WELCOME TO GOLFVIEWThis handbook is intended for Unit Owners and other residents. Please keep it handy for future reference. Golfview Condominium Association consists of 35 buildings containing 136 units. Golfview has a long history of cooperation and peaceful co-existence. This is only possible if all residents/owners comply with the Association Rules and Regulations. By living at Golfview you have chosen to live in a multi-family complex. This booklet will assist you in understanding these rules and regulations. It will provide you with very important information for condominium living.

*PLEASE NOTE*If you lease a unit in Golfview you MUST contact your unit owner to resolve any issue within your unit. Golfview does not lease any units and the Association can not serve

as a property manager to rental units.

Golfview Office: The Golfview Office is located next to building 4322.

Golfview Condominium Association contracts with a management company to run the day to day operations of the property. You can also use this number to call in repairs, questions, or complaints. The management company is responsible for the collection of Monthly Assessments (aka monthly maintenance dues) as well as carrying out directives from the Board of Directors.

SECTION 2Board of Directors

The Golfview Condominium Association Board of Directors consists of unit owners who have been elected by the unit owners. Elections are held at the annual meeting each year. Members of the Board are volunteers and receive no compensation for their service. Board members duties include attending Board meetings and participating in various committee assignments.

Every unit owner should support the Board by attending Board meetings and consider serving on the Board.

SECTION 3Rules, Regulations and Procedures

Monthly Assessment Fee• Monthly assessment fees are due on the 1st of each month. The Board works very hard to keep

a balanced budget and the monthly assessment fee as low as possible.

• All monthly assessments must be received in the office by 5pm on the 15th of each month or a$25 late fee will be applied to the account.

KEYS• All owners/residents may deposit a key to their unit with the Golfview office for emergency

purposes. Failure to submit a key could necessitate breaking into the unit to respond to anemergency. Repair of such damage to units will be the responsibility of the unit owner. Thosewho fail to submit a current key do so at the unit owners risk.

SIGNS • No Signs of any type may be displayed in unit windows or on vehicles.

RECREATIONAL AREAS Are for the exclusive use of residents and their guests.

They are used at your own risk.

TENNIS COURT • No animals are allowed in the tennis court area.

PLAYGROUND• No unsupervised children are allowed in the playground area.• No animals are allowed in the playground area.

POOL Swim at your own risk.

• Owners and tenants are responsible for the actions of their guests.• Appropriate swimwear is required in the pool.• Diapers are not permitted in the pool unless covered by “swimies".• Pool Rules are posted in the pool area. These rules were developed in conjunction with the

Florida Dept. of Health. Violation of these rules may cause our pool to be shut down for anindefinite period of time by the inspector.

• ALL children 12 or under MUST have an adult (18 years old or older) present at all times.• No animals are permitted within the pool enclosure.

CLUBHOUSE • The clubhouse is maintained for the benefit of the residents and their guests.• Clubhouse may be used free of charge by owners in good standing.• A $150 cash refundable security deposit is required prior to use.• The clubhouse contains a kitchen and meeting area.• For information on reserving the clubhouse and deposit information, please contact:

LAUNDRY ROOM• The laundry room is provided for the convenience of residents.• If you need a key to access the laundry room, please call the Golfview management office.

Replacement keys are available for $5 during normal office hours.• It is the responsibility of homeowners to provide the key to their tenants.

COURTYARD GATESCourtyard gate between 4304 and 4305 will be open during normal office hours. All other gates will remain secured unless prior arrangements have been made. Please notify office at least 24 hours prior to special needs.

PEST CONTROL • Pest control is done on the outside of the buildings on a regular basis.• If your unit interior needs to be treated please contact the company listed on your foyer notice

board to schedule an appointment and make arrangements for entry into the unit.

NOISE • There should be reasonable effort to avoid disturbing the peace of Golfview.• Remember you have chosen to live in a multi-family community. Also remember that when

you are talking while on the front sidewalks or in the courtyard area your voice carries into thesurrounding units.

• No loud TV, radio, loud talking or yelling, revving car engines, loud car radios, etc. areallowed before 7:00 am or after 10:00 pm.

TRASH • Three trash dumpsters are provided on the property. The dumpsters have doors that are to be

kept closed at all times to keep animals out and odors in. Please be courteous and close thedoors after depositing your trash.

• All trash must be placed inside of the dumpsters. Any trash left on the outside of thedumpsters incurs an additional fee for removal. If you have large items the waste companycharges a fee of $35.00 per item for removal. This fee is passed on to the offending unitowner.

• Dumpsters are under 24hr recorded video surveillance.• No trash or refuse may be stored in any stairwell, landing, balcony, patio or common area.

STORAGE • No items are to be stored in foyers or stairways (front or rear). This includes the ENTIRE area

around and under rear fire escapes,• NO obstacle or gate shall be placed on any stairwell. This is a safety code violation and

appropriate action will be taken including immediate removal of all items. If the Associationhas to remove items from these locations the unit owner will be responsible for the removalfee. Items removed will be immediately disposed of regardless of value.

• No item may ever be locked or attached to any railing and any item found to be locked orattached to any railing will be removed without warning and disposed of.

• Trash may not be accumulated in the foyers or on the patios for any period of time.• No clothing, laundry, rugs, beach towels, etc. shall be hung from windows or balconies or in

any common area.• Nothing may be used as a curtain or privacy screen on any patio unless original manufactured

for that purpose and all screens shall be maintained in good repair. Tarps and plywood arestrictly forbidden.

• Nothing may be stored on common elements without written permission from the Boardof Directors. Items considered a hazard or impediment to maintenance will be removedand disposed of regardless of items value.

