Clearing the Nomenclature and Age confusion

Private educational institutions, both Recognized and Unrecognized have wide variation and divergence in the present day Pre-Primary education and Pre-School education nomenclature. The schools have created a little confusion with reference to the connotation of the term ‘nursery’.

It appears that there is also some ground for suspecting willful misinterpretation by a few institutions so as to reap commercial benefits and escape from implementation of government orders etc. in this regard.

At present preschool classes are variously called Nursery, Pre Nursery, Montessori, Kindergarten, Play-school, etc. In many of the private schools Pre-Primary consists of two or even three years variously known as LKG, UKG, Pre-nursery, Nursery, Preparatory and so on. Sometimes ‘Creche’ facility is also provided by big schools, hence there is bound to be confusion. Play schooling constitutes Informal schooling where child is admitted at varied age starting from two year onwards. There cannot be any prescription of a standard nomenclature for preschool classes because such facilities would, to a large extent, derive their names from the system they follow such as Montessori, Kindergarten etc and also from their purpose and function, such as creche, nursery and day care centre. etc.

So the correct accepted position as per DOE and Ganguly committee recommendations is as follows :-

Pre-Primary Class

Pre-Primary class is the one year of schooling of a child immediately before the child enters Class-I ( i.e. Primary-Education) popularly known as Prep/KG/Mont-2/UKG etc.

Age Eligibility for Pre-Primary - A child should have attained four years on or before 31st March of the year of admission to be considered eligible for gaining admission to Pre-Primary class. Pre- Primary class is considered as Entry level in various schools where formal schooling starts from this class noticeably various Convent schools and few Minority run schools.

For Academic session 2012-13, child born between 01 April 2007 and 31 March 2008 are eligible for Pre-Primary.

Pre-School Class

Pre-School Class /Classes constitute that section of schooling of one year duration preceding the Pre-Primary class popularly known as Pre-nursery/Nursery/Mont -1/LKG etc.

Age Eligibility for Pre-School - Every child admitted to preschool shall be of minimum three years by 31st March of the year in which admission is being sought. Pre-School class is considered as Entry level in majority schools where formal schooling starts from this class.

For academic session 2012-13, child born between 01 April 2008 to 31 March 2009 are eligible for Pre-School.

Schools like Mt Carmel and others are chronic flouters of the cut off age for admission as 30 September 2011.

As of present prevailing guidelines and order all such children admitted to Pre-School for academic session 2012-13 shall be automatically promoted to Pre-Primary and shall not have to apply fresh. The Honorable Delhi High adjudicating Advocate Ashok Agarwal's PIL on this issue is going to decide whether Pre-School is Formal or not , Preschoolers be automatically promoted or not to Pre-Primary and to whether to separate Pre-School from Main school. The final order is due on 6th Jan 2012. If the court accepts and admits the prayer in the said PIL , then academic session 2012-13 may be a transition year and we may witness paradigm shift in school policies regarding Pre-School admissions. Pre-School ( NURSERY ) and Pre-Primary ( KG) Admissions Process

As per the MHRD order admissions guidelines dated 15 Dec 2010, issued invoking various provisions of RTE, subsequently to DOE order dated 15-12-2010 had given a free hand to schools and allowed schools to formulate a policy under which admissions are to take place, policy which shall include criteria for categorization of applicants in terms of objectives of the school on a rational, reasonable and just basis within the ambit of RTE.

• There should be NO profiling of the child based on parental educational qualification.

• There should be NO tests or interviews for any any child/parent falling within or outside the categories, and selection would be based on a random basis.

The order further said that admissions should be made strictly on the aforesaid basis. The guidelines also clarified that the categorization of applicants should be on the basis of criteria, developed in terms of the objectives of the school and can include Siblings,Transfer case, Single parents and Alumni.

Seat Distribution

The total seat distribution pattern is as follows

25% reserved for EWS are to be filled by Economically Weaker Section and Disadvantaged Group by Draw of Lots

Who is eligible for to avail EWS seats ?

As per Delhi School Education (Free seats for students belonging to Economically Weaker Sections and Disadvantage group) Order, 2011 Click Here To See The Detailed Order

Section 2(c) Defines EWS as "Child belonging to weaker section" means a child whose parents have total annual income of less than ONE LAKH rupees from all sources and who have been staying in Delhi for the LAST THREE YEARS.

