3. Structure

Objective of this unique initiative of the programme Udaan, is to develop leadership, quality

among the students, as well as to search for constructive sollution of social problems and

possibilities of development through meaningful dialogue.

As a citizen, we should know how our parliament works? What are the problems in its functioning? And how are

we responsible to be a part of the system? It is a beginning of innovative initiative of today's youth and an

attempt to develop better civic culture. We are stakeholder of a rapidly marching country, where the

consciousness for rights has grown, but the question is whether we are aware of and alert about our

responsibilities. Our Parliament will come out with these questions of rights and duties.

2.1. There shall be a Dhyeya Parliamentry board (D.P.B) constituting of Centre head and, Faculty of Dhyeya IAS,

for better adiministration and Supervision of Parliamentry functions.

2.2. Our Parliament will consist of President, speaker and udaan students (i.e. government and opposition).

Explanation of the term which used above structure

3.1. President :- Centre head of the branch will be the head of the Parliament as the President.

3.2.Speaker:- The President will nominate the speaker of parliament who is the faculty of the Dhyeya

IAS.

3.3 "Prime Minister" :- Prime Minister shall be the head of the government.

3.4 "Opposition leader" :- Opposition leader shall be the head of opposition.

3.5 "The Members of Council of Minister" :- The Members of the council of ministers will also be appointed

by the President with the consultation of Prime Minister.

3.6. Advisory members :- The function of advisory member is to support the opposition leader in order to

obtain good / healthy / hassle free discussion / support / the opposition leader will appoint advisory

member, for different areas similar to the council of minister in government.

3.7 "Other members of Government"

It includes which are decided by the D.P.B. for the “other members of those schools and their members

government”.

It includes which are decided by the D.P.B. for the “other members of those schools and their members

School System

4.1 Introduction

The Udaan students will be divided into different schools. The respective school will be look after by school

leader. Therefore, school leaders are expected to:-

a. Encourage the school members to take part in the competition and extra curricular activities.

b. Report to D.P.B. on any sensitive matters and student’s behaviour.

c. Act as a link between students and teachers.

The schools name will be based on our great personalities who have contributed to the country in a

signicant way. They will be -

Udaan school is the community of learners and the school system aims at reecting to core values of self development,

intellectual empowerment and life long learning with the diversity and the strength of our one community.

4.2. Benets of the proposed school System The school system promotes and supports :-

(a) It provides a structure that is designed to help students function to the best of their ability in class and enrich each

student's personal life by developing resilience, promoting independence, helping students, increasing their ability to

function as a group and offering guidance and support in preparation to meet the intellectual, social and emotional

demands of life as a good citizen / bureaucrat.

(b) Respect, consideration and courtesy amongst the students.

(c) Equality of opportunity encouraging students to realize an individual's full potential.

(d) promotion of the 'Student’s Voice' and responsibility, Team skills, Leadership skills and Cooperation.

(e) Development of personal and social skills and well-being.

Note :-

DPB will have the discretionary power to assign these school for government and opposition, which may be

inter changed wholey/Partly to give the benet of vast experice of facing both sides ie. government and

oppositon.

5. Election of Prime Minister and Opposition Leader

5.1 The students will elect their Prime Minister and opposition leader.

5.2 The Student, who wants to contest the election have to le nomination form within the time given by D.P.B.

5.3 After the nominations are over a Date/s will be xed by D.P.B. for candidates speech and election.

5.4 Election will be held on the basis of non transferable single voting system, Each student will have the power to

vote including the candidates.

5.5 The students who is voted highest will be appointed as Prime Minister and second highest voted student will be

appointed as opposition leader.

6. Parliamentary Rules and procedure

6.1 The meeting of 'Our Parliament' will be held at every Sunday.

6.2 First hour will be question hour, in which questions will be asked regarding present policies of government of

India.

6.3 The members who want to ask questions, need to inform the speaker till friday.

6.4 Question will be oral in nature and there will be opportunity to ask supplementary questions.

6.5 In the second hour of the functioning of house, attention or adjournment motion on important issues will be

brought. Speaker can allocate maximum 30 minutes for this. There will be comprehensive discussion and Prime

Minister or the concerned Cabinet Minister will necessarily give explanation on it.

6.6 Cabinet will present important bills and its drafts will be distributed among all the members on friday.The house

will discuss all the aspects and pros and cons of the bill. Along with this, necessary amendments will also be

proposed.

7. Parliamentary Disciplinary Rules

7.1 All the members must be present in every meeting of the house. Exceptionally leave will be sanctioned with the

prior permission of the president otherwise, a penalty of 200 Rs. will be charged on absence from each meeting.

This will be deposited in the consolidated fund by nance minister.

7.2 Rules regarding the dress code

(a) Male MPs - White Pant and shirt / Kurta, Pajama

(b) Female MPs - White salwar suit / Pant Shirt

(c) Optional dress - Half Sadri (Black or other)

(d) All the minister will have to come with the badge indicating their designation.

7.3 All or any of the punishments like prohibition of taking part in parliament, entry into classroom, a penalty of Rs.

500 will be given, if any member verbally, or in written passes any comment on any other member. The

punishment will be determined on the basis of investigation by President and parliamentary board.

8. Duration of the Parliament Sitting

The duration of the sitting of the parliament should not exceed 2 hours. Out of this, nearly how may be devoted to

Questions and the remaining time be utilized for discussion on Bills, Motions, Resolutions etc.

9. Subjects for discussion in the 'Parliament session’

The matters raised in the 'Parliament session' may relate to subject of welfare activities, defence, social reforms,

economic development, communal harmony, public health, education, internal security, use of modern technology etc.

Special emphasis may lay on issus relating to UPSC Syllabus.

10. Language

The students may speak in English/Hindi.

11. DO'S AND DON'T FOR THE STUDENTS

11.1 The students should scrupulously avoid mention of the existing political parties and political personalities in the country.

They should give imaginary of ctitious names to their parties and personalities. They should not give any impression

that they have any leanings or bias for or against any political party or philosophy.

11.2 The students should show utmost respect to the chair. They should abide by the decisions of the chair and should have in

his impartiality and judgement.

11.3 Every member while coming to the House for its sitting should bow to the chair and similarly while leaving the Chamber

bow to the Chair.

11.4 The members should not say or do anything on the oor of the House that is not warranted by rules of procedures or by

the ruling of precedence or by the accepted and established customs and conventions of the House.

11.5 There should be no discussion on sensitive policy matters affecting the relations of our country with foreign friendly

Governments or which will prove embarrassing for the country and its present day Government.

11.6 A member should never cross the oor while the House is sitting i.e. he should never pass between the Chair and any

member who is speaking. Violation of this rule is regarded as a breach of Parliamentary etiquette.

11.7 Members should not sit with their backs of the Chair. When a member wants to speak he should raise hands to attract the

attention of the Chair. No member should speak until he or she has 'Caught' the eye of the Speaker and has been

permitted by the Chair by name or by a sign, to speak.

11.8 No member should rise of leave the House when the Speaker is addressing the House. "The Speaker is always to be

heard in silence".

11.9 Personal references by way of imputations or questions against the bonade of any member should not be resorted . A

member must not address individual members of the House. He should always address the Chair and make all remarks

to other members through the Chair.

11.10 The member during participation in the discussion can use either English or Hindi. However, if a member wants to

speak in any other language, he is supposed to do so with the permission of the Speaker, but before speaking he is

supposed to furnish in advance a copy of the translation of his speech.