PARKING • All units are provided with one RESERVED numbered parking space.• Vehicles parked in reserved spaces without permission may be towed at vehicle owners

expense upon written complaint of reserved spaces assigned unit.• The right to use covered parking spaces are individually owned and any unauthorized vehicles

parking in these spaces will be towed without warning and at vehicle owners expense.• Covered parking spaces are limited to one (1) currently licensed vehicle, boat, RV or trailer

per space. Owners who have the right to use a covered space may also store up to two (2)bicycles under the cabinets located to the rear of the space. No other items may be storedexcept small items that fit entirely within the cabinets and allow the cabinet doors to close asintended.

• Please inform your guests and visitors to park in un-numbered guest parking spaces on theperimeter of the parking lot. No vehicle may remain in any visitor parking space for morethan 72 hours.

• Storage of unlicensed or inoperable vehicles (regardless of license status) is prohibited onGolfview property.

• Boats, motor or mobile homes, RV’s or other recreational vehicles, are not permitted to parkovernight on Golfview property except that owners of a covered space may park a smalltrailer, RV or boat in covered space provided it does not protrude from the space in anydirection.

• Commercial vehicles over 6,000 GVW are forbidden from overnight parking on any Golfviewproperty.

• All vehicles which will remain on property 72 hours or longer must register with the office andobtain a free parking permit. This permit will be displayed in the lowest accessible portion ofthe front windshield or on rear view mirror.

• Special permission short-term parking for loading/unloading purposes may be granted by theBoard of Directors if the request is received in writing prior to the need.

FOYERSFoyers are cleaned twice a month. Residents should take pride in their building and do spot cleaning when necessary.

CAR WASHING/REPAIRS • The washing or repair of cars is strictly prohibited on Golfview property.

SPEED LIMIT • The speed limit on the Golfview property is 10 MPH.

WATER LEAKS • If you encounter water coming into your unit from any common area such as the roof or

through the building walls contact association management at 904-337-0934.• It is your responsibility to notify association immediately upon the discovery of any water

intrusion.

PLUMBING & ELECTRICAL • All repairs to plumbing or electrical systems must be up to current code and performed by

appropriately licensed service providers.• Repairs or improvements that requires a permit must be so permitted prior to the

commencement of any work.PETS

• NO pets, leashed or unleashed, (cats, dogs, iguanas, snakes, etc.) are allowed in courtyard area.• All pets must be leashed at all times while on Golfview property. Maximum leash length is 8’.• Walk your pets away from the buildings on the outside perimeter.

(the fence side by the guest parking).• Always scoop your pet waste and place it in the trash dumpster or pet waste station.• Each unit will have a cumulative eight (8) paw limit in regard to cats and dogs.• No pet may be unattended or unmanaged on any patio, balcony or common area.• All cats and dogs will be inoculated and licensed as prescribed by law. Owners will provide

written proof of inoculation and licensing annually to the association.• Do not allow pet food to remain on any patio, balcony or common area. This can attract

unwanted rodents and wild animals.• The Board of Directors retains the right to declare any animal a nuisance, and after affording

said animal’s owner a hearing, order the animal removed from the property.• Golfview participates in the POO-PRINTS program. All dogs must be registered with

the Poo Prints system within 30 days of introduction to the property. Animal wastefound on the property can be sampled and DNA matched to offending animal. Cost ofsample collection and diagnostics will be assessed to the unit. Current costs are $85 persample.

FLOOD INSURANCE The Association maintains a master flood insurance policy. If you need a copy of the Association Flood policy please contact the office.

SOLICITATIONS • No Solicitation allowed on Golfview property.

ANTENNAS • Written location authorization MUST be obtained from the board prior to the installation of

any new satellite type dishes anywhere on the property.

Grills• The use or storage of any gas or charcoal grill on any portion of the common elements is

forbidden. This includes limited common elements such as your patio, balcony or coveredparking space.

Fireworks• Regulations regarding fireworks shall be the same as those adopted by Duval County, Florida.

UNIT OCCUPANCY• Units may be occupied by the individual owner, members of their family, and non-paying

social guests.• Golfview Condominiums are “single-family” units and may never be subdivided.• No units may be occupied or used for any commercial or business purposes that are open to

the public.• No renting out of a bedroom or paying guests are allowed. The exceptions are provided in

paragraph 9.12 of the Association Documents.• No unit may be used for any short term rental of less than 7 months and no transients may be

accommodated.• Effective January, 2007, owners who rent their unit (per the provisions of paragraph 9.12 of

the Association Documents) must provide the Association with a copy of the lease prior tooccupancy.

• The lease must be no less than seven (7) months in duration.• Along with the copy of the lease and prior to occupancy owners must submit a letter stating

that their tenants have been given a copy of HANDBOOK OF RULES ANDREGULATIONS.

• Owners are responsible for the conduct of their renters.

Violation of Rules and Regulations

First Offense Written warning hand delivered or mailed to the unit owners address of record. A copy of the warning will be maintained in the units file for 3 years (36 months) or until unit ownership changes, whichever comes first.

Subsequent Offenses A notice of subsequent violation will be sent to the unit owners address of record. Each violation will be referred to the Board of Directors at the next regularly scheduled meeting for possible fine(s). Should the Board find reasonable cause to levy a fine(s) a notice will be sent certified mail to the unit owners address of record with a breakdown of the fines levied and instructions on the appeal process.

Fines Fines shall be $25 per occurrence or day of continued violation except for lease registration violations which shall be $25 per calendar week. Fines shall be in accordance with Florida Statute and shall not exceed $100 per day or $1,000 aggregate for a continued offense.
