As March has arrived, so have the hopes of spring, the time people begin to plan their up-coming building projects.

February was a very busy month at our builders association. The Builders Education and Expo was another success. Thank you to all who attended and participated. We have hosted one RRP Class (Renovate, Repair and Paint) and will be hosting 3 more I in Detroit Lakes and 2 in Fergus Falls. Contact Sharon if you have ques-tions about this new state requirement.

There will be an Open House/Chamber Presents at our office on March 16th so watch for the details. The Home Show is at the end of the month and the Home Show committee has been very busy putting everything together. Help will be needed in many areas so please plan to help at the Home Show. All helpers will be invited to eat free at the thank you supper, see you there!

Tom and Bertha Crowell, Crowell Construction, attended the International Builder Show in Las Vegas in January. The show was a little smaller this year, but it still took four days for them to go through it. What they noticed, was that everybody was promoting the “green theme”. China had a very large booth area this year. There were solar and wind power booths. The picture, above, was wind power promotion. There were also many foam companies. Pro Build had huge booth. The meeting this year was about smaller homes being built and targeting baby boomers. We are lucky in this area, as other areas are much worse economically. The Crowells enjoyed their experi-ence and would attend the Conference again.

Builder Day at the Capital A SuccessThis Tuesday February 23 BAM had a record-

breaking turn out for Builder Day at the Capitol. Close to 80 members showed up to learn about the issues facing the industry and lobby their leg-islators. Members lobbied for the home warranty task force consensus, against the bill threatening to undo the statewide building code (House File 2945), and for the jobs coalition bill.

There were 15 groups at the capital meeting with their legislators but BAM members got their message through loud and clear.

We know the message made it through because when I testified against HF 2945 the harmful lan-guage was nearly voted out, which was a change from the attitudes of the legislators in the hearing on Monday. We saw the impact your voices can have at the capitol last year during the home war-ranty bill discussions and this week it happened again.

You have the power. These are your legisla-tors, you are the expert in your field and by com-municating with them you can get them to work for you.

BAM and Harvard?? It’s kind of true. The spring report of the Joint Center for Housing Studies at the Harvard Kennedy School of Gov-ernment produced a recent report on the Re-modeling Futures program. They declare that if President Obama models his program after Proj-ect ReEnergize, the federal government could stimulate as much as $3 Billion dollars per year

We are looking under every rock for more fund-ing for the program. We will keep you updated and let you know if there’s anything you can do to help us expand the program. Home Warranty Task Force Update

The Home Warranty Task Force met again last week Friday and 6 months of work and discussion between the participating parties including the builders (BAM), homeowners, plaintiff’s attorneys, the insurance industry and the Department of La-bor & Industry has resulted in three consensus items and a corresponding bill. While all the issues such attorney’s fees have not been resolved, three concepts have been recommended. The three con-sensus items are:

1) Tighten Up Notice And Opportunity To Re-pair allowing all claims to be tolled (put on hold) for 180 days while a scope of work is being negoti-ated between builder and homeowner. However, if the builder does not respond to the homeowner’s written notice a lawsuit may be started after the 30-day response deadline.

2) Require A Builder To Spell Out Performance Standards for the home warranty and a copy must be given to the homeowner. It explains the home warranty.

3) Institute A Pre-Litigation Panel. A panel of experts would be available to decide on the scope of work and help settle warranty disputes to help avoid the costs and time of litigation. This would be a non-binding panel.

The Task Force is still working and more de-tails are pending.

The Home Warranty Task Force is continuing to meet with BAM representatives Kathe Ostrom and Mike Swanson advocating for the building industry. The task force has found consensus on three items and the Builders Association of Minnesota will be supporting a bill that supports the task force’s pro-posals for the 2010 session. The legislators we’ve talked with so far are supportive of the consensus bill and we hope it will help resolve some of the home warranty issues we’ve been fighting the past several years. The BAM GR Committee is discuss-ing the bill this week. We’ll keep you updated on the Task Force’s progress as the session moves forward.

