PSAC | I

1. Background

The introduction of the Primary School Achievement Certificate (PSAC) in replacement of the Certificate of Primary Education (CPE) has prompted a major review of the way pupils will be assessed at the end of the primary cycle. In particular, the assessment has been reviewed in line with the new goals and objectives of the revised National Curriculum Framework (NCF) for Primary.

This document outlines the philosophy behind the re-designing of the assessment in English. It details the key considerations that guided the development of the new assessment booklet, the paper description and the paper design.

It also includes the following:• A Specimen Assessment Booklet, with the assessment objective of each question• A Specimen Mark Scheme• Additional exemplar tasks.

2. Re-designing the English Assessment: The Fundamental Questions

The following key questions guided the development of the English assessment:

What am I assessing? How am I assessing? How am I reporting?

How is my assessment Who am I assessing? Why am I assessing? benefitting learners?

2.1 Why are we assessing?

The main purpose of the PSAC Assessment is to measure the amount of learning that has taken place after six years of primary schooling. As such, the assessment is primarily meant to evaluate the level of achievement of pupils in the different learning areas in English.

This fact underpins the philosophy running through the assessment. For all the different learning areas, tasks will be set at different levels to enable all pupils to show what they can do.

2.2 How is the assessment benefitting learners?

Another crucial consideration in the development of the assessment was the potential washback effect of the assessment. Washback refers to the effect that an assessment has on the teaching-learning process, and ideally, an assessment should aim to have as positive a washback as possible.

The English assessment for the PSAC aims to achieve positive washback by assessing the curriculum as widely as possible. All the key learning areas and skills are covered in the assessment. This should ensure that all the learning outcomes spelt out in the National Curriculum Framework are adequately covered in the classroom.

In addition, the assessment tasks will be varied from year to year to discourage teaching to the test. Instead, it is expected that a variety of activities will be carried out in the classroom for all the different skills to keep learning motivating and interesting for learners.

2.3 The Guiding Principles

Based on the above, the guiding principles buttressing the assessment can be summed up as follows:

• A curriculum-driven assessment• Ensuring positive washback • Fair to all – all ability ranges catered for• Setting and maintaining of standards• Valid and reliable items• Sound mark allocation

3. What will be assessed and how?

The English assessment will focus on the following areas:

4. The Paper Description

A full paper description is provided below:

Question 1: This question will assess reading comprehension ability at a basic level. This will be done through tasks which require candidates to match a sentence to the correct notice / to the corresponding sentence / to the corresponding picture (5 Marks).

Question 2: Knowledge and recognition of proper grammatical structures will be tested through multiple-choice items (10 marks).

Question 3A: This question will assess candidates’ knowledge of common vocabulary. Tasks which may be set include labelling a picture / finding the correct word based on a definition / labelling different elements in a picture (e.g different items of furniture in a house) / completing a list / finding the odd one out / choosing the category of a word (5 marks).

Question 3B: This question will assess candidates’ ability to deal with vocabulary in context. This can be done through multiple choice or open ended items (5 marks).

Question 4A: This question will assess reading comprehension at an intermediate level, in particular the ability to locate information. Different types of informative texts may be used to elicit comprehension (e.g a short text, a poster, an advertisement, a letter, a postcard etc…) (10 marks).

Question 4B: Candidates’ ability in reading comprehension will be assessed through their understanding of an extended passage (narrative, informative or descriptive). A range of reading comprehension skills may be assessed in this question – locating explicit information, guessing the meaning of unfamiliar words from the context, recognizing relationships between persons, actions and events, following the sequence of events, inference, identifying central themes and ideas and providing a personal response to the text. Different types of items may be set, including True/False, MCQs, matching type and open ended (15 marks).

Question 5: This question will assess writing at the sentence level. Knowledge of syntax will be assessed through a variety of items (re-arranging jumbled words, separating words stuck together to make a sentence, positioning different elements such as adverbs or adjectives in the correct place in a sentence, transforming sentences in the negative or interrogative, writing sentences with given words etc…) (10 marks).

Questions 6A Reading with understanding will be assessed through a Cloze and 6B: Text. In Part A the words will be given and in Part B candidates will have to find the missing words (10 marks).

Question 7A: This question will assess candidates’ knowledge of grammar and spelling in context. A short text containing grammatical and spelling mistakes will be set and candidates will have to correct these mistakes (5 marks).

Question 7B: This question will assess knowledge and application of wordtransformation rules in English. A short text will be set and candidates will have to complete the gaps by carrying out the correct transformation of the given words (5 marks).

Question 8A: This question will assess candidates’ ability to use simplecohesive devices (like adverbs of time, manner or place) or conjunctions to write a short text. The task will be based on pictures and given words. The different sentences must be linked together with the given words to make up a coherent short story (6 marks).

Question 8B: The ability to use link words appropriately will be assessedthrough the transformation of simple sentences into complex ones to make a short paragraph (4 marks).

Question 9: The ability to write a coherent piece of continuous prose willbe assessed in this question. This could be done through a letter writing task, a guided composition (canevas), through a picture or a series of pictures, or through asking candidates to continue a story after being given the beginning (10 marks).

The Giant Panda

Pandas belong to the family of bears. They are black and white in colour and are strong, intelligent animals. The male panda weighs about 125 kilograms and can grow up to 1 m 80 cm long. The female panda weighs about 100 kilograms and can grow up to 1 m 65 cm long.

Outside of zoos, pandas live only in China. Their diet consists mostly of bamboo. They have strong teeth that are perfect for crushing bamboo.

Pandas are solitary animals which mostly live alone. They occasionally meet other pandas for feeding and to reproduce.

A mother panda usually has a maximum of two babies in her lifetime. A baby panda weighs around 115 grams at birth, and is pink, hairless and blind at this stage.

Pandas are endangered animals. Today there are only about 1,600 pandas left in the wild. Their habitat is being destroyed to make room for farms. They have nowhere to go and no food to eat.

Read the text below.

Nowadays, there are many women who work as nurses in hospitals. However, long ago, women were not allowed to do this job and only men were allowed to work as nurses. People thought that this job was unsuitable for women.

The first woman to work as a nurse was an English woman called Florence Nightingale. She was rich and beautiful and lived in London in the 1850s. Although she lived a comfortable life, Florence was not happy. Deep inside, she wanted to do something useful and help others. She decided she was going to work in a hospital. Her mother was horrified because at that time hospitals were dirty and smelly places. They had no proper bathrooms and toilets and the nurses were untrained. A hospital was no place for a gentle young woman to work.

But Florence had made up her mind. She went to work in a hospital in London. In 1854, she went to work in a hospital treating wounded British soldiers in Turkey. With a group of other female nurses, Florence sailed out to look after them.

The women were shocked by what they saw. The hospital was a terrible place. The patients were packed together and were sleeping on the floor. There was not enough water or food. The doctors didn’t have enough medicines. Many of the patients died because of all this.

At first, the doctors didn’t like Florence because they had never had women nurses in their hospitals before. But Florence was a good worker. She cleaned the floors and she bought food, medicines and clothes for the hospital. Every night, she walked through the hospital to talk to the patients who could not sleep or who were in pain. Very quickly, the doctors and the patients started liking her.

When she came back to England, Florence Nightingale built the first training school for nurses. Nurses were taught how to look after sick people. They even had to pass an examination to become a nurse.
