and adopted in Committee at the request of both CMS and Senator
Karpiel, makes it clear that there is a reversionary interest that
the State Will retain, and that Maryville is precluded -
prohibited - from any sale or other disposition of this property.
I know of no objection, and I would move the adoption of Committee

Whistle Blower Protection Act, and we got rid of the potential
suggestion board that the original bill had had. It Was agreed to
by the CTA that helped to work out the language, and to my
understanding, there's no objection at khis point.

taken from the lake; two, it increases the number of commercial
fishing licenses from three to five; third, it increases the life
of the license from one year to a five-year period of time; and
fourth, it provides for some prequalifications that the Department
musk follow When issuing the additional two licenses. I would

that only Schaumburg is to - by population it really refers to
Schaumburg - to be removed from the Dupage County Airport
Authority. Not St. Charles. There was a glitch in the bill last
year when we tried to take Schaumburg out. And by some mistake:
it also included St. Charles. They don't want to be removed. The
amendment makes it clear itfs just Schaumburg.

increase from .5 percent to l.5 percent the interest that the Farm
Development Authority Would be authorized to utilize for essential
financial analysis. And what that means is, that, in fact, wouldibe authorizing additional money to go into the University of I
Illinois Department of Ag Economics, which would provide for
analysis and assessments of ag issues in Illinois. I would move
its adoption.

Foundation. And it made the bill identical to House Bill 2994
that passed out of committee. What the bill does is basically
restores the transitional assistance program back to its original
form, prior to the passaqe of Senate Bill 45 last year. 1*
codifies in the Statutes and clarifies in the Statutes the
eligibility criteria for determining whether or not one is able to
work. And I would move for its adoption.

instruction for students whose parents are chemically dependent.
The School Code currently contains a seetion Which specifies
health subjects and what schools may teach. This b1ll Would just
add chemical dependency instruction and services to that section,
and it is permissive.

Department has had no interest in the content of this Act. The
second thing it does: It expands the annual statement requirementI
to companies authorized to do business in Illinois, rather than
those actually doing business. The thërd thing is: Authorizes
payment of out-of-state lodging and travel expenses for -- for
financial examiners to the National Association of Insuranae!
Commissioner recommended amounts. Number four is: It modernizes
the financial reporting requirement for accident and health
insurance to permit them to file reports on diskettes, and it also
removes the hundred-dollar-a-day penalty for filing late reports.
Last thing is: It removes the requirement that medicalI
malpractice insurers report on claims, payment and reserves, and '
allows the Director to request such information. I would move for
the adoption of that amendment.

SENATOR MAROVITZ:
Thank you very much, Mr. President and Members of the Senate.
The Conference Committee Report on Senate Bill 1231 is an
extremely important one and very timely. Failure to pass this
Conference Committee Report w1ll result in the relocation of the
American Bar Association headquarters from Chicago, where it's
located now, to the State of Ohio, Which already affords
protections from liability for members of corporations, which is
embodied in this legislatlon. According to counsel for the
Secretary of State - for George Ryan - the language in this bill
provides that members of a not-for-profit corporation shall not be
personally liable for any debt or obligation of the corporation.
That is a codification of existlng State 1aw now, but the ABA and
their counsel said that unless we put it in the Statutes, the ABA
was going to move their corporate headquarters out of the City of
Chicago. Based upon corporate interpretations of similar language
in other states, counsel contends that court would still be ableI
to use their equitable powers to find liability, so they needed
statutory language. And that is embodied in this legislation, so
that directors and officers would not be held personally liable
for the debts of these not-for-profit corporations. Another
portion of the legislation deals with Airport Authorities. A
municipal Airport Authority in Springfield, Rockford and Dupage
County would be able to use facilities that they own to expand
recreational facilitles on that airport land. This clarifies
existing language and would allow for the bonding for these
purposes. There is a third portion of *he bill which amends the
Vehkcle Code and allows the -- the delivery of title instruments
in a reasonable period of time not to exceed twenty days, rather
than the existing time, which is twenty-four hours. It provides
that a person must deliver instruments of ownership relating to aI

vehicle to a proper person within that -- reasonable time, not to
exceed twenty days. And that's as been requested by the Secretary