Section 2(d) Defines Disadvantaged group as " Child belonging to Disadvantaged group" means a child belonging to Scheduled castes. the Schedule tribes, the Other Backward Classes not falling in the creamy layer ( i.e income less than 4.5 lakhs), child with special needs and suffering from disability as defined in the Persons with Disabilities ( Equal Opportunities, Protection and full Participation) Act, 1996

20% for Management quota is schools discretionary quota

55% General category filled by by 100 Point system

At least 15% of the General category seats will be filled through the lottery system by Draw of lots ( as per MEDIA REPORT)

100 Point system as per DOE order (according to Ganguly committee) for General category

The 100 Point system followed in majority school is school specific with regard to criterion followed and points allocated to each criteria. Each applicant is given points depending on the extent to which an applicant fulfills a particular criteria as per points allocated to that criteria. Commonly followed criteria are as follows

The school would assess the applicant on a scale of 1 to 100 in the following manner

Neighborhood - Points Allocated 20 to 50. The specification of distance radius is generally as per school bus route. Preference to children living in nearby areas. In certain schools if the school is satisfied that a good and safe transport is available for a child, then, it may consider giving admission to such a child even if he/she lives at a place quite far off from the school. So Nearer the distance from school higher the point weightage, and further the distance the lesser the point weightage.

Sibling (up-to one sibling only)- Points allocated 20 to 30. Points are given to applicant if a real brother or sister of the applicant is on the school roll. Generally, parent(s) or guardian(s) prefer that children study in the same school. Therefore, the school may preference to a child who has a sibling studying in that school. No marks shall be awarded to the third child of the same parent ( DPS VK ).Full points will be awarded if the applicant siblings are twins. (DPS VK)

Alumni - Points Allocated 10 to 25

If 20 points for Alumni then Father/Mother or both who have passed class 10/12 from the same School (5/10 points to each parent will be allotted for passing class 10/12 respectively).

If 10 points for alumni then Father/Mother or both who have passed class 10/12 from School (2.5/5 points to each parent will be allotted for passing class 10/12 respectively).

Transfer Case: Points allocated 5 to 20. Cases of transfer of father/mother/both. Transfer is not valid if it is within NCR. Many parents or guardian are working in transferable jobs, in the government and other private sectors. The school may give preference to the child of such parent(s) or guardian(s). For (Gazetted Officers of All India Services / Delhi Govt. Posted outside / PSUs / Autonomous bodies under Govt. of India / Commissioned officers of Indian Army // Air Force // Navy / International Agencies). Transfer Order / Release Letter and Joining Letter from a competent authority in support of transfer / posting in respect of parent claiming transfer points.( DPS VK)

Girl Child - Points allocated 5 to 10. In case of twin girls both get same equal points. Full points will be awarded if the applicant siblings are twins. (DPS VK).

First born child - Points allocated 5 to 10. n case of girl twins both get same equal points. Full points will be awarded if the applicant siblings are twins. (DPS VK).

Single Parent (Divorced/widow/widower/unmarried/separated) points allocated 5 to 10. The School may give preference to admit child of such single parent viz. divorced or widow or widower or unmarried or separated.

School Specific - Certain schools had devised their school specific criteria last year also which were canceled after DOE intervention. But this year too we expect schools to come out with such criteria.

Other Miscellaneous Criterion - Certain schools like Mahavira Model schools etc ( Run by Sh S L Jain ) comes out with out of the box criterion - look out for them.

• As per Provisions of RTE there should be NO profiling of the child based on parental educational qualification and income ( sans EWS ). Notwithstanding, schools do ask for parents qualification and income for their records only.

• In the event of many applicants getting identical final scores in the lowest eligible scores, a limited lottery system would be opted for within these applicants to select children for admission. This option will arise only in case of availability of seats for admission.

Draw of Lots or Random Selection Procedure

Random procedure implies that if the number of children applying to a school exceeds the available seats, an open lottery system shall be used to fill the seats. This applies to all categories of schools. Various methods could be employed for the open lottery system, the easiest being having name/number for each child that applied on a folded paper slip in a container, out of which children themselves fish out one each randomly, in the presence of parents in an open transparent manner.

According to Section 2(o) along with Section 13(1) and 13(2)(b) of RTE prohibits and prescribes punishment for any of screening procedures and calls for only random procedures to be used for admitting a child to school. This prohibition would apply to all schools, private or special category schools like Navodaya schools too. No school can claim special category status because it indulges in screening procedures at the elementary level.

At least 15% of the seats will be filled through the lottery system for General category applicants who do not fit in any popular criteria/category ( MEDIA REPORT)

The process of Lottery or Random selection is to be done in presence of DOE officials and the whole proceedings are recorded on video camera and is submitted by schools later by DOE

Documentation Requirement – General Category

The requirement of documents is also school specific and normally schools mentions in their advertisements or on their website or in forms as to what documents are required to be submitted with the filled application form.

