· Next Meeting: The next committee meeting will
be held on Thursday, January 17th from 6:00 pm to 8:00 pm at the Muscoy PAL Center (2450 Blake St. San Bernardino, CA 92407). Please RSVP to let us know if you will be attending. The flyer and the agenda are attached to this email.
· Community Maps: We have created some interactive community maps that will be posted on our webpage. You can use these maps to help inform our continued discussion on community boundaries. Click here to view them.
· Charter: We made a few changes to the charter based on input from committee members. The revised version is attached. We will have printed copies for members to sign at the meeting.
· Roster: An updated roster is attached. Please let us know if you would like to add any attachments.
· Meeting 1 summary: We took notes during meeting 1 and we have posted them on our website. We have also attached the document to this email. Spanish translation will be available within the next few weeks.

Meeting Summary:
1. Welcome and Introductions - Jo Kay Ghosh (SCAQMD) a. Jo Kay described the SCAQMD, its jurisdiction, and what the agency does. She also discussed
SCAQMD’s collaboration with other relevant agencies and authorities on the national, state, and local level.
2. AB 617 Program Overview, Community Steering Committee (CSC) Role and Expectations - Jo Kay Ghosh (SCAQMD)
a. Jo Kay discussed the key elements of AB 617, specifically elements related to the Community Steering Committee. Key deadlines were shared.
b. Matt Abularach-Macias (California League of Conservation Voters Education Fund, CLCV ED Fund) asked when there will be a plan for monitoring with approval from ARB if equipment is to be deployed in July.
i. Jo Kay responded that an approval from ARB for the monitoring deployment is not required. It is different from the process that is required for the emission reduction plans.
3. Air Pollution Background/Air Pollution Data - Philip Fine (SCAQMD) a. Philip discussed the key types of air pollutants and how this program is primarily focused on the
local impact of pollutants such as diesel PM. He discussed current monitoring efforts and what types of monitoring technologies can be deployed. He also presented some existing air pollution data for this community, based on the Multiple Air Toxics Exposure Study IV. These data show that air toxics cancer risk is mostly driven by diesel particulate matter from mobile sources, although other pollutants from both mobile and stationary sources are also important.
4. Air Quality Concerns Mapping Activity - SCAQMD Staff, Committee Members, and Members of the Public a. Community members provided input to help SCAQMD staff understand the community’s air
quality concerns using this mapping exercise.
5. Community Boundaries - Jo Kay Ghosh (SCAQMD) a. Jo Kay discussed the preliminary community boundaries, how they were developed, and what
purpose they will serve. She then opened up the floor for suggestions. b. Mary Valdemar (San Bernardino Valley College, SBVC) expressed concerns for the community’s
southern border: She stated that there are poor, undocumented and disadvantaged communities

