REQUEST FOR PROPOSALS FOR WEBSITE DEVELOPMENT SERVICES

OVERVIEW

A. Company Background Founded in 2006, Birdi, Inc. (Birdi) is a Los Angeles based, full-service systems engineering consulting and contracting firm. Birdi is a leading provider of technology solutions to major airports and other transportation entities. We are fully vested in our slogan, “From Solutions to Service.” As system engineers, we are experts in developing the right solutions for our clients, always making sure that before we deploy the solution, all elements are in place so that the solution provides service to the client from the first day of operation.

B. General Description Birdi issues this Request for Proposals (RFP) for Website Development services. Birdi has already developed a design utilizing Adobe XD and now needs to find a firm that can take that design and develop it. Birdi welcomes responses to this solicitation from national and international firms. The firms who submit a response to the RFP (singularly respondent, collectively respondents) must meet the minimum qualification requirements as specified in Section E.

C. Scope of Work Objective • Delivery of front-end source code, new or updated style sheets and style guides with better structure that is

easy to navigate for visitors (UX/UI design) visually appealing in both desktop and mobile views using Responsive Design.

• Birdi will own the responsibility maintaining all content in-house once product is developed and handed off. Vendor training will be required.

Scope of work • Discovery, Research & Strategy: The chosen vendor will leverage and build upon existing website audit

insights, findings, and strategic recommendations.

o Additional research may include:

§ Google Analytics review/enhancement

§ UX/UI review

§ Content and competitive analysis

• Information Architecture Evaluation and Restructure: Establish goals for the site to ensure comprehensive website architecture planning with multi-tiered navigation considerations (top, bottom, sidebar, inline, etc.).

o Evaluate current information architecture, provide suggestions for improvement and develop information architecture outline for the new site.

o Must employ intuitive navigational aids enabling users to easily navigate the website.

o User-centered categories will be logical and understandable.

• UX/UI Design: The vendor will create new design templates based on provided mockups.

o The selected agency partner will evaluate the site and strategically decide the total number of page templates that would need to be designed and developed. However, it is important to capture the various types of services and products Birdi offers.

o Develop using RWD principles to maintain aesthetics, functionality, and user experience on mobile devices such as smart phones and tablets, as well as desktop systems. The design must be flexible and render properly at different screen resolutions on popular browsers (ex. Internet Explorer, Firefox, Safari and Chrome) and on mobile devices – Android and iOS.

• Content Strategy and Content Development: The vendor will work with our internal marketing team. This will include:

o Analyze top-level content and key programmatic areas.

o Review current on-page search engine optimization (SEO), help fix technical issues and provide strategy to address other SEO issues.

o Develop an effective content migration and website implementation strategy.

o Create and teach an editorial workshop for web contributors.

o Evaluate current site assets and recommend additional asset creation including but not limited to: infographics, images, videos, and photography.

o Style, technical, and/or content document to guide future development of the site.

o The vendor will work with our internal marketing team in copywriting and improving the current site content.

• Development & Testing Vendors will need to:

o Provide the front-end code, all original graphics files and the accompanying web applications needed to launch the site.

o Delivered templates need to meet all of the latest web standards and support at least two versions back in the main browsers across all common operating systems.

o Support for troubleshooting issues with the site for two weeks after the launch.

o Use web development and security best practices for development of the site.

• Follow up (Analyze and Optimize): Once the site is complete, we will need to set up a system to monitor it and ensure that it is performing as well as possible. This will include:

o Helping create goals and/or benchmarks that will allow us to monitor the site and develop a strategy for improvement moving forward. This could include technical performance and the ability of the site to drive conversions in our marketing funnel.

o Evaluating the performance of the redesigned site.

o Creating strategic recommendations and plans for iterative improvements.

o Load testing and security testing the site.

• Deployment: o Vendor shall support deployment of the site in a test and production environments o Birdi will QA and approve the site in test environment prior to production release o Vendor shall work with Birdi to establish and document backup and recovery procedures for the

site

E. Minimum Qualifications Minimum qualifications have been established as a basis for determining the eligibility of each Response. A Response will be considered non-responsive and will not be evaluated unless sufficient documentation is provided to determine whether the Respondent, the Project Manager, Project Lead, Front-End Web Developer and Back-End Web Developer meet the minimum qualifications listed below:

Respondent • Confirms that, if awarded by Birdi, will accept payment utilizing a payment method via check.

• Has a minimum of three (3) years of experience since May 1, 2016 in development of websites and web applications, front-end web development, and back-end web development.

Project Manager • Has a minimum of three (3) years of experience since May 1, 2016 in managing web development projects.

F. Proposal Evaluation and Award Process Evaluation Criteria

Respondent and Team’s Overall Experience (40 points) The evaluation will include, at a minimum:

a) Overall experience in development of websites, front-end web development, and back-end web development;

b) Overall experience in website development with a similar scope;

c) Comparable experience to the requirements in this Solicitation; d) Comprehensive organizational descriptions which include professional history of the Respondent and

demonstrate a working knowledge of previous performance of similar Services; and e) Demonstrated experience through sample sites and applications of “Live” samples.

