As Vancouver Island’s population ages,the need for health-care assistants and

mental health workers is growing. Lastmonth, the Province announced one-timefunding for additional education spaces atCamosun College with the goal of addressingthat demand. “We’re looking at about a mil-lion job openings in British Columbia over thenext 10 years and about 78 per cent of thoseare going to require further education likethis,” said Advanced Education Minister An-drew Wilkinson, according to the SaanichNews.

The funding supports 56 additional health-care seats, including:

· 16 spaces in the Indigenous health-careassistant program to be delivered in the com-munity.

· 12 additional spaces in the health-careassistant program on Salt Spring Island.

· 28 additional spaces in the mentalhealth and addictions certificate program inVictoria with a scheduled start date of Janu-ary 2017.

Frameworks generally help things operate a littlesmoother — think of vehicles, homes, government agen-

cies, and even our bodies. But when it comes to searching forwork, we often neglect building structure into the process.We send out a flurry of applications and then ignore thedreaded task for a few days. This can go on for months.FrameWork Facilitators Mark Johnson and Nicole Eyre havefound a way to help job seekers get into a routine and, occa-sionally, even enjoy it. The WorkLink program launched inNovember of last year and is gearing up for its fifth intake thismonth.

The classroom component spans four weeks, during whichtime participants develop skills that are needed to find andmaintain employment. The group gains a sense of cohesive-ness by building a positive atmosphere, according to Nicole.She says reframing perspectives is an important step: “Eachday we focus on being grateful for what we have and recog-nize what we want to improve upon, all the while keeping itreal. For example, perhaps ‘no’ in response to getting the jobyou seek is simply ‘not yet’.”

Like most job seekers, FrameWork graduate Peter Falohunfound job hunting to be challenging both physically and emo-tionally. “It is a full time job in itself, at times with no visibleresults. Attending FrameWork has helped me keep a positiveoutlook during the emotional roller coaster that comes withthis process,” says Peter. Being conscious of his self-talk andfocusing on his potential has helped Peter stay motivated andapply to more job opportunities.

FrameWork graduate Margaret Donaldson suffers from post-traumatic stress and hadn’t held a job for 5 years when shesigned up for the program. She is now working in the film in-dustry as a background actor and has had three bookings to

date. With funding from the program, she has enrolled in theMotion Picture Industry Orientation at Royal Roads University.“FrameWork helped me trust people again and to get out ofmy shell,” says Margaret. “The benefits have been greaterthan employment.”

For Peter, the most helpful piece of the FrameWork curric-ulum was the mock interview. The interview is filmed to al-low participants to reflect on delivery, composure and bodylanguage. Facilitators and other job seekers also providewritten feedback, which Peter took to heart. He has used it

to enhance his communication and interpersonal skills andnow approaches prospective employers with greater confi-dence. “Sometimes confidence is all our participants need toget back ‘out there’, so to speak,” says Nicole. “In the lastyear, we’ve witnessed a lot of amazing metamorphosis andpeople are getting work.”

The initial weeks of facilitated group work are followed bythree to six months of “Touch Back” support. Benefits in-clude financial assistance for interview clothing or haircuts;customized, short-term training; and a wage subsidy for thosewho opt for this intervention.

FrameWork’s fifth group starts June 27. The program isfunded by the Ministry of Jobs, Tourism and Skills Training. Itis open to unemployed, non-EI British Columbians who areLanded Immigrants or Canadian Citizens and are not attend-ing school full-time. Call 250-474-2598 to learn more.

F ilm and television productions (and to a lesser extent,TV commercials) are a great boon to a local economy.

Their crews come into a region and stay for a number ofweeks or months, employing specialized local talent to assistwith production. They also require a host of ancillary servic-es like catering, transportation, health and wellness, accom-modations, security, etc. When a production wraps up, itleaves many dollars behind in its wake. Canada’s Motion Pic-ture Association reported the movie Deadpool, which wasshot in Vancouver, spent $40 million of its total budget inBC.

For that reason, these productions are heavily courtedand there is great competition among various locales to at-tract them. The main tool used to attract production compa-nies are tax incentives. Governments can and do cut taxrates to encourage film and television producers to agree toshoot in their jurisdiction. Many countries, provinces, statesand counties vie for their piece of the production pie. Thiscompetition is global — Victoria is not just competing withthe Lower Mainland. Colorado, Thailand, Iceland, Romaniaand Ohio are just a few examples of places that have recent-ly announced new or more generous incentive programs.Over time, the competition has gotten fiercer and the incen-tives larger. When regions lower or eliminate tax incentive

programs the impact can be devastating and the finger point-ing is never in short supply. Because a film production is avery expensive proposition, a small change to incentives canmean a dramatic savings or increased costs to a productioncompany. Producers want skilled crews and dramatic loca-tions to film in, but the bottom dollar drives many decisionsabout where to film.

In March, the Times Colonist reported that Victoria was inthe middle of a film boom. The previous year had seen 28productions set up shop which generated almost $20 millionin economic activity. Since that time, the Province has decid-ed that the tax incentive is too high to be sustainable andlowered it (effective this October). It was only a 5% drop, butin an industry where producers expect incentives to keepincreasing it was enough to get Hollywood to notice. Sincethat report from the TC in March, there has been a big drop-off in the number of productions planned for Victoria. Therewill always be a cyclical nature to this activity, which makesit challenging for local workers, but it’s unlikely that thedrop in tax incentives is already having an impact.

For those who work in this field, it can be discouraging tothink that BC is now at a competitive disadvantage comparedto other regions. The provincial government, however, likelybelieves that a low Canadian dollar combined with the avail-ability of a skilled workforce and unique filming locations willallow the film and television production sector to continue togrow in this province, despite a small reduction to the incen-tive rate. It’s a calculated gamble, but if a continuing in-crease of tax incentives is the only way to attractproductions, it’s essentially a race to the bottom. Thesetypes of incentives can be used to nurture an industry along,but not to prop it up in perpetuity.

Health-care assistant graduates are in high demandthroughout the province. HCAs, as they are commonly re-ferred to in the industry, are front-line caregivers who focuson the elderly and persons with disabilities. Health-care as-sistants provide one-on-one care that promotes the physical,psychological and social well-being of their clients. By con-trast, graduates of the mental-health and addictions programuse principles of psychosocial rehabilitation and recovery tosupport people living with mental-health and addiction chal-lenges.

“The most rewarding part of my job is that I know I canmake a difference on so many levels,” says Victoria HealthCare Assistant Peta Ware. “I listen to [my patients’] stories. Iobserve them to find out what they need, and I try to assistin any way I can. Many feel very alone and are unable toreach out. I can help them feel less isolated.”

Health care aids are widely known for their compassion,but this is not the only qualification for entering this field.Success in treating the elderly and mentally ill demands en-ergy. The days are long, but rewarding. So many of the issues

involved with poor health in these populations are due topoor health literacy. Health care aids must therefore bearmed with knowledge, as well as stamina. The job oftenrequires creativity too; not every patient is ready and willingto connect with health care providers. Building trust can taketime and patience.

“Training more health-care professionals is good news, interms of boosting B.C.’s economic growth and addressing thereality of our growing population,” said Health Minister TerryLake at the announcement of the new funding at LansdowneCampus.
