सामान्द्य सूर्ना एवं शतें/General Information and Conditions

I. पररषद ्सवेा के तहत िाभ/Benefits under Council Service:

क. कें र सरकार के कमचर्ाररयों को दये तथा सीएसआईआर के निए िाि ूककए िए वतचमान सामान्द्य भत्त ेजसैे

कक महिंाई भत्ता(डीए), मकान ककराया भत्ता(एर्.आर.ए.), पररवहन भत्ता(टी.ए) र्इत्याकद र्इन पदों पर

दये हैं| पररषद ्कमचर्ारी उपिधधता के आधार पर सीएसआईआर आवास आवंटन ननयमाविी के अनुसार

अपने पािता प्रकार के आवास के भी पाि ह ैपरंतु र्इस नस्थनत में एर्.आर.ए. स्वीकायच नहीं होिा| a. These posts carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance

(HRA), Transport Allowance (T.A) etc. as admissible to the central government employees

and as made applicable to CSIR. Council employees are also eligible for accommodation of

their entitled type as per CSIR allotment rules depending on availability in which case HRA

will not be admissible.

योजना, 2004 की प्रयोज्यता, नर्ककत्सा व्यय की प्रनतपूर्तच, अवकाश यािा ररयायत, वाहन अनिम और

िृह ननमाचि अनिम जैसे िाभ भी वतचमान में उपिधध हैं । b. In addition to the emoluments indicated against each category of posts, benefits such as

applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave

Travel Concession, Conveyance advance and House Building Advance are available as per

CSIR rules.

ि. सीएसआईआर में वैज्ञाननकों को परामशच सेवाए ं तथा प्रायोनजत अनुसंधान एवं नवकास पररयोजना

िनतनवनध करन ेकी भी अनमुनत ह।ै र्इन िनतनवनधयों के संर्ािन के निए सीएसआईआर के कदशाननदशेों

के अनुसार परामशच शुल्क और मानदये के निए उन्द्हें संभावना प्रदान करती ह।ै प्रनशक्षि/पेपर

प्रस्तुनतकरि/नवनशि कायों र्इत्याकद के निए नवदशेी प्रनतननयुनि के भी अवसर हैं। c. Scientists in CSIR are also permitted to undertake consultancy and sponsored R&D project

activity. These activities give them scope to earn consultancy fee and honorarium as per

CSIR guidelines governing these activities. Opportunities also arise for foreign deputations

for training/presentation of papers/specific assignments etc.

घ. सीएसआईआर योग्य उम्मीदवारों को मूल्यांकन प्रोन्ननत योजना के तहत कैररयर में उन्ननत के बेहतरीन

अवसर प्रदान करता ह ै।

d. CSIR provides excellent opportunities to deserving candidates for career advancement under

Assessment Promotion scheme for Scientists.

ङ. योग्य उम्मीदवारों के निए सीएसआईआर ननयमाविी के अनुसार अनिम वेतन वृनि(यों) का नवर्ार

ककया जा सकता ह।ै e. Deserving candidates may be considered for advance increment as per CSIR Rules.

II. आय ुसीमा एव ंछूट / AGE LIMIT & RELAXATION

क. जहॉ पद संबंनधत शे्रनियों के निए आरनक्षत हैं, ननधाचररत प्रारूप में सक्षम प्रानधकारी िारा हस्ताक्षररत

प्रमाि पि साक्षात्कार के समय प्रस्तुत करन े पर भारत सरकार के ननयमानसुार ऊपरी आय ु सीमा में

अ.जा/अ.ज.जा को 05 वषच तथा अन्द्य नपछड़ा विच को 03 वषच की छूट दी जाएिी। a. The upper age limit is relaxable upto 05 years for SC/ST and 03 years for OBC as per

Government of India orders in force only in those cases where the post are reserved for

respective categories, on production of self attested copy of relevant certificate in the prescribed

format signed by the specified authority which needs to be produced in original at the time of

Interview.

ख. सीएसआईआर प्रयोिशािाओं/संस्थानों, सरकारी नवभािों, स्वायत्त ननकायों तथा सावचजननक क्षेि उपक्रमों

में कायचरत ननयनमत कमचर्ाररयों को ऊपरी आय ुसीमा मे 05 वषच की छूट प्रदान की जाएिी ।

b. Upper age limit is also relaxable upto 5(five years) for the regular employees working in CSIR laboratories/ Institutes, Government Departments, autonomous bodies and public sector

undertakings.

