IFCI INTRODUCTION
IFCI Ltd., (IFCI) is the first Development Financial Institution of India (DFI), was set up in 1948, having its Registered Office at IFCI Tower, 61 Nehru Place, New Delhi-110019 with pan-India presence. IFCI is a Government of India Undertaking organization, under
the Ministry of Finance.
INSTRUCTIONS TO BIDDERS (ITB)
1. Name of Work: Hiring of Taxi on monthly basis and/or call basis at IFCI Tower,
Nehru Place, New Delhi.
2. IFCI Ltd. (IFCI) invites bids by E-Tender system in two bid system (Technical &
Financial Bid) from experienced and reputed taxi Operators for hiring of taxi on
monthly basis and/or call basis at IFCI Tower, Nehru Place, New Delhi having minimum five year experience in the field, as under:-

IFCI reserves the right to reject all or any tender wholly or partly without assigning any reason whatsoever.
3. Bidders who wish to participate in this tender will have to register on line http://ifci.etenders.in. To participate in online tenders, bidders will have to procure Digital Signature Certificate (Type-II or Type-III having signing & encryption
certificates) as per information Technology Act-2000 using which they can sign their electronic bids. Bidders can procure the same from any CCA approved certifying agency etc. or they may contact IFCI E-tender service provider M/s

Bidders who already have a valid Digital Certificate need not to procure a new Digital Certificate. The bidders are requested to read carefully the user manual available at website http://ifci.etenders.in before initiating the process of E-
Tendering.
4. Bidder shall submit their offer online in electronic format both for “Technical” and
“Financial bid”. However, Earnest Money Deposit (EMD) as prescribed, should be deposited physically in the office of General Manager (Services), IFCI Ltd., IFCI Tower, 7th Floor, 61 Nehru Place, New Delhi -110019 on all working days during
working hours before the last date and time of submission of bid. A receipt shall be handed over to the bidder which may be uploaded along with other Document at the website.
5. Before electronically submitting the tenders, it should be ensured that all the
tender papers are digitally signed by the bidders.
6. On Line submission of bids: The online bidders will have to be digitally signed
and submitted in time specified on website http://ifci.etenders.in the following
manner:-
a) Envelop-I: Technical Bid: Scanned Copies to be uploaded (.pdf or .jpeg format):-
i) The bidder will have to deposit Earnest Money Deposit (EMD) of Rs.50,000/-(Rupees Fifty Thousand Only) in the form of Demand Draft/Pay Order (PO) drawn on any Nationalized/Schedule bank in favour
of “IFCI Ltd. ” payable at New Delhi before opening of “Technical Bid” in the office of General Manager (Services),IFCI Ltd., IFCI Tower,7th Floor, 61 Nehru Place, New Delhi -110019 and obtain a receipt thereof and they
shall upload the receipt as proof of depositing EMD (scanned copies) along with technical bid. Otherwise the technical bid in electronic form will not be considered.

ii) The technical information has to be prepared very carefully as indicated in
the tender document since it will be the basis for the pre- qualification of bidders. Only relevant and to the point information/document should be uploaded. Failure to provide any required information, may lead to the
rejection of the offer. Bidders must read the tender document very carefully before signing on it. Technical formats i.e. all Annexures, except Financial Bid Annexures, any other relevant supporting documents
including all the pages of tender document must be signed along with date as token of acceptance of the terms & conditions of tender.
b) Envelop-II: Financial Bid : Scanned Copies to be uploaded (.pdf or .jpeg format):- This Envelop consists of financial format/schedules only must be
signed along with date.
7. Proof for submitting EMD is essential with technical bid otherwise bid in electronic form will not be considered.
8. Only one bid would be considered from one firm.
9. In case, no bid or single bid is received, the bid will get extended at the discretion of IFCI. The exact date and time of Tender will be displayed on the website.
10. Opening of Technical Bids: Technical bids will be opened on 02.03.17 at
14:30 HRS on http://ifci.etenders.in by the Tender Committee. IFCI shall
evaluate the technical bid to pre-qualify the bidders.
11. Opening of Financial Bids: Exact date and time shall be communicated
through official E-mail address given in the bid document to the qualified bidders.
12. Validity of bids: Tender submitted by Bidders shall remain valid for acceptance for a minimum period of 90 (ninety) days from the last date of
submission of Bid.
13. Conditional bids would be summarily rejected.
14. Pre-bid Meeting: For any clarification on the Bidding Document, a pre bid
meeting will be held on 17.02.17 at 10:30 HRS at in IFCI Tower, Nehru Place,
New Delhi.

NOTICE INVITING TENDER FOR HIRING OF TAXIS
TENDER: : One year contract for hiring of taxis on monthly basis and/ or on call basis by IFCI.
Bids are invited in two bid system (Technical Bid & Financial bid separately) from reputed Tours and Travel Agencies/ Companies located in
New Delhi, Delhi for hiring of DLY Taxis (a) Three Dzire (CNG/ Petrol) on monthly basis and (b) Honda City, Maruti S X 4, Maruti Ciaz, Honda Amaze, Maruti (Swift/ Wagon R), Toyota Camry, Toyota Corolla Altis, on call basis for
a period of one year for official use of IFCI Ltd.
The offers, in the prescribed format should be filled up online. The Draft/Pay Order for Rs.50,000/- (payable at Delhi) towards Earnest Money Deposit (EMD) in favour of IFCI Ltd. should be deposited at the office of General Manager (Services), IFCI Tower,
7th Floor, 61 Nehru Place, New Delhi and obtain a Receipt which should be uploaded at website (http://ifci.etenders.in) subject to the following conditions. The detailed e-tender is available on the website of IFCI i.e. www.ifci.etenders.in.
(a) The contractor/ firm should be in the business of providing taxi/ cab services for
the last five years out of which three years have provided services in PSUs/ PSU
Banks/ GOI/ MNCs/ Reputed Corporates.
(b) Contractor/ firm’s average turnover should be minimum Rs.15 lakhs in a year,
(consecutively for the last 3 years ending March 31, 2016). An undertaking to
this effect should be submitted.
(c) Should submit detailed profile of the contractor/ firm (giving list of earlier &
existing clients, value of work, also give name of the concerned official/client,
contact number, email ID of atleast 3 clients).
(d) The firm/company should intimate email address and telephone no. For all
communication in order to avoid loss of time. All communications from IFCI shall
be sent by Email/ Speed Post/ courier.
(e) Offers of e-tenderers who are under suspension/banned/black-listed by any
PSU/Govt. Department /PSU Banks/ or otherwise shall not be considered. Further,

if any of the partners/directors of the contractor’s organization /firm is blacklisted
or having any criminal case against him, his tender shall not be considered. An
Undertaking to this effect should be submitted.
(f) Preference will be given to the MSE tenders, who are registered as MSE in any of
the recognized body as specified by Ministry of Micro, Small & Medium Enterprises
(MSME) as per the provisions of the Public Procurement Policy for MSEs Order,
2012 issued by the Ministry of Micro, Small & Medium Enterprises, Govt. of India.
(g) MSE vendors are exempted from EMD, Tender Document and processing fee and
Application Money.
(h) The bids (Technical and Financial) are required to be submitted in two separate
phases as detailed below :
Envelop 1 : Submission of Technical Bid as per Annexure I & II.
Envelop 2 : Submission of Financial Bid, as prescribed in Annexure III showing
rates, financial terms & conditions, etc.
(i) Bidders may be required to bring their vehicles for inspection along with original
RCs as and when intimated by IFCI.
(j) Bidders shall also have to submit proof (RC) of three Honda City, two Maruti SX4,
two Toyota Camry and two Toyota Corolla Alties for hiring cabs on call basis and
submit proof (RC) of atleast five Dzires that the vehicles are in the name of firm/
proprietor for hiring cab on monthly basis.