next to the freeway. She mentioned that most are renting with no AC, so they are breathing the air directly. She also noted that the northern communities are wealthier home owners.
c. Matt Abularach-Macias (CLCV ED Fund) asked where the monitors will be set up. Jo Kay responded that they can be set up inside and outside the community boundaries. Matt asked if there is there any information about monitoring budget, the number of monitors, and the area that the monitors will cover. Jo Kay responded that there is a $20 million budget to spend in the first year study across 3 different communities, which includes the air monitoring. Matt suggested to use the CalEnvironScreen tool for additional data.
d. Jason Martinez (Chicano Indigenous Community for Culturally Conscious Advocacy and Action, ChICCCAA) commented that the area is a basin and pollutants get distributed throughout. He mentioned that warehouses are located in the southern side of the community, and that these should be included as much of the youth that lives in San Bernardino works there. He also agreed with Mary about focusing on low income communities in the south.
e. Yassi Kavezade (Sierra Club) asked if there is current air monitoring. Jo Kay responded that there are low cost PM sensors in the area. Yassi requested the low cost PM sensor data for the next meeting.
f. Mary Valdemar (SBVC) mentioned that 6 monitors were installed at San Bernardino College, but that data hasn’t been analyzed because they were just installed last semester.
6. Clean Air Incentives - Mei Wang (SCAQMD), Yvonne Sanchez (CARB) a. Mei and Yvonne discussed the different incentive programs available to the community. b. Matt Abularach-Macias (CLCV ED Fund) asked about the budget planning and the anticipated
spending. He requested to see data on incentive effectiveness. Philip mentioned that during the December Board meeting, SCAQMD will be discussing where some of the budget will be spent. Matt also requested an AB 617 staff directory and Philip said that it will be provided.
7. Steering Committee Charter and Considerations - Jo Kay Ghosh (SCAQMD) a. CSC charter: Jo Kay briefly discussed the purpose of the CSC Charter. Since the document was
just sent out, there will be a few weeks allocated for comments. b. CSC bios: Committee members said that bios posted online will be helpful. c. Meeting co-host: Jo Kay mentioned that SCAQMD will like to have a co-host for future meetings
and she asked for volunteers. i. Matt Abularach-Macias (CLCV ED Fund) volunteered himself to be a co-host for future
meetings. d. Future meeting locations: The following locations were suggested for future meetings
i. Muscoy – Vermont Elementary School - Miguel A. Rivera (active resident) has a contact.
ii. San Bernardino - Mary Valdemar (SBVC) can find a room. iii. Baker Learning Center - Karen Watkins (San Bernardino County Land Use Planning
Manager) e. Outreach: Jo Kay asked for outreach to help CSC members without email access
i. Mary Valdemar is willing to get the documents to those without emails ii. CCAEJ will help distribute meeting materials to their members
f. Technical Advisory Group: Jo Kay announced that there will be Technical Advisory Group (TAG) formed to cover all three communities with meetings at the SCAQMD headquarters in Diamond Bar. The following CSC members volunteered to represent the San Bernardino, Muscoy community:

g. Agenda Requests: Jo Kay solicited agenda items for future meetings from the community members
i. Matt Abularach-Macias (CLCV ED Fund) suggested a toxics tour and possibly facility tours.
8. Public Comment a. Juanita Chan suggested including the K-12 community in the conversation as children are the
most vulnerable residents. She noted that San Bernardino is a bedroom community and parents do not have time to make it to the meetings due to the commute, but kids take home the conversations. She recommended the Next Generation of Science Standards (NGSS) as a great avenue for students to look at relevant local health issues. She also encouraged the committee to include Rialto in the emissions study area.
9. Next Steps – Jo Kay Ghosh a. Jo Kay mentioned that SCAQMD will continue to share results and summaries of all community
concerns identified during the meeting, and that the next meeting will be in January.

