the sequence and super-imposed signals are used to detect the remotecircuit breaker operation, from which whether a fault is inside the pro-tected section can be derived. Extensive simulation studies with respectto typical double circuit transmission line systems show that the pro-posed technique is able to fast and correctly determine whether a faultis inside the protected line section without the need for communicationlinks.

Abstract: This paper describes a novel fault detection technique ofhigh impedance faults (HIFs) in high voltage transmission lines usingthe wavelet transform. Recently, the wavelet transform (WT) has beensuccessfully applied in many fields. The technique is based on utilisingthe absolute sum value of coefficients in multiresolution signal decom-position (MSD) based on the discrete wavelet transform (DWT). Afault indicator and fault criteria are then used to detect the HIF in trans-mission line. In order to discriminate between HIF and non-fault tran-sient phenomena such as capacitor and line switching and arc furnaceloads, the concept of duration time, i.e. the transient time period, is pre-sented. On the basis of extensive investigations, optimal mother wave-lets for the detection of HIF are chosen. It is shown that the techniquedeveloped is robust to fault type, fault-inception angle, fault resistanceand fault location. The paper demonstrates a new concept and method-ology in HIT in transmission lines. The performance of the proposedtechnique is tested under a variety of fault conditions on a typical154kV Korean transmission line system.

A Novel Adaptive PMU Based Transmission LineRelay: Design and EMTP Simulation Results

based on Phasor Measurement Units (PMUs) for transmission lines.The proposed adaptive relaying scheme can provide an extremely accu-rate discrimination between in-zone and out-of-zone faults. Two noveland composite fault discrimination indices in terms of Clarke compo-nents of synchronized voltage and current phasors at two ends of a lineare derived. A line parameter estimation algorithm is developed andbuilt in the new designed relay to solve the uncertainty problem of lineparameters. The proposed relaying scheme is independent of faulttypes, fault locations, fault path resistance, fault inception angles, andthe variations of source impedance. The tripping decision time of thedesigned relay is very fast and is almost held well within 6 millisecondsfor most fault events. All the EMTP simulation results show that theproposed adaptive relaying scheme provides a high level of dependabil-ity and security.

Diagnostic Methods in Revealing Internal Moisturein Polymer Housed Metal Oxide Surge Arresters

are normally studied by evaluating their suitability to detect ageing anddegradation of metal oxide material. The suitability of different meth-ods for revealing intemal moisture in arresters has not been studiedmuch. This aspect is considered in the paper based on measurement re-sults obtained during a 1.5 year laboratory test series conducted for sixdifferent types of polymer housed distribution class arresters. ACpower losses, third harmonic content of resistive leakage current, DCleakage current and partial discharge measurement results over the testperiod are given and discussed. Details of the measurement proceduressuitable for measuring polymeric arresters with intemal moisture arealso studied. AC power loss and DC leakage current measurementswere found to be good methods, while the other two can only be used asadditional methods when diagnosing intemal moisture in polymerhoused arresters.

Abstract: In this paper power quality transient data are compressedand stored for analysis and classification purpose. From the com-pressed data set origtnal data are reconstructed and then analysed usinga modified wavelet transform known as transform. Compression tech-niques using splines are performed through signal decomposition,thresholding of wavelet transform coefficients, and signal reconstruc-tion. Finally we present compression results using splines and examinethe application of splines compression in power quality monitoring tomitigate against data communication and data storage problems. SinceStransform has better time frequency and localisation property. powerquality disturbances are detected and then classified in a superior waythan the recently used wavelet transform.
