Educating, Connecting and Empowering “Aloha and Hafa Adai to all of our Alumni. I came aboard this wonderful defense institution at the beginning of the year and since then I have had the distinct pleasure and privilege of meeting many of you during your visit to our Center or during my trips abroad. To a person, every Alumnus I have had the opportunity to meet had an awesome story to tell about the value of being associated with our Center. I am continually impressed by what you have done individually and collectively since your transformational experience here at DKI APCSS. I commend those who have made best use of leveraging shared understanding, networking of like-minded Security Practitioners and application of capacity building tools. In an age filled with ambiguity, complexity and fast moving changes, it is imperative that we all do our part to expand our aperture of understanding to increase our opportunities for cooperative and viable solutions. Please continue being role models of the principles we share with you on transparency, mutual respect and inclusion. Your efforts will go a long way towards promoting a more stable and peaceful region. Associate Professor Elina Noor has anew article entitled “ASEAN Takes aBold Cybersecurity Step” published thisweek by The Diplomat. In her articleNoor states that the “regional groupinglooks to produce meaningful deliverables

for its upcoming summit in November, it will bechallenged by parallel developments in a domain that iscontinually being stress-tested in many ways.”

DKI APCSS professor Dr. MohanMalik has a new article entitled, “Chinaand India: Maritime Maneuvers andGeopolitical Shifts in the Indo-Pacific”published in the latest edition of “Rising

Powers Quarterly.” This issue has the theme– “The“Indo-Pacific” – Regional Dynamics in the 21stCentury’s New Geopolitical Center of Gravity.”

Dr. Alexander L. Vuving has a newpaper entitled “Vietnam’s NationalSecurity Architecture” which is anoverview of their system and some oftheir major security threats andconcerns. These threats and concerns

During the first week ofNovember, DKI APCSS co-hosted the annual CapabilitiesDevelopment Working Group inHonolulu. This event featureddiscussions between SecurityCooperation Officers andrepresentatives fromComponent Commands andU.S. Indo-Pacific Command.Over 120 DKI APCSS alumniparticipated in this event.

From November 13-15, DKI APCSS hosted theU.S. Pacific Fleet International Senior EnlistedLeaders. Among the participants, there were eightDKI APCSS alumni.

Mr. Dick Sears, Dean of Admissionsand Business Operations at DKI APCSStraveled to Dhaka, Bangladesh where heprovided a keynote speech at theinaugural event of the Bangladesh

Institute of Maritime and Research and Development(BIMRAD). He also met with alumni and signedMemorandums of Agreement between DKI APCSSand BIMRAD and the Bangladesh Maritime Institute.

future courses. As he is themost senior U.S. militaryrepresentative in the Indo-Pacific region, we are eagerand privileged to share hismost important thoughts andconcerns for the region.