Consideration will be given for:

a) Feedback obtained from client references; b) Engineering and Technology industry or related client work; c) Location of Respondent; d) Years of experience of proposed team members; e) Experience of proposed team’s collaboration on prior projects; and f) Experience in designing social-media optimized graphics.

Methodology and Approach (20 points) The evaluation will include, at a minimum:

a) Methodology and approach under which the Respondent proposes to provide Services, including, but not limited to, framework, client side scripting language, and server side scripting language;

b) Proposed strategies and approach to the provision of Services; capacity to provide Services; and examples of previous work that demonstrate the successful completion of similar projects;

c) Proposed Statement of Work; d) Proposed timeline and hours required to complete each of the Services; and e) Details evidencing how the Respondent proposes to satisfy the deliverables in relation to:

I. User interface/User experience (UI/UX) Design and Branding II. Extract, Load, Transform (ETL) Design and Testing

III. Website Security and Hardening IV. User Acceptance and Full Life Cycle Testing V. Production Delivery and Setup

VI. Maintenance and Support

Demonstrated Work Samples (20 points) The evaluation will include, at a minimum:

a) Demonstrated experience with applied corporate branding design to websites - both intranet and internet, including icons created;

b) Demonstrated experience with Drupal based re-design and re-structure of websites; c) Proposed graphical design for a search page and a search results page; d) Demonstrated experience among .NET, Drupal, and/or SharePoint platforms (ideally, one of each); e) Implementation and approach of a user interface design for websites based on .NET, Drupal, and/or

SharePoint platfroms; f) Application of principles of RWD in a scenario with very large data items such as pictures, reports, and deep

navigation structures; g) Relevant user statistics along with approach to collecting and analyzing such statistics; and h) Use of data visualizations for large volumes of structured data: visualization of report data, infographics

based on relevant content.

Pricing The fees proposed by the Respondent in the Response will be based on a mathematical calculation to obtain scoring for each Response relative to the other Responses received. The focus will be on the Respondent's proposed total cost.

Best and Final Offer Birdi may request a Best and Final Offer (BAFO) if additional information or modified terms are necessary for the technical evaluation committee to complete its evaluation and scoring. A BAFO will not be used solely to reduce the dollar amount proposed in the Cost Proposal of the Response Form. If a BAFO is requested, all short listed Respondents or, if the short list process is not used, all qualified Respondents will be provided an opportunity to submit a modified Response. Only one BAFO request will be issued by the Authority. The information received from the BAFO will be used by the technical evaluation committee to re-evaluate and re-score the Respondents.

Negotiation Birdi, at its sole discretion, reserves the right to negotiate terms and conditions with the most qualified Respondent.

Selection and Award The selection of the Respondent and award of the Contract will be made by Birdi in accordance with its competitive selection process. We will evaluate the Responses on the basis of the guidelines set forth in this Solicitation.

A Notice of Intent to Award will be sent upon completion of our evaluation of the selection process. Award of the contract will be based upon the responsive Respondent whose offer will be the most advantageous to Birdi in terms of:

• Cost

• Functionality

• Vendor stability and qualifications

• Vendor ability to meet the schedule of events timeframe

• Conformance to RFP format and process

Birdi reserves the right to:

• Reject any or all offers and discontinue the proposal process without obligation or liability to any potential vendor

• Accept other than the lowest priced offer

• Award a contract on the basis of initial offers received, without discussions or requests for best and final offers

• Request additional information from selected vendors

• Negotiate a best and final offer after the award

• Award more than one contract or vendor

The selected vendor will be required to sign a Nondisclosure Agreement provided by Birdi.

Costs of Preparing the Bid Proposal The costs of preparation of the proposal is solely the responsibility of the vendor submitting such proposal.

Disqualification Birdi may reject proposals outright for any one of the following reasons, or for other reasons not specified below:

• The vendor fails to deliver the bid proposal by the due date and time.

• The vendor fails to include information necessary to substantiate that it will be able to meet a service requirement. A response of “will comply” or merely repeating the requirement is not sufficient. Responses must indicate present capability and/or cite evidence of past fulfillment of similar requirements; representations that future developments will satisfy the requirement will not be considered sufficient.

• The vendor provides misleading or inaccurate responses.

• The vendor fails to respond to Birdi’s request for proposal, documents or references.

• The vendor presents the information requested by this RFP in a format inconsistent with the instructions of the RFP.

• The vendor initiates unauthorized contact regarding the RFP with Birdi or its employees.

Reference Checks Birdi reserves the right to contact any reference to assist in the evaluation of the bid proposal, to verify information contained in the bid proposal and to discuss the vendor’s qualifications.

Verification of Bid Proposal Contents The content of a proposal submitted by a vendor is subject to verification. Misleading or inaccurate responses may result in disqualification.

Release of Claims By submitting a bid proposal, the vendor agrees that it will not bring any claim or cause of action against Birdi based on any misunderstanding concerning the information provided herein or concerning Birdi’s failure, negligent or otherwise, to provide the vendor with pertinent information as intended by this RFP.

