JVCOCC History and Goals The Joint Veterans Commission of Cuyahoga County (JVCOCC) was established in 1935 to bring together

the energies of the various Veterans organizations, work on common goals and commemorations. The JVCOCC sponsors the following events: Flag Day with U.S. Army Birthday and Naturalization Ceremony; Veterans Day; and the annual Officer Installation and Outstanding Veteran of the Year Dinner in February; supports the Memorial Day Association of Greater Cleveland to sponsor the Traditional May 30th Memorial Day observance; and now has partnered with the Association of the United States Army to sponsor the Armed Forces Outstanding Patriot event. It has also undertaken the establishing of a Liberty Veterans Honor Garden amongst the Cleveland Cultural Gardens and the restoration of Liberty Row, a memorial dedicated in 1919 with trees planted and medallions at their bases for those who were killed from the Greater Cleveland area during WWI.

A Call to Preserve a Legacy At this moment, in our country, we have about 24 million veterans but our numbers are rapidly dwindling. We

share a unique bond in that most have experienced the sacrifice or have a great understanding of it. Also there is an extension of us veterans, our families and friends, and the families of those who gave their lives for our country, most of whom also have a very personal knowledge of what call to duty demands and its toll on those who serve and their families. We have to work together, across all veterans’ organizations and as individuals, to make sure that future generations of veterans and families will receive the best care they rightfully deserve and our fellow citizens have a clear reminder of the price for the freedoms they enjoy. The significance of our contributions should not die with us and we should leave an easier path for future veterans to assert their role in our society. We salute and commend all who make a lifetime commitment to serve their fellow veterans, those who are currently serving our country and their respective families. Our numbers, when working in unison, can guarantee an outcome worth the legacy that we share. We shall never forget those who gave their lives for our country nor waver in caring for the loved ones they left behind.

We invite every fellow citizen to reflect on the sacrifice of the few that now are serving and dedicate a few hours a each month to support them and their families needs. A lifetime commitment of support is what they will really need to help them navigate the waves of life. This new generation of veterans and families can count on us Veterans to be there for them and their loved ones, for the bond of those who served will be one that will last to the end of our days.

Our mission is to honor and empower

Wounded Warriors. We do this through: - raising awareness and enlisting public support for the wounded; - fostering peer networks where wounded warriors can aid and assist one another; and - providing unique, direct programs and services to

meet www.woundedwarriorproject.org the needs of the wounded warriors. Our programs and services are structured to reflect our goal to make this the most successful, well adjusted generation of wounded warriors in our nation’s history. Wounded Warriors who are well-adjusted in mind, well adjusted in body, and economically empowered. Thus, our programs are focused on: - Mind -Project Odyssey -Online Combat Stress Recovery Program - Family Support - Body -Adaptive Sports Programs - Soldier Ride - Hospital Outreach - Economic Empowerment - Track Program - Transitional Training Academy - Warriors to Work

Background on other Wounded Warrior Programs AW2 or Army Wounded Warrior Program is an internal program to assist Army Wounded in their transition while in the service. The Wounded Warrior Regiment is the Marines version of AW2.

VIETNAM WAR 50TH ANNIVERSARY

Currently we commemorate a half century milestone in the Vietnam War experience with the Department of Defense leading the commemoration of the Vietnam War 50th Anniversary. We also have embarked to establish a national March 29th Vietnam Veterans Day. It will be a day when the nation will remember and deliver in perpetuity, the respect and gratitude of its citizens to those who during the Vietnam War Era: made the ultimate sacrifice and served as well as their respective families; the citizens who supported the nation’s defenders and their families while in harm’s way and when they came home, and our allies who served alongside our troops throughout the world as well as their families.

50th ANNIVERSARY PROGRAM OBJECTIVES

The Department of Defense is assisting a grateful Nation in commemorating the 50th Anniversary of the Vietnam War with a series of events, activities, and programs. Events will honor veterans and their families, recognize contributions and sacrifices made on the home front, provide Americans with a clear understanding and history of the Vietnam War, and recognize the contributions of civilian organizations to the war effort.

