“The Most Amazing Story of
Urban Infrastructure Development”
Chinese
Premier Deng
Xioping is
reported to
have stood on
the ‘Bund’, and
looking across
the swamps of
Pudong, and
famously stated
“There lies the
future of China
and the world”
This is what Shanghai was like in 1990
The roads were ruled by bicycles and aged transport

This
transformation
between the

came about
from an
amazing
partnership
between Rail
and Road
development
The result was some of the most amazing urban expressways
In the effort to ease and stimulate movement within Shanghai a series of ring roads
have been constructed circling the city.
Shanghai holds the largest public transportation system in the world, consequently the road transport has ability to cope.

Bangalore’s
CHAOS
Cause and Effect
Vision Drives Transformation
Do we have government vision Is there administrative commitment ? Do we have a Master plan for the next 15-20 years ? Is there a qualified and capable structure in place ? Are they free from political interference and pressures ? Is there taint or other negative bias ? And is there a clarity of the following:
• commitment, • responsibility • and above all, accountability ?
Bangalore – The On-Ground Reality
Administrative Failure has lead to Disorder
Public Disorder in the vacuum has given us Chaos
But
Unchecked chaos is now leading to Anarchy
What is the Solution to This Chaos
Radical, Dramatic yet Fundamental• Outsource Traffic Management
◙Contract saturation (100%) camera surveillance◙Capture all offences in camera◙Issuance of citations, collections, follow-ups
• RTO issuance of driving licenses to go way of RPO◙Control who comes on the roads◙Mandatory written test, rules, and eligibility◙Mandatory license renewal same as PP every 5 yrs
What is the Solution to This Chaos
Police Accountability• Complete transparency, on-line & real time
◙Place a top position and impeccable officer in-charge◙Have clear and measurable targets that are reported◙No more than 3 months to restore order in Bangalore
• Change the Law – Make it a Deterrent◙The fines of traffic offences should be very high◙Powers to impound vehicles◙Point system that will disqualify drivers, vehicles
Is There Hope ?
Not yet !
Not until we have complete
Accountability.
