About the commencement of thedisaster warning level system
The Furukawa River Underground Regulating Pond (tunnel extension: 3.3 km, inner
diameter: Φ7.5 m, storage capacity 135,000 m3) was created by the Tokyo
Metropolitan Government to handle rainfall of 50 mm per hour. It has been in use
since 2017.
The pond greatly helps reduce flood damage in the Furukawa River basin, by
temporarily storing flood water when the river water level rises.

What you can do at home to prevent flooding
A simple method of preventing flooding is to use something in your home as a water barrier. Of course, this method wi l l only work when the water is sti l l shallow. Continue to pay attention to water levels and do not miss the chance to evacuate at the appropriate time.
Take two 40-liter plastic trash bags and insert one inside the other to make a double bag. Fil l the double bag half-way with water (so it is not too heavy to carry).
Make several of these bags and pi le them up with no spaces at the entrance as if they were sandbags. The barrier wi l l be stronger if you pile the bags in cardboard boxes and the water-bag barrier can be pi led higher.
Use a long board or metal plate as a water barrier. If a board or metal plate is not available, a table, bureau, office locker, tatami mat or other material may be used.
Arrange the planters in a row and wrap them in the ground sheet/tarp to prevent water from entering.
These substitute sandbags will swell when submerged in water. Commercially available simple absorbent sandbags can be used to prevent water from entering.

Water levels The following level of water has been measured with the water gauge set up in the Furukawa River:○Advisory: The water level of the Furukawa River has reached two meters from the levee.○Warning: The water level of the Furukawa River has reached one meter from the levee.Note: A notice on the cancellation of advisories and warnings will be delivered when the water level has dropped to the level that no longer requires cautions or alerts. The following amount of rainfall has been measured by at least two out of nine gauges set up within Minato City:○Advisory: At least 25 mm of rainfall has been measured in an hour. At least 10 mm of rainfall has been measured in 15 minutes.○Warning: At least 30 mm of rainfall has been measured in an hour. At least 20 mm of rainfall has been measured in 15 minutes. At least 35 mm of rainfall has been measured in 30 minutes. Note: A notice on the cancellation of advisories and warnings will be delivered when the amount of rainfall has dropped to the level that no longer requires cautions or alerts.
An earthquake with a seismic intensity of 4 or higher has been recorded in Minato City. Weather warnings, special warnings, or advisories have been issued for Minato City.