ANNEXURE-I
GENERAL CONDITIONS OF THE CONTRACT
1. The bidder should be an entity that is duly incorporated/ registered under the
relevant laws.
2. The contract shall be initially valid for a period of One year from the date of
signing of contract.
3. The bidder should have an annual turnover of at least Rs.15 lakh during each of
three consecutive financial years starting from 2013-14; (Attested copies of duly audited Financial Statements to be enclosed); and the bidder should have at least 5 numbers of DLY taxis registered in its name (Attested copies of Registration
Certificates for at least 5 such vehicles to be uploaded at website http://ifci.etenders.in).
4. The Bidder shall provide all details required in the Technical Bid-Annexure II, along
with the attested copies of the supporting documents.
5. At present IFCI Ltd. will be requiring three taxi- car (3 Dzire (CNG/Petrol) on
monthly basis and Honda City, Maruti S X 4, Maruti Ciaz, Honda Amaze, Maruti
(Swift/ Wagon R), Toyota Camry, Toyota Corolla Altis, etc. on requirement basis. IFCI Ltd. reserve the right to increase or decrease the number of taxi-cars hired from the concerned Taxi Operator.
6. The rates quoted will be inclusive of all taxes and levies except
a. service tax, and
b. parking and toll charges (which will be reimbursed on actuals on monthly
basis)
No other charges will be paid extra. It shall be the responsibility of the bidder to
meet all other costs applicable during the period of the contract, including
a. Repair/replacement of parts
b. Regular as well as Emergency servicing of the vehicle
c. Fuel expenses
d. Expenses on account of breakdown of the vehicle
e. Salary of the Driver
f. Any other incidental expenses on operation & maintenance of the vehicle No
advance payment, in any case, would be made to the bidder.
The services shall be provided on 24 X 7 basis in the case of vehicle hired
on monthly basis.
7. The concerned Transporter(s) shall meet our transport requirements through
hiring of monthly taxi-cars (Dzire) and Honda City, Maruti S X 4, Maruti Ciaz,
Honda Amaze, Maruti (Swift/ Wagon R), Toyota Camry, Toyota Corolla Altis etc. as per the requisitions made by the authorised person from time-to-time. The

Transporter(s) shall always ensure punctual deployment of taxis to the concerned
officer and official guest(s) as and when requisitioned by the respective transport-in-charge and/or any other officer authorised by IFCI.
8. IFCI Ltd. shall reserve the right to detain a particular hired monthly taxi-car for duty beyond the normal stipulated hours on any particular day without giving any prior notice to the concerned Transporter(s).
9. The concerned Transporter(s) shall ensure that the monthly taxi-cars
(Maruti Dzires) and Honda City, Maruti S X 4, Maruti Ciaz, Honda Amaze,
Maruti (Swift/ Wagon R), Toyota Camry, Toyota Corolla Altis, etc. car/ taxi deployed on hire to IFCI are not older than 2013 model.
10. The concerned Transporter(s) shall ensure that the contracted taxi-cars, etc.
deployed on hire to IFCI are in excellent working condition, engine-wise as well as
appearance-wise. The taxi-cars offered shall have the following essential features :-
(a) Odometer/Speedometer in proper working condition.
(b) Good quality fabric seat (upholstery) & A.C. in working condition.
(c) Should conform to the statutory safety and pollution norms.
11. The concerned Transporter(s) shall ensure that each of the driver of the taxi -
cars, etc. deployed on hire to IFCI is well dressed in proper uniform, well trained,
well behaved, and punctual and should be possessing valid driving licence and mobile phone. The concerned Transporter(s) shall further ensure that no such driver is under the influence of alcohol or any intoxicating drugs while on duty with
the IFCI officials/ guests. All the drivers should possess proper driving licence and follows instructions traffic rules. It shall be the responsibility of the Contractor that the driver possesses proper Driving Licence and fully trained to drive the taxi-car.
All the driver(s) should be well versed with Delhi/ NCR area.
12. The drivers shall not be entitled to any scheduled and/or fixed breaks for lunch, tea, dinner or any other refreshments. In other words, for such purposes, the drivers shall have to manage from within the time available in between any
particular two journeys without causing inconvenience of any kind to the officer(s) concerned. Also, no mileage (extra) shall be allowed to the drivers for such purposes.
13. IFCI Ltd. shall have the absolute right not to accept a particular driver without
assigning any reason, whatsoever, to the concerned Transporter(s). The
concerned Transporter(s) on its/their part(s) shall be responsible to replace such a driver at once.