Acceptance of Terms and Conditions The vendor shall specifically agree that the bid proposal is predicated upon the acceptance of all terms and conditions stated in the RFP. If the vendor objects to any term or condition, the vendor must specifically refer to the RFP page and section. Objections or responses that materially alter the RFP may be deemed non-responsive and disqualify the vendor.

No Minimum Guaranteed Birdi anticipates that the selected vendor will provide services as requested by Birdi. Birdi will not guarantee any minimum compensation will be paid to the vendor or any minimum usage of the vendor’s services.

Vendor Bid Proposal Terms Terms of the proposal, including proposed budgets, will remain firm for a minimum of 90 days following the deadline for submitting proposals.

G. Proposal Submission Requirements Instructions These instructions prescribe the format and content of the bid proposal. They are designed to facilitate a uniform review process. Failure to adhere to the proposal format may result in the disqualification of the bid proposal.

• The proposal shall be an Adobe PDF document using 8.5” x 11” paper size within ten (10) pages total (not including navigable table of contents and cover letter).

• Responses must be submitted electronically by 2:00pm PST on Wednesday, June 5, 2019 to Maritza Burgos at [email protected] with “RFP Submission for Web Development Services” in the subject line. Responses submitted after 2:00 pm PST will not be accepted.

• Information shall be in the same order as the numbered Submission Requirements listed below. The Respondent will confine its submission to those matters sufficient to define its proposal and to provide an adequate basis for Birdi’s evaluation of the proposal.

The submitted proposals should include each of the following sections:

1. Executive Summary This section will present a high-level synopsis of the Vendor’s responses to the RFP. The Executive Summary should be a brief overview of the engagement, and should identify the main features and benefits of the proposed products and services.

2. Company Overview Provide the following for your company:

• Name of the business, contact person, and contact information: Provide address, telephone, mobile telephone number, fax number, e-mail address, and web address, as applicable.

• Person authorized to contractually bind the organization for any proposal against this RFP

• Provide a brief description of your firm, including its founding and history; number of employees; service areas; and number of years your company has been offering website development services. Note: Company must meet the minimum years of experience outlined in Section E.

• Statement of ownership: Describe the type of business entity (sole proprietorship, corporation, LLC, or other), and list the majority and minority owners.

• List of subcontractors: If applicable, provide company name, contact person, address, and telephone number, and intended percentage of work to be performed by any subcontractor.

3. Respondent and Team’s Overall Experience The Respondent’s team must include, at a minimum, a Project Manager, Project Lead, Front-End Web Developer, Back-End Web Developer, and Drupal Developer. The same person may be listed for the Project Manager, Project Lead, Front-End Web Developer, and Back-End Web Developer.

Include, at a minimum:

a) Overall experience in integrated design, development of websites and web applications, front-end web development, and back-end web development;

b) Overall experience in website redesign projects with a similar scope; c) Comparable experience to the requirements in this Solicitation; d) Comprehensive organizational descriptions which include professional history of the Respondent and

demonstrate a working knowledge of previous performance of similar Services; and e) Demonstrated experience through sample sites and applications of “Live” samples.

4. Functional Requirements This section identifies key functional requirements as well as desired functionality. This list should not be viewed as all-inclusive and the RFP decision may include criteria not explicitly defined in this section.

Provide documentation on how your proposed solution meets the needs identified in the Section C – Scope of Work.

5. Detailed and Itemized Pricing Provide a comprehensive Total Cost of Ownership matrix including but not limited to:

• Implementation costs, including estimates of required hardware/software and professional services

• Initial training and product hand-off options

• Project timeline with estimate/itemized pricing

• Include contract timeline and support services available during contractual period

• Payment schedule

Please include all costs which are not explicitly listed above. If a cost listed above is not applicable indicate as N/A.

6. Acceptance Period Identify the criteria and respondent expectations which would be used to evaluate a successful implementation and product acceptance. Identify a typical timeframe for product acceptance and final payment.

7. References Provide at least three (3) Engineering and Technology or related references based upon the services you are proposing. Identify the reference company, contact, and applicable product(s) or services utilized.

8. Security If applicable, this section should provide an overall description of the organization’s information security. Include how Birdi confidential and PII data is protected.

9. Content Ownership This section should provide a statement of content ownership for all content developed by the vendor and by Birdi.

10. Hardware, Software, Cloud Services This section should list all necessary hardware, software, and cloud services, if any, required by Birdi for the solution. Include operating systems, proprietary, open source software, and third-party software requirements.

11. Data Integration This section should provide details of the data integration, points, and methodology to Birdi systems, if any. Include areas of responsibility and maintenance strategy for data integration(s).

12. Identity Management, System Authentication and Authorization If applicable. This section must include how the users are authenticated and how identities are managed. Specify the IDM lifecycle from identity creation to deletion. Provide information on user application security, granularity and management. Specify user authentication methods.

13. Data backup and Business Continuity This section should describe how the system maintains data backups and data restore capabilities at the individual and system level. Provide a brief overview of the company business continuity strategy and capabilities.

14. Schedule This section should include a detailed timeline of tasks associated with the workflow of the project that will meet the schedule of events timeframe outlined in Section D.