(1) To thank and honor veterans of the Vietnam War, including personnel who were held as prisoners of war or listed as missing in action, for their service and sacrifice on behalf of the United States and to thank and honor the families of these veterans.

(2) To highlight the service of the Armed Forces during the Vietnam War and the contributions of Federal agencies and governmental and non-governmental organizations that served with, or in support of, the Armed Forces.

(3) To pay tribute to the contributions made on the home front by the people of the United States during the Vietnam War.

(4) To highlight the advances in technology, science, and medicine related to military research con-ducted during the Vietnam War.

(5) To recognize the contributions and sacrifices made by the allies of the United States during the Vietnam War.

From 2005 to 2011, Rev. Miller was the Executive Director of the Cleveland Branchof the NAACP, the Nation’s oldest and most respected civil rights organization.Prior to that, for 2 years he was the Executive Director of Neighborhood CentersAssociation., the coordinating agency for 19 neighborhood centers in GreaterCleveland. In 2011, Rev. Miller assumed the head of Marcus Garvey Academy, acharter school that was scheduled to close, to help provide the best transition for allconcerned. In his corporate work, Stan spent 31 years at Ameritech, a majortelecommunications company, retiring in 1999 as Vice President of External Affairs.He also served as the Interim Chief External Affairs Officer for the ClevelandMunicipal School District during their transition to the current “CEO” style ofgovernance.

Exemplifying positive community service and action, Stan has served on, or isserving as a member, Board Member, Secretary or President of more than 20community, educational, health, and service organization, boards and committees.

Rev. Stan Miller is also Pastor of Nottingham United Methodist Church in Cleveland.Stan and his wife Ronnie reside in the University Circle area of Cleveland. Theyhave two adult sons, two grandsons, and seven granddaughters.

SGT Amanda Albright is a Psychological Operations Assistant Team Chief for Headquarters and Headquarters Company, 2nd Psychological Operations Company (Airborne). SGT Albright has been in the Army Reserves for the past four years, to include recently graduating from the Defense Foreign Language Institute where she earned an Associate’s Degree in Dari. SGT Albright is currently pursuing a Bachelor’s Degree in Marketing. SGT Albright participates in charity runs and bicycle races, including recently organizing and participating in a 1200 mile bicycle ride to raise funds for the Fisher House. Her performance is outstanding in all assigned duties. She has been awarded the Soldier of the Year for Headquarters and Headquarters Company, 2nd Psychological Operations Group (Airborne).

OHIO SOCIETY SONS OF THE AMERICAN REVOLUTION

KAZIMIERAS URBONAVICIUS E-6 / SSG (STAFF SERGEANT)

SSG Urbonavicius joined the United States Army Reserves in July 2009 following 3 years of service with the United States Marine Corps and was assigned to Headquarters and Headquarters Company, 2nd Psychological Operations Group. After completion of his training as a PSYOP Specialist, SSG Urbonavicius volunteered for mobilization to Regional Command East, Afghanistan.

In January 2010, SSG Urbonavicius deployed with the 312th Psychological Operations

Company, filling a major void in their existing Battle Roster. While deployed he participated in numerous combat operations, including over 25 named operations. On several of these operations, SSG Urbonavicius and members of the 3rd of the 25th Infantry Division were engaged by the enemy by direct and indirect fire and among these operations was Operation Hammer Down II.

While conducting a patrol on this mission, SSG Urbonavicius was struck in the upper

thigh by an enemy bullet. Despite his wound, SSG Urbonavicius refused a medical evacuation, and continued to take the fight to the enemy. SSG Urbonavicius received the Bronze Star Medal with V for his valorous actions in this combat engagement.

