MUNICIPAL HERITAGE INVENTORY
ADVISORY COMMITTEE
This charter document defines the membership, authority, purpose, operational guidelines,
responsibilities and resources of the Shire of Denmark Municipal Heritage Inventory (MHI) Advisory
Committee, established by Council pursuant to Section 5.8 of the Local Government Act 1995.
1.0 NAME
The name of the Committee shall be the Shire of Denmark Municipal Heritage Inventory Advisory
Committee, hereinafter referred to in its abbreviated form as the Committee.
2.0 ESTABLISHMENT
The Committee is established pursuant to Section 5.8 of the Local Government Act 1995.
3.0 DISTRICT
The Committee shall operate within the local government boundaries of the Shire of Denmark.
4.0 GUIDING PRINCIPLES
This Committee is established with the guiding principles in accordance with the Local Government
Act 1995, sections 5.8 through to 5.25.
5.0 VISION
Our vision is for the Shire of Denmark to value its heritage which is reflected by a current Municipal
Heritage Inventory.
6.0 TERMS OF REFERENCE
6.1 Recommendation to Council on updates required to the Municipal Heritage Inventory as
and when required and in accordance with the law;
6.2 Continuing work and research on places referred to in the Review List of the MHI;
6.3 Review of the Council’s MHI as required by Section 45 of the Heritage of WA Act 1990;
6.4 Make administrative, matter of fact and minor updates to the MHI that, in the opinion of
the Committee and the Officer, do not require community consultation to be undertaken.

7.0 MEMBERSHIP
Membership of the Committee will comprise of a total of 7 members consisting of;
2 x Councillors
2 x Denmark Historical Society representatives
1 x Department of Aboriginal Affairs representative
1 x Nornalup Residents & Ratepayers Association Representative
1 x Peaceful Bay Progress Association Representative
Community representation is valid for two years until the person resigns, the Committee is
disbanded or at the next ordinary Election Day, whichever happens first. Nothing prevents an
existing member from re-nominating.
To encourage ongoing freshness of approach and ideas Council encourages organisations to
nominate a different member representative of their group every 2 years.
8.0 MEETINGS
8.1 Annual General Meeting:
Nil
8.2 Committee Meetings:
Meetings shall be held not more frequently than every 6 months, unless a special meeting of
the Committee is called by specific resolution of the Committee for the specified purpose(s).
8.3 Quorum:
The quorum for any meeting of the MHI Advisory Committee is at least 50% of the number
of member positions prescribed on the Committee, whether vacant or not.
8.4 Voting:
Shall be in accordance with the Local Government Act, Section 5.21 with all members of
the Committee entitled and required to vote (subject to financial and proximity interest
provisions of the LGA). Officers of Council servicing the Committee are not entitled to vote
unless specifically approved under the charter.
8.5 Minutes:
Shall be in accordance with the Local Government Act, Section 5.22.
8.6 Who acts if no presiding member?
Shall be in accordance with the Local Government Act, Section 5.14.
8.7 Meetings
Meetings shall be generally open to the public pursuant to the Local Government Act,
Section 5.23.

8.8 Public Question Time
The Committee if empowered with any delegated powers will allow for Public Question
Time at the start of its Meetings in accordance with the Local Government Act, Section 5.24.
8.9 Members Conduct
Members of the Committee are bound by the:
• provisions of Section 5.65 of the Local Government Act 1995;
• Shire of Denmark Standing Orders Local Law 2000;
• Shire of Denmark Code of Conduct (amended from time to time);
• Rules of Conduct Legislation; and
• Clause 34C of the Local Government (Administration Regulations) 1996;
with respect to their conduct and duty of disclosure of financial, proximity or impartiality
interests, to the extent stated, dependent upon whether they are a Councillor, Employee of
Local Government or a Community Member (community members are not bound to
declare impartiality interests, unlike Councillors and Employees of Local Government nor
are they bound by the Rules of Conduct Legislation).
8.10 Secretary
The Director of Planning & Sustainability or that Officer’s nominee will fulfil the role of
non-voting secretary who will also be responsible for preparation and distribution of
Agendas and Minutes.
8.11 Presiding Person
The members will appoint the Presiding Person and if required Deputy of the Committee
pursuant to the Local Government Act 1995, Section 5.12 and pursuant to Council Policy
P040235 the Committee should elect and Elected Member to the role of Presiding Person.
8.12 Meeting Attendance Fees
Nil.

Southern Shores 2001-2021: a strategy to guide coastal and marine planning and management in the Region - facilitated cooperative involvement by community, government and relevant organisations in managing the coastal and marine zone.
Coastal Management Specification Manual: a guide for constructing coastal management infrastructure - provides designs and specifications for fencing, shade shelters, barbecues, seating, tables, boardwalks etc.
Coastal Safety Signage Initiative, with Coastwest – implemented uniform signage with national standards delivering key messages for personal safety, sustainable coastal usage and locational attributes at popular coastal locations in the Local Government areas of Esperance, Ravensthorpe, Jerramungup and Denmark.
Implementation of Southern Shores, with South Coast NRM Inc. – SCMG has a close working relationship with the regional natural resource management group, South Coast NRM, and is recognised as the Region’s ‘Coastal Working Group’.
Regional Coastal Management Forums �– gathered stakeholders and community members to discuss issues and topics affecting coastal management across the South Coast Region.
Education and Awareness Raising – �working with schools on marine science and ‘adopt-a-beach’ programmes; information and displays at local shows and forums; involving community in tree planting and on-ground works in popular recreational areas.
Sustainable Facilities Project, �Starvation Bay, Shire of Ravensthorpe – implementation of community driven coastal management activities such as camping area delineation, rehabilitation of degraded areas and the provision of sustainable recreation facilities.
Wilson Inlet / River Boating and Recreation �Facilities Plan, Shire of Denmark – a joint initiative with the Shire of Denmark, DPI and key stakeholders of the Wilson Inlet to plan a sustainable boating strategy for this fragile estuary environment.
Integrated Coastal Plan, Fisheries Beach, �Shire of Jerramungup – a partnership with coastal users, government agencies, industry and the Shire of Jerramungup to plan for sustainable activities, including rehabilitation and implementation of coastal management infrastructure.
Review and update of Southern Shores �– development of Southern Shores 2009-2030, celebrating achievements in the region and identifying gaps, emerging threats and issues, changes in community values and priorities for future action. The agreed strategic direction in this regional coastal strategy ensures integration of local scale activities with other regional, state and national coastal zone planning and management frameworks.

About WICC
The Wilson Inlet Catchment Committee Inc (WICC) is the peak community basedorganization in the Wilson Inlet Catchment which has been operating as anincorporated body since 1995.
Our area of responsibility includes three local governments; the City of Albany.and the Shires of Plantagenet and Denmark.
We are involved in all areas of Landcare. Catchment management. and naturalresource management - achieving results with farmers and landholders on-the-ground; deep rooted perennials, nutrient reduction, fencing, weed control andrevegetation; and fertilizer workshops.
We have two offices:

To maintain this level of activity we have been very successful with fundingapplications: Natural Heritage Trust (NHT). Envirofund. Lotterywest. and NationalAction Plan for Salinity and Water Quality (NAP). The South Coast Regional NRMStrategy has also enabled WICC to access funds.
WICC Management Committee meets monthly. as well as regular meetings of theexecutive with the NRM Officers to ensure that we achieve our goals andobjectives,

The objectives of this Association are:
