Home struck in drive-by shooting
Van caught on surveillance video
Nobody was injured when shots were fired at a home on Deertrail Avenue in Abbotsford early Sunday morning.
Const. Ian MacDonald said police are “ex-tremely concerned” about the incident and the threat it posed to public safety.
But while the incident occurred in the Townline Hill area, MacDonald said police do not believe it is connected to the ongoing gang conflict there that has resulted in several shootings and two murders.
The latest shooting took place at about 5:45 a.m. Sunday, when the Abbotsford Police Department received calls reporting gunfire in the 31000 block of Deertrail Avenue – located just west of Townline Road.
MacDonald said about six shots were fired, and officers who arrived on the scene discov-ered that a home in the area had been struck by three bullets, which entered a living room and kitchen.
MacDonald wasn’t sure how many people were in the home, but all were sleeping at the time and nobody was hit by the shots.
He said none of the residents of the home is known to police, and they are co-operating with investigators.

The Abbotsford School District will draw heavily on its cash reserves as it faces a larger-than-expected shortfall in its amended 2016 budget.
While higher enrolment numbers brought more per-student funding from the provincial government, those increas-es weren’t enough to make up for in-creased instructional expenses.
The district now expects to use nearly $4.5 million from its accumulated surplus reserves to balance its budget. That total is nearly twice the number expected when the district passed its first budget, prior
to receiving the Ministry of Education’s operating grant for the year.
The district received $2.5 million in extra provincial funding, but saw costs increase by double that number. That money went to raises for principals and vice-prin-cipals, an increased number of special needs education assistants, and costs as-sociated with vendor contracts and the implementation of the Next Generation Network, a province-wide improvement to school’s technology infrastructure.
Money from the district’s operating fund, which stood at $12.1 million at the beginning of the year, will be used to offset the deficit. But as the district gets set to prepare its 2016-17 budget, secre-
tary-treasurer Ray Velestuk knows the budget will have to be balanced soon.
The district will hold a public infor-mation meeting March 3 at 7 p.m. in the Community Library conference room at Abbotsford Senior Secondary. A follow-up meeting will be held April 13 at 7 p.m. at the school district’s offices.
Beyond funding for teachers’ pay raises, Velestuk said the Ministry of Education budget shows little increase in funding to help school districts with additional costs. Velestuk said that means the district will likely have to make some budget cuts.
“We’re going to have to get rid of this $4.5 million deficit at some point,” he said.

The families of residents of a group home for those with serious mental health issues slated to close in August breathed a sigh of relief last week as Fraser Health reversed its decision.
The 25 residents of Mountain View care facility on Boundary Road in Abbotsford, on the border of Chilliwack, were told in September the home would be forced to shut its doors in August 2016.
The decision was met with shock from family members of the resi-dents, and from staff at Mountain View.
Back when the announcement was made, director of care for the facility, Patrick Newby, said “the residents living at Mountain View consider it home.”
The replacement for Mountain View
is a 50-bed mental health facility under construction on Marshall Road in Abbotsford.
Both Fraser Health and Health Minister Terry Lake said the reason for the clo-sure is because Mountain View does not have multi-level care – in other words, a
variety of less intense care options to help transition patients into in-dependent living.
Tove Olsen’s son Barry Johnson Jr., who suffers from schizophre-nia, is 49 years old and has lived at Mountain View for 20 years. Olsen was extremely worried when she learned the facility would close.
And while Olsen and other family members, including the Chilliwack families of a dozen residents, found out their loved ones will get to stay at Mountain View if they want to, that doesn’t mean it still won’t close.
Fraser Health said these residents can stay, but when they do leave, the health authority will not fill the beds.
“It is a big step in the right direction,” Newby said on Saturday. “All of us (res-idents, family, staff, community) are ecstatic.”
Mountain View Home residents had called for Fraser Health to not close the Boundary Road site.

Clearbrook’s water supply has once again been given top marks from judges at an inter-national competition.
The supply was named Best in the World for municipal water during the 26th annual Berkeley Springs International
Water Tasting event over the weekend.
The Clearbrook Waterworks District previously won gold in 2008, 2009 and 2014, and took third spot last year.
Ten judges spent hours tast-ing and selecting from waters
sources in 18 states, seven Canadian provinces and five foreign countries.

The Federal Court of Canada has struck down regulations requiring licensed med-ical marijuana users to buy from Ottawa-approved growers, giving people the green light to continue growing at home.
The ruling is suspended for six months, but the four B.C. residents who launched the court challenge had their growing li-cences protected under an earlier interim order. Thousands of people in B.C. and across Canada received licences to either grow pot themselves or designate some-one else to do it, before the Conservative government attempted to restrict pro-duction to large commercial growers who sent it by mail.
With Prime Minister Justin Trudeau in-tent on legalizing recreational marijuana use, Kirk Tousaw, a lawyer for the four, says the latest ruling should “once and for all end the stigmatization and crim-inalization” for medical users and their
providers.“And in addition, all pending criminal
cases against medical cannabis producers, patients, growers and dispensaries should be immediately terminated,” Tousaw told CTV Wednesday.
The court challenge was brought by four different people, including 39-year-old Abbotsford resident Shawn Davey, who suffered a brain injury in a motor vehicle accident and receives a federal disability pension. He held licences to grow for himself and as a designated grower for others, authorizing him to produce 122 plants indoors and store 5,490 grams at the site of production. Abbotsford lawyer John Conroy’s firm represented the plain-tiffs in the case.
In a statement issued late last week, Abbotsford Conservative MP Ed Fast said he was “deeply disappointed” in the deci-sion, in which Federal Court Judge Michael Phelan ruled that preventing people from growing marijuana for medical purposes
violates section seven of the Charter of Rights and Freedoms, which guarantees “the right to life, liberty and security of the person.”
Fast said the rules introduced by his Conservative government aimed to “bal-ance legitimate access to medical mar-ijuana against our goal of keeping our communities safe and of preventing mar-ijuana from falling into the hands of youth.” He said illegal grow-ops posed a danger to the community, due both to fire and safety aspects issues, and because of what Fast said was their frequent associ-ation with organized crime.
“Abbotsford has been a hotbed of mari-juana grow-ops, and my residents will no doubt be quite angry that the court has essentially dismissed their concerns,” he said. “This ruling potentially sets a prec-edent for the manufacture within private homes of other dangerous drugs. This is not a road we should be travelling down.”

Last year, the Abbotsford Police Department (APD) attended 647 collisions that did not involve injuries.
A new policy that went into effect on Feb. 1 hopes to reduce police pres-ence at these incidents and free up officers for other issues.
Const. Paul Walker said the deci-sion means that police will no longer attend most minor and non-injury vehicle accidents.
He said in most of these cases, the parties involved can exchange infor-mation on their own and contact ICBC to start the claim process.
Walker said until now, police often attended these scenes and filled out the necessary paperwork, which was forwarded to ICBC.
He said this meant police were filling purely an administrative function that was unnecessary. The new policy will result in a “more efficient and effective use of police resources,” Walker said.
“We haven’t been able to boost the num-
bers (of police officers) over the years, so we’re trying to free up the time to target the things that are more pressing,” he said.
Walker said these issues currently in-
clude property crime and the Townline Hill gang issues.
He said police will continue to respond to minor crashes that create a hazard to other drivers or when there are policing issues involved – for example, a motorist is
impaired or one driver is becoming aggres-sive towards the other.
In the past when a minor collision was reported, APD was dispatched to
the scene, along with Abbotsford Fire Rescue Services (AFRS) and BC Ambulance.
The latter two services will con-tinue to attend these scenes and will alert APD if their presence is re-quired. Otherwise, AFRS will now di-rect traffic in the area – something it has always done until police arrived – and ensure the scene is cleared.
Assistant Fire Chief Craig Bird said the policy change is a positive step in reducing redundancies among emer-gency services in the area, as there are many circumstances when police do not need to be on the scene.
Bird said the change also frees AFRS to call a tow truck to the scene if required – a task that was previously handled mainly by police – and potentially clear the area sooner.
“From a taxpayer’s point of view, it doesn’t get any better,” he said.

The B.C. Liberal government made a big show of selectively easing Medical Services Plan fees in its budget for the coming elec-tion year.
In what is becoming a pattern for Premier Christy Clark, the biggest beneficiaries are single parents. The new MSP is calculated for adults only, so a single parent with two chil-dren saves as much as $1,200 a year.
Premium assistance is expanded, with discounts for single people making up to $42,000, rather than $30,000. But for singles, couples and seniors who don’t qualify for discounts, the rate is going up another four per cent effective Jan. 1, 2017.
Indeed, with population growth, the fi-nance ministry expects its take from MSP premiums to rise every year, reaching $2.5 billion in the coming years.
MSP revenue covers about 17 per cent of B.C.’s health budget, and Clark and Finance Minister Mike de Jong insist that Canada’s only direct health care charge is a vital signal to people that health care isn’t free.
This argument has failed.One seldom-discussed fact is that for half
of the people charged MSP, it’s paid by their employers. In private sector terms it’s a hefty payroll tax, creating one more obstacle for businesses to hire full-time staff with ben-efits.
So most full-time employees don’t receive this supposedly vital signal, unless they get laid off because their employer is losing money.
Also note that politicians and public sector employees have never paid MSP premiums. Their employers, taxpayers, pick up the tab for them.
People who have to pay out of pocket are what the bureaucracy calls “pay direct ac-counts.” Jordan Bateman of the Canadian Taxpayers’ Federation recently revealed that nearly 400,000 of these accounts are current-ly in arrears by more than 30 days, owing a grand total of $457 million.
Of course, this is Canada, so even if you
haven’t paid or even registered for MSP, you still get treatment at the hospital. Another potential signal lost in the noise.
For people who lose their jobs, MSP is like being kicked when they are down. Their employer stops paying, and the slow-moving bureaucracy charges them based on their
income from the previous year.There was a fuss in 2004 after the B.C.
Liberals contracted out MSP administration to a Virginia-based back-office specialist, de-lightfully named Maximus Corporation.
Now Maximus goes after delinquent MSP accounts with collection agency tactics, and attempts to keep up with the comings and goings from other provinces and countries.
Opposition parties decry the continued inequity of the MSP premium system, which charges the same for a single person making
$45,000 or $450,000 a year.NDP leader John Horgan rails about in-
equality and accuses Clark of using MSP revenues to establish her prosperity “slush fund,” but he stops short of calling for the elimination of MSP premiums.
One would expect the NDP to lead an-other “axe the tax” campaign, as they did with the carbon tax and the HST, but they aren’t. Perhaps this is because workers for this unnecessary Maximus machine remain members of the B.C. Government and Service Employees’ Union.
Green Party leader Andrew Weaver has it right. He staged a popular petition drive to roll MSP premiums into income tax. If the government wants to send a message, it can interrupt its continuous “Jobs Plan” adver-tising.
Scrapping MSP and raising income tax rates on higher brackets to compensate would fix the private sector payroll deterrent, make salaried employees (including me) pay their share, and end a tax break for the wealthy.

Darrin Riga has always had a fascination with radio.
He vividly remembers being a child and sitting with his dad in the liv-ing room of their home in Campbell River lis-tening to the AM station on their large, console radio/record player.
“On Saturday mornings, my dad would turn it on and sit in the living room listening to this great program focused on old-time, vintage, jukebox music,” Riga says. “I asked dad if he thought there would be anyone there on a Saturday and if they would let me go in and see what it would be like.”
There was someone there, they did let him in to show him around and it completely cap-
tured Riga’s imagina-tion.
Ever since, he has dreamed of having his own radio show. On March 3, that dream will come true when the radio program Darrin on the West Coast airs on CIVL radio, which broadcasts from the
University of the Fraser Valley in Abbotsford.
Riga’s one-hour show will be a mix of talk and music, featuring the eclectic mix of tunes that Riga loves as well as music requests
from listeners.What makes his show
unique is that Riga has autism and his show will feature interviews with others who live with developmental dis-abilities.
“I want my show to be a voice for people with special needs,” he says.
Riga is part of the Community Inclusion program at Communitas Supportive Care Society. He and his worker, Brian Cucek, have been pre-paring for months.
Riga invites music requests, and he and Cucek would like to in-terview people in the community who live with special needs.