LIST OF VARIOUS DOCUMENTS REQUIRED

Self attested or attestation from working first class 1 gazetted officer photo copies of the documents to be submitted. Some schools accept self attested and others may specifically ask for attestation from working first class 1 gazetted officer.

However the final selection and admission is subject to the verification of the documents in originals which is done at the time of shortlisting of applicants.

All AFFIDAVITS are to be submitted in ORIGINAL along with filled admissions form.

Age Proof –

Photo copy of Original Birth Certificate (First copy / Ink copy) of the child issued by Municipal Corporation or equivalent authority. Some schools may specifically ask for with Name of the Child printed on it. It takes 10-15 days for MCD to print Name of child on BC just in case if u apply for the same at the concerned MCD zonal office.

As per recently notified Delhi Right of Children to Free and Compulsory Education Rules, 2011 clause 12 , Wherever a birth certificate under the Births, Deaths and Marriages Certification Act, 1886 is not available, any one of the following documents shall be deemed to be proof of age of the child for the purpose of admission in schools.

1. Hospital/Auxiliary Nurse and Midwife (ANM) register record,

2. Anganwadi record,

3. Declaration of the age of the child by the parent or guardian.

Unique Identity card of mother/father/child issued by Government of India. ( Don Bosco, Alaknanda school)

Original Birth Certificate or other age documents are required at the time, when schools calls parents for document verification/shortlisting and at the time of taking formal admission in school.

School takes and keeps the Original Birth certificate only at the time of formal admission only. So it is advisable to have 5-6 copies of Original Birth certificate made from MCD just in case parents wishes to secure and block a seat in a school and prefers to wait for their priority school, later during result declaration stage.

Some schools, like Salwan Mont, GD Salwan etc , even do not keep the originals at formal admissions. ( last year incidence).

Schools like Faith Academy Prasad Nagar, Cambridge schools etc first see the Original Birth certificate before issuing Admission forms.

Any one/two Proof of Residential address –

Latest paid Electricity Bill /MTNL Bill ((some schools accept up-to last 6 months) / Electoral Card/ Ration card/ Driving License / Valid Passport or Court registered Lease Deed (minimum 6 month old) in the name of either of parent only. In case of rental accommodation, valid Registered Rent Agreement and an affidavit on stamp paper to be submitted along with driving license (eg in DPS Mathura road).

Every school might have a different requirement out of these for residential proof documents, hence do check with the school.

School however reserves the right to verify the residential address through home visits.

Girl Child or First Born Child – In case of Girl Child or first born 1st born (boy) an affidavit certifying the same to be submitted. This affidavit should be on a non-judicial stamp paper of the value of Rs. 10/- and should be duly attested by Notary Public. AFFIDAVIT FOR FIRST BORN/GIRL CHILD IS TO BE SUBMITTED IN ORIGINAL IN EACH SCHOOL

In case of twins two affidavits for respective child is to be submitted separately in original clearly mentioning the TWINS status.

ALUMINI Proof – Copy of AISSCE certificate/School Leaving certificate of Father/Mother or both who have passed class 10/12 from School (certain school accept that either parent should have studied for minimum of 5 years in that school) for the claim under alumni along with photocopy of the alumni registration.

Sibling applicants – The school Identity Card/last paid fee receipt of sibling studying in school/Photocopy of the last Report card of sibling.

Special needs - Certificate of disability issued by the competent authority.

Proof of Transfer to Delhi - Transfer Order from employer and joining report stating date of transfer and date of joining. Transfer not valid if it is within NCR . Only interstate transfers and transferred from outside Delhi within last two years (Can be different in some schools )- copy of transfer order. For (Gazetted Officers of All India Services / Delhi Govt. Posted outside / PSUs / Autonomous bodies under Govt. of India / Commissioned officers of Indian Army // Air Force // Navy / International Agencies). Transfer Order / Release Letter and Joining Letter from a competent authority in support of transfer / posting in respect of parent claiming transfer points.( DPS VK).

• However, The Transfer rules for some schools would be different from above and you are requested to check with the schools.

Proof of School Specific Criteria - Authentic certificates/documents proving the claim under school specific criteria.

Medical fitness certificate (including Immunization status) of the child - issued by Medical Officer/qualified registered medical practitioner preferably on prescription letterhead or certificate issued by MBBS or above qualified Doctor.

