ReNuke Services, the responsible contractor to Texas A&M University for radioactive material transport, has requested SRNL submit an application to the NRC for dual certification, Department of Energy Environmental Management (DOE-EM) and NRC, of the 9979 Packaging. An NRC CoC will support transport of fuel elements and materials between Texas A&M University facilities on public roads. Background: Federal Register, Final Rule making issued January 2004, required Department of Transportation (DOT) UN1A2 Specification Packagings, formerly authorized under Title 49 of the Code of Federal Regulations, Section 173.4 17 (2004) for transport of Type A quantities of fissile material, be removed from service no later than September 30, 2008. In 2008, DOE-EM and National Nuclear Security Administration (NNSA) contracted SRNL to develop a performance-based Type A Fissile packaging to replace the DOT UN1A2 Specification Packagings. The 9979 was initially certified in 2009 by DOE-EM under Revision 1 of the 9979 Safety Analysis Report for Packaging (SARP) under Certificate of Compliance, USA/9979/AF-96 (DOE). Since the initial certification, approximately three thousand 9979 packagings have been fabricated to support DOE material disposition campaigns. Please contact me regarding the steps for NRC certification review of the 9979. Dear Director,

Savannah River National Laboratory (SRNL) is requesting the Model 9979 Type A Fissile ShippingPackage be evaluated for an NRC Certificate of Compliance (CoC).
