Background

SHINe or the School Hydrological Information Network is a simple school-based program activity that aims to address the issues on the effects of climate change, in particular focusing on awareness to hydrometeorological-related hazards. It is one way of supporting the Department of Education’s (DepEd) thrusts in its developmental program on “climate change” enhanced curriculum. The program is also consistent with the underlying foundation that disaster awareness and mitigation begins both at home and in the school.

Program Objectives · Enhance the disaster awareness of the school’s populace through its regular hydrological monitoring thus making them prepared - preventing loss of lives and damage to properties;

· Coordinate and provide timely hydrological information to the PDRRMO, the local DRRMCs at Municipal and Barangay levels in support to their operational local flood early warning system in their respective areas of concern;

· Develop long-term strategies at the local and provincial levels from the data and information collected from the network of observations by the SHINe school groups.

Brief History The Community-based Flood Mitigation & Management Program (CBFMMP) for the Province of Bulacan was conceived by PRFFWC in 2004. School Rainfall Observation Network (SRON) was a proposed in-line activity to CBFMMP by the PRFFWC and was initialized in 2006. Later on SRON was renamed to School Hydrological Observation Network (SHONe) and eventually changed to School Hydrological Information Network (SHINe). The program was partially held-off due to numerous disasters that struck the province of Bulacan in 2007-2008. In the last quarter of 2008 SHINe was implemented in 3 upland situated secondary schools of Bulacan as an augmentation to the rainfall observations of the CBFFMP. The program was well accepted such that it further expanded to 6 more secondary schools immediately.

Mid-year of 2010, OXFAM, an international NGO, recognized the activity as an innovative program and one of the good practices for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). In December 06, 2010 the first SHINe Conference was held in Hiyas Convention Center, City of Malolos, Bulacan. With more schools being selected as beneficiaries of the program so did the annual conferences continued and has now become a regular activity of SHINe for Bulacan Province. The conferences were also an avenue for various orientations to DRR activities such as Basic First Aid, Water Safety, Fire Suppression, orientation to Child’s Rights and Basic Self-Defense, and lately has transformed into team-building activities.

Early part of 2013 the PGB through the PDRRMO had a tie-up program with Save the Children’s project “ENCORE” (Enhancing Community Resilience to Disasters). More schools were made part of SHINe as a result of this. SHINe was also replicated in the Municipality of Baggao, Cagayan in some 11 schools through the DILG’s GO-FAR program, and similary (Baggao) had their own conference as well. To date, a total of 30 secondary and 7 elementary school levels are SHINe beneficiaries in the province of Bulacan.

Conference Venue: St. Agatha Resort (Guiguinto, Bulacan)

St. Agatha Resort is located in Bgy. Sta. Rita, Municipality of Guiguinto, Province of Bulacan. The resort, as a first time venue for the SHINe conference, is around 2 km away from the North Luzon Expressway (NLEX). Situated in a residential area, the venue has 2 outdoor pools, a playground, a gym and a basketball court. The main program of activity of the conference is in the hallway lobby of the resort building which is quite big enough to handle the more than 300 student delegates and guests to the 8th SHINe Conference.

Pre-conference activity

Prior to the 8th SHINe conference was a comeback visit to all SHINe school beneficiaries in Bulacan. As always on annual SHINe revisits, a certain topic or activity is presented and discussed to all SHINe members of each school. This year’s activity was focused on Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) issues. SHINe members were given an on-the-spot activity of essay writing (English and Filipino), Poster and Logo making relating to both CCA and DRR issues.

New SHINe school beneficiaries (2017) There were 6 new SHINe school beneficiaries for the year 2017. These 6 new activity partners were given a digital tipping-bucket rain gauge courtesy of Bulacan-PDRRMO and was also installed at each school plus a one-day SHINe orientation provided by the combined team of PRFFWC and Bulacan-PDRRMO. These new set of SHINe school members has already complemented the rest of the municipalities in Bulacan which does not have SHINe school yet. Conference Activity Programme

The SHINe program of activities, as in the previous 2 years, started out with the usual introduction by the lead organizer with a simple welcome remarks and acknowledgement of participants – SHINe school delegates, guests, and support groups. The opening activity was immediately followed by school dynamics. Outdoor dynamics was team building which was participated by combining SHINe school groups to enhance social interaction and camaraderie between delegates from different schools. Indoor activities focused more on activity alertness, current events and information updates. The social activity games included “SHINe Bayong” and “SHINe Question and Answer Showdown”. The former was for elementary SHINe school groups while the latter was an activity for the secondary level SHINe school groups.

Afternoon program of activities included some brief messages from guest speakers but the focused part of the programme was the awarding of school dynamics activity winners. It was also the time for awarding the prizes and recognition to individuals who did well in the pre-conference activity – Essay writing contest (English and Filipino); Poster and Logo making contests. The highlight of the afternoon program and the conference as a whole was the awarding of the SHINe special awards. The SHINe special award is to recognize schools that did well during the year in their program of activities related to SHINe, particularly in their daily hydrological observations and hazards monitoring and reporting. Schools that performed well in their assigned tasks of daily hydrological observations are rewarded with personal computers and/or other school-related effects apart from the other regular giveaways provided by the Provincial Government of Bulacan.

The Annual SHINe Special Awards are given to the top schools that did well in their SHINe –related activities mainly the daily rainfall observations submitted on prescribed time with no breaks as the primary criteria; other basis are activities related to DRR-CCA and many others.
