Q1) Is it required that work be completed on-site? Will remote access be provided to all Contractors involved in this project? Can the work be done off-shore?

) Work does not have to be completed on-site; however, it is preferred to be completed on-site. Remote access will be provided and remote work is acceptable when necessary. The work may be done off-shore.

Q2) Are there any security issues around the data and/or issues around the fact that there will be access of the data off-shore?

) There is personal identifiable data but it is not the sum total of the data. If there are policies that prevent using off-shore with a certain type of data then the County would not allow that work to be done off-shore.

Q3) In the proposal, is it expected to give the County what the Contractor requires from the County’s site as well as resources in order for the project to be implemented?

) Yes, the proposal shall include what the Contractor requires from the County’s site as well as the resources for the project implementation.

Q4) Who will be involved in this project from the County side?) A Project Manager and all developers associated with the legacy Data Warehouse team

from the County will be involved in this project.

Q5) Has the County engaged any vendor to prepare this RFP?) The County has not engaged any vendor to prepare this RFP.

Q6) In regards to the resources and personnel needed from the County, is the cost of the personnel needed for the project part of the cost? If no, would the bidder just have to state what personnel would be needed (how many staff, what type etc.)?

) No, it is not part of the cost of the project. Yes, the bidder shall include what personnel would be needed in their proposal.

Q7) Will the County provide facilities space and/or equipment for required on-site resources?) Yes, the County will provide the facilities space and equipment required on-site.

Q8) Does the County of Alameda have any particular technology in mind?) The County does not have any particular technology in mind. The technology will have to

integrate with the existing Business Intelligence Reporting system.

Q9) Does the County envision Environmental Systems Research Institute (ESRI) integration?) Yes, ESRI integration is required.

Q10) Is the bidder restricted on recommending only one (1) technology to the County? Can more than one (1) option be given?

) A bidder is not restricted to recommending only one (1) technology, more than one (1) option can be proposed. A single tool solution would be ideal; however, the solution may be a suite of tools.

Q11) Does the County have any particular software in mind?) No, the County does not have any particular software in mind.

Q12) Is software licensing part of the proposal?) Yes, software licensing is part of the proposal.

Q13) Will there be a variety of user types and roles within the population of the 200 licenses? Is

there an exact breakdown? ) Yes, there will be a variety of user types and roles within the population of the 200

licenses. The breakdown will vary on the implementation.

Q14) Is there a current incumbent? If yes, are they eligible to bid on this scope of work?) No, the County currently uses an in-house solution, Cognos.

) Some tools and reports were done through a vendor contract, which involved IBM.

Q16) Has the County sought help in the past or present from any consultant on any part of this project?

) Yes, in the past the County has sought help from a consultant.

Q17) Can the County list the levels of accessibility to the Dashboard? ) The accessibility standards for browser – consumable reports should conform to current

W3C standards of accessibility whenever appropriate.

Q18) What will be the maximum number of concurrent users on the system at one time? ) There will be no more than 200 users on the system at one time.

Q19) Will the Contractor get access to the database?) Yes, the Contractor will have access to the database.

Q20) What kind of analytic procedures would the County like to implement?) The procedures for analytic reporting will be established with the awarded Contractor.

Q21) Does this project require to bring in new subject area and integrate it into your existing Data Warehouse or would the dashboard creator be on top of the existing Data Warehouse itself?

) The solution should support both options.

Q22) In terms of source systems, what data quality and cleansing would be required when processing the data and bringing it into the warehouse?

) Data quality and cleansing standards will be respective of individual reporting/ dashboarding requirements. Depending on the reporting requirement, data cleansing can be as simple as scrubbing foreign characters or requirements may state source date may need to be resolved to refine results or relationships established to expand results.

Q23) What vendor implemented the County’s existing Data Warehouse?) IBM implemented the County’s existing Data Warehouse.

Q24) When was the County’s Data Warehouse implemented?) The County’s Data Warehouse was implemented in 2009.

Q25) Is any vendor providing support for the Data Warehouse currently?) IBM is currently providing support for the Data Warehouse.