14. In case of any breakdown of a particular taxi-car deployed on hire to any of the
concerned officer (s) during the course of a particular journey, the concerned Transporter shall bear the actual cost incurred by the above mentioned officers to complete that particular journey by alternative means of equivalent standard. The
concerned Transporter shall also be responsible to provide replacement of such broken-down taxi-car at once say within 30 minutes.
15. The concerned Transporter(s) shall be fully responsible in case of any violation of traffic rule(s) by the drivers of the taxi-cars deployed on hire with IFCI as also in the event of any loss, damage or accident involving such taxi-cars, IFCI shall have
no liability, whatsoever, in this regard. IFCI and its users shall not be responsible for any injury/ death caused to the driver during accident. It will be the
responsibility of the Transporter to compensate as per law. The transporter shall be bound to render complete indemnity to IFCI and its users against any liability criminal or civil arising on account of hiring taxi-cars by IFCI.
16. The concerned Transporter(s) shall be fully responsible for any loss, damage or
injury to any person, their belongings being transported by the taxi-cars deployed
on hire. 17. The concerned Transporter(s) shall ensure that each and every taxi-car, etc.
deployed on hire with IFCI is covered by an appropriate comprehensive insurance policy.
18. In case, the Transporter fails to deploy the actual number of monthly taxi-cars required by IFCI on a particular day/occasion, IFCI shall be free to make alternate arrangements of equivalent standard from other sources. The entire and actual
cost incurred by IFCI on making such alternate arrangements shall be fully borne by the defaulting Transporter without any reference to the hire charges applicable under the contract with him.
19. Normally, the vehicle will be required on all working days from Monday
to Saturday. However, the services sometimes may also be required on all seven days in a week and also on national holidays. The transporter shall be bound to deliver the services on all days as & when asked for.
20. A duly nominated senior representative of the bidder should be available on a
designated telephone to respond to calls from the IFCI. The mobile number of the
designated senior representative(s) shall also be provided at the time of the signing of the contract.
21. Outstation duty as and when required will be included in the monthly kms and hours. TA/DA etc. to the drivers during outstation duty will be paid. The bills raised by the bidder should have all tax registration numbers printed on the bills.

22. The taxi with the driver should be placed at the disposal of IFCI, as per the award
of contract. IFCI would be free to use the hired car in any manner for carrying officials, office equipment etc. as per its requirements and the bidder will not have any objection to it.
23. The concerned Transporter(s) shall ensure that proper account of each and every
journey made by the taxi-cars, etc. deployed on hire with IFCI, is maintained by
the respective drivers and is submitted to the authorised officer of IFCI at the end of the month or as per the instruction of authorised officer.
24. The concerned Transporter(s) shall be required to deposit with IFCI Ltd. an amount of Rs. 50,000/- (Rupees fifty thousand only) as performance guarantee-
cum-security deposit from a nationalized Bank in the form of bank guarantee in favour of “IFCI Ltd., New Delhi” within seven days of commencement of the contract(s). The said deposit or part thereof shall be forfeited for any deficiency in
service and/or breach of any of the terms and conditions of the proposed contract(s) by the Transporter. In addition, penalty as deemed appropriate may be imposed on the Transporter in this regard.
25. If there is deficiency of service on the part of Contractor, the agreement
shall be terminated without giving any notice.
26. No claim shall lie against IFCI in r/o erosion in the value or interest on the amount
of earnest money deposit/ security deposit. No interest shall be paid by IFCI
against EMD/SD. 27. An Agreement is to be Signed by the successful agency within 15 days
from issue of the job order.
28. The Contractor will have to pay at least minimum rates of wage, circulated from
time to time by Govt. Of Delhi under the Minimum wages Act, to the Drivers deployed by him at IFCI. Payment to the Drivers shall be made as per the latest
guidelines of Labour Department.
29. The drivers of the monthly taxi-cars shall strictly follow the instructions of
authorised officer of IFCI for carrying out day to day duty. The drivers shall daily after entering shall report to the authorised officer and shall not leave without the instruction of authorised officer.
30. The Bidder should invariably ensure that the antecedents of driver(s) to be
deployed should be properly verified (by Police authorities) and their details
(names, addresses, telephone numbers, photograph, copy of driving license etc.) will have to be provided to this office, immediately after the award of the contract. Prior permission has to be obtained from this office before change of any driver.
Failing to adhere to the above would be treated as breach of contract and the contract would be terminated without any notice.