Antecedentes
El Proyecto de Ley 617 (AB 617, Garcia, C., Capítulo 136, Estatutos de 2017) consiste en una ley que
aborda los impactos desproporcionados de la contaminación atmosférica en comunidades de justicia
ambiental en todo el Estado de California. La ley requiere que los distritos del aire locales tomen
medidas específicas para monitorear la calidad del aire en comunidades específicas y reducir las
emisiones contaminantes de fuentes comerciales, industriales y móviles que afectan en gran medida a
los residentes de determinadas comunidades.
Cada año, los distritos del aire hacen recomendaciones a la Junta de Recursos del Aire de California
(California Air Resources Board, CARB) con una lista de comunidades desfavorecidas, según lo
definido por el Código de Salud y Seguridad de California § 39711, en base a información sobre
monitoreo del aire, datos sobre salud pública existentes y otros datos relevantes.
En la reunión de la Mesa Directiva del Distrito de Administración de la Calidad del Aire de la Costa Sur
(South Coast Air Quality Management District, SCAQMD) de julio de 2018, en Diamond Bar, el
personal del SCAQMD recomendó las comunidades del AB 617 para el primer año tras un análisis
exhaustivo de datos, amplios aportes de la comunidad y una serie de reuniones comunitarias. Estas
comunidades fueron aprobadas por la Mesa Directiva del SCAQMD y enviadas a la CARB para su
consideración.
La Junta de Recursos del Aire de California (CARB) aprobó 3 de las 4 comunidades recomendadas por el SCAQMD para el monitoreo del aire y los planes de reducción de emisiones en la reunión de la Mesa Directiva de la CARB realizada en septiembre de 2018, donde se seleccionó un total de 10 comunidades en todo el estado. Objetivos del Comité Directivo Comunitario El objetivo de este comité de asesoramiento es respaldar la colaboración y participación activa de la comunidad en el proceso de implementación de la ley AB 617, para lo cual ofrece un foro para identificar problemas de contaminación atmosférica en la comunidad y posibles soluciones que van más allá del estado existente y programas regionales para reducir la exposición a la contaminación del aire en el estado y el trabajo del distrito de aire para mejorar la calidad del aire (Plan de protección del aire CARB, página 4). El Plan de Aire Comunitario AB 617 se centrará en la reducción de los impactos de la contaminación atmosférica en aquellos que dedican tiempo a la comunidad y requerirá la participación de partes interesadas comprometidas con el bienestar de la comunidad. Tal como se establece en el proyecto AB 617 de la CARB, los distritos del aire serán responsables de convocar a un Comité Directivo Comunitario, el cual incluirá miembros de la comunidad que viven, trabajan, tienen negocios y/o asisten a la escuela dentro de la comunidad, tal como se define en la presentación final del AB 617 del
SCAQMD a la CARB. La Junta de Recursos del Aire de California (CARB) aprobó el límite
preliminar de la comunidad el 27 de septiembre de 2018. Los miembros que integran el comité tienen una relación establecida dentro de la comunidad que representan, y demostrarán liderazgo al brindar información actualizada y compromiso con los miembros de la comunidad local.
Se solicitó a todas las personas interesadas en formar parte del Comité Directivo Comunitario que
presenten un formulario de interés, el cual estaba disponible en inglés y en español. Este formulario se proporcionó en las reuniones comunitarias iniciales del SCAQMD y a través del sitio web del SCAQMD. Durante las reuniones comunitarias iniciales, el personal del SCAQMD brindó información actualizada sobre las iniciativas actuales y futuras la ley AB 617 en la comunidad, y habló sobre el proceso, los requerimientos de membresía y las expectativas del Comité Directivo Comunitario. 12 personas en representación de residentes activos
7 personas en representación de organizaciones comunitarias
7 personas en representación de negocios, organizaciones comerciales o grupos de
trabajadores
hospitales (esta categoría puede ampliarse para incluir otras agencias, según corresponda).