Q26) Does the County consider the existing Data Warehouse implementation successful?) Yes, the County considers the existing Data Warehouse implementation successful.

Q27) Would data be pulled from other sources other than the County’s Data Warehouse? If yes, how many systems would data be pulled from? What are the different types of data sources for each (e.g. Oracle, excel, SQL Server)?

) Yes, the Data Warehouse is not the sole repository. There could be up to 50 systems depending on how the word system is defined. The County has four (4) case management systems within the Social Services Agency plus numerous smaller web applications and databases that capture information that people want to see on their dashboard. Currently data is pulled from Oracle, DB2, SQL server and many legacy data sources and applications including MS Acces, Excel and Word; SPSS and Business Objects.

Q28) How many files or tables in each data source will the Contractor have to access/pull the information for reporting purpose?

) The Contractor will have access to all relevant files and/or tables necessary for individual reporting requirements.

Q29) Does the County anticipate the need to bring in additional information to the data warehouse? If yes, how many systems and tables need to be added to the data warehouse?

) The number of systems and tables would vary according to the reports/dashboard that have been deemed as priority requests.

Q30) Is there a dedicated data quality tool that would be required?) There is not any one (1) specific dedicated data quality tool required as there are

numerous ETL processes that are supported by the Data Warehouse. If there is one (1) dedicated data quality tool, that would be ideal.

Q31) Does the County currently have an extract, transform, and load (ETL) tool that is currently being used? Is the County only leveraging that tool or does the County want the Contractor to provide an ETL tool?

) Yes, the County currently has a variety of ETL tools that will be encouraged to be used. Contractor can leverage legacy ETL tools or provide a tool if legacy tools are determined to be insufficient for the requirements of the respective report requests.

Q32) What extract, transform, and load (ETL) and reporting tools does the County use today relative to their existing reporting applications?

) The County currently uses Talend, IBM Data Stage, and numerous home-grown processes.

Q33) What reporting tool and ETL tool were used to display the information from the warehouse?

Q34) Will the Contractor have access to use an ETL tool or scripts to address any changes spawned out of data model design changes?

) Yes, the Contractor will have access to use an ETL tool or scripts.

Q35) Is ETL from various sources a requirement? If the Contractor can actually consume data from the sources directly is it part of the County’s strategy to get a copy of the data that exists and consolidating it in the County’s Data Warehouse?

) That would depend but is not mandatory, if there is a way to get the data as is and there is no need for the data to be transformed or cleansed in any way shape or form that would be okay.

Q36) Does the County have dedicated ETL staff that the Contractor would be able to leverage? Would that staff be part of the organizational chart?

) Yes, the County has ETL staff and the staff will be part of the organizational chart.

Q37) Is there a required database license to hold the extracted data or would a Contractor use the existing licenses?

) Existing licenses will be used.

Q38) In terms of the database platform and the reporting layer, what is the utilization of the current environment? Is the County expecting that the Contractor would be looking into scalability and managing for the current platforms as part of the first year?

) Current database platforms and reporting layers are used heavily in the current environment and are to be used when appropriate by the Contractor.

Q39) In regards to the database and reporting layers, would there be any database modeling? Would there be any ingestion of flat files? Is there any need of transforming?

) Flat files would not have to be dimensionally modeled they will be modeled at the reporting layer. No database modeling is being anticipated nor is the ingesting of flat files. The County would prefer not to transform if the use case allows for that.

Q40) If a flat file is picked up it can be used as is only for any business intelligent tool, but if there is an opportunity for conforming the data, which will help the repository, is the County open to that?

) Yes, the County is open to conforming the data.

Q41) What is the type of data involved in this project?) There are a myriad of data types that will be used in the project; Contractor tool should

be scalable to that effect.

Q42) What is the size of data involved in this project?) There are a myriad of data sizes that will be used in the project; Contractor tool should be

scalable to that effect.

Q43) Are the data sources from the web application? Is there an online or offline solution or both?

) Both, there are an online and offline solution.

Q44) Is the County interested in the solution to be on premise or for the solution to be a cloud solution, where multiple agencies at multiple locations are able to access information from the cloud?