ि. भारत सरकार के प्रावधानों के अनसुार नवधवाओं, तिाकशुदा और पनत से न्द्यानयक रूप से अिि हुई

मनहिाओं, नजन्द्होनें पुनर्वचवाह नहीं ककया ह,ै के निए ऊपरी आय ुसीमा 35 वषच ह ै(अ.जा/अ.ज.जा के निए 40

वषच तथा अनपव के सदस्यों के निए 38 वषच, उनके निए आरनक्षत पदो के संबंध में)। र्इस उप-पैरा के तहत आय ु

सीमा में छूट का दावा करने वािों को ननम्ननिनखत दस्तावेज प्रस्तुत करने होंि े:-

i. नवधवाओं के मामि ेमें, पनत के मृत्यु प्रमाि पि के साथ यह शपथ पि कक उनके िारा पुनर्वचवाह नहीं

ककया िया ह ै।

ii. तिाकशुदा मनहिा और पनत स ेन्द्यानयक रूप स ेअिि हुई मनहिा के मामि ेमें, र्इस शपथ पि के साथ कक

उन्द्होंने तब स ेपुनर्वचवाह नही ककया ह ै,तिाक या न्द्यानयक रूप से अििाव के तथ्य को सानबत करन ेवाि े

उनर्त न्द्यायिय के ननिचय/नडक्री की प्रमानित प्रनत, जैसा भी मामिा हो, ।

c. As per GOI provisions, age relaxation for Widows, Divorced Women and Women Judicially

separated from Husbands, the upper age limit is relaxable up to the age of 35 years (upto 40

years for members of Scheduled Castes/Scheduled Tribes and upto 38 years for members

belonging to the Other Backward Classes in respect of the posts reserved for them) for Widows,

divorced Women and Women Judicially separated from their Husbands who are not remarried.

The persons claiming age relaxation under this sub-para would be required to produce following

documentary evidence: i) In case of Widow, Death Certificate of her husband together with the Affidavit that she has

not remarried since. ii) In case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate Court to prove the fact of divorce or the judicial

separation, as the case may be, with an Affidavit in respect of divorced Women and they have

not remarried since.

घ. ननिःशि जनों/कदव्यांिजनों के निए आय ुसीमा में छूट भारत सरकार के समय-समय पर संशोनधत आदशेों

के अनुसार स्वीकायच ह ै। र्इस उप-पैरा के तहत आय ुसीमा में छूट का दावा करने वािे व्यनियों को अपने दावों

के समथचन में सक्षम प्रानधकारी िारा जारी ननधाचररत प्रपि में प्रमाि पि प्रस्तुत करना होिा नजसमें स्पि

रूप स ेदशाचया िया हो कक उनकी शारीररक अक्षमता 40% या अनधक ह।ै ककसी भी मामि ेमें र्इन अभ्यर्थचयों

की ननयुनि र्यन िारा सीधी भती स ेभरे जान ेवािे प्रत्येक नवनशि पदों के निए सरकार िारा ननधाचररत

शारीररक स्वस्थता के मानदडंों के अनुसार शारीररक रूप से स्वस्थ पाये जाने के अधीन होिी।

d. Age relaxation to Persons with Disabilities (PWD) is permissible as per GOI orders issued

from time to time. The persons claiming age relaxation under this sub-para would be required

to produce a certificate in prescribed proforma in support of their claims clearly indicating that

the degree of physical disability is 40% or more. In any case, the appointment of these

candidates will be subject to their being found medically fit in accordance with the standards of

medical fitness as prescribed by the Government for each individual posts to be filled by Direct

Recruitment by Selection.

ड. नवशेष योग्यता प्राप्त अभ्यर्थचयों को अथवा र्इन पदों को भरने के निए आवश्यक योग्यता और /या अनुभव

प्राप्त पयाचप्त अभ्यर्थचयों के न नमिने पर आय ुसीमा, शैनक्षक योग्यता और/या अनुभव में छूट दनेे पर नवर्ार

ककया जा सकता ह ै।

e. Relaxation in age, over and above the stipulated limit, educational qualification and / or

experience may be considered in case of exceptionally meritorious candidates or if sufficient

number of candidates possessing the requisite qualification and/or experience are not available

to fill up the posts.

र्. कदनांक 01.01.1980 से 31.12.1989 तक जम्मू-कश्मीर राज्य में सामान्द्य रूप से ननवासी रह े

िोिों संबंनधत प्रानधकारी िारा जारी प्रासंनिक प्रमाि पि प्रस्तुत करने पर को 05 वषच की छूट दये होिी । f. Relaxation of five years will also be permissible to those who had ordinarily been domiciled in the Kashmir division of the state of Jammu and Kashmir during the period from 1-1-1980 to 31-12-1989 subject to production of relevant certificate from concerned authority.

