Dear Reader,Because God has made us all to Sisters and Brothers in faith through Jesus Christ, who has poured out His Spirit of Love in our hearts, and thus melted us into one family, we, the Franciscans of the Order of Friars Minor of the Province of St. Francis in Africa, Madagascar and Mauritius, turn towards you and ask you for a lit-tle bit of time that we may share with you who we are, our life, needs, com-mitment and work which we would not be able to carry out without the generosity of our donors.

Because God loves all human be-ings, yes even the whole of creation, with an immense, infi nite and un-conditional love, we feel drawn to commit ourselves to bring His love to all we meet, with a special option for the poor, the marginalized, the ne-glected and despised as our founder St. Francis of Assisi did, by living with and among them and trying to help them to improve their life conditions. (See pages x to y)

We are a young province founded in 1983 with about 140 confreres (coming from 18 countries), of whom 71 are in initial formation and 8 in ongoing formation (postgraduate

studies). 36 confreres are working in parishes, 15 in formation, 7 in ad-ministration and 7 in other ministries. The 20 communities of the province are scattered in 9 countries. 10 of the 12 parishes are situated in the poorest rural areas of the countries. Since 2008, the parish communities are just managing to live without sub-sidies from outside. Except our com-munities in Rwanda we are not able to afford a health insurance for our Brothers. Neverthless, because of only small contributions coming from the poor parishioners, these com-munities are not able to support the 7 formation communities and the administration.

Since we are spending 50% of our total expenses for formation and 14% for administration communi-ties, where we have hardly any other natural income except mass inten-tions, we depend too much on the support of other provinces, where the number of friars are rapidly de-creasing which means also that the income in the donor provinces is decreasing. So we have been asked to strengthen our self-reliance.

In East-Africa, we fi nd a high infl ation, especially in the big cities like Nairobi and Lusaka where our students study Theology and Philosophy. During the last 4 years, we made some good ef-forts to strengthen the self-reliance in our parishes. Nevertheless, the fi nancial problems are increasing. In order to strengthen our self-reliance and to continue with the option for the poorest of the poor, the Brothers and the Government of our Province discussed in different gatherings some projects which could support our formation and administration.

In our reflections we were also moved that this project should also be of benefit for the poor and the society (In our reflections we also stressed the need of making this project ben-eficial for the poor and the society). Since we own a plot of almost 1 hectare (2.4 acres) besides our student com-munity in Langata (a suburb in Nairobi) and since there is also a lack for hous-ing in this area, we decided to build 4 hostels for students with, in total, 128 beds and one for lec-turers, and a small administration block with two classrooms which can be joined together as a meeting hall.

This project pursues the following objectives:

Social: • Provide housing for students at a

payable price in an area with a high demand for this kind of housing (3 universities with more than 11.200 students) and only few hostels existing

• Providing housing for at least 8 poor, but very capable, students free of charge

• Providing programs for the students to help them to grow more human and create a more just society with-out corruption in which principles like solidarity and subsidiarity are save-guarded.

Self-reliance and indirectly el-evating the life standard of the poor in remote and neglected areas:• Income generating project to sup-

port the formation of our own students who in future will help the poor and marginalized in re-mote and neglected areas in East-Africa.

• Hous ing for own and other lecturers

Environment: • Promotion of alternative energy by

setting up a solar system to provide hot water for all the hostels, if possible also for lighting (due to lack of other sources Kenya generates a huge amount of electricity by means of fuel).

• Setting up Internet possibilities that will help the students to receive

study material on-line which will reduce the number of hard copies (paper) and will so contribute to the environment.

Security / safety:Since the hostels will be situated in the immediate neighborhood of the Agricultural University of Nairobi with 4.000 students and two other uni-versities (Catholic University of East-ern Africa and Tangaza College) with another 7.200 students close by, this will contribute to the security of the students because of short ways and less danger of being attacked.

In order to help us to achieve these objectives and to be able to fulfi ll our mission in the service of the poorest, we appeal to the benevolent gener-osity of your heart to contribute liber-ally to this project. Our Provincial House had been built as a family house in the co-lonial era. But when the Brothers came in 1983, it proved to be far too small for the fi rst nine young men who took up residence. And with the gradual growth in num-bers of Brothers wanting to visit the Provincial in Nairobi, it was soon apparent that another building would have to be built to accom-modate them. This new building provided accommodation not only for visiting Brothers but also for the lay volunteers en route to our Par-ish in Subukia.