WALTER THOMAS SHIELDS E-6 / SSG (STAFF SERGEANT)

SSG Shields has served and continues to serve his country and community in a multitude of ways.

He began by joining the United States Coast Guard and upon completion of this

commitment, SSG Shields joined the Police Department of the Village of Hudson Ohio.

SSG Shields further serves his community by also being a volunteer fire fighter with

the Hudson Fire Department, as well as an emergency medical technician (EMT). His commitment to service is further exemplified by SSG Shields enlistment in the

United States Army Reserves 319th Quartermaster Battalion Twinsburg Ohio as a Petroleum Lab Supervisor, where he has served as an outstanding can do soldier.

SSG Shields has deployed with both the U.S. Coast Guard and the United States Army

Reserve in operation Enduring Freedom and Operation Iraqi Freedom receiving the Meritorious Unit Citation, Global War on Terrorism Medal, and Global War on Terror Expeditionary Armed Forces Medal, Navy/Marines Overseas Ribbon and a President Unit Citation.

The Fisher House program is a unique private-public partnership that supports America's military in their time of need. The program recognizes the special sacrifices of our men and women in uniform and the hardships of military service by meeting a humanitarian need beyond that normally provided by the Departments of Defense and Veterans Affairs. Because members of the military and their families are stationed worldwide and must often travel great distances for specialized medical care, Fisher House Foundation donates "comfort homes," built on the grounds of major military and VA medical centers. These homes enable family members to be close to a loved one at the most stressful times - during the hospitalization for an unexpected illness, disease, or injury. There is at least one Fisher House at every major military medical center to assist families in need and to ensure that they are provided with the comforts of home in a supportive environment. Annually, the Fisher House program serves more than 11,000 families, and have made available nearly three million days of lodging to family members since the program originated in 1990. By law, there is no charge for any family to stay at a Fisher House operated by the Department of Veterans Affairs; and Fisher House Foundation uses donations to reimburse the individual Fisher Houses operated by the Army, Navy, and Air Force. No family pays to stay at any Fisher House! In addition to constructing the new houses, the Fisher House Foundation (www.fisherhouse.org) continues to support existing Fisher Houses and help individual military families in need. They also are proud to administer and sponsor Scholarships for Military Children, the Hero Miles program, and co-sponsor the Newman's Own Award.

His outstanding service and dedication to excellence truly makes him the Solider of the year. BRANDON ROBB

E-5 / SGT (SERGEANT)

SGT Brandon Robb is a member of the Ohio Army National Guard serving over seven years. He is a Flight Engineer in Company B (-) 3-238th Aviation Regiment. He is also a qualified Aircraft Electrician and Aviation Operations Specialist.

He deployed to Iraq with his battalion, 1-137th Aviation Regiment, from January 2009 to January 2010, and again, to Afghanistan from December 2011 to January 2013. SGT Robb was awarded the Combat Action Badge during his second tour when his Forward Operating Base was attacked. During the attack SGT Robb’s bravery helped save many lives of Soldiers around him. SGT Robb’s professionalism and dedication while serving in Afghanistan, supported the movement of more than 1 million pounds of cargo, over 25,000 passengers moving about the battlefield, and over 160 combat air assaults. His attention to detail while working as day maintenance flight crew had a positive impact of zero aircraft accidents due to maintenance.

SGT Robb’s other awards include the Air Medal, Afghanistan Campaign Medal with Campaign Star, Iraq Campaign Medal with Campaign Star, Army Good Conduct Medal, Army Commendation Medal and Army Achievement Medal.

