The President of Missouri Valley College ):!&a appointed me official historian for the seventy-fifth anniversary of the college, to be celebrated within a few years.

In 1954-55, I received a modest grant from the Flmd for the Advancement of Educa­tion (Ford Foundation) to support a search for certain historical doCUlllmts in the Charters Papers (o.s.u. l"A.brar:.vh the study was conducted in collabora­tion with Professor wJ.H. Cowley of Stanford Uriversity.

General comment: An item of a research type, which I find a little hard to classify, is the

rather unusual collection of educational manuscripts which I have begun to build nith the" aid of many Ohio ci Uzens. I now have what I think is the only set of color slides of' Reward Of Merit Cards (.11.11lerioan, 19th century). The 'iihole collec­tion is small but growing.

My dissertation, ".IID.ropean and American Backgrounds of the American Concept of Academic Freedem, lSo0-1914, 11 has been provisionally accepted for publication in the Uni versi t;y of Missouri Studies. I hope to have the necessary revision com­pleted bi the erui of 19$6.

I have signed a contract with the 1"iorld Soak Company to write for them a history of western education. I have made a smsll bee;inning on the work.

HISTORY OF EDUCATION SEEN

Dr. Robert Sutton has collected some 2000 objects in assembling a history of American education.

ON March 26, 1827, John Neat, a school­teacher, went to work for the Musketoe Creek Board of Education in Champaign County. His contract read:

"The said John Neal doth agree to teach an or­derly English School for the term o( three months ... for the sum of one dollar in cash per scholar or one dollar and fifty cents in trade. Wheat at 40 cents per bushel, Rye )0, Corn 20, Flaxseed 37¥.1 per bushel, Sugar and TaJiow at 6\4 cents per pound, Feathers and Beeswax at 25 cents per pound."

This 133-year-old document, which affords in­sight into economic as well as educational conditions of the early 19th century, is now owned by Dr. Rohen B. Sutton, associate professor of education at The Ohio State University.

It is one of 2000 items Dr. Sutton has collected

in the past five years in his project of assembling a history of American education.

Dr. Sutton's articles give insight into the era they represent.

A teacher's report dated 1854 explains that at a Mahoning County school, the teacher had only 40 pupils-most of them studying reading and writing. and only two receiving instruction in arithmetic. Dr. Sutton explains that probably only two out of 40 students were capable of learning or ;idvanced enough to study arithmetic. I

So grouping students by ability within a single classroom certainly is not a product of the Space Age. It was common in the 1800s and even before that, Dr. Sutton said.

Nor are school newspapers new. Among. his col­lection are several copies of a hand-written, hand-

He also has a copy of "Literary Gem," another hand-written paper published at St. Cyr Seminary, a former girls' school in Africa, Ohio . .It dates from 1849, and Angela Patterson, member of a noted

DelawareCounty family, was, one of the "editoresses." In the "Chipmonk Herald," current events are

covered, such as an article on the horrors of civil war. Features include original poetry and gossip and advice columns.

Teachers said the same things about students a century ago as they do now, Dr. Sutton said. One reported on a pupil's deportment:

"With the exception of leaning over his desk and biting his fingernails, Excellent."

Among his collection are report cards dating back to 1861; rewards of merit-some artistically drawn and painted, others garishly colored--going back to 1822; class photographs from 1887; and minutes of board meetings in the 1800s.

The task for Dr. Sutton, who teaches the history of education, started as a hobby; but now he hopes to fill in gaps in the background of education through his collection.

"It's like any collection. You get as much to­gether as possible in hopes it will mean something to someone eventually."

He plans to exhibit his collection at several county fairs this year and to make it available to his students for research purposes. Most of the articles he has were donated, because he has only a "shoe­string" budget.

He said most articles, including stacks of old text­books, au:n't valuable, although there are exceptions. One is a geography reader for Confederate children printed in Raleigh, North Carolina, in 1864. It stresses that side of things, he added.

ROBERT B. SUTTON

Dr. Robert B. Sutton, since 1956 associate professor in the

College of Education at Ohio State University, has been a member of

the university faculty since 1952.

A native of Missouri, Dr, Sutton attended Missouri Valley

College, where he received the bachelor of arts degree in mathematics

in 1934. · He then attended the University of Hissouri, where he ~vas

mvarded the master of arts degree in 1935, and the Ph.D. degree in

1950. In 1958, he was awarded an honorary doctor of humane letters

degree from Missouri Valley College.

From 1938-42, he served as assistant to the director of educa­

tional research and coordinator of faculty studies at Stephens College,

He then spent the war years, from 191':-2 until 1947, in defense work,

instructing mathematics at various army units throughout the country,

From 1947 until 1952, he was on the faculties of the Alabama

Polytechnic Institute and the University of Minnesota,

Dr. Sutton's research projects include a projected Encyclopedia

of Education and the Educational Archives, a collection of old school

manuscripts, report cards, reward-of-merit cards, textbooks and

other materials,

Professor Sutton, who holds memberships in six national honor­

ary societies, has written several articles which have appeared in

professional journals, including the "Educational Record," the

"Journal of the History of Ideas," and "Education Abstracts" (UNESCO).

