1 A Partnership for Public Sector Management Excellence February 2004 Introduction and Objectives In late March 2003, the new president of ENAP (Brazilian National School of Public Administration), Ms. Helena Kerr do Amaral, and her team of experts arrived in snow-covered Ottawa to sign the Memorandum of Understanding, thus beginning a three-year partnership between CCMD and ENAP, and bringing to fruition two years of collaborative planning, assessment, and design. The two schools worked side by side to develop this cooperative project, which will entail the transfer of CCMD’s unique expertise in the field of public sector learning and its significant role in public service renewal. The Canadian International Development Agency (CIDA) has made a major commitment to this project through its Technology Transfer Cooperation Program. Virtually since its inauguration in March, the project, which aims to increase Brazilian executives’ competencies, has had one success after another. Led by two dedicated project managers, Claudia Conde of ENAP and Luc Rivard of CCMD, the Technology Transfer Cooperation Project has met all initial expectations and raised the bar for future activities. By the end of the project, ENAP experts will not only have acquired an appreciation for Canadian winters, but also the necessary knowledge to incorporate and implement innovative learning programs. As a consequence, they will have enhanced their capacity to deliver important products and services in order to improve public management in Brazil. ENAP and CCMD are very excited about the possibilities that the project presents. Both institutions share an overwhelming sense of confidence, which is being reinforced by constant feedback and positive appraisals of activities. The professional goals and philosophies of the two institutions have created a partnership with a ”perfect fit”. With the promise of continued efforts and activities for the next three years, “A Partnership for Public Sector Management Excellence” has an extremely bright future. Activities Completed

The calendar of activities was custom-tailored by CCMD to meet ENAP’s requirements and the project is on target to achieve all of ENAP’s goals and expectations. After the initial mission of ENAP’s President and Board to CCMD, there have been several promising activities completed in this year: Workshop in Brazil: “Sharing Effective Practices in Instructional Design” In April 2003, there was a Workshop in Brazil, “Sharing Effective Practices in Instructional Design” designed to promote the transfer of CCMD’s learning methodology. Twenty-four participants from ENAP and its Partner Institutions attended a workshop delivered by Ms. Louise Varagnolo and Ms. Fernande Surprenant of CCMD.

The evaluation results demonstrated the participants’ view of the effectiveness of the learning event. Regarding the validity of the workshop in deepening their knowledge about CCMD’s instructional design methodology, over 90% of participants rated the workshop “Good” to “Excellent”. As for the “relevance of the workshop’s theme in relation to the challenges faced by ENAP”, 100% of participants rated “Good” to“Excellent”. Course “Challenges of Public Policy Development” in Canada In late June 2003, two ENAP technicians attended the course “Challenges of Public Policy Development: An Overview” at the CCMD campus in Ottawa and then were involved in a methodology transfer session. The three-day course involved the transfer of CCMD’s expertise in course conception, content and methodology.

After their return from Canada, the technicians worked on the customization of the content and methodology which was addressed during the course at CCMD, in order to provide the same course at ENAP but within the Brazilian context. Course “Challenges of Public Policy Development” in Brazil From August 18th to 22nd, the course “Challenges of Public Policies Development: An Overview”, was held in Brasilia at ENAP headquarters with CCMD experts David Johnston and Miguel Fernandez. During the course, participants had the opportunity of experiencing the complexities, challenges and risks inherent in the policy making environment from a public service manager’s perspective and they also had the chance to apply their learning to a current policy initiative. Twenty-five participants from ENAP and from the

Ministries responsible for the Social Projects of the Federal Government attended the course. The course was followed by 2 days of workingsessions with the CCMD experts and the staff of ENAP aimed at adjusting the content and methodology, taking into account the first edition of this course in Brazil. A two-stage evaluation process was developed to ensure the applicability of this course to the Brazilian reality. The results of the first stage indicated a high level of satisfaction in relation to the course, with emphasis on the exchange of experiences among participants (100% of agreement). In addition, 95.2% of the participants considered that the specific objectives were reached and that the activities and exercises developed during the course enabled them to reflect on the formulation of public policies. In the second stage, the reaction evalualtion was complemented by an “Impact Evaluation”, which took place three months after the end of the course. The Impact Evaluation was carried out through a questionnaire that was e-mailed to the participants and their immediate superiors. The main purpose of which was to analyze the contribution of the course to the activities carried out by the civil servants in their workplace. Among other conclusions, the evaluation described that the supervisors of the participants considered that the competencies acquired by their staff in the training produced important results in the workplace and are being applied very frequently. Outcome It should be highlighted that the content and methodology of the course “Challenges of Public Policies Development: An Overview” was also applied in a very successful way during an Improvement Course delivered at ENAP in September 2003. 108 civil servants of the career “Specialists in Public Policies and Governmental Management” attended the course. Workshop on CCMD’s Learning Events in Brazil In July 2003, a Workshop on CCMD’s Learning Events was presented at ENAP’s campus in Brasilia. CCMD’s various learning events were profiled and discussed by Mr. Richard Rochefort, Director General of Learning Events at CCMD. These large scale learning interventions include Armchair Discussions, conferences, special events, thematic series, and workshops. The presentation addressed the expertise and methodology of CCMD in the field of learning events, as well as opening a window of opportunity for ENAP to potentially diversify its range of products and services. Twenty-nine participants attended the workshop from both ENAP and its Partner Institutions. All participants evaluated the workshop “Good” to “Excellent”.

