Preface

Persons with disabilities are at the heart of disability inclusion, where their active and meaningful participation is a key indicator. Here Disabled Peoples Organizations (DPOs) have significant roles.

Many persons with disabilities have their first steps of development and being leaders, professionals and change-makers through getting involved with DPOs. DPOs are platforms for many persons with disabilities to raise their voice for equal participation and rights. DPOs movement is a vehicle for empowerment and inclusion of persons with disabilities.

DPOs demonstrate big impacts even with small supports. They are changing derogatory and charity mindset through demonstrating that persons with disabilities are not recipients or project beneficiaries only. DPOs bring a paradigm shift of attitude to 'being with persons with disabilities’ from 'to do something for persons with disabilities' - which is a prerequisite for disability inclusion.

There are many of DPOs in Bangladesh, as a result of activities of some international and national development organizations. Few DPOs directories have also been published.

However, A Directory of DPOs has two distinctive features: i) The compiled DPOs have legal entity i.e. registration, basic organizational structure such as vision, mission, governing body, bylaws, organogram, etc.; ii) They are from all Disability Networks of Bangladesh – it does not focus on any specific network.

All efforts were there to compile all registered DPOs in Bangladesh. Yet few DPOs could not be reached. But it is not the end! A website www.directoryofdpos.org is just one click away to get updates about DPOs.

Turning Point Foundation acknowledges the generous supports from the government of Bangladesh, donors, DPOs, persons with disabilities, well-wishers and especially to the Commonwealth Foundation for supporting publication of this directory.

Striving for Diversity, Equity and Inclusion for Sustainable Development

Turning Point Foundation is a non-government organization in Bangladesh led by persons with disabilities, which is an independent and non-profit organization, with no religious or political affiliation. TurningPoint is working on major two areas: Capacity Building and Advocacy to promote human rights of marginalized people i.e. persons with disabilities, ethnic minorities and other disadvantaged people and promote ‘Inclusion’ as an inbuilt mechanism in all programs and activities.

The organization is also well recognized as a Disabled Peoples Organization (DPO) for active participation, leadership and professional engagement of persons with disabilities at its all level as well as for its far-reaching role in the rights movement of persons with disabilities and their organizations. Based on accomplishment and learning, TurningPoint has emerged to other development issues aiming at ‘Leaving no one behind’.

Vision: An inclusive society where everyone, irrespective of age, gender, disability, ethnicity or other determinate, will have equal rights, opportunities and participation for development to their full potentials and contribute their utmost possibilities for humanity and environment.

Mission: To promote development, rights and inclusion of marginalized people including persons with disabilities, ethnic minorities and disadvantaged people through awareness raising, capacity building, advocacy and other interventions.

Legal Status: Turning Point Foundation is registered under - a) Societies Act XXI of 1860, No. S-11424, dated: 18 March 2012; b) Foreign Donation (Voluntary Activities) Regulation Ordinance 1978, with NGO Affairs

Bureau under Prime Minister’s Office, Registration No. 2864, dated 09 June 2014.

Priority Areas: TurningPoint aims at contributing towards achievement of the Sustainable Development Goals (SDGs) through gender and diversity inclusive approaches in the following five priority areas:

a) Poverty reduction, employment and livelihood b) Sexual and Reproductive Health and Rights (SRHR) c) Early childhood development and Inclusive Education d) Accessible Information and Communication Technology (ICT) and Skill Development e) Climate Change and Disaster Risk Reduction (DRR) f) Access to Justice and Peace Building

Activities: a) Organizational capacity building of DPOs and other grassroots organizations. b) Advocacy to promote Human rights, Gender, Disability, Equity and Inclusion. c) Skill development on ICT, especially in Graphic design and Web development. d) Promoting Sexual and Reproductive Health and Rights (SRHR). e) Training on Bangla Sign Language and Sign Language Interpretation Service. f) Inclusive Education for the children with disabilities. g) Disaster Risk Reduction (DRR) & Climate Change Mitigation and Adaptation. h) Promote access to justice and peace building. i) Support DPOs, Independent Living Centers (ILCs) for institutionalization. j) Capacity building and technical supports on disability inclusion, monitoring and evaluation.

What is a Disabled Peoples Organization (DPO)?

Many international and national organizations are now recognizing and including Disabled Peoples Organizations (DPOs) in their policies and programs to promote diversity and inclusion. It is need of the hour to understand - What is a DPO? There are a number of definitions of DPOs by different organization, for example:

• "Organization of disabled persons" means that a majority of the members as well as the governing body shall be persons with disabilities. - Disabled Peoples International (DPI), www.disabledpeoplesinternational.org)

• Disabled persons’ organizations or DPOs are representative organizations or groups of persons with disabilities, where persons with disabilities constitute a majority of the overall staff, board, and volunteers in all levels of the organization. ...DPOs have an understanding of disability in accordance with the social model. - Disability Rights Fund (DRF), www.disabilityrightsfund.org)

• DPO is a fundamental organization of persons with disabilities, fully governed and led by themselves, that ensures safeguard of their ownership, effective representation, non-influenced decision and recognition of DPO. - Bangladesh Protibandhi Kallyan Somity (BPKS), www.bpksbd.org)

• A DPO is a legal entity of persons with disabilities, exclusively led by themselves and fulfil organizational standards such as vision, mission, goals, objectives, governing bodies, bylaws, organogram, policies and procedures. - Turning Point Foundation, Bangladesh www.turningpointbd.org)

The persons with disabilities must have ownership, participation and leadership in the DPOs. DPOs are independent entity, they never should be controlled or dominated by someone. Because 'overlordship is the enemy of rights'. In spite of clear definition of DPOs, there are misunderstandings around the DPOs and the organizations working on disability. Major participation of persons with disabilities and their participation level is the major indicator to identify DPOs.