छ. अ.जा./अ.ज.जा./अ.नप.व./कदव्यांिजन (ननिःशिजन) अभ्यर्थचयों को साक्षात्कार के समय ननधाचररत प्रपि में

ननधाचररत प्रानधकारी िारा हस्ताक्षररत प्रमाि पि मूि रूप में प्रस्तुत करना होिा । अ.नप.व. के अभ्यथी भारत

सरकार के डीओपीटी के नवीनतम ननदशेों के अनसुार केन्द्र सरकार के अधीन पदों पर ननयुनि हतेु वैध प्रमाि

पि प्रस्तुत करना होिा । g. SC/ST/OBC/PWD Candidates are required to produce original certificate in the prescribed format signed by the specified authority at the time of interview. The OBC candidate should

produce the certificate valid for appointment to post under the Central Government as per latest

instructions issued by the DOPT (GOI) .

III. आवेदन शलु्क/Application Fee:

क. अभ्यर्थचयों को प्रत्येक आवेदन के निए रु०100/- (रुपय ेएक सौ माि) आवेदन शुल्क (िैर-वापसी) का भुितान करना होिा। भुितान नसम्फर के वेबसार्इट www.cimfr.nic.in पर उपिधध ऑनिार्इन पेमेंट में

एस.बी.आई पेमेंट िेटवे के माध्यम स ेही परीक्षा शुल्क जमा ककया जाना अननवायच ह।ै भुितान करन ेके बाद,

उम्मीदवार को आवेदन पि के साथ वेब जननत पर्ी सिंग्न करना होिा, अन्द्यथा उनकी उम्मीदवारी रद्द कर

दी जाएिी।

a. Candidates are required to pay an Application Fee (Non-refundable) of Rs.100/-only (Rupees One Hundred only). Payment must be made through SBI payment gateway only available at CIMFR website www.cimfr.nic.in. After making necessary payment, the candidate must enclose the web generated slip along with the application form.

ख. अनुसूनर्त जानत/अनसुूनर्त जनजानत/ कदव्यांिजन (ननिःशिजन / मनहिा/ सीएसआईआर स्थायी

कमचर्ारी/ नवदशे में उम्मीदवार शे्रिी से संबंनधत उम्मीदवारों को आवेदन शुल्क जमा करने से छूट दी िई

ह।ै b. The candidates belonging to SC/ST/PWD/Women/CSIR Permanent

Employees/Abroad Candidates category are exempted from submission of application

fee.

ि. भुितान का कोई अन्द्य तरीका स्वीकार नहीं ककया जाएिा| c. No other mode of payment will be accepted.

IV. र्यन नवनध / Mode of Selection:

क. न्द्यूनतम शैनक्षक योग्यता और अनुभव को माि पूरा करने स ेभर से कोई भी उम्मीदवार साक्षात्कार हते ु

हक़दार नहीं माना जा सकता ह।ै नवनधवत िरठत छानबीन सनमनत उम्मीदवारों को शॉटच-निसस्टंि के निए

अपने स्वयं के मानदडं अपनाएिी। र्इसनिए उम्मीदवार को आवेदन में न्द्यूनतम ननधाचररत योग्यता स े

अनधक संबंनधत क्षेि में सभी योग्यताओं और अनुभवों का उल्िेख दस्तावेजों के साथ करना होिा ।

पीएर्डी प्रस्तुतीकरि /प्रदान की नतनथ अनधसूर्ना/अननंतम प्रमाि पि जारी करने की तारीख से ििना

की जाएिी। a. Mere fulfilment of educational qualifications and experience does not entitle a candidate to be called for interview. The duly constituted Screening Committee will adopt its own criteria

for short-listing the candidates. The candidate should therefore, mention in the application all

the qualifications and experiences in the relevant area over and above the minimum prescribed

qualification supported with documents. Submission/Completion of Ph.D. will be reckoned

from the date of issue of provisional certificate/notification.

ख. यकद कोई अभ्यथी नवदशे में रहता ह ै तो उसकी/उसके निनखत अनुरोध पर र्यन सनमनत िारा

अनुपनस्थनत में उसकी उम्मीदवारी पर नवर्ार ककया जा सकता है| b. In case a candidate is staying abroad, his/her candidature may be considered in absentia by

the Selection Committee on his/her written request.

V. अन्द्य शत/ेसरू्ना / Other conditions/information: क. आवेदक भारत का नािररक हो । a. The applicant must be a citizen of India.

