he possessed extensive knowledge about Waymarks past and present activities in Guinea.
CJ informed me that Heine was now working for Cellou Dalein Diallo ( COD ) the head of
the main Guinean opposition party as well as representing Chinese investors/institutions who have an interest in developing the Simmandou assets.
It was only when I realized that he is the person who has played a central role with
SASS/Waymark/Membiane/Hennig/Zuma in the that I suggested to CJ
that I was interested in a meeting. According to CJ, Heine had been pushing him for such
a meeting with me for several months. CJ connected me with Heine via email and we
agreed to meet at my office, 7 Old Park Lane in London at 10:00 on 6 June 2014.
From Heine's email I saw that he now works with Foresight Advisory Services -

I checked out the website. Heine does not appear as either a member of their board or
executive but the people who are in these positions are a who's who of SASS connected
individuals including Moe Shaik the former head of SASS and a player in the

When Heine arrived at my office we engaged in small talk for about 20 min. He then
suggested we leave our phones ( he had several ) in my office and go somewhere for coffee.
We went to George on South Audley street and sat down at one of their outside tables.
During our walk he spoke at length about Andy Groves/Phil Edmonds and Sable Mining whom he worked with until recently and has had a big falling out with. He spoke of revenge being a dish best eaten cold.
Heine explained to me that Foresight Advisors have been mandated by COD to provide
strategic advice and business intelligence services to him. He offered to show me this
contract/ engagement letter.
He explained that the South African Government have become disenchanted with the
regime of Alpha Conde ( AC ) and that he had lost all credibility and support with not
only the SA Government but also with 10 of the African Governments "that really
count" Furthermore General Konate ( the head of the interim Gov before AC's election )
was contemplating a military coup and if free and fair elections were held today AC would
loose to COD. He explained to me that AC has become a demented and unreliable person
who believes that God communicates directly with him and Nelson Mandela speaks to him
from beyond his grave. He claims to have a psychological profile analysis/report on AC
which he also offered to share with me which concludes that AC is more or less insane
and a liability to African politics in general and a person who one can't "do business with
He then confirmed to me that he has full control over Waymark with the CEO reporting
directly to him. He confirmed to me he was in the same position when Waymark "fixed"
the election(s) for AC and had the overall responsibility for this operation. He confirmed
that he knows Sammy Mmbiane, Walter Hennig, Mohammed Conde, Sampil Bubacar, AC

himself very well and that the SASS/SA Government had indeed conspired to support
AC's presidential campaign in many ways including the manipulation of voter registration
data and election results. He explained that the technology is so clever and sophisticated
that their activities cannot be traced.
He went on to explain that with COD in power Guinea will be a business friendly country
and BSGR's problems with Simmandou will go away/ can be resolved.
It is now his intention to use Waymark to ensure that the 2015 elections are free and fair
thereby ensuring that COD is elected President. The plan is to double cross AC as they
are currently in negotiations with AC to have Waymark provide the services that
delivered him both the Presidential and Parliamentary elections. He said they are
currently pressing AC for a 12m usd payment that relates to these services in the past
and playing hard to get as AC knows he needs the Waymark fix to win in 2015.
He suggested that all they need is peace and quiet surrounding Waymark in order for
their plans to work and that BSGR would benefit as stated above from the outcome.
I did not say anything but my conclusion is that he is concerned about the noise and
rumors surrounding Waymark and was implying that BSGR is the origin of Waymark having
come under scrutiny.
I did suggest that he should instead put out in the public domain what Waymark has been
up to in the past thereby discrediting AC. He said that wasn't possible as that would
incriminate him and his associates.
He also told me that he was busy collecting evidence of corrupt practices that
Mohammed Conde and Sampil Babucar have been involved with and that these individual
are at the centre of corruption in Guinea. His intention is to use such information to
undermine the AC regime in the run up to the election. T awards the end of our meeting
he asked me if I could pass onto him information/ evidence/leads in this regard. He also
invited me to visit him and the CEO of Waymark in SA to explain "how they work"
We agreed to keep our conversation between the two of us and to stay closely in touch. I
thanked him for getting in touch but pointed out to him that BSGR is mainly focused on
its commercial dispute with the GOG via ICSID arbitration and the illegal confiscation of
VBG's licence and that we have never had any desire to be involved with the politics of
Guinea or its elections.
I developed a good rapport with Heine who comes across as an intelligent and agreeable
but unsophisticated individual - a rather typical South African in many ways.
He spoke in detail about his relationship with Sammy Membiane and Walter Hennig and
made reference to Walter Hennig have ordered a "hit" on him having engaged an
individual called Sckaclk Malan to commit the murder although they are no longer on bad
terms.
We parted ways after about 2 hrs.
