The chart below shows the flooding reported in Minato City since 1999. The term “torrential rain” refers to heavy rain that falls over a small area in a short time. It is very difficult to forecast because it occurs suddenly. On August 29, 1999, heavy rainfall of max. 115mm per hour was observed in Minato City, with a total rainfall that day of 125mm (The Tokai Downpour recorded an hourly max. of 114mm and total rainfall of 589mm for the day). Of course, this method wi l l only work when the water is sti l l shallow. Continue to pay attention to water levels and do not miss the chance to evacuate at the appropriate time. Take two 40-liter plastic trash bags and insert one inside the other to make a double bag. Fill the double bag half-way with water (so it is not too heavy to carry). Make several of these bags and pile them up with no spaces at the entrance as if they were sand bags. The barrier will be stronger if you pile the bags in cardboard boxes and the water-bag barrier can be piled higher. Use a long board or metal plate as a water barrier. If a board or metal plate is not available, a table, bureau, office locker, tatami mat or other material may be used. Arrange the planters in a row and wrap them in the ground sheet/tarp to prevent water from entering. These substitute sandbags will swell when submerged in water. Commercially available simple absorbent sandbags can be used to prevent water from entering. Move to a higher floor immediately. ※There have been accidents where people fell into uncovered manholes. ※Do not remove manhole covers to try to drain water from streets or roads. What is urban type flooding? Always gather the latest weather information from TV, radio, or PC. Stay away from rivers and/or bridges. Evacuate to a nearby tall building or evacuation center. The incidence of urban type flooding due to localized heavy downpours is increasing; please take care. Be careful of localized heavy downpours. Be careful of manholes. Basements are dangerous during torrential rain. There is a danger that sewage may back up from bathrooms or toilets located in the basement. ③ When you evacuate Pay attention to evacuation orders from City Hall or the police department. Turn off gas at the supply valve and turn off electricity at the circuit breakers. We ask your cooperation in helping to evacuate the elderly, children, and the sick. Please contact City Hall when you evacuate to an evacuation center. Do not evacuate alone; contact friends and neighbors and evacuate together. In urban areas such as Minato City, where most of the land is covered with concrete or asphalt, the ground cannot absorb the rainfall, so most of it runs off into the sewers. In the case of a heavy downpour, the sewer system cannot handle the rainwater, so it overflows from manholes and street drains. The overflowing water flows into the street, pooling at the bottoms of slopes or low places and flooding the streets, basements or ground floors of buildings. This type of flooding is called“urban-type flooding.” Water may flow in suddenly and it may become i m possi ble to open doors due to water pressure. If electric faci l i t i es are located in the basement of the bu i ld i ng, there is a danger that su bmersion of equ i pment may resu lt in a power outage or electrocution. If the bathroom or toilet is below street/road level, it is possible that sewage will back up and overflow into the room. ※Take no chances - if water is as d eep as your waist, remain in a high place and wait for rescue. ※If sand bags are put away wet, they cannot be reused. ④ After flooding has receded Disinfect to prevent infectious diseases. Take care after a typhoon has passed. Dry out used sand bags and return or store them. Check for broken electric wires or cables. Check for leakage of hazardous materials such as kerosene. Check the exterior of your home, including roof ti les and antennas. Please contact the following facilities in case of flood or typhoon damage. A simple method of preventing flooding is to use something in your home as a water barrier. Of course, this method wi l l only work when the water is sti l l shallow. Continue to pay attention to water levels and do not miss the chance to evacuate at the appropriate time.

Take two 40-liter plastic trash bags and insert one inside the other to make a double bag. Fil l the double bag half-way with water (so it is not too heavy to carry).

Make several of these bags and pi le them up with no spaces at the entrance as if they were sandbags. The barrier wi l l be stronger if you pile the bags in cardboard boxes and the water-bag barrier can be pi led higher.

※ Do not use elevators as they may be dangerous.

※ Move to a higher floor immediately.

There is a danger that sewage may back up

from bathrooms or toilets located in the basement.

■■

③ When you evacuate

Pay attention to evacuation orders from City Hall or the police department.

This type of flooding is called“urban-type flooding.”

Water may flow in suddenly and it may become impossible to open doors due to water pressure.

If electric faci l i t i es are located in the basement of the bu i ld ing, there is a danger that submersion of equ ipment may resu lt in a power outage or electrocution.

If the bathroom or toilet is below street/road level, it is poss i ble that sewage wi l l back up and overflow into the room.

※Take no chances - if water is as deep as your waist, remain in a high place and wait for rescue.

※If sandbags are put away wet, they cannot be reused.

④ After flooding has receded

■ ■

Disinfect to prevent infectious diseases.

Take care after a typhoon has passed.

Dry out used sandbags and return or store them.

Check for broken electric wires or cables.

Check for leakage of hazardous materials such as kerosene.

Check the exterior of your home, including roof ti les and antennas.