) The solution shall be on premises.

Q45) What would be the time duration to the access of the data source and the report?) The duration to the access of the date source and the report are dependent on scope of

the respective report.

Q46) Is the data that will be included in the Dashboard solution available electronically within the County network? Does the County anticipate to pull from external sources outside the County network?

) Data is available from within the County network; no external sources will be used.

Q47) Does the County intend to build a new data mart for this project?) If the bidder’s scope of effort requires the construction of a data mart, a data mart will be

built.

Q48) Do you have an existing data governing structure (e.g., Who controls the data on a departmental level? Who is responsible for what?)? Or, is the County looking for the Contractor to specify one? Does that include change management?

) The County’s existing data governance structure will be used. The existing data governance structure will be discussed with the Contractor.

Q49) Would the County be open to completing the outline scope of work in a timeframe of under a year?

) Yes, the County would be open to completing the outline scope of work in a timeframe of under a year.

Q50) Does the County have a current budget? If yes, is there an amount that cannot be exceeded?

) The County has earmarked what it believes to be adequate funding for the scope of this project but is not disclosing the dollar amount. Instead, bidders must include a budget for the services, software/hardware they propose in response to the RFP. The County

Selection Committee will consider the merits of bidders’ proposed budgets as part of the proposal review and rating process.

Q51) Does this project require a Board of Supervisors approved budget? If yes, has that been approved?

) The budget or dollars to fund this project were allocated as part of the Social Services Agency’s fiscal year 2014/2015 budgeting process and those funds are ready for immediate use. As part of Alameda County’s budgeting process, all County agencies’ budgets must be approved by the Board of Supervisors (BOS) and the BOS has approved the County’s budget for this fiscal year. So, it is correct to state that the BOS has approved funds for this project. The BOS must also approve any new contract(s) awarded as a result of this RFP process.

Q52) Is the budget based on previous estimates or is that just a complete sample? ) The budget is a sample.

Q53) Is the County receiving Federal Funding for the project? If yes, are there any requirements placed upon the Contractor in terms of reporting to the Federal Agency? What are the tracking methods that will be used?

) Yes, the County is receiving federal funding for this project, however, the successful bidder will not be required to submit reports to the federal funding agency. Project funds and expenditures for this project will be tracked via invoices, the Social Services Agency’s Contracts Administration System (CAS), and the County’s Auditor-Controller’s Office automated accounting and auditing systems.

Q54) What are the minimum hardware specifications?) The minimum hardware specifications are as follows:

Q55) Is the County looking for hardware sizing beyond the software? Is the hardware totally excluded and the County will do that on their own?

) The County will provide all necessary hardware.

Q56) Would the County like the Contractor to make hardware recommendations? If yes, would that include the architecture?

) Yes, the Contractor shall provide information around what the Contractor’s solution needs and the system requirements.

Q57) Has the County evaluated any software for reporting?) The County has evaluated Cognos.

Contractor if needed.

Q59) How many reports does the County anticipate to be created as part of this project?) The number of reports shall be determined by prioritization efforts during the project.

Q60) What are the elements required in the Dashboard system?) Bidder shall articulate the elements provided by their solution that fall outside of what is

listed in the general language of the RFP.

Q61) How many graphs does the County intend to have in the dashboard?) The number of graphs shall be determined by prioritization efforts during the project.

Q62) Does the County want custom options for the elements during creation and configuration of the required Dashboards?

) Custom options shall be determined by prioritization efforts during the project.

Q63) How frequently will the County be using the Dashboards Services? How many users or operators will be accessing to it?

) Dashboards could be used 24x7; system should support up to 200 concurrent users.

Q64) Has a vendor demonstrated any dashboard tools? If yes, which software did they use?) The County has seen demonstrations of Cognos and DigDash.

Q65) What kind of hybrid reports, electronic tools, and analysis are used to measure the success operationally and analytically?

) The County currently uses Cognos to measure analytical and operational success.

Q66) Does the County want the current status of the report for all four (4) departments at the same time? After the report is generated, does the County wish to compare or conduct further analysis?