Single parent status – A valid/legal proof of his/her single status. It can be attested photocopy of Death certificate of spouse,in widow/widower or Guardianship order/Adoption decree in case of single parent adoption or Divorce decree/Judicial separation decree/any interim order indicating separation/court notice along with an notarized ( Rs 10 Non Judicial stamp paper) affidavit declaring the single parenthood status.

Passport Size colored Photographs of the Child – A number of photos may be required depending on the number of schools one is applying to Passport size colored photo of the father,mother or guardian.

Photograph of the child and/or photograph of the child with both the parents (5 x 6 cm).

Christian candidates must bring a letter from their respective Parish Priests/Pastors testifying to the membership of their parish. They must produce the Baptism Certificate.( Catholics only).

Anglo-Indians Letter from the Hon. Secretary of The All-India Anglo-Indian Association, Delhi Branch (For Anglo-Indians)

Sikh minority category- Community certificate.

Inter Community/ Inter Cast Marriage - Some schools also ask for Affidavit for such marriages, as they allocate points for that.

Documents Required For Admission To Free-seats for Economically Weaker Section and Disadvantaged Group – EWS Category

A) Age Proof – Photo copy of Original Birth Certificate (First copy / Ink copy) of the child issued by Municipal

Corporation or equivalent authority. Some schools may specifically ask for with Name of the Child printed on it. It takes 10-15 days for MCD to print Name of child on BC just in case if u apply for the same at the concerned zonal office.

As per recently notified Delhi Right of Children to Free and Compulsory Education Rules, 2011 clause 12 , wherever a birth certificate under the Births, Deaths and Marriages Certification Act, 1886 is not available, any one of the following documents shall be deemed to be proof of age of the child for the purpose of admission in schools-

Hospital/Auxiliary Nurse and Midwife (ANM) register record, Anganwadi record, Declaration of the age of the child by the parent or guardian.

B) EWS - INCOME PROOF – For the admission of child belonging to Economically weaker sections - Income certificate issued by revenue officer not below the rank of Tehsildar or BPL Ration Card (yellow colored ) or AAY Ration Card (Pink colored) shall be considered as proof of income

Provided that the parents of the child belonging to weaker section shall submit a self declaration of annual income on an affidavit every year for continuation of free seat in the school once admitted against a free seat. However, no student shall be expelled or debarred from the school in case of non submission of above mentioned documents without prior approval of Director ( education), Dte of Education,GNCTD

For the admission of child belonging to Disadvantaged Group –

C) A Certificate issued by a revenue officer not below the rank of Tehsildar or any other competent authority, in the name of child or his / her parents shall be considered.

D) FOR RESIDENCE PROOF – The school shall not consider any other document except any one of the following documents, as as proof of residence :-

Ration card issued in the name of parents (mother / father having name of the child) Domicile certificate of child or his / her parents. Voter I-card of any of the parents Electricity bill/MTNL Telephone bill / Water bill / Passport in the name of any of the

parents or child. Some schools might take other documents like bank statement, UID Card, Proof of 3 years stay in Delhi, sShools are also asking for proof of five year stay in Delhi.

ALL DOCUMENTS LISTED ABOVE SHOULD BE PRODUCED IN ORIGINAL AT THE TIME OF VERIFICATION & SCRUTINY OF REGISTRATION FORMS.

Admissions Form distribution Process

Schools issue admissions forms both offline and online.

Admissions forms for General category are available at School's front office and can be procured for Rs 25/- during the time stipulated by school in its admission schedule. Purchasing School Prospectus is OPTIONAL and NOT mandatory but still schools compel parents to buy Prospectus which may vary from Rs100 to Rs500 , which is against the guidelines and should be admonished.

Some schools provide forms in the form of down-loadable PDF link from their respective website from where these can be downloaded and filled and submitted offline at the school's office along with the required documents and form fee ( of 25 rs as cash/DD/PO as asked by school)

Many Schools have started online registration and admission forms can be filled online and submitted. After filling up the online form a unique number is generated by the computer, one should take TWO print out of the form and receipt, one of which needs to be submitted with the required documents and the other can serve as a record with self. Any form without unique number will be invalid.

Suggestions and Tips for Filling Offline and Online Forms

OFFINE FORM FILLING

It is generally suggested and advised to fill at-least 15-20 schools of your priority list that are near to your residence or are of your choice to maximize your chances of securing a seat in a school.

Photocopy the Printed Original Form first and try to fill the photocopy first with pencil to avoid corrections. Once you are sure that all the particulars are correctly filled then fill the original Form patiently neatly preferably Black/Blue ball point pen forms as incomplete and incorrectly filled forms are summarily rejected.