31. The vehicle and driver provided to IFCI shall not be changed except under compelling circumstances and after prior consent of the IFCI.
32. Tenderer shall not be permitted to withdraw his offer or modify the terms and conditions thereof. In case the tenderer fails to observe and comply with the stipulations made herein or backs out after quoting the rates, the aforesaid bank
guarantee/ demand draft will be forfeited by IFCI.
33. IFCI reserves the right to cancel the contract at any time without
assigning any reason whatsoever. The Bidder will not be entitled to claim any compensation against such termination. However, while terminating the contract,
payment due, if any, to the Bidder for services already performed/rendered would be paid as per the contract terms.
34. The Bidder may discontinue the contract by giving a notice of at least 30 days in writing.
35. In case of any dispute arising under the proposed contract the dispute shall be referred to a sole Arbitrator to be appointed by IFCI. Any decision of such Arbitrator shall be conclusive and binding on both the parties. The arbitration
proceedings shall be held at Delhi and shall be governed by the provisions of the Arbitration and Conciliation Act, 1996 as amended from time to time.
36. The Courts of Delhi will have an exclusive jurisdiction over any legal dispute arising under the proposed contract between the Transporter and IFCI.
37. IFCI reserves the right to reject any or all the quotations without assigning any reason thereof. Decision of IFCI shall be final in this regard.
38. Bids incomplete in any respect shall be liable to be rejected.
39. The transporter shall submit an affidavit that it shall comply with all relevant laws.
INSTRUCTIONS
i) The General Conditions of Contract form part of the tender specifications. All
pages of the tender documents shall be duly signed, stamped should be
submitted. The information furnished shall be complete by itself. The tenderer
is required to furnish all the details and other documents as required.
ii) E-Tenderers are advised to study all the tender documents carefully. Any
submission in tender shall be deemed to have been done after careful study and
examination of the tender documents and with the full understanding of the
implications thereof. Should the tenderer have any doubt about the meaning of

any portion of the Tender Specification or find discrepancies or omissions in the
scope of work or the tender documents issued are incomplete or shall require
clarification on any of the technical aspect, etc., tenderer shall at once, contact the
authority inviting the tender well in time (so as not to affect last date of
submission) for clarification before the submission of the tender. Tenderer’s
request for clarification shall be with reference to Sections and Clause numbers
given in the tender documents. The specifications and terms and conditions shall
be deemed to have been accepted by the tenderer in his offer. Non-compliance
with any of the requirements and instructions of the tender enquiry may result in
the rejection of the tender.
iii) The validity of Bank Guarantees towards Security Deposit shall be upto the
completion period as stipulated in the Letter of Intent/Award +3 Months, (i.e. 15
months) and the same shall be kept valid by proper renewal till the acceptance of
Final Bills of the Contractor, by IFCI.
iv) It is the responsibility of the bidder to get the Bank Guarantees
revalidated/extended for the required period as may be advised by IFCI. IFCI
shall not be liable for issue of any reminders on expiry of the Bank Guarantees.
v) IFCI reserves the right of forfeiture of Security Deposit in addition to other claims
and penalties in the event of the Contractor’s failure to fulfill any of the contractual
obligations or in the event of termination of contract as per terms and conditions
of contracts with IFCI.
RETURN OF SECURITY DEPOSIT:
Security Deposit shall be refunded/Bank Guarantee(s) released to the Contractor after deducting all expenses /other amounts due to IFCI under the contract/other contracts
entered into with them by IFCI.
BANK GUARANTEES:
i) Bank Guarantees shall be from Scheduled Banks/ Public Financial Institutions as defined in
the Companies Act.
ii) It is the responsibility of the bidder to get the Bank Guarantees revalidated/extended for
the required period as advice by IFCI. IFCI shall not be liable for issue of any reminders
on expiry of the Bank Guarantees.
iii) In case the Bank Guarantees are not extended before the expiry date, IFCI reserves the
right to invoke the same by informing the concerned Bank in writing, without any advance
notice/communication to the concerned bidder/contractor.
iv) Bidders to note that any corrections to Bank Guarantees shall be done by the issuing
Bank only through and amendment in an appropriate non judicial stamp paper.

v) The Original Bank Guarantee shall be sent directly by the Bank to IFCI under Registered