Outcome A notable highlight is the August 26th conference organized by ENAP Brazil featuring Economics Nobel Prize laureate Joseph Stiglitz at which ENAP adopted the CCMD methodology of project management and teams involved with programming, marketing, logistics and finance. The same methodology was used in the organization of a lecture delivered by the former Prime-Minister of Portugal, Mr. António Guterres on September 1st, 2003. More than 370 senior executives and civil servants of the Brazilian Federal Government attended those two conferences. ENAP has already held three armchair discussions, called “Café com Debate”, meaning that it absorbed an important CCMD learning event technique. Workshop “The Action Research Roundtable (ARRT) Process” in Brazil From September 22nd to 26th, the Workshop “The Action Research Roundtable (ARRT) Process, was held in Brasilia at ENAP headquarters with the CCMD experts Geoff Dinsdale and Peter Stoyko. In the Workshop, the main tools of the ARRT methodology were transferred to ENAP.

7 Outcome In 2004, ENAP will carry out a research in the field of Public Management and it will apply the ARRT Model. Workshop on CCMD’s Learning Events in Canada At the end of October 2003, two ENAP technicians attended a workshop at CCMD in Ottawa for the transfer of learning methodologies with CCMD’s learning events team. The main goal of this mission was to incorporate CCMD methodologies into ENAP’s range of courses and events. The ENAP technicians organized, side by side with the CCMD team, an Armchair Discussion and the Third Learning Summit “Dare to Know …Know to Dare” presented by CCMD in Ottawa. During 2004, ENAP will work on how to incorporate the new methodologies into its range of activities.

Course “Leading for results” in Canada The Project provided the opportunity to a strategic manager of the Brazilian Ministry of Justice of participating in the course “Leading for Results” held at the CCMD (Nov. 12-14, 2003). With this activity, ENAP wishes to develop the managerial competencies of the public executives, aiming at improving the management at the Federal level of the government. Course “Leadership Reflection and Action” in Canada Two managers of ENAP participated in this course, which was followed by technology transfer sessions at the CCMD (Nov. 24-28, 2003). The civil servants evaluated the course very positively and now they are working side by side with the CCMD Leadership experts, aiming at holding this course at ENAP in June 2004. “II Symposium on Lessons Learned” in Ottawa and Meetings at the CCMD From October 19th to 22th, more than 80 Canadian and Brazilian partners of the Cooperation Projects supported by CIDA gathered together in this Symposium, which provided a fruitful exchange of experiences among the Projects, as well as the dissemination of the results of the Canada – Brazil Technology Transfer Fund Evaluation 2003. During the Symposium, a Project Fair was organized for the presentation of the Cooperation Projects and its results. ENAP and CCMD prepared handouts about the Project in Portuguese, English and French and they were delivered to the participants. After the Symposium, the CCMD’s and ENAP’s project management teams gathered together in meetings aiming at evaluating the first activities implemented in the Project. Technical and operational matters were also discussed, as well as the first draft of the Work Development Plan for the period 2004-5. Purchase of Reference Books Within the framework of the Cooperation Project and after a list of suggestions prepared by ENAP and by CCMD experts, the CCMD bought 30 reference books on Public Administration. The books were added to the collection kept at the ENAP library. Publication of documents of the CCMD by ENAP Three publications of the CCMD Research Area were translated into Portuguese and published by ENAP in the series “Cadernos”: “A Foundation for Developing Risk Management Learning Strategies in the Public Service”; “Moving from the Heroic to the Everyday: Lessons Learned from Leading Horizontal Projects” and “The Learning Journey: A Guide to Achieve Excellence”. The CCMD “Conference Navigator Guide” is already translated and it will be published by ENAP in the first semester of 2004.

Future Activities

Annual Meeting for Project Evaluation (March, 2004) The first year of implementation of the Project will be evaluated by the teams of the CCMD and ENAP, and also by representatives of CIDA and the ABC (Brazilian Cooperation Agency). The Work Development Plan for the period 2004-5 will also be discussed.

Visit of a Senior Canadian executives in Brazil Taking into account his expertise in human resources strategic management, Mr. Jacques Pelletier, Vice-President of the Public Service Commission of Canada will discuss the issues related to competencies required for Public Executives with officials of the Ministry of Planning and Budget, Civil Office of the Brazilian Presidency of the Republic and ENAP.

Description of the Partners

Escola Nacional de Administração Pública (ENAP), which was created in 1981, is a public foundation linked to the Ministry of Planning, Budget, and Management. It aims to develop public managers’ competencies in order to increase government capacity in public policy management. As a corporate government-management school, ENAP seeks to support changes in the public sector by training and developing executives, managers, and civil servants in order to strengthen Government capacity in public policy management. ENAP is establishing a network of partner institutions located in Brazil and throughout Latin America.

Besides the cooperation that has been established with Canada, ENAP has been developing cooperation projects and exchange actions on strategic management development with France, Spain, the United States of America, the Economic Commission for Latin America and the Caribbean (ECLAC), and the Interamerican Development Bank (IDB). ENAP is the office in Brazil of the Escuela Iberoamericana de Gobierno y Políticas Públicas (IBERGOP) and it is also associated to the Global Development Learning Network - World Bank.

The Canadian Centre for Management Development (CCMD) is dedicated to excellence in the field of public sector management. Under the leadership of its new president, Janice Cochrane, the Centre has a mandate to support present and future public service managers though various development programs, courses, learning events, strategic research, and other leadership development activities.