This building is also our administra-tion house, in which our Provincial (Sebastian Unsner, Poland), the Provincial Secretary, (Cornelius Smith, England), the Provincial Bursar of the Province (Augusti-nus Wehrmeier, Germany), the Coordinator of the commission of “Justice and Peace and Integrity of Creation” (Joe Ehrhardt, USA) and Simeon Mteteka (Malawi) our pur-chaser who is also doing pastoral ministry in two prisons in Nairobi, are residing. Here meets also the Provincial Council (Provincial, Vicar Provincial, 5 Counselors coming from different areas of the Prov-

ince and Secretary) three times per year to discuss and decide about important matters of the Province. Every three years, 37 Capitulars (the members of the Provincial Council, the Guardians (Superiors of the communities), a number of Delegates and the Custos of Madagascar) meet in Nairobi for the Province Chapter; this is a time of evaluation, decision making, election of the Province Council and celebration, in which we give thanks to God, the source of our life and vocation.

Help for prisoners and HIV infected people

Franciscans of our noviciate respond to social needs:

1. Calamities in the Prisons Mbarara with its over 100.000 inhabitants is a fast growing town, where young people without proper education and focus of life are fl ocking to, dreaming of better chances and prosperity. After some month their dream is gone and in their struggle to survive they turn to crime in their despair. Thus they end up in one of the three over-crowded prisons with in total about 2.700 inmates of whom some are waiting there a long time before they are taken to court. Violence and poor sanitary condition prevail. Outbreaks of typhoid, cholera are frequent. Many suffer from AIDS or sexually transmitted diseases because of frequent abuses. The mental condition for the inmates is crucial. That is why the Franciscan Brothers have dedicated to visit

all the prisons weekly. Moments of prayer, meeting with the Broth-ers, counseling, are crucial for the survival of inmates and their safe return into the society.

The facilities are extremely poor. Mass can be celebrated only in dor-mitories. Medical care hardly exists and if a doctor comes he sees the patient under a tree. Also teachers who teach illiterate inmates do it under a tree.

Therefore our Brothers in coop-eration with the Main Chief of Administration of Mbarara and the help of the “Missionszentrale der Franziskaner” and the “Franziskan-ermission in Dortmund” are putting up some structures, consisting of a chapel, classroom, doctors’ room and small store. This will help to conduct many various activities for the benefi t and rehabilitation of the prisoners.

2. Help for poor HIV infected people being neglected by their relatives because of AIDS.The major activities of the Broth-ers are to give them hope, to help them to make better plans, to get more knowledge and skills and to give them fi nancial and moral support. On some feast-days, they invite them to celebrate together as one family.

Our Nanthomba Parish in Dowa/Malawi

Pastoral and practical help for the poorest

Nanthomba Parish in Dowa, situ-ated in a pure rural area of about 1.300 km² and about 50.000 in-habitants (12.500 Catholics) with about 110 villages, consists of 13 outstations. It lies in the centre of Malawi, one of the poorest coun-tries in the world. Nanthomba Par-ish belongs to the poorest parishes of Lilongwe diocese. The monthly salary of a worker, even a catechist, is still below 40 Euro.

Besides our pastoral work, we were able to do the following projects by the grace of God working in the

generous hearts of our benefac-tors, during the last 16 years:

Building of Parish church and churches in the outstations 40 water projects to provide clean water helped to lessen cases of typhoid drastically.

Aids programs to increase awareness and knowledge of this and related diseases Regular visits of the sick in the district hos-pital and the villages Feeding Pro-grams in times of crop failure due to climate change Literacy Programs

in all outstations Schoolbooks for Nanthomba Secondary School Payment of school fees for orphans and other poor pupils Planting of trees Forming and supporting self-help groups Sewing and knitting projects for women Teaching of alternative farming methods using manure, irrigation methods Loan projects for fertilizer

The community and parish of Kayongozi belonging to Ruyigi Dio-cese in West-Burundi is a joined project of the Franciscan Provinces of Genoa and Nairobi. The 4 Friars (Flavio Festa, Giuseppe Branchi (both from Italy) , Nicodème Kibuzehoze (Burundi), and Pela-gio Kaweri (Uganda)) living there are engaged in pastoral, social and

therapeutic activities. The parish with its centre has 4 outstations, 3 Secondary Schools and many Primary Schools. In their centre the brothers are caring for the mar-ginalised: the orphans, the handi-capped, blind and elderly people. Each day, they provide food for about 150 people.

Our parish community in Lower Subukia is about 200 km in the north of Nairobi in a rural, semi arid area with scattered farms and with frequent crop failures. To the parish leads a very bumpy 18 km dust or mud road. Three Friars (Miro Babic, Juro Tokalic from Kroatia and Augustin Manigaraba, Rwanda) are serving the widely dispersed Christian communities consisting of Kikuyu and Kalinjins today. The Little Sisters of St. Francis support their service with a medical health centre.

Projects done:Building of Parish Church, Pastoral Centre with Kindergarten, Primary and Secondary School, Technical School Building of St. Anthony Small Home, which now provides a home for neglected people with disabilities, especially disabled children, who have no place in the society. Natives and volunteers from Germany are caring for the children.During the time of the after elec-tion violence (2007/2008) in Kenya the Friars conducted many

peace meetings in the parish and were so able by the grace of God to prevent fi ghts between Kalinjins and Kikuyu.