There are debates around the percentage of participation of persons with disabilities in DPOs: some say 100%, some say 66% and some say 51%. Some disability activists emphasize on democratic electoral process to elect leaders for a specific duration. Based on participation level, the disability related organizations could be classified into three categories:

OF – The organizations of persons with disabilities – DPOs, where at least 50% persons with disabilities at all level including the governing bodies.

WITH – The organizations work with persons with disabilities, where participation of persons with disabilities is less than 50% and greater than 25% at all level.

FOR – The organizations work for persons with disabilities, where no or less than 25% participation of persons with disabilities at all level. No or few of them in governing body.

Much talks on twin-track approaches, which includes rights and rehabilitation (special services). However, more interests in rehabilitation services. Besides, there is thoughtless use of the word 'Rehabilitation'. For instance, sometimes even giving a job to a person with disabilities is claimed as rehabilitation

Talks about rights of persons with disabilities and there are right use of words 'habilitation' and 'rehabilitation', as a part of rights. For instance, if anyone becomes disabled in later life, bringing back to his or her previous situation are considered as rehabilitation. Getting a job is a right.

Supporters among the persons with disabilities

Many of persons with disabilities support, who have got their expected evaluation and proper recognitions. In other words, who have been benefited and got leadership opportunities

Persons with disabilities, who were involved in inclusion movement but did not get expected recognition or benefits; some of them get involved in DPOs movement

Budget and expenditure

Generally big budget and expenditures and comparatively a little portion reach to the persons with disabilities

Little budget and expenditures. As persons with disabilities participate at all level, if the leaderships are transparent and accountable, the major portion reach to them

Nota bene: The above comparisons are not from any source. These are based on practical experience of the persons with disabilities involved with Turning Point Foundation. These are being reviewed and revised following consultations with persons with disabilities, DPOs, Disability Organizations and relevant stakeholders.

প্রতিবন্ধী ব্যতিদের সাংগঠন (তিতিও) গুদলাদি অবশ্যই প্রতিবন্ধী ব্যতিদের মাতলকানা, অাংেগ্রহে ও ননতৃত্ব র্াকদি হদব।

িারা তবদেষ কারও তনয়ন্ত্রে বা আতধিদিযর তেকার হদব না। নকননা, ‘অতধকাদরর েত্রু আতধিিয’। তেও তিতিও’র

সুস্পষ্ট সাংজ্ঞা রদয়দে, িারিরও প্রতিবন্ধী ব্যতিদের সাংগঠন (তিতিও) এবাং প্রতিবতন্ধিা তনদয় কমরূি সাংগঠন তনদয় ভ্রান্ত-

ধারো ব্যািক। প্রতিবন্ধী ব্যতিদের অাংেগ্রহদের আতধকয, তবস্তার ও ি ূায় হল তিতিও সনািকরদের অন্যিম সূিক।

প্রতিবন্ধী ব্যতিদের সাংগঠন (তিতিও) সমূদহ প্রতিবন্ধী ব্যতিদের অাংেগ্রহদের হার কিটুকু হদব িা তনদয় তবিক ূরদয়দে।

নকউ বদলন, ১০০%, নকউ ৬৬% বা আবার নকউ ৫১% প্রতিবন্ধী ব্যতিদের অাংেগ্রহদের কর্া বদলন র্াদকন। নকান

তিনটি িাদগ িাগ করা ন দি িাদর:

প্রতিবন্ধী ব্যতিদের (OF) – ন সকল সাংগঠন প্রতিবন্ধী ব্যতিদের-ই ননতৃদত্ব িতরিাতলি অর্াূৎ তিতিও, ন খাদন প্রতিটি নেদত্র কমিদে ৫০% প্রতিবন্ধী ব্যতি অাংেগ্রহে কদর র্াদক। িতরিালনা িতরষদে অতধকাাংে প্রতিবন্ধী ব্যতি র্াদকন।

প্রতিবন্ধী ব্যতিদের সাদর্ (WITH) – ন সকল সাংগঠন প্রতিবন্ধী ব্যতিদের সাদর্ তনদয় কাজ কদর, ন খাদন প্রতিবন্ধী ব্যতিদের অাংেগ্রহে ৫০% এর কম তকন্তু ২৫% এর নবতে। িতরিালনা কদয়ক জন প্রতিবন্ধী ব্যতি র্াদকন।

প্রতিবন্ধী ব্যতিদের জন্য (FOR) – ন সকল সাংগঠন প্রতিবন্ধী ব্যতিদের জন্য কাজ কদর, ন খাদনক প্রতিবন্ধী ব্যতিদের নকান অাংেগ্রহে ননই বা ২৫% -এর কম। িতরিালনা িতরষদে নকান প্রতিবন্ধী ব্যতি র্াদকন না; র্াকদলও খুবই কম।

তেদয় িা পুনবাূসন বদল প্রিার করদি র্াদকন

বাদজট ও ব্যয় সাধারেি বড় বড় বাদজট; নস তুলনায় তৃেমূল

উিকারদিাগীদের কাদে নিৌোয় খুব সামান্যই।

সাধারেি স্বে বাদজট; প্রতিবন্ধী ব্যতিরা প্রতিটি

নেদত্র সম্পৃি র্াদক। ননতৃত্ব স্বচ্ছ ও

জবাবতেতহমূলক হদল তসাংহিাগ িাদের কাদে

নিৌৌঁদে।

তনবতন্ধি বা তনবন্ধদনর জন্য আদবেন কদরদে।

খ) প্রতিবন্ধী ব্যতিদের সাংগঠন, ারা এই তিদরক্টতরদি অন্তর্ভিূ হদি আগ্রহ প্রকাে কদরদে।
