Let me start by acknowledging the high-level political will of His Excellency, President Dr. Goodluck Ebele Jonathan, GCFR and His Excellency, Vice-President, Arc. Mohammed Namadi Sambo, GCON, to have launched the process fundamental to the transformation witnessed in the power sector in recent years. Without this level of commitment, the achievements recorded from 2011 to date would not have been realised. More importantly, the launching of the Power Sector Roadmap by Mr. President in August, 2010 has accelerated the pace of the reform and the significant achievements recorded so far in the power sector.

Rehabilitation Works

• Shiroro: Repair works on Unit 2 which led to recovery of 150MW in 2012
Hydropower Plant.
• Jebba: Hydro Power Station preventive maintenance of 2G2 in 2012 to
ensure availability and sustainability of 96.4MW.
• Egbin: In 2012, several worn parts of the plant were replaced with new
ones. This has improved plant reliability from 60% to more than
70%.
• Kainji: Rehabilitation works on 1G5 & 1G12 Units to recover 220MW
capacity by Dec 2014.

Energy Mix
In order to enhance the security of power supply, government is assiduously working towards the diversification of the fuel mix. In this regard, the nation’s vast resources of coal, wind, solar, biomass and hydropower potentials are being fully exploited. • Feasibility Studies on the development of coal to power are on-
going in five(5) coal blocks in Enugu axis and three (3) coal blocks in Benue, Kogi and Gombe axis. Progress of work on the studies is at 25% and is expected to focus on clean coal technology.
• Feasibility Studies on ten (10) dams with small hydropower potentials which commenced in Y2011 have been completed and ready for concession.

The construction of the 700MW Zungeru hydropower project was approved by FEC in
2012 in favour of a consortium of Messrs. Sinohydro/CNEEC in the contract sum of
US$ 1.237 billion and a completion period of 48 months.

• Transmission development activities are mainly carried out by Transmission
Company of Nigerian (TCN) and Niger/Delta Power Holding Company
(NDPHCN) under the National Independent Power Project (NIPP).
• TCN Projects are funded through the statutory budgets from the FGN.
• NIPP projects are funded by the 3-tiers of the government from the excess crude
account.
• For the period under review several transmission projects have been completed
which lead to modest increase in the nation’s transmission capacity as listed in
the following slides.

REA was reactivated in June, 2012, to improve rural access to electricity.
The Ministry has developed a draft REA Strategy and Implementation Plan
and it is being finalized.
REA will focus on increased exploitation of renewables and the facilitation
of rural electrification projects.
The Agency carried out Survey, Design, Procurement and Award of
several rural electrification projects under 2012 capital appropriation.

The Reform Process : Progress So Far
The Electric Power Sector Reform (EPSR) Act of 2005 provided the platform for the reform of deregulating the Nigerian Electricity Supply Industry (NESI) from the control, ownership and regulation of the sector by the Federal government to a private sector-driven industry. The launching of the Roadmap by Mr. President in August 2010 has led to significant progress in the implementation of the structural reforms outlined in the Act. The major achievements to date are as follows: i. Bidding and selection of preferred bidders for the 10 Distribution Companies
and the 5 Generation Companies was concluded in November 2012, contracts have been signed and bidders have already made initial payments of 25% of the bid price.
ii. Presidential Power Reform Transaction signing and presentation of certificates for payments of initial deposits to successful bidders of the DisCos and GenCos by Mr. President was performed on 22nd April, 2013.
iii. Handing over of TCN to Manitoba Hydro International for management contract concluded. Schedule of Delegated Authority (SODA) give to Manitoba

iv. The Nigerian Electricity Regulatory Commission (NERC) has been reconstituted, strengthened and now is fully operational.
v. NERC launched MYTO 2 cost-reflective tariff in June, 2012, which is now operational.
vi. Nigeria Bulk Electricity Trading (NBET) PLC was incorporated in July, 2010 and is now in operation as a credit-worthy off - taker.
vii. The Nigeria Electricity Liability Management Company (NELMCO) was established in 2010 to assume and manage the assets, liabilities and other obligations that could not be earlier transferred from PHCN to any successor company
viii. Resolution of Labour issues is almost completed and payment of severance package to commence this week.
ix. Investor confidence evidenced by increased investment and signing of MoUs. Most recent being the MoU signed with Power China Corporation to develop 20,000 MW of Thermal Power Plants with associated substations and transmission lines up to 10,000 km
x. Sale of Ten (10) power plants built by the Niger Delta Power Holding Company Ltd commenced with road-shows in Lagos, London, Hong Kong and New York.

A robust Nigeria Electricity Supply Industry requires a well-trained work force. Hence, strategies have been put in place to improve the competences of the existing work force through skill enhancement and professional development programmes. Part of these strategies include the establishment of the National Power Training Institute of Nigeria (NAPTIN) to ensure that the human capital needs of the sector are met. Key achievements include:
1. Rehabilitated six(6) existing Regional Training Centres (RTC) inherited from PHCN and building of 2 new ultra-modern training centres in Jos and Kano
2. Commenced intensive training of 1,000 graduate engineers (Graduate Skill Development Program)
3. Trained 70 engineers across the power sector on renewable energy options (solar, wind + hybrid)
4. Commissioned Power System Training Simulator at Ijora RTC in October, 2012

Conclusion
The Power Sector has recorded appreciable improvement in power delivery in the period under review despite daunting challenges. The Ministry will intensify effort in the implementation of the Roadmap and will ensure completion of key projects/programmes with renewed vigour in 2013 and beyond. The Ministry is committed to ensuring that improved service delivery level is maintained during and after the transition to private ownership of the GenCos and DisCos.
