Justice Murdoch's dissent at the end is where I am. There's no way a "flexibility' bill widely agreed upon by essentially the entire education community which was used as vehicle to hide a tax credit scheme pulled out and passed in 90 minutes was of the same purpose. To use such a broad definition seems quite dangerous and hardly what a "conservative" state suspicious of government (especially with the politicians "we' so often elect) would tolerate. Y'all mark my words as one day this opinion will be used to support no telling what the politicians up on Goat Hill have pulled.