) Dashboards used by Executive staff would call for the current status of all four (4) departments at the same time. Yes, subsequent analysis may be desired based off the current report or dashboard.

Q67) Is there any previous analytical tool used? Is yes, which tool has been used?) The currently analytical tool is Cognos.

Q68) Is this project going to be led by the Chief Information Officer or Information Technology Director (CIO/IT)?

) This project will be led by Social Services Agency Information Services Division.

Q69) Is the Agency’s Program Evaluation and Research Unit (PERU) and the Social Services Integrated Reporting System (SSIRS) providing an event-processing server to provide real-time alerting and event monitoring?

) Real-time alerts / event monitoring will not be required. Analytical reporting will not call for real-time alerts and operation reporting will be constrained by the frequency of the source systems being reported off of currently one (1) day behind real time.

Q70) Do up to date logical and physical models exist of SSIRS and PERU?) SSIRS and PERU are units of personnel within the Social Services Agency that process data

requests as well as provide operational and analytical reporting for Agency use.

Q71) Is the interest on visual geography analysis, since PERU and SSIRS systems produce Geographic Information System (GIS) reports?

) Yes, the interest is on visual geography analysis.

Q72) Does the County expect the Contractor to model and integrate the SSIRS Data Warehouse with the PERU data?

) If the reporting requirements call for data spanning across the two (2) units the solution will need to aggregate that data and model it for reporting.

Q73) Is the expectation to update the existing SSIRS model based on the finding of the requirements sessions?

) The findings of the requirements sessions will determine the data models.

Q74) What is the size estimate of the County’s SSIRS data warehouse(s) including the number of tables it may contain?

) The County’s estimated total is 1,200 tables and 6.3 billion rows of data.

Q75) Page 4 of the RFP, Section B (SCOPE), states:Alameda County Social Services Agency (SSA) understands the need for metrics to measure the amount of success it’s having in fulfilling its mission, “To promote the economic social well-being of individuals, families, neighborhoods and communities.” To this end, SSA is seeking dashboard services to create operational and analytical dashboards. The analytical dashboards will allow the Agency to view its progress over time longitudinally at a glance, and the operational dashboards will give staff, from Agency Executives to individual caseworkers, the answer to the question: “How am I doing?”

What does the County mean by “I” in the statement, “How am I doing?” Does the County have current performance measurements in place?

) “I” means staff, from Agency Executives to individual caseworkers. Current measurements are in place in report format, report and dashboard formats, and in some instances, not at all in some instances.

Q76) Does the County have current performance measure at all the levels?) Yes, they could be expanded and enhanced.

Q77) Does the County expect the users to be able to change and edit the visualization and thresholds of the dashboard?

) This is not a requirement, but if it is possible and within the scope of work that would be desirable.

Q78) As stated at the bidders conference, a lot of the reports are based on regulations given from the State and Federal level which change, is the County looking for a more flexible field?

) Yes, the County is looking for a more flexible field.

Q79) In regards in the interest of obtaining a flexible tool, are there other tools the County is using that they would like to improve?

) The County primarily uses Cognos and all types of business objects. For example, IBM SPSS Statistics is used for analysis. The County is looking to improve all tools where available.

Q80) What version of Cognos does the County have?) The current version of Cognos is 10.2.

Q81) Assuming that Cognos Framework Manager Models is the major source for reporting, what is the number of models the County has? Are they relational models? Dimensional models? Is the County using any other Cognos tools such as Powerplay?

BIDDER INFORMATION AND ACCEPTANCE

1. The undersigned declares that the Bid Documents, including, without limitation, the RFP, Addenda, and Exhibits have been read.

8. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.

9. Insurance certificates are not required at the time of submission. However, by signing REVISED Exhibit A – Bid Response Packet, the Contractor agrees to meet the minimum insurance requirements stated in the RFP. This documentation must be provided to the County, prior to award, and shall include an insurance certificate and additional insured certificate, naming the County of Alameda, which meets the minimum insurance requirements, as stated in the RFP.

