In respect of employees who are in the service of the Bank as on 27th April 2010 and presently covered by the Contributory Provident Fund, while making payment of arrears, the following procedure is suggested for smooth implementation of the Pension Settlement. (i.) STAFF - AWARD – 9TH BIPARTITE SETTLEMENT

A reference is invited to above-mentioned circular through which the extant guidelines on salary & allowances and other service conditions of Bank Employees were circularised. As per the settlement signed on 27th April, 2010, at Mumbai between Indian Banks' Association (IBA) on behalf of 46 member Banks and the Workmen Unions viz., All India Bank Employees' Association (AIBEA), National Confederation of Bank Employees (NCBE), Bank Employees' Federation of India (BEFI), Indian National Bank Employees' Federation (INBEF) and National Organisation of Bank Workers (NOBW) it has been decided by the appropriate authority to implement the revision of salary & allowances and other service conditions as agreed to in the 9th Bipartite Settlement. A copy of the Bi-partite settlement is enclosed for necessary action and future guidance. It was agreed to extend one more option for existing employees to opt pension scheme. those who did not opt for pension within the stipulated time, be refunded to them.

(iv.) No portion of arrears be withheld in respect of non-optee employees who retired from 01st November 2007 to 27th April, 2010. They will be joining the Pension Scheme by making contribution towards funding gap as retired employees in terms of the Settlement.

Further details regarding the pension scheme will be advised later. The revised reimbursement of hospitalisation expenses available to award staff is given under Schedule-V of the Annexure. The calculation sheet/copies of ready reckoner charts received from Indian Banks' Association are also enclosed for your reference.

Please note to pay the arrears as per the settlement enclosed, to the debit to IBIT, F&A, Head Office (Code-999) up to April 2010. The revised salary and other allowances may be paid from the month of May 2010 onwards by debit to branch charges as usual. The arrears calculation should be meticulously checked by a supervising official at the branch/office. Statement regarding arrears paid for the periods as mentioned in Annexure-1 should be submitted by the branches/offices duly certified as to the correctness, to their respective Controllers.

Branches/Offices should also forward in duplicate copies of calculation sheets relating to payment of arrears to the respective Controllers for post facto confirmation. Controllers will, after verification return one copy to the disbursing officer for verification by internal auditors/concurrent auditors. Auditors should thoroughly verify the correctness of calculation of arrears. The Zonal Offices in turn would furnish to F&A Department at Head Office, the consolidated figures of arrears paid, giving details of payment made Controller-wise, Branch-wise and staff category wise in the format enclosed. In the case of Head Office Departments, the figures should be furnished by Office Administration Department. This is a very important statement called for by our statutory auditors and any laxity or delay in submission of this statement will be viewed seriously. Please note to bring the contents of this circular to the notice of all members of staff attached to your branch/department and be guided accordingly. (B) The AIBEA, NCBE, BEFI, INBEF and NOBW (hereafier joint ly cal led the Unions)submitted their Charter of Demancls ,Jatecl 29'l ' Octo ber 2007 fbr revision in wages a'clother service conditions of workmen to IBA and requested fbr negotiertions on t5esame, with a view to arriving at an amicable settlen-renL.

(F) Management proposed that a scheme for introduction of performance linked variable

pay in adclition to fixed pay be considered as part of this wage revision exercise to

increase elllciency in operations. After preliminary discussions, the parties agreed to

pllrsue the ntatter further after finalisation of this settlement, to reach a consensus.

(G)The parlies negotiated the aforeserid demands and issues and have reached an agreement

as set out hereit-t under in ful l sat isfact ion of their demands.

provisions of ' the Awards and Sett lements wherever referred to in this Sett lement.

Federation ancl the Al l India Overseas Bank Ernployees' Union, respectively,

representirrg the workmer-r of tliose banks (hereinafter referred to as the said separate

sett lements).

5. Stagnation Increments

In partial modification of Clause 5 of Bipartite Settlernent dated 2"d June 2005 both

clerical and subordinate staff (inclucling pennanent part-tinre employees on scale wages)

shal l be el igible for seven stagnation increnrents w.e.1' I ' t Novernber 2001 at the rate and

frequency as stated herein under:

The clerical and subordinate stafl' including pemranent part-time employees on scale

wages on reaching the maximutn in their respective scales of' pay, shall draw seven

stagnation increments at the rate of Rs.800i- and Rs.400/- (pro rata in respect o1'part-tinte

employees) each due under this settlement, and at frequencies of 3 years a1,d 2 years

respectively, fiom the dates of reaching the maximurn of the'ir scales as afbresaid, except

that the seventh stagnation increment in clerical caclre will be released afier two years o{'

receiving the sixth stagnation incrertrent.

Provided that a clerical / subordinate staff ( inclucl ing penranent part-t ime employees on

(d) There shal l be no Provident Fund to ernployees joining the services of banks on or

after 1" Apri l 2010. They shal l be covered by a Defined Contr ibutory Pension

Schente. rvhere the employee lvill contribute 10% of Pay plus Dearness Allowance

and the bank will make a nratcliing contribution. The Scheme shall be governed by

the provisions of tlie Contributor-v Pension Scheme as introduced for employees of

The Special pay duties do not include the routine duties of the cadre (clericai / subordinate)

which a workman has to normally pertbrm, but merely reftr to those special allowance duties

which if performed in addition to the routine duties will entitie a vvorkman to a special pay on

the terms and conditions provi<lecl in Chapter V of the First Bipartite Settlement as modified.

mentioned in paragraph 4 above. Hor,\,ever, if he feels, that it is unavoidable to seek

services of a private nursing home/hospital, he can do so in one of the hospitals/nursing

hornes, approved by the bank. Reirnbursernent in such cases rvill, however, be restricted

to the extent of the amount r,vhich rvould have been reimbursable in case of admissionto a publ ic or pr ivate hospital as mentioned in paragraph 4 above.