Cada miembro podía designar a una persona en calidad de suplente, en caso de que el miembro principal no pudiese asistir a la reunión. Background
Assembly Bill 617 (Garcia, C., Chapter 136, Statutes of 2017) is a law that addresses the
disproportionate impacts of air pollution in environmental justice communities throughout the
State of California. The measure requires local air districts to take specific actions to monitor air
quality in specific communities and to reduce air pollution emissions from commercial, industrial
and mobile sources that largely affect residents in selected communities.
Each year, air districts make recommendations to the California Air Resources Board (CARB)
with a list of disadvantaged communities as defined by California Health and Safety Code §
39711, based on air monitoring information, existing public health data, and other relevant
information.
At the July 2018 SCAQMD Governing Board meeting in Diamond Bar, SCAQMD staff
recommended the first year AB 617 communities after comprehensive data analysis, extensive
community input and a series of community meetings. These communities were approved by
the SCAQMD Governing Board and they were forwarded to CARB for their consideration.
CARB approved 3 of the 4 SCAQMD recommended communities for community air monitoring and emission reduction plans at the September 2018 CARB Governing Board Meeting, where a total of 10 communities were selected statewide. The approved communities in the SCAQMD jurisdiction include the communities of Wilmington / West Long Beach / Carson and East Los Angeles / Boyle Heights / West Commerce in Los Angeles County and the community of San Bernardino / Muscoy in San Bernardino County. As part of the requirements set the Community Air Protection Blueprint, SCAQMD has
convened a Community Steering Committee (CSC) in each of the three communities to discuss
emissions reductions targets and strategies to inform a tailored community air plan that
addresses the community’s highest priority concerns.
Goals of the Community Steering Committee The purpose of this advisory committee is to support active community involvement and collaboration in the AB 617 implementation process by providing a forum for identifying air pollution issues in the community and potential solutions that go beyond existing state and regional programs to reduce exposure to air pollution into the State and air district’s work to improve air quality (CARB Air Protection Blueprint, page 4). Committee members will be responsible for discussing a variety of topics including but not limited to:
Input to define community boundaries;
Community concerns about emission sources to develop a shared understanding of the community’s air pollution challenge;
Proposed strategies for the community air monitoring and emissions reduction programs;
Approaches for additional community outreach; and
Metrics to track progress.
Membership process and criteria
The AB 617 Community Air Plans will focus on reducing air pollution impacts on those who spend time in the community and it will require the participation of stakeholders that are invested in the wellbeing of the community. As stated in the CARB AB 617 Blueprint, the air districts will be responsible for convening a Community Steering Committee, which will include community members who live, work, own businesses, and/or attend school within the community as defined in the SCAQMD AB 617 final submittal to CARB. The preliminary community boundary was approved by CARB on September 27, 2018. Members who serve on the committee have an established rapport within the community that they represent, and will demonstrate leadership by providing updates and outreach to their local community members. All individuals who were interested in being members of the CSC were required to submit an interest form, which was provided in English and Spanish. This form was provided at the SCAQMD community kickoff meetings, and on the SCAQMD website. During the community kickoff meetings, SCAQMD staff provided an update on current and upcoming AB 617 efforts in the community and discuss the Community Steering Committee process, membership requirements and expectations. The specific process is described in the Community Steering Committee Selection Process on this webpage: http://www.aqmd.gov/nav/about/initiatives/environmental-justice/ab617-134/wilm The selected parties were diversified to represent different areas within the community. There was an emphasis on selecting stakeholders with different types of networks, representing different types of organizations and businesses. The final list of CSC members for San Bernardino, Muscoy for 2018-2019 includes:
12 people representing Active Residents
6 to 8 people representing Community Organizations
6 people representing Businesses, Business Organizations, or Labor Groups
7 (or TBD as applicable) Government Agencies and School Representatives
The California Air Resources Board Blueprint specifies that the CSC must be comprised of at least a majority of community residents. The calculation of the majority percentage is provided on the roster.
Final CSC member confirmation and decision Once the stakeholder has accepted the position and signed the participation agreement he/she was added to the final roster. Each member was allowed to designate one person as their alternate if the primary member cannot attend the meeting. The alternate is also required to submit an interest form and sign the participation agreement. Steering Committee members who participate in this process are expected to sign the
Community Air Action Plan Committee Participation Agreement (last page of this charter) which
outlines the expected conduct and responsibilities of all Steering Committee members.
Confirmed CSC members will be expected to serve on the CSC for a one year period, which, for
the first year of AB 617 program implementation is November 1, 2018 to October 31, 2019.
Once the final roster is finalized and approved by SCAQMD executive officer, all modifications will have to be approved by CSC consensusand the SCAQMD executive officer. Additional members may be added to the roster if agreed upon by the Community Steering Committee and SCAQMD executive officer. Memberships will be reevaluated annually.
Roles and Responsibilities
The steering committee will be responsible for advising the development of the community air
plan as well as disseminating information to the public and transmitting input from the
representative sectors to the committee, as appropriate. This includes input to identify air
pollution issues and sources. Committee members may be asked to review other related
reports, previous community plans, studies and data to assist during the development of the
Plan. Committee members will also be expected to help develop emission reduction targets and
metrics to evaluate the success of the plan.
The goal is for the Plan to be adopted by the South Coast Air Quality Management District
Governing Board by September 27, 2019. Upon adoption of the Plan by the SCAQMD, the
steering committee may elect to continue to meet quarterly to support and provide guidance on
implementation, and develop progress reports.
All steering committee members are expected to attend a minimum of 7 of the scheduled CSC
meetings per year and to participate in 4 community update meetings (e.g. townhall meetings,
meetings convened by other groups) throughout the course of the year prior to the Plan
adoption. SCAQMD staff reserve the right to remove CSC members from the official roster if the
primary and their alternate miss 3 meetings in a row or more. This will give an opportunity for
other people, who can regularly attend the meetings, to participate on the CSC.
CSC members who represent an agency, school, elected official’s office, organization,
business, or other entity other than themselves must be authorized to speak on behalf of that
entity.
Meeting procedures, accessibility and accommodation
Steering committee members are expected to attend monthly meetings for 2 hours. All CSC
meetings and community update meetings will be held in locations within the community, and
are open to the general public. Each of the CSC meetings and community update meetings will
include a formal opportunity for all community members to provide public comment on the
development of the Plan and on the actions taken by the CSC. Stakeholder input is welcome
and encouraged.
Upon consensus agreement of the committee, meeting schedules may be adjusted with
adequate advance notice. Agenda topics will be developed by SCAQMD staff and committee

