ABOUT CPRI

Central Power Research Institute was set up in 1960 by the Government of India and

functioning as a National organization for applied research in power sector and to serve as

an independent body for the testing and certification of power equipment. It is a premier

research and testing institute in the field of power sector meeting the expectations of

industries and utilities by nationwide and globally. CPRI laboratories are equipped with state

of art technology equipment to meet the testing requirement of National and International

standards. CPRI also provides consultancy services on various needs of power sector. It has

been offering its services for over six decades to the power sector in its quest for innovation,

new product development, import substitution, quality assurance etc. CPRI laboratories are

accredited by NABL, UCA International Users Group-USA & ISO 9001 certified and also

recognised by ASTA Intertek, DEWA, UL, CSA & BIS. CPRI is STL Member and DLMS UA

Member. Test Reports issued by CPRI are accepted worldwide. CPRI is a premier institute

for providing training and continuing education to the personnel of utilities and industries in

the power sector. CPRI has vast experience and expertise in the areas of material

characterization, simulation, diagnostic, calibration, system analysis and several other areas.

The Headquarters is located at Bengaluru and other units are at Bhopal, Hyderabad,

Nagpur, Noida, Guwahati and Kolkata.

ABOUT METERING AND UTILITY AUTOMATION DIVISION (MUAD)

MUAD, CPRI is consisting of four laboratories namely Calibration Laboratory, Energy Meter

Testing Laboratory, Metering Protocol Laboratory and Substation Automation System

Laboratory (SASL). Calibration Laboratory is rendering calibration services for calibration of

Reference standard meters and sub-standard meters (by using 100ppm Reference

Standard). Energy Meter Testing Laboratory is rendering metrological testing services for

Type Testing, Acceptance Tests, Routine Tests, Tamper and Additional Tests on Energy

meters, Prepayment meters and Smart Meters. Metering Protocol Laboratory is rendering

DLMS/COSEM protocol testing services for Energy meters and Smart Meters. CPRI is a

member in DLMS UA, Switzerland. Substation Automation System Laboratory is rendering

IEC 61850 Conformance and DNP3.0 Conformance for Substation Automation devices. All

our laboratories provide Developmental Tests for their design confirmation. All our

Laboratories are duly accredited by NABL as per ISO/IEC 17025: 2017 standard and

recognised by Bureau of Indian Standards. The Substation Automation System Laboratory is

duly accredited by UCA IUG as Level ‘A’. MUAD also provides consultancy on SCADA,

Automation and Smart Grid related activities.

PROGRAMME OVERVIEW AND OBJECTIVE

As per the guidelines of Ministry of Power, Govt. of India, the rollout of Smart meters in the country by the Utilities is on the fast track. To cater to this ambitious initiative our test laboratories at Bengaluru and Bhopal are geared up to meet the expected demand and quality assurance of testing of Smart meters. At this juncture the awareness about the testing procedures as per relevant standards is a matter of interest for all technical personnel of utilities and manufacturers. All utilities are looking for the implementation of Smart Meters at their consumers’ premises for online monitoring of the load and consumption patterns and allow their consumers to use/ schedule their consumption effectively to ensure uninterrupted power supply to all, by reducing the peak demand, enforcement to sanctioned load limit and detecting tampering and theft events. This is accomplished by transmitting the data automatically through a communication network. Robust communication technologies would be a back bone to have

reliable communication in the distribution system. Communication is an additional key feature in smart meter to the prevailing conventional electricity meters. So stability and reliability of smart meter technology is most desired aspect to be confirmed by actual testing (both metrological testing and protocol testing) of smart meter, before putting them in the field. Bureau of Indian Standards (BIS) has published relevant standards IS 16444 (Part 1) for a.c. Static direct connected watthour Smart Meters, Class 1 & 2 and IS 16444 (Part 2) for a.c. Static transformer operated watthour and Var-Hour Smart Meters, Class 0.2S, 0.5S & 1.0S in the country. The quality of Smart meter is non-negotiable for which testing of Smart Meters is paramount to evaluate its performance based on relevant Standards. Therefore, it is very much essential to have in depth knowledge on the procedure of Type testing and Data exchange

protocol testing as per IS 16444 (Part 1 & Part 2) and IS 15959 (Part 2 & Part 3). Many utilities have already floated tenders for procurement of Smart meters. Pilot projects for smart grid across the country are at different stages of implementation. At this juncture the awareness about AMI, communication technologies, standards, testing qualification requirements are matter of interest to manufacturers, utilities and stake holders. The objective of this programme is to familiarize Engineers in understanding the smart meter testing aspects.

ABOUT THE SEMINAR

Training of human resources is always paramount for any organisation. CPRI is organising this Seminar on Smart Meter Testing Qualification, which is designed to take on in-depth dive on smart meter technology and to provide interactive platform for enrichment of knowledge. This Seminar is meant to disseminate knowledge and provide platform for experience sharing in the field of testing smart meters. Our main focus will be on Type testing & Data exchange protocol qualification. The seminar will also highlight on Smart meter technologies, communication technologies, smart meter infrastructure and case studies of smart meter implementation. The Seminar consists of lectures by experts followed by discussions and visit to the test laboratories. TOPICS
