A A 1-371. General note. The principal source of population data is the Decennial Census of Population, a housc-by-house enumeration made by the Bureau of the Census. I n accordance with a Constitutional provision for a de- cennial canvass of the population, the first census enumeration was in 1790. The primary reason for the Census of Population, as set forth in the Constitution, is to provide a basis for the apportion- ment of Members of the House of Representatives atnong the several States. Until 1902, the census organization was temporary. It was assembled before each decennial census and disbanded after the work was finished. In 1902, the Bureau of the Census was as a permanent agency of the Government, charged with responsibility for the decennial census and for compiling statistics on other subjects as needed. Currently this Bureau provides population data based on surveys and estimates in addition to malting the com- prehensive decennial census enumeration. I n accordance with census practice dating back to 1790, each person is counted as an inhabitant of his usual place of residence or usual place of abode, that the place where he lives sleeps of the time. This is not the same as his legal resi- dence, voting residence, or domicile, although, in the vast majority of cases, the use of these different bases of classification produce identical results. Indians in Indian Territory or on reservations were not included in the population count until 1890, and in earlier censuses large tracts of unorganized and sparsely settled territory were not covered by enumerators. and were terri- tories through and were first included in the United States in 1960 Census. Many tables in this chapter show two sets of 1960 data, one the conterminous United States and one for United States including Alaska and Hawaii. Through 1930, data presented are based on complete counts. Many of the data shown from subsequent censuses are based on sample tabulations (ranging from percent to 26 percent), as indicated in footnotes to the tables. Several tables present data the Current Populntion Survey, conducted monthly by the Bureau of the Census since 1947. Revised figures by sex for the United population by race for 1790-1840 were published in the 1910 census. Official revisions by age have not been made, and thus the 1790- 1840 age data in this chapter for most race- sex groups add to totals which differ slightly from the revised figures for race-sex groups. The Bureau of the Census has always been concerned about the degree of completeness of enumeration in the decennial censuses, although public interest in census coverage and statistical techniques for estimating coverage were quite limited prior to 1960. Discussions of coverage in earlier censuses were limited mostly to qualitative statements. Many errors appear in the census publications of 1790- 1840. On this basis, i t is believed figures for South show unreasonably low rates of increase for the decade 1860-1870and abnormally high rates for 1870-1880. The differences are so great that it eppears evident that the 1870 in this area was seriously incomplete, undoubteclly a result of the unsettled conditions of the Reconstruction period. For the portion of the States outside the South, the rate of increase for about the same as for 1870- 1880. Therefore, the number enumerated in 1870 for the South wns revised up- ward. This is not the same as his legal resi-dence, voting residence, or domicile, although, in the vast majorityof cases, the use of these different bases of classification produceidentical results. The estimates are as of July 1, and thus figures for the residentpopulation for census years differ from decennial census populations.Estimates prior to 1900 are based on linear interpolation betweendecennial censuses. urban population. According to the definition adopted for use inthe 1970 census, the urban population comprises all persons living in urbanized areas (see text for series A 82-90) and in places 2,500inhabitants or more outside urbanized areas. More specifically, theurban population consists of all persons living in (a) places of 2,500

or more incorporated as cities, villages, boroughs (except Alaska), and towns (except in the New England States, New York, and Wisconsin), but excluding those persons living in the ruralportions of extended cities; (b) unincorporated places of in-habitants or more: and (c) other territory, incorporated or unin-corporated, included in urbanized areas.

In censuses prior to 1950, the urban population comprised allpersons living in incorporated places of 2,500 or more and areas(usually minor civil divisions) classified as urban under special rulesrelating to population size and density. The most important com-ponent of the urban territory in a n y definition is the group of in-corporated places having 2,500 inhabitants or more. A definition of urban territory restricted to such places, however, would excludea number of large and densely settled areas merely because they arenot considered “incorporated places.” Prior to 1950, an effort wasmade to avoid some of the more obvious omissions by inclusion ofselected areas which were classified as urban under rules.Even with these rules, however, many large and closely built-upareas were excluded from the urban territory,

To improve its measure of the urban population, the Bureau of theCensus adopted, in 1950, the concept of the urbanized area and de-lineated, in advance of enumeration, boundaries for unincorporatedplaces. With the adoption of the urbanized area and unincorporatedplace concepts for the 1950 census, the urban population was definedas all persons residing in urbanized areas and, outside these areas, in all places incorporated or Unincorporated, which had 2,500 in-habitants or more. With the following two exceptions, the 1950definition of urban was continued substantially unchanged to 1960and 1970. In 1960 (but not in certain towns in the NewEngland States, townships in New Jersey and Pennsylvania, andcounties elsewhere were designated as urban. However, most of thepopulation of these “special rule” areas would have been classified asurban in a n y event because they were residents of an urbanized areaor an unincorporated place of 2,500 or more.

In all urban and rural definitions, the population not classifiedas urban constitutes the rural population.

The first official publication of figures formally presenting theurban population was made following the Census of 1870 in the Statistical Atlas of the United Slates. The population of cities andtowns of 8,000 inhabitants or more was presented as the “urbanpopulation.” In the reports of the 1880, 1890, and 1900 censuses,the urban population was variously defined as the population livingin places of 4,000 inhabitants or more, or 8,000 inhabitants or more.The first publication in which the population of places having 2,500inhabitants or more was officially designated as urban was the Supple-

The rural population is subdivided into rural farm and rural non-farm components. In 1960 and 1970, the farm population was definedas persons living on places of 10 or more acres from which sales offarm products amounted to $50 or more in the preceding calendar year or on places of fewer than 10 acres from which sales of farmproducts amounted to $250 or more in the preceding year. In 1950,the farm population was defined as all persons living on farms and depended on the respondent’s conception of farm (or ranch) with theexception that persons living on what might have been considered farmland were classified as nonfarm if they paid cash rent for theirhomes and yards only. In 1930 and 1940, the farm population com-prised all persons living on farms and depended primarily upon theinterviewer’s conception of what was meant by the word farm. In1920, the farm population comprised all persons living on farms andthose farm laborers (and their families) who, while not living on afarm, lived in rural, unincorporated territory. Farms were definedin 1920 (as in the census of agriculture) to include all tracts of 3 acres or more used for agricultural purposes and smaller tracts which pro-duced as much as $250 worth of farm products in 1919 or requiredfor their agricultural operations the continuous services of at leastone person.

The first systematic attempt to define the metropolitan populationof the United States was presented in the 1910 census in which Metro-politan Districts were defined for cities of 200,000 or more. EachMetropolitan District included contiguous minor civil divisions which met certain rules of proximity and population density. The Metro-politan District concept was used with changes in definition upthrough the 1940 census, when Metropolitan Districts were definedfor cities of 50,000 or more. Metropolitan Districts were seldomcross-tabulated with census data on social and economic charac-teristics and thus were of limited usefulness.

I n 1950, Metropolitan Districts were replaced in census reports byStandard Metropolitan Areas (see text for series A andUrbanized Areas. Urbanized with minor changes in definition,were delineated in the 1950, 1960, and 1970 censuses. In general,an Urbanized Area is defined as a city of 50,000 or more (or twincities meeting this criterion) and surrounding closely settled areas,including incorporated places and unincorporated territory. The classification of the population by race reflects common usagerather than an attempt to define biological stock. As a result, thewhite and Negro populations usually have not been divided intoracial subgroups (although the white population has been classifiedby ethnic origin), but American Indians and some Asian groupsJapanese, Chinese, Filipino, etc.) have typically been identi-fied with country of origin.

Through 1960, the classification of the population by race wasusually obtained by the enumerator’s observation. Persons ofmixed white and other parentage were usually classified with theother race. A person of mixed parentage other than white wasusually classified by the race of his father, except that mixtures ofNegro and Indian were classified as Negro unless the Indian stockwas clearly predominant or unless the individual was accepted inthe community in which he resided as an Indian.

The category Indian included unmixed American Indians to-gether with persons who were of mixed white and Indian Ancestryif they were enrolled on an Indian reservation or agency roll. Personswho were part Indian were included as Indian they werefourth or more Indian, or if they were regarded Indians in thecommunity in which they resided.

In the 1960 census, data on race were collected by a combinationof self-classification, direct interview, and observation by theenumerator; the classification rules were essentially the same as in1950.

In the 1970 census, data on race were obtained primarily throughself-classification. In a change from earlier censuses, a person ofmixed white and other parentage who was in doubt as to hisfication was classified according to the race of his father. It is believedthat self-identification of race may lead t o a somewhat higher propor-tion of the population being classed in the “Other races” categorythan does observation by the enumerator.