Rushooka – Parish is situated in the South-East of Mbarara Diocese (Uganda), bordering to Rwanda in a hilly, rural area. The parish consists of 6 centers with 21 villages with around 12.000 Christians. The farms are scattered. The distance between the remotest centers Kasheye and Kasana is 77 km.

Besides their pastoral work, the Franciscan Friars engage themselves in improving the quality of educa-tion through construction of school buildings (Primary and Secondary), furnishing the library of the Second-ary School with its 600 students and payments of school-fees. In 2003, the “Daughters of Divine Charity“ put

up a health centre where they hold programs in health education, HIV prevention, patient’s consultation, home visiting, women rights and development. A Center for young women was built. Each year, 20 girls learn the basic household skills like: sowing, cooking, needle work, and other handcrafts in this new centre. They are also introduced in the ba-sics of the English Language, health orientation and religion.

| Parish Church Rushooka

Kivumu is a small parish in Rwanda with about 60km2 which is overpopulated with its 30.000 Christians. The popula-tion lives from cultivating their own gar-dens which are built in terraces in their hilly area and which are too small. Thus 40-50 % of these farmers cannot meet the basic needs for their families. Bad harvests are frequent. Our Franciscan Brothers help the population in their struggle to survive not only through feeding projects but also in the realm of education. With the support of Ger-man donors (FMD + MZF), they built

and sustain a Primary, a Secondary and a Technical School.Even during the time of the genocide, when many missionaries left Rwanda, Br. Vjeko Curic did not leave the peo-ple and helped them in their needs whether they were Hutus or Tutsis, until he was murdered in 1998.

We will present you our new project now:

A student hostel in Langata– benefi cial for the poor studentsand the society

The Situation:

Half of the expenses of our province are for our formation communities (especially for Philosophy and The-ology). The other communities are administering parishes in remote rural areas in East-Africa with a very poor population where we are engaged in educative, social, environmental and even medical projects. The income of these com-munities is so low that they are not

able to contribute to the formation communities of our Province. In order to increase the self-fi nancing of our province we need a project which is profi table. In Langata (Nairobi) next to our student house, we own a plot of about 2,4 acres (9.565 m²) which is not used. In the vicinity are 3 uni-versities with in total about 11.200 students. Housing possibilities for students and lecturers are too few in this area, so that many have to

come from far which is costly and because of robberies sometimes also dangerous. In Tangaza College, where also our students study, lay students drop out due to diffi cult life conditions: they cannot pay their rent and transport, which is becoming more and more expen-sive due to increasing fuel prices and because they are coming from poor families who are not able to add to the budget they have.

The Project and its Aims & Benefits: To be able to send qualified Broth-ers to help the marginalized also in future and to help poor students and lecturers to find housing, we decided to build a student hostel. Our project consists of 4 student hostels (each with 8 single rooms and 12 double rooms), 1 convent for lecturers with 12 self-contained units (the ground floor might be used by our own lecturers after finishing their studies), 1 adminis-tration block with 2 class rooms, 2 offices and 2 store rooms. So the project will give housing to 140 persons. It would help our province financially with about 140 Friars. The project will create 10 jobs. So the immediate beneficiaries are 290 persons. The two classrooms, which can also be joined, shall be used for courses which shall help to increase the awareness of stu-dents for the needs of the society and the world today (overcoming tribalism, peace building, justice,

environment, social, pastoral, etc.). This will contribute to create a new, more stable and peaceful society. After finishing their education, our Brothers will work in pastoral and social ministry with and for the poorest in neglected areas and the marginalized in East-Africa (as you can see in this brochure). Thus the indirect beneficiaries of this project will be ten thousands, if not hun-dred thousands.

Question to the Way of Building: Why not one block with 4 or 5 floors but 6 buildings? – As you can see under Project Particulars, point 4, the city council allows only two floors and a plot ratio of 25%. So our architect made a plan to avoid unprofitable spaces like cor-ridors and staircases as much as possible, in order to maximize the space for living.

Education is the most important welth. So we try to support the children from school up to studies.

Sie sehen, unser Projekt ist eine große oranisatorische, planerische aber vor allem auch finanzielle Herausforderung. Es ist aber auch eine große Chance: Zum Einen für die Studenten Nai-robis, eine sichere und kostengün-stige Unterkunft zu fi nden. Ein paar arme Studenten können hier sogar kostenfrei wohnen. Diese Hostels werden es vielen jungen Men-schen überhaupt ermöglichen, zu studieren.Zum Anderen können wir als Orden langfristig mit den Einnahmen aus den Hostals die anderen Projekte und Gemeinden in unserer Provinz weiter unterstützen. So wird unsere Hilfe für die Ärmsten der Armen in Afrika auch in Zukunft gesichtert.
