I. Introduction
The Point in Time (PIT) study is an annual count of homeless individuals and families.
This study is conducted across the country and Colorado has participated in this study every
year. The count of homeless people assists in the US Department of Housing and Urban
Development’s (HUD) assessment of the needs of the current homeless population. This report
is a summary of Colorado’s Balance of State Continuum of Care. The Balance of State area
includes all counties in Colorado except Metro Denver and Colorado Springs. The Point in Time
count was conducted for the night of January 26, 2016. Regional coordinators throughout the
Balance of State were responsible for recruiting volunteers, providing information to agencies
in their respective areas, and requesting agency participation. Of the 56 counties in the Balance
of State region, 21 participated in the collection of data for the 2016 PIT survey.
The PIT survey captures a snapshot of individuals and households currently experiencing
homelessness. The number of people who are homeless is not static. It is constantly changing
due to a number of economic, psychological, physical, and social factors that can have
temporary or long-term effects. HUD defines chronic homelessness as either having lived on
the streets or any place not meant for human habitation for more than one year, or having
slept on the street or any place not meant for human habitation more than four times over the
past three years, and having at least one identified disability. The following disabilities were
collected, via self-report, on the Point-In-Time: substance abuse, severe mental illness, chronic
physical illness, posttraumatic stress disorder (PTSD), traumatic brain injury (TBI),
developmental disability, and HIV/AIDS. The current report highlights the key findings of the
Balance of State point-in-time survey. This summary includes information on risk factors and
demographic information of the current chronically homeless population. Methods and
limitations of the implementation and analysis of the point-in-time survey for the Balance of
State region will be discussed, as well as possible recommendations for the future.
II. Methodology
The forms and data collection process was designed by CCH, based on the HUD PIT Guidance
documents On January 26, 2016, service providers and other volunteers administered these
surveys to sheltered homeless people throughout the Balance of State. From these surveys data
were collected on the head of the household, as well as information for all family members. To
ensure unduplicated responses, the first three letters of each respondent’s first and last names
were reported for each family member. Variables collected from each respondent included
where he/she slept on January 26, 2016, incidence of homelessness and shelter use in the past
year, number of persons in the family, age, gender, veteran status, and incidence of disabilities
in the family.
There are a few limitations that should be noted as a result of the survey administration
techniques. First, due to the transient nature of the population and the large geographic area of
the Balance of State, it is extremely difficult to capture all homeless individuals and families.

Furthermore, not all homeless service providers in the Balance of State participated in the
survey. Therefore, the following findings should be considered as an underrepresentation of
homelessness in the Balance of State. Second, many survey forms had missing or contradictory
information. Due to this missing information, some measures, such as incidence of disability,
may also be underrepresented. When contradictions arose, surveys were either corrected or
discarded, if necessary, to minimize error. Third, this survey is based on self-reporting, which
may introduce some bias in the data. For example, some people may not report a physical
disability even though most people would agree that the individuals have a disability. In
addition, there is a stigma associated with reporting mental health problems such as PTSD and
some individuals would not report PTSD even though most professionals would agree that the
individuals have PTSD.
III. Findings
In the Colorado Balance of State Continuum of Care there were 1689 homeless women,
men and children counted on January 26, 2016. Of these 1689 homeless people, 182 (10.8%)
were considered chronically homeless.

DEMOGRAPHICS
1. Family Type There were 843 adults-only families, 621 families with at least one adult and one child, 73
families of youth with their children, 75 unaccompanied youth, 2 families of adults and youth,
and 75 families composed of individuals from all three age groups. There were no families of
unaccompanied youth under 18.

2. Age
Respondents reported the age ranges (under 18; 18-24; above 24) for themselves and
family members. Exact ages were not asked; therefore, average ages cannot be reported. The
majority of respondents (n=1090, 64.5%) were over 24 years old. According to the National
Center on Family Homelessness, approximately 36% of the total homeless population (note: not
necessarily chronically homeless) is estimated to be children (2011). In comparison, 27% of the
Balance of State population was children.

The majority of respondents were male (n=943, 55.8%). It should be noted that 1% (n=17) of
the respondents did not report gender.

RISK FACTORS
1. Disabilities
Respondents were asked to report lifetime incidence for all family members of
substance abuse, serious mental illness, chronic physical illness, Post Traumatic Stress Disorder,
traumatic brain injury, developmental disability, and HIV/AIDS. The most reported disability
was chronic physical illness (n=265, 15.7%). For all respondents, 601 (35.6%) reported having
multiple disabilities (2 or more).

Self-identified disabilities had implications for chronic homelessness. Additionally,
Charts 4 illustrates that 29% of respondents with reported mental illness, 32.9% of individuals
with a substance use disorder, 23.4% of respondents reporting a chronic physical illness, 28.7%
of respondents reporting a developmental disability, 28.3% of respondents reporting PTSD, and
27.4% of those reporting TBI met criteria for chronic homelessness, respectively.

2. Veteran Status
Each respondent was asked if he/she had ever served in the armed forces. The majority
of respondents reported “no” (n=1556, 92.1%). Of the 133 that reported “yes,” 16.5% (n=22)
met criteria for chronic homelessness. In addition, there were only 9 female veterans surveyed.

Summary
Homelessness continues to be a critical issue in communities across Colorado. In fact,
both homelessness and chronic homelessness appear to have increased substantially from
2013. There was a 50% increase in the number of people reported as homeless from 2013 to
2015 in the Balance of State in Colorado. While not all counties reported in either year, fewer
counties reported in the 2015 survey. Many of the counties that reported in both years showed
an increase in the number of people who were homeless in 2015. Consequently, it is likely that
there has been an increase in homelessness from 2013 to 2015 in the Balance of the State in
Colorado. Also, the number of people who are chronically homeless has increased from 534 to
758 in 2015. The majority of the people who were chronically homeless were adults (25 years
and older), male, and single. This trend is consistent with national data from HUD (AHAR, 2009).
Only people in emergency shelters and transitional housing programs are included in
the 2016 survey. There was very little change in the number of reported sheltered homeless
people from 2015 to 2016 (1716 in 2015; 1689 in 2016). However, there was a 28% increase in
the reported number of sheltered homeless people from 2013 to 2016. Also, the percentage of
homeless people considered chronically homeless was 10.8% in this survey. Last year (2015)

the percentage was 13%. In 2013 the percentage was 15%. Consequently, there has been a
slight drop in the percentage of homeless people considered chronically homeless since 2013.
There are recommendations for future Point in Time studies for the Balance of State.
First, there were a number of homeless service agencies, and counties that didn’t participate in
the survey. Therefore, generalizing results to the entire Balance of State geographical area is
difficult. Increasing agency participation would create a more comprehensive overview of
homelessness in Colorado. Also, the data on disabilities could be improved. There were
missing data for disability on some of the forms. Also, it is likely that the reported data
underrepresents the number of people with disabilities. Improved data would provide a more
accurate assessment of community needs and would help to demonstrate the seriousness of
homelessness. The participation of more agencies and more counties would also establish the
basis for a greater collaboration on efforts to reduce homelessness.