In the 1930 census, persons of Mexican origin were included with“Other races”; however, the tables in this volume have been revisedt o include Mexicans in the white population.

In the 1970 census, the edit and review of questionnaires werenot completed when the complete-count data were processed. As a result, some information which pertained nationality orwas accepted as identifying race. For example, some persons who classified themselves in the race item as Mexican or Spanish Americanwere thus included in the “Other races” population, but should havebeen included in the white population. In the tabulation of sampledata, this error was corrected. The result in the case of 20-percentsample data was that the population of “Other races” was reducedfrom 2,882,662 to 2,555,872 (1,270,625 males and 1,285,247 females),or by 826,790, which is roughly the amount added to the whitepopulation in the sample tabulations.

The Census of 1860 was the first in which Indians were distinguishedfrom other classes in the population. Prior t o 1890, enumeration of

Indians was limited to Indians living in the general population of thevarious States; Indians in Indian Territory and on Indian reserva-tions were excluded. Area measurements of the States and former territories rest on threeperiods of measurement. The first period is for the 1880 Census ofPopulation when, under Gannett, Census Geographer, “thefoundation for accurate and detailed area measurement in the UnitedStates” was laid (Proudfoot, Measurement Area, 1946,p. 27). The second period is for the 1940 census when, underBatschelet and Proudfoot, a basic remeasurcment of the areas was accomplished, which still remains the basis for subsequentments. The third period was during the 1960’s when remeasurementsof land and water areas based on the 1940 total or gross areas wereundertaken with the use of recent maps and greatly improved meas-urement techniques.

Remeasurements of land and water areas between and since thoseperiods occurred but they were largely in terms of adjusting

the earlier figures because of relatively minor boundary changes orbecause of land and water changes resulting mainly from the con-struction of known dams and reservoirs.

According to the 1940 definitions of land and water areas (used also in the ponds, lakes, or similar areas were counted as inlandwater if their areas were 40 acres or more; streams and canals hadt o be or more in width to be counted. All other areas weretabulated as land with the exception of “water other than inlandwater” such as the Great Lakes, coastal waters, bays, etc. Thedefinitions were based on maps, not on inspection of the surface of theearth. Accordingly, features such as new reservoirs which were notshown in the maps used in the measurement work were reported asland rather than water.

The land areas shown for the United States, which are consistentwith data available for States and territories, differ slightly from thefigures shown in series A The latter figures reflect adjustmentsmade only a t the national level in conjunction with remeasurementsmade in 1940.

The concept was continued with some changes in definition in the 1960 and 1970 censuses, althoughthe title was changed t o Standard Metropolitan Statistical Areas(SMSA’s). Except in the New England States, a standard metropolitanstatistical area is a county or group of contiguous counties whichcontains a t least one city of 50,000 inhabitants or more, or “twincities” with a combined population of at least In addition tothe county, or counties, containing such a city or cities, contiguouscounties are included in an SMSA if, according to certain criteria, they are socially and economically integrated with the central county. In the New England States, SMSA’s consist of towns and cities insteadof counties. Each SMSA must include a t least one central city,and the complete title of an SMSA identifies the central city or cities.The population of SMSA’s can be divided into the portions living Inside Central Cities and Outside Central Cities. Urbanized Areas, as discussed in the text for series A 82-90,and SMSA’s differ considerably. An Urbanized Area represents thephysical or continuously built-up urban area without regard for political boundaries. SMSA’s conform to political boundaries. Itis thus possible t o assemble historical series for SMSA’s as defineda t a specified time; however, SMSA’s include substantial rural popu-lation, especially when the current definition is used to present in-formation for an earlier date. According to the 1970 Census Bureau definition, a household consists of all the persons who occupy a housing unit. A house, an apartment or other group of rooms, or a single is regardedas a housing unit when it is occupied or intended for occupancy asseparate living quarters; that is, when the occupants do not live andeat with any other persons in the structure and there is either (1)

direct access from the outside or through a common hall or (2) akitchen or cooking equipment for the exclusive use of the occupants.A household includes the related family members and all the unrelated persons, if any, such as lodgers, foster children, wards, or employeeswho share the housing unit. A person living alone in a housing; unit,or a group of unrelated persons sharing a housing unit as partners,is also counted as a household.