EXECUTION OF CONTRACT AGREEMENT:
The successful tenderer’s responsibility under this contract commences form the date of
issue of the Letter of Intent by IFCI. The Tenderer shall submit an unqualified acceptance
to the Letter of Intent/Award within the period stipulated therein. The successful tenderer shall be required to execute an agreement in the prescribed form,
with IFCI, within 15 days after the acceptance of the Letter of Intent/Award, and in any case before releasing the first running bill. The contract agreement shall be signed by a person duly authorized/empowered by the tenderer. The expenses for preparation of
Agreement document shall be borne by the contractor. REJECTION OF TENDER AND OTHER CONDITIONS:
i) IFCI reserves the right to accept or reject the tenders without assigning any reason
whatsoever.
ii) Conditional tenders, unsolicited tenders, tenders which are incomplete or not in the form
specified or defective or have been materially altered or not in accordance with the
tender conditions, requirements, etc., are liable to be rejected.
iii) If a tenderer who is a proprietor expires after the submission of his tender or after the
acceptance of his tender, IFCI may at their discretion, cancel such tender. If a partner of a firm expires after the submission of tender or after the acceptance of the tender, IFCI may then cancel such tender at their discretion, unless the firm retains its character
iv) IFCI will not be bound by any Power of Attorney granted by changes in the composition of the firm made subsequent to execution of the contract. They may, however, recognize such power of attorney and changes after obtaining proper legal advice, the cost of which will be chargeable to the contractor concerned.
v) If the tenderer gives wrong information in his tender, IFCI reserves the right to reject such tender at any stage or to cancel the contract if awarded and forfeit the Earnest Money/Security Deposit/any other money due.
vi) Canvassing in any form in connection with the tenders submitted by the Tenderer shall make his offer liable to rejection.
vii) In case the proprietor, Partner or Director of the Company/Firm submitting the Tender,
has any relative or relation employed in IFCI, the authority inviting the Tender shall be informed of the fact as per specified format (Annexure-IV).
viii) The Bidder shall not transfer, assign, pledge or sub-contract the services it has
bid for under any circumstance without written permission of the IFCI.
ix) The Tender submitted by a techno commercially qualified tenderer shall become the property of IFCI who shall be under no obligation to return the same to the bidder.
However, unopened price bids and late tenders shall be returned to the bidders.

x) Unsolicited discount received after the due date and time of Bid Submission shall not be
considered for evaluation. However, if the party who has submitted the unsolicited discount/rebate becomes the L-I party, then awarded price i.e contract value shall be worked out after considering the discount so offered.
xi) IFCI shall not be liable for any expenses incurred by the bidder in the preparation of the tender irrespective of whether the tender is accepted or not.
RIGHTS OF IFCI:
a) IFCI reserves the following rights in respect of this contract during the original contract
period or its extensions if any, as per the provisions of the contract, without entitling the contractor for any compensation.
b) To terminate the contract by IFCI in the event of:-
i) Contractor’s continued poor performance (deploying old vehicles, etc.) and
continued misbehavior of the Driver(s).
ii) Leave office during half way journey before reaching destination and continued
disregard to the instructions given by the Authorised Official of IFCI by the staff of
contractor/ driver.
iii) Corrupt act of Contractor
iv) Insolvency of the Contractor
v) Persistent disregard to the instructions of IFCI
vi) Assignment, transfer, sub-letting of contract without IFCI’s written permission
vii) Non fulfilment of any contractual obligations
viii) In the opinion of IFCI, the contractor is overloaded and is not in a position to
execute the job as per required schedule
RESPONSIBILTIES OF THE CONTRACTOR IN RESPECT OF LOCAL LAWS, ETC.:
i) The following are the responsibilities of the contractor in respect of observance of local laws, employment of drivers, payment of taxes etc. The contractor shall fully indemnify IFCI against any claims of whatsoever nature arising due to the failure of the contractor in
discharging any of his responsibilities hereunder:
ii) The contractor shall ensure that no damage is caused to any person/property / vehicle of other parties while driver or while at parking at site. If any such damage is caused, it is responsibility of the contractor to make good the losses or compensate for the same.
General Conditions of the Contract (GCC) will form the part of the contract.