Fill forms as soon as possible and submit them ASAP. Do not wait for last days and avoid last minute rush for procuring and submission of forms.

Always keep the photocopy of the Filled form with a mention of the documents submitted for your own reference that will help you when you go for informal interaction at the time for verification of original documents.

On submission schools give a receipt. Keep the receipt safe and secure.

ONLINE FORM FILLING Before filling the form get the DD/PO made as details of Pay Order/DD of amount specified by

schools specifically towards Processing Fee is to be filled in the ONLINE FORM in the relevant column.

Ensure that you have a power backup of computer (UPS) / full battery backup to ensure that submission is non interrupt-able

Take a SCREENSHOT/PRINTSCREEN images and print or copy the details required in form on paper and collect all info before hand the info asked in the form before finally filling online form.

Only one form per child is accepted. More than one form will lead to rejection of the application automatically.

Do a TRIAL/MOCK RUN form filling to get accustomed to the form and its feature. Please fill in each field of the form in BLOCK LETTERS or simply select by clicking on the

choices available. Use the TAB key or Mouse Control to move from one field to another. Before hitting the submit button again take a screen-shot/print-screen and print it. Take a print out of the form generated after submission. Affix child's photograph on the form in

the space provided. Ensure that the PRINTOUT filled form is duly signed. Send it by post/drop it in the appropriate drop box(according to your category) at the address

mentioned by the school by due date or ASAP

RESULT DECLARATION STRATEGY

Schools generally call the prospective parents (without child) for informal interaction preferably after the submission dates for document verification where they verify the attested photocopies of documents submitted with form and have an informal chat with parents. Normally both parents are required to go along with the originals of documents and form receipt.As you wait for the display of First List, prioritize the schools you have applied as you would be able to calculate the points you are likely to score. It is seen that a score of 40-45 points may stand a high chance of securing a nursery seat.In the event of many applicants getting identical final scores in the lowest eligible scores, a limited lottery system would be opted for within these applicants to select children for admission. This option will arise only in case of availability of seats for admission. BE sure that either of parent or any nominated person ( who has been authorized by you and who is carrying the form receipt ) to be PRESENT AT THE TIME OF LOTTTERY,( Not every school will require your presence but some can ).It is a general common strategy that parents normally block and secure the seat if their name appears in the first list and deposit the required amount of fees asked by the school even if the school is not in their top priority rank. The same process is followed for 2nd list in case the seats still remain vacant even after the first waiting list is exhausted or any seats become vacant in-case a candidates surrenders a seat, as some parents block more that 2-3 seats in different schools but later on surrenders when they get school of their choice. Hence to block seats in more than one schools it is suggested that one should have about 5-6 original copies of birth certificate as schools keep the certificate at the time of formal selection and admission.I have often seen that some parents keep on tracking a particular school of their choice even after 3rd or 4th list is out unto the last days of March and still they manage to get admissions as there are cases of late drop outs who leave the seat even in last days. So Never give up hope !!

• Capitation fee etc is banned as per section 13(1) of RTE and any school indulging in collection is liable to be penalized as per section 13(2)(b) of RTE.

In case you have secured a seat in a school and later on you get a seat in another school that is more close to your dream school or choice you can opt for surrendering the seat secured/blocked earlier and opt for refund of the money/fee you had paid at the time of admission.

Backdoor Admissions/Entry or Indian Juggad System

Notwithstanding the elaborate mechanism followed and detailed above there is this alternate route that some elite Indian parents use to bypass to secure admission for their loved ones in their most desired schools. Such parents explore all their contacts including all close and distant relations, business circle,official circle,friends to get in touch with influential and daring members of school management. These members help them out in securing seat through the reserved 20% management quota in exchange of obligations in the form of support for materialistic needs and requirements of the schools or the school management members.

You may find a TOUT/AGENT or an INTERMEDIARY crashing or exploring onto you when you go to submit the forms at school's gate. BEWARE of them and exercise UTMOST CAUTION while playing into their lacy words of confirmation of admission seat. BE VERY WARY OF SUCH PERSONALITIES as they are damn good at luring the most panicked and desperate parents who may find themselves at greater loss of funds at the end.

Complaint Redressal

In case any parent is aggrieved and has any complaints against any school/school staff not following any procedure as laid down by DOE, the matter can either be reported to the concerned school principle in writing or the issue can be escalated to DOE level by lodging a complaint online or offline at the concerned zonal office in writing.