Households classified as having a head include those wherethe head of the household is a married man whose wife lives with himand all other households with a male designated as head. Femalehousehold heads include women who are not married or not livingwith their husbands and who are designated as household heads.

The count of households excludes group quarters (referred to as “quasi-households” in the previous edition of Historicalwhich are living arrangements for institutional inmates, regardless of the number of inmates, or for other groups containing 5 or morepersons unrelated t o the person in charge.

The figures for number of households are not strictly comparable from year t o year. In general, the definitions of household for 1790, 1900, 1930, 1940, 1950, 1960, and 1970 are similar. Very minordifferences result from the fact that in 1950, 1960, and 1970, housingunits with 5 or more lodgers were excluded from the count of house-holds, whereas in 1930 and 1940, housing units with 11 lodgers ormore were excluded, and in 1790 and in 1900, no precise definitionof the maximum allowable number of lodgers was made. The defini-tion of household for 1850-1890, 1910, and 1920 differs slightly from that given above. For these years, no distinction was made between households and group quarters (quasi-households), and thus the numbers include both households and group quarters.

In 1950-1970, the number of households was equal, by definition,t o the number of occupied housing units enumerated for housingstatistics. In 1940, the definition of household was not completelythe same as that of occupied housing units. In that year there were95,000 more households than occupied housing units.

Average size figures were computed by dividing the total population(the total free population for 1790, and 1860) by the number ofhousehold heads. The number of household heads for 1910, and 1920 also includes the heads of group quartershouseholds). Since these are such a small fraction of the total number of household heads, the population per household is only slightlyaffected by a change in definition for these years.

Priort o 1940 the concept of “family” was basically synonymous with thepresent concept of “household” wherein a family comprised thehead of a household and all other members of the household relatedt o the head. Under this definition, a head of a household livingalone was counted as a family but a mutually related group ofor resident employees was not counted as a family.

The term “family,” as shown here, refers t o a group of two or morepersons related by blood, marriage, or adoption and residing togetherin a household. A primary family consists of the head of a household and all other persons in the household related to the head. Asecondary family comprises two or more persons such as guests, lodgers, or resident employees and their relatives, living in a house-hold and related to each other.

A subfamily is a married couple with or without children, or oneparent with one or more unmarried children under 18 years old, livingin a household and related to, but not including, the head thehousehold or his wife. Members of a subfamily are also ofthe primary family with whom they live. The number of subfamilies,therefore, is not included in the number of families.

married couple is defined as a husband and his wife living to-gether in the same household, with or without children and otherrelatives.

Unrelated individuals refers to persons (other than inmates ofinstitutions) who are not living with any relatives. A primary in-dividual is a household head living alone or with nonrelatives only. A secondary individual in a household is a person such as a guest, lodger,

Data for 1900-1946 represent estimates of the number of marriedwomen with their spouses in their own households, and the numberof household heads in the remaining population. These estimateswere based on available census and survey data and on additionalinformation on construction activity, vacancy rates, rates,divorce rates, economic indexes, etc. the figures are shownas of a given date, they should be regarded as an approximation ofthe annual average number of households.

In the 1970 census, “inmates of institutions” were defined aspersons under care or custody in institutions a t the time of enumera-tion, regardless of their length of stay in that place and regardless ofthe number of people in that place. Statistics shown in this tablefor 1960 are based on similar criteria with the exception of “length ofstay” as a criterion for defining inmates in 1960. Differences in theclassification and definition of inmates between the 1950 and 1960censuses are minimal and, thus, the estimates for both dates are comparable. However, several major differences exist between theestimates of inmates for 1940 and those for later years: In 1940 thecoverage of inmates was for the population 14 years old and overrather than for all ages; inmates in tuberculosis hospitals were ex-cluded from the 1940 inmate count; and a more detailed classificationof inmates in homes for the aged and dependent was designed followingthe 1940 census which enabled enumerators in subsequent censusesto the field coverage in this area, particularly with respect t o such places as commercial boarding homes for the aged, and rest,convalescent, and nursing homes.

Although data on types of institutions are generally comparable for each year shown, i t should be noted that the use of progressivelyrefined techniques to identify types of institutions in each censussince 1940 has resulted in more inclusive and definitive classificationof these types.