REQUIRED DOCUMENTATION AND SUBMITTALS

All of the specific documentation listed below is required to be submitted with the REVISED Exhibit A – Bid Response Packet in order for a bid to be deemed complete. Bidders shall submit all documentation, in the order listed below and clearly label each section with the appropriate title (i.e., Table of Contents, Letter of Transmittal, Key Personnel, etc.).

1. Table of Contents: Bid responses shall include a table of contents listing the individual sections of the proposal and their corresponding page numbers. Tabs should separate each of the individual sections.

2. Letter of Transmittal: Bid responses shall include a description of Bidder’s capabilities and approach in providing its services to the County, and provide a brief synopsis of the highlights of the Proposal and overall benefits of the Proposal to the County. This synopsis should not exceed three (3) pages in length and should be easily understood.

3. REVISED Exhibit A – Bid Response Packet: Every bidder must fill out and submit the complete REVISED Exhibit A – Bid Response Packet.

(a) Bidder Information and Acceptance:

(1) Every Bidder must select one choice under Item 10 of page 3 of Exhibit A and must fill out and submit a signed page 4 of Exhibit A.

(b) References:

(1) Bidders must use the template on page 10 of this REVISED Exhibit A – Bid Response Packet to provide references.

(2) Bidders are to provide a list of five (5) current clients. References must be satisfactory as deemed solely by County. References should have similar scope, volume and requirements to those outlined in these specifications, terms and conditions.

Bidders must verify that the contact information for all references provided is current and valid.

Bidders are strongly encouraged to notify all references that the County may be contacting them to obtain a reference.

(3) Bidder shall provide on a separate sheet(s), complete reference information for all public institutions or agencies for which it provides or has provided comparable product, systems and services. Each reference shall include the project name and location, the scope of services performed and the name, address, telephone and fax numbers of the person who may be contacted for reference information.

(4) The County may contact some or all of the references provided in order to determine Bidder’s performance record on work similar to that described in this request. The County reserves the right to contact references other than

those provided in the Response and to use the information gained from them in the evaluation process.

(c) Exceptions, Clarifications, Amendments:

(1) This shall include clarifications, exceptions and amendments, if any, to the RFP and associated Bid Documents, and shall be submitted with your bid response using the template on page 11 of this REVISED Exhibit A – Bid Response Packet.

(2) THE COUNTY IS UNDER NO OBLIGATION TO ACCEPT ANY EXCEPTIONS, AND SUCH EXCEPTIONS MAY BE A BASIS FOR BID DISQUALIFICATION.

4. Key Personnel: Bid responses shall include a complete list of all key personnel associated with the RFP. This list must include all key personnel who will provide services/training to County staff and all key personnel who will provide maintenance and support services. For each person on the list, the following information shall be included:

(a) The person’s relationship with Bidder, including job title and years of employment with Bidder;

(b) The role that the person will play in connection with the RFP;(c) Address, telephone, fax numbers, and e-mail address; (d) Person’s educational background; and(e) Person’s relevant experience, certifications, and/or merits.

5. Description of the Proposed System: Bid response shall include a description of the proposed system, as it will be finally configured during the term of the contract. The description shall specify how the proposed equipment/system will meet or exceed the requirements of the County and shall explain any advantages that this proposed equipment/system would have over other possible equipment/systems. The description shall include any disadvantages or limitations that the County should be aware of in evaluating the RFP. Finally, the description shall describe all product warranties provided by Bidder.

6. Description of the Proposed Services: Bid response shall include a description of the terms and conditions of services to be provided during the contract term including response times. The description shall contain a basis of estimate for services including its scheduled start and completion dates, the number of Bidder’s and County personnel involved, and the number of hours scheduled for such personnel. Finally, the description must: (1) specify how the services in the bid response will meet or exceed the requirements of the County; (2) explain any special resources, procedures or approaches that make the services of Bidder particularly advantageous to the County; and (3) identify any limitations or restrictions of Bidder in providing the services that the County should be aware of in evaluating its Response to this RFP.

7. Implementation Plan and Schedule: The bid response shall include an implementation plan and schedule. The plan shall include a detailed schedule indicating how Bidder will