MEMBER NEWS: The EPA’s Renovator, Repair and Painting

Rule (RRP) is the class that we are hosting in Detroit Lakes and Fergus Falls. If you dis-turb 2 SQ. feet interior or 20 SQ. feet exterior on a home, built before 1978, you must have this certification. The fine, if not certified, is $37,500 per day. This is a Federal ruling and EPA and HUD will be monitoring this. This includes remodelers, builders, sheet rock-ers, painters, plumbers, handymen or handy-women. I have sent out over 600 letters con-cerning this certification, but had to cancel the Perham class, as only 5 people registered. Spread the word about certification. Just the contractor having the certificate does not qualify for everyone on the job

From the Desk of Pam Perri Weaver….The Builder’s Expo kept me busy the month of February, but what a great day for the builders and vendors! We also had our first class on the Renovate, Repair and Paint. I sat through the first half of the class, and learned a lot. Government regulations seem to keep everyone hopping and then wondering what new regulations are coming. Regulations on Best Practices are also being discussed with the legislators and BAM. Builders will be re-quired to have Best Practices given out to the clients they are building for along with the Home Warranty. Perry Nodsle, Dave Francis and Bryan Schoenberger are looking over a couple of options for our association to adopt. We will have these available to give out to our members once the board adopts it.

In March there will be an RRP class in Fer-gus Falls and that should be filling up. Both April dates are also getting sign ups.

March 16th is our Open House. I hope to see many members to assist with meeting and greeting the public. Our association needs to grow. By informing the public, of the benefits of our association, growth in membership will follow.

Together we’ll have another very success-ful Home and Garden Show!

Rule (RRP) is the class that we are hosting in Detroit Lakes and Fergus Falls. If you dis-turb 2 SQ. feet interior or 20 SQ. feet exterior on a home, built before 1978, you must have this certification. The fine, if not certified, is $37,500 per day. This is a Federal ruling and EPA and HUD will be monitoring this. This includes remodelers, builders, sheet rock-ers, painters, plumbers, handymen or handy-women. I have sent out over 600 letters con-cerning this certification, but had to cancel the Perham class, as only 5 people registered. Spread the word about certification. Just the contractor having the certificate does not qualify for everyone on the job

From the Desk of Pam Perri Weaver….The Builder’s Expo kept me busy the month of February, but what a great day for the builders and vendors! We also had our first class on the Renovate, Repair and Paint. I sat through the first half of the class, and learned a lot. Government regulations seem to keep everyone hopping and then wondering what new regulations are coming. Regulations on Best Practices are also being discussed with the legislators and BAM. Builders will be re-quired to have Best Practices given out to the clients they are building for along with the Home Warranty. Perry Nodsle, Dave Francis and Bryan Schoenberger are looking over a couple of options for our association to adopt. We will have these available to give out to our members once the board adopts it.

In March there will be an RRP class in Fer-gus Falls and that should be filling up. Both April dates are also getting sign ups.

March 16th is our Open House. I hope to see many members to assist with meeting and greeting the public. Our association needs to grow. By informing the public, of the benefits of our association, growth in membership will follow.

Together we’ll have another very success-ful Home and Garden Show!

As March has arrived, so have the hopes of spring, the time people begin to plan their up-coming building projects.

February was a very busy month at our builders association. The Builders Education and Expo was another success. Thank you to all who attended and participated. We have hosted one RRP Class (Renovate, Repair and Paint) and will be hosting 3 more I in Detroit Lakes and 2 in Fergus Falls. Contact Sharon if you have ques-tions about this new state requirement.

There will be an Open House/Chamber Presents at our office on March 16th so watch for the details. The Home Show is at the end of the month and the Home Show committee has been very busy putting everything together. Help will be needed in many areas so please plan to help at the Home Show. All helpers will be invited to eat free at the thank you supper, see you there!

Tom and Bertha Crowell, Crowell Construction, attended the International Builder Show in Las Vegas in January. The show was a little smaller this year, but it still took four days for them to go through it. What they noticed, was that everybody was promoting the “green theme”. China had a very large booth area this year. There were solar and wind power booths. The picture, above, was wind power promotion. There were also many foam companies. Pro Build had huge booth. The meeting this year was about smaller homes being built and targeting baby boomers. We are lucky in this area, as other areas are much worse economically. The Crowells enjoyed their experi-ence and would attend the Conference again.