ख. सभी आवेदकों को नवज्ञापन में दशाचए िए पद की अननवायच आवश्यकताओं और अन्द्य शतों को आवेदन प्रानप्त की अंनतम नतनथ अथाचत् कदनांक 18/11/2019 तक पूिच करना होिा। उन्द्हें सिाह दी जाती ह ैकक

आवेदन करने से पूवच संतुि हों िें कक आवेदन प्राप्त करन ेकी अंनतम नतनथ को वे नवज्ञानपत पद के निए

ननधाचररत न्द्यूनतम आवश्यक योग्यताए ँरखते हैं। पािता के संबंध में ककसी पूछ-ताछ का जवाब नहीं कदया

जाएिा। ननधाचररत अननवायच योग्यता न्द्यूनतम योग्यता ह ैतथा केवि ननधाचररत आवश्यक योग्यता के होन े

पर ही उम्मीदवार साक्षात्कार के निए बुिाए जाने के पाि नहीं हो जात े। उम्मीदवारों की छॅंटनी के निए

नवनधवत् रूप से िरठत छान-बीन सनमनत अपने स्वयं के मापदडं अपनाएिी । र्इसनिए उम्मीदवार को

न्द्यूनतम ननधाचररत योग्यता से ऊपर की अपनी सभी योग्यता और प्रासंनिक क्षेि में अनुभव, दस्तावेजों स े

समर्थचत, का आवेदन में उल्िखे करना र्ानहए।

b. All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement as on the last date of receipt of the applications. They are

advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for various posts as on the last date of receipt of the applications.

No enquiry asking for advice as to eligibility will be entertained.

ि. आवेदन प्रासंनिक शैक्षनिक योग्यता और अनभुव, यकद कोई हो, की स्वयं सत्यानपत प्रनतयों के साथ ककया जाना र्ानहए। ननधाचररत योग्यता मान्द्यता प्राप्त नवश्वनवद्याियों/संस्थानों र्इत्याकद से प्राप्त की िई

होनी र्ानहए। c. The application should be accompanied by self attested copies of the relevant educational

qualification, experience. The prescribed qualifications should have been obtained through recognized Universities / Institutions. etc. Incomplete applications/applications received or

not accompanied with the required certificates / documents are liable to be rejected.

घ. पीएर्डी (प्रस्तुत की जा र्कुी हो) की योग्यता के साथ वैज्ञाननक पद हतेु आवेदन करने वाि ेअभ्यर्थचयों

को सिाह दी जाती ह ैकक वे पीएर्डी प्रस्तुतीकरि की नतनथ के प्रामानिक दस्तावेजी सबूत संिग्न करें। d. The candidates, applying for the post of Scientist with the qualifications of Ph. D

submitted, are advised to enclose authentic documentary proof indicating the date of submission of thesis.

ङ. पीएर्डी प्रमाि पि में पीएर्डी अवाडच होन े की नतनथ स्पित: रं्इनित हो। प्रानवनधक

प्रमािपि/नोरटकफकेशन की जारी होने की नतनथ से ही पीएर्डी नडिी पूिच मानी जाएिी।

e. Ph.D. certificate should clearly indicate the date of award of Ph.D. degree. Completion of

Ph. D degree will be reckoned from the date of issue of provisional certificate/notification.

र्. आवश्यक योग्यता में तुल्यता खंड के संबंध में उल्िेखनीय ह ैकक यकद कोई उम्मीदवार ककसी नवशेष

योग्यता के नवज्ञापन की आवश्यकता के अनसुार समकक्ष योग्यता होने का दावा करता ह ैतो उम्मीदवार

को र्इस संबंध में जारीकताच अनधकारी को दशाचते हुए (संख्या और कदनाकं सनहत) आदशे/पि नजसके तहत

र्इस योग्यता को समकक्ष माना िया ह,ै प्रस्तुत करना होिा अन्द्यथा आवेदन अस्वीकार कर कदया जाएिा।

f. In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order/letter in this regard, indicating the Authority

(with number and date) under which it has been so treated otherwise the Application is liable to be rejected.

छ. साक्षात्कार के निए उम्मीदवारों की छंटनी हतेु मान्द्य अनुभव की ििना करत ेसमय ककसी उम्मीदवार

िारा अंशकानिक आधार पर, दनैनक मजदरूी, अनतनथ सकंाय र्इत्याकद के अनुभव की अवनध नहीं निनी

जाएिी । g. The period of experience rendered by a candidate on part time basis, daily wages, visiting/

guest faculty will not be counted while calculating the valid experience for short listing the candidates for interview.

ज. सहदंी या अंिेजी के अनतररि अन्द्य भाषा में प्रस्तुत ककसी दस्तावेज/प्रमाि पि का प्रनतिेख, राजपनित

अनधकारी या नोटरी िारा नवनधवत् साक्षयांककत, प्रस्तुत करना होिा ।

h. If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be submitted.