members may request relevant items be added to an agenda at least one week prior to the
scheduled meeting.
The steering committee meetings and other outreach events associated with the committee will
be held at facilities within the community. Spanish language interpretation services will be
provided at all meetings. Additional languages can be provided if a majority of the CSC
members indicate that this is necessary; a minimum 7-business day advance request is needed
for additional language interpretation services.

Upon consensus agreement of the committee, meeting schedules may be adjusted with at least
one week advance notice. Agendas will be distributed in advance of the meeting, and will
include the meeting date, time, location, and agenda topics. Agenda topics will be developed by
SCAQMD staff and committee members may request relevant items be added to an agenda at
least one week prior to the scheduled meeting. Committee members may also request location
changes at least 1 month prior to the meeting. Members of the public may also request
additional agenda items during public comment, but these are subject to approval by the
steering committee.
All meeting materials, presentations, internal and external documents, correspondence or other
written communications generated or disseminated by the CSC, or on behalf of the committee
or its members, must be approved by SCAQMD staff prior to release. All documents, including
meeting sign-in sheets will be considered public record and may be released in response to a
California Public Records Act request.
Community Air Plan Website
A website will be developed and maintained by SCAQMD staff or SCAQMD selected contractor
to provide information on latest CSC actions, air monitoring data and updates on the
development of the Community Air Plan.
Code of Conduct
To ensure mutual and respectful participation all CSC members must:
1. Be punctual, respect time limits for agenda items, and plan to stay for the entire meeting. 2. Communicate openly and directly. 3. Be courteous, listen attentively, and be respectful of other points of view. 4. Participate fully in the group exchange, and not engage in sideline conversations, cross-talk,
or distracting behaviors. 5. Be flexible and open to change and new ideas. 6. Stay on task and not divert attention to other unrelated topics. 7. Assume positive intentions by others, giving them the benefit of the doubt. 8. Be solution-focused, seeing opportunities, challenges, and possibilities and not dwell on past
slights, roadblocks or excuses.

9. Strive for consensus in decision making. Respect that decision, even if it is not your preference.
10. Make decisions based on what is best for the children and families in this community, and not on personal agendas or what is expedient or easy.

EPA Environmental Justice Small Grants The Environmental Justice Small Grants (EJSG) program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities. The EJSG program will award approximately $1.5 million nationwide for this competitive opportunity. EPA anticipates awarding approximately 50 grants (5 per EPA region) of up to $30,000 each. These grants are for one-year projects.

CalEPA Environmental Justice Grants The California Environmental Protection Agency is now accepting applications for the Environmental Justice Small Grants Program.
The program is open to community-based nonprofit groups and federally recognized tribal governments for support of environmental justice-related projects across California. The maximum grant amount is $50,000,
and the grant term is 12 months.
Projects selected for the grants will address a variety of environmental and public health objectives, including:
· Disseminating information about pesticide use and the use of other chemical products · Reducing air pollution emissions · Ensuring safe drinking water · Improving climate adaptation and resilience · Participating in environmental decision-making processes at the state and local levels
Applications must be received by 5 p.m. on Thursday, March 21, 2019.