He has been visiting professor at the University of

Arkansas (1952), Eastern Washington College of Education (195Lf and

1956), and the University of Brit:i.sh Columbia (1958). He is official (MORE)

celebrated in the 1963-6lf academic year, and presently serves as

educational consultant for the Ohio Historical Society in its program

of junior historical clubs.

He is a member of the Philosophy of Education Society and of

Continued organization and expansion of the Educational Archives. Collection now contains over 2000 educational manuscripts and is available to students and staff for research. Use has been made by several students in each recent quarter, to form a basis for term paper or class report. An interview concerning the Archives was printed in the Columbus Dispatch in September, 1960 and portions of it have since been reprinted throughout the country.

"(Western ) education a li e nates people from th eir families and the way they have lived," Sutton sa id .

Weste rn schools have lit­tle connection with the communi ty, he said. They may cause the student to change so much that he or she can no longer id e ntify with their familie s or their culture.

In contrast, an integral part of each Chinese school is a factory. Eve n childre n in kinde rga r ten help pro­duce real goods for the soc­iety. These children ma y glue boxes toge ther , carry bas ke ts of wood to be die cut or package flashli ght bulbs.

Those in junior high might ope rate a ma chine s uch as a dr ill press. H igh school s tud e nts may as­semble electronic compo­nents.

Thi s might not be economically effic ient, ac­cording to Su tton, " Bu t that is not what th ey are primar­il y co ncerned wi th . Th e important th ing in China is not the th e cos t, but creat­ing so lidarity," he sa id .

Major questions Sutton studie d on th e tour in­cluded how the Chi nese culture r elates to th e school, how the school re­lates to the cu lture, what the c ultur e wan ts t he school to do a nd how the school goes a bout do ing it.

"That is the point of the school factorie s," S utton sa id. "Not to trai n the chil­dren to do any particu lar job, b ut to be good work­ers. "

This is a complete rever­sal of th e pre-communist

educ ational system. he said. For 3,000 yea rs. the aim was to become so ed u­cated that one did not ha ve to wo rk.

··Now, th ey have o ld people come into the sc hools and tell a bout the bad old days - and make no mistake abo ut it, they were bad old days fo r most Ch inese," Sutton said.

Highe r education is not based on money or class, now. After graduation from high school, most ci ty dwel-

lers are sent to work o n the co m m unal farms whil e some stay and work in the city fac tories. Fe11· go to th e universities unless they are reco mme nd ed by their fel low workers and on ly after workin g for two o r mo re years.

Therefore university admiss io ns a re based on group judgme nts of the in ­div idual's pe rsonality and political in vo lvement, as well as his o r her sc hoo l and work record.

Forget the love songs. Americans in China hear The Mobile Medical

ROBERT SUTTON, Ohio State University profes­sor of education. said music is vital in the People's Republic of China. Sutton returned Friday from an 18-day, 2,000-mile tour of the main­land with OSU Professor Eugene Gilliam and 18 students.

"There's political-social mean­tog in songs for adults. Children sing more like folk songs. f\Iusic

Sutton brings them a feeling of belonging. "They greatly stress music, singing and dancing

in the early years of school. We saw some performances by 5- and 6-year-olds that were literally spectacular." Sutton said

Sutton, whose speciality is comparative educa­tion. askf'd to see a high school one Saturday. Sunday a rural h1gh school was catled into special session for the Amencans. "Now that's control." Sutton said

"I never had the feeling they were lying to us OccasiOnally they fall back on~slogans''

SUTION SAID despite the fact "everything's part of the government" Chinese citizens "don't feel coerced."

He cxplaincd,"Th1rty years ago they still had terrible famine. Hundreds of thousands starved to death. Only 15 percent of the children went to schooL There was no proper medical care. There was a good deal of violence

''f've spent 32 days in China. f did not see anyone on the street in rags. I didn't see anyone barefoot. Eighty-five to 95% of the kids are in school. All of the elderly arc cared for.

"THERE ARE health clinics and medical care IS free. Maybe the doctors are not as qualified as we would like but they can treat many diseases. Who should be unhappy there?"

"Of course, individual liberties. What are those?" Sutton said Chinese high schools compare in

quality with American high schools of the 1920s. Classes range in size from 35 to 70. Emphasis is on discipline and education techniques. They are "not progressive.··

THE PROFESSOR noted the Chmese are con­vinced the Russians will invade "next month.'' Air raid shelters and underground food storage facilities arc "everywhere."

Telephones, automobiles, and plumbing are rare in the countryside.

Sutton visited •·a little old lady of 49" in a country home who thought carefully and decided a television would improve the quality of her life.