CHRISTOPHER A. BOYKO JUDGE

Prior to becoming a Federal Judge Chris Boyko served on the Common Pleas bench for Cuyahoga County since his appointment by then Governor Voinovich in January, 1996. He won election in 1996 and re-election in 1998 and 2004. Before taking the Common Pleas bench, Judge Boyko served as a Parma Municipal Court Judge, Parma Law Director, Chief Prosecutor and Assistant Prosecutor. He also maintained a general practice for 16 years. In addition to memberships in numerous professional and civic organizations, Judge Boyko has lectured to the Federal Bureau of Investigation and hosted “Sidebar”, a show on Cox Cable which presents people and issues which affect the law in our community. An avid supporter of the “Cops and Kids” program, Judge Boyko was also a member of, and legal advisor to, the Parma Police SWAT Team and was Chief Legal Counsel to the Southwest Enforcement Bureau. Consistently recognized by “Who’s Who in American Law” since 1992, Judge Boyko lectures for the National Judicial College, Ohio Judicial College, Cleveland Metropolitan Bar Association and Federal Bar Association. He is a member of the Steering Committee of the National Institute of Trial Advocacy and has authored several articles on law. Judge Boyko was nominated by President Bush for the United States District Court, Northern District of Ohio on July 22, 2004. The U.S. Senate confirmed the nomination on November 21, 2004 and on January 4, 2005, Judge Boyko was sworn in as an United States District Court Judge. On May 14, 2010 Judge Boyko received a Master of Judicial Studies degree from the University of Nevada, via the National Judicial College. Judge Boyko resides in Broadview Heights with his wife Robbie and children Phillip and Ashley.

The potential of the Sea of Goodwill is not with just the nation’s government, non-

governmental agencies, benevolent organizations, and institutes of higher learning. Its potential is in the heart of our nation’s communities – the citizens of those towns and cities. The country understands the interdependent relationship and responsibility of all participants, military and civilian, to care for our veterans and families. However, we may not have a clear understanding of how each support the other. Some of us are sergeants, commanders, captains, and generals who lead men and women into harm's way on faraway fields to preserve liberty. Others are community leaders, college deans, CEOs, and presidents who lead Sea of Goodwill - men and women in education, productivity, and change on the fields of capitalism and philanthropy. There are at least 400,000 websites for donors/organizations that support our Service men and women, including veterans’ service organizations. Donors may also be found on sources like the National Resource Directory www.nationalresourcedirectory.gov, published by the Office of the Secretary of Defense, for wounded, ill, and injured Services members, veterans, their families, and those who support them. Other venues to locate support are collated on Web sites like “Warrior Gateway” www.warriorgateway.org or www.military.com . They may also be institutions, businesses, healthcare facilities and organizations, financial institutions, and other infrastructure that advance society. The visitors to these websites can find information on a variety of topics including benefits & compensation, education & training, employment, family & caregiver support, health, homeless assistance, housing, transportation & travel and other services & resources.

The Sea of Goodwill assists our veterans in achieving the capacity for greatness that exists in them, their families, and the families of our fallen as they transition into civilian society. A successful transition and continued support will enhance not only veterans and families, but also the community. A veteran comes from an experienced and talented group that has demonstrated a willingness to serve their nation and community. This paper will enable a shared vision that is understood by both civilian and military members. It will provide a suggested Sea of Goodwill general azimuth towards which all of these diverse, well-meaning actors can channel their efforts to provide the most good for those they so strongly and lovingly wish to help.

“LEGACY OF CARE” PROGRAM AMERICAN FLAG AND FLAG ETIQUETTE CARD DISTRIBUTION

In commemoration of Flag Day, the Joint Veterans Commission of Cuyahoga County with the support of the Memorial Day Association of Greater Cleveland, will be giving out flags and a Flag Etiquette Card, to all who attend the ceremony. Flags given out are those that honored Veterans’ graves on Memorial Day in previous years. We will also give out flags and the Flag Etiquette Cards between the hours of 11:00 a.m. and 2:00 p.m. to the first 500 fellow veterans and citizens who come by the location of the ceremony (walk or drive) but are not able to stay for the ceremony. Our mission is to involve our community, the families and especially the children in carrying on The Legacy of Care, honoring our Veterans and our Flag beyond Memorial Day and Flag Day.
