1.0 Introduction

e-Payment module is designed to enable the applicants to make online payment of

licence, Change of land use (CLU), Brick kiln, Enforcement and RTI cases through our

website i.e. www.tcpharyana.gov.in. User can make online payments easily and efficiently

by using different modes i.e. Net Banking, Credit Card, Debit Card.

On making Online payment an acknowledgement receipt is generated. Applicants can also

check the status of online payment against transaction number. This manual has been

prepared with a view to provide step -by-step guidance to the users for making online

payment through the e-Payment module. The Department envisage to provide Online

Payment facility for all kinds of payments very soon.

1.1 The Salient features of e-Payment Online payment for Licence, Change of land use (CLU), Brick kiln, Enforcement and

RTI.

Online generation of reference number upon making online payment.

Verify and Print online payment receipt; any time; anywhere.

Track payments made with the department by checking the payment status on your

Dashboard.

Do away with the need of visiting the bank for making payments

1.2 Minimum Hardware & Software Requirement

Web Browser Application – Best viewed in Google Chrome & Mozilla Firefox.

Internet connection with bandwidth 512 KB/s or higher.

Tool to open the PDF files such as Acrobat PDF Reader and for excel file MS Office.

If any issue is identified with one of the recommended browser listed above, please report

it to IT Cell, Town and Country Planning Department at support email

2.0 Getting Started

i. Type the URL www.tcpharyana.gov.in in the address bar of the selected browser ii. Once the web site is connected the Home page will appear as shown below:

2.1 Registration To Register with us Click on <New User? Register Here> See screen-2 below.

The user can register his profile by filling the basic information in the screen-3 below. The password to access the Online Services will be sent to the e-mail id mentioned by the

user in the form below.

Note: 1. This is the first step towards creating the user account. It is requested that a valid email

id and mobile number be provided.

2. All the future communication will be through the provided email id and Mobile Number.

2.2 Login To login click on <User Login> link. See screen-4 below.

2.3 Forgot password In case user forgot password, click on <Forgot Password> option provided in Login screen as

shown in Screen 4. On pressing <Forgot Password> a link to generate new password will be

sent to users registered email id and forgot password confirmation message will be sent to

registered mobile no.

2.4 Dashboard On successful login user will be provided with the following Dashboard, where all the Online

services viz. Online Licence, Online CLU, Online Document filing System and Online

Payments can be accessed. Department wishes to add more Online services in coming time.

Applicants will be able to file various Online applications & compliances and make online

payments through the Dashboard.

Dashboard also provides various details to the user in a single screen shot.

Following payment details can be obtained by a single click on the dashboard:

Successful Status : Details of all payments made successfully

Failed Status : Details of all failed transactions

Total Payment Applications : Details of all Online transactions are listed on this link

Reports : User can search the transactions based on various

search criteria

3.0 Making Payment

I. Click on E-Payment (Screen-6) link shown below:

III. User can make payment against five different case types as shown in the screen below:

a. Brick Kiln

b. CLU

c. Enforcement

d. Licence

e. RTI

IV. Once a <Case type> is selected, user needs to select an <Application Type>

corresponding to that Case Type.

NOTE:

In case of payment of "New/Additional" Licence Application and "New/Revised" CLU

application, the applicant needs to file the Licence and CLU applications Online.

On Selection of <New/Additional> application type for Licence and <New/Revised>for CLU,

the system will be diverted to the Online Licence and CLU filing application.

V. After selecting Application type, select <Charge Type>, as shown below:

VI. For Licence case, please enter the Licence No. against which the payment is to be

deposited. After entering the licence no., basic details of the record available with the

Department will be displayed on the screen.

i. Now enter; email id and Mobile No. ii. Enter the amount that is to be deposited.

3.1 Payment Summary i. After entering all the required information for online payment, user can verify the

details in <Preview summary> form before making the payment. Preview screen shown

below:

3.2 Confirmation Message i. After verifying the information, click on <Pay Now> button. A confirmation message “Are

you sure want to submit these details?” will pop-up. To make the payment click on OK.

4.0 E-Grass portal

i. On clicking on OK, applicant will be directed to E-GRAS portal and a GRN is generated.

See Screen-12 below:

i. Again check all the details on E-CHALLAN form and click on <Continue>

Now user can make payment by selecting any of the following modes:

a. Credit Card

ii. On selecting a particular mode, the application will be redirected to the page of the

concerned merchant/bank to make the payment.

4.1 Verification of e- Payment After making the payment, applicant can see the status of all online payments made with

respect to transaction number and GRN No.

Click <Check Status>. A list of all the transactions made using the Online Payment gateway

will be displayed as shown in Screen-17 below:

4.2 Search a record To search a particular transaction based on any criteria like Case Type, Application Type,

Charges Type, GR No. etc., user can enter the text in the search box shown below. All the

transactions meeting the search criteria will be filtered and displayed.

Eg: In the search below user has searched for GR No. 0020804798. The system will display

the record that meets the above criteria as shown below:

4.3 E- Payment Receipt Click on <View> button against transaction no and GRN to download the e-receipt.

5.0 Reports To check the details of various transactions, please go the Dashboard and click on various

links given below each e-Service. This will open the details against each counter.

Successful Payments: List of successful payments made by the user till date will be

displayed.

6. Important Points to be kept in mind

1. The e-Payment will be only verified and submitted if the applicant has entered the mandatory fields irrespective of case type, application and charges type. 2. User will get a message on his/her mobile phone (mentioned at the time of registration). In case of any change in the Mobile Number, please update the same. 3. Please do not share the debit card, credit card and internet banking password details with anybody including the Department officials.