The mats were packed at the BC high school wrestling championships in Abbotsford this week-end, with 106 schools competing for provin-cial glory.
Home-mat advan-tage proved to be a real thing for a hand-ful of local grapplers, who earned high
marks at the event.The team com-
pet i t ion saw the Abbotsford Traditional Secondary School Titans come within one point of first place for the sec-ond straight year. The Titans finished the event with 46 points, just shy of the winner New Westminster.
Although ATSS had relatively few wres-tlers, they all did very well winning one gold and two silver medals. Of ATSS’s six wrestlers, Austin Gurm won a gold medal in the 84 ki-logram class, Amtoj Dhaliwal won silver in the 84 kg class, Tanjot Kahlon won the silver in the 90 kg class and Jasdeep Dhillon placed fourth in the 51 kg class.
Also winning their respective divisions were: Rick Hansen Secondary School’s Pawandeep Khinda (boys heavyweight), RHSS’s Navdeep Toor (boys 57 kg) and Eugene Reimer Middle School’s Ravdeep Toor (boys 48 kg).
Other locals with top three finishes in-cluded: W.J. Mouat’s Akash Sund (second, boys 51 kg), Mouat’s Pavan Sangha (third, boys 57 kg), Yale Secondary’s Eknoor Bajwa (second, boys 60 kg), Mouat’s Dilpreet Randhawa (third, boys 70 kg) and Mouat’s Jade Trolland (third, girls 57 kg).
RHSS placed sev-enth in the boys team category, with Mouat finishing eighth. Burnaby’s St. Thomas More Collegiate won the girls division. The most outstanding wrestlers at the event were Brookswood’s Trevor Weltzin (boys) and Mission’s Alexia Seal (girls).
Outstanding match-es honours went to STMC’s Caileen Corbet versus St. Thomas Aquinas’ Karah Bulaqui for the girls, and Pinetree’s Nick Lew versus Langley Christian Secondary School’s Braden Conrad for the boys.

Cascades swept by UBCSaturday marked the
end of the road for the UFV Cascades wom-en’s basketball team, after being swept by the UBC Thunderbirds with losses on home court on Friday and Saturday.
UBC eliminated UFV on Saturday with an 84-78 win, in a game that the Cascades had several chances to win.
The Cascades were up 76-73 with 32 sec-onds left after a Kayli Sartori lay-up gave them a fourth quarter cushion. UBC scored on their next posses-sion, and the Cascades turned the ball over before committing a foul. UBC made one of two fouls shots and UFV couldn’t score the winning shot on their final possession.
Overtime saw both
teams remain score-less for the first 2:30, and UBC slowly took the five-minute peri-od over to win game two and eliminate the Cascades.
Three-point shoot-ing was an issue for the Cascades, as they made only three of 17 attempts, compared to the five of 12 made by UBC.
Sartori had a strong game, with 18 points, 14 rebounds and five steals, but also missed 13 of 19 shots. Taylor Claggett added 18 points and nine rebounds. Sydney Williams was solid off the bench, with 14 points, while Shayna Cameron, playing in her final college bas-ketball game, added 14 points and seven re-bounds.
Game one on Friday saw the Cascades fall 62-48.
Turnovers plagued the Cascades, as they committed 26, and also missed eight free throw attempts. Sartori was the Cascades’ top player in game one,
scoring 17 points and grabbing 12 rebounds.
The men open their playoff run starting on Thursday in Winnipeg against the University of Manitoba Bisons.

V-ball season endsThe seasons are over
for the UFV men’s and women’s volleyball teams.
The clubs participated in the Pacwest Provincial Tournament, which ran from Thursday to Saturday at Columbia Bible College.
The women scored an upset victory over the Douglas College Royals on Thursday, winning in four sets (29-27, 19-25, 25-18, 25-21). The win advanced them to the final four on Friday, where they fell in four sets (25-21, 25-23, 25-17, 25-10) to the VIU Mariners.
The women start-ed off hot against the Mariners, and led 23-22 late in the second set but the Mariners rallied to win. The Cascades then lost 3-0 (25-15, 25-22, 25-19) on Saturday in the bronze medal game to the Capilano Blues.
Despite the elimi-nation, women’s head coach Mike Gilray said he’s optimistic about the future of his team.
“Every point that we got to play here gives us experience for next season,” he said. “Being able to get some rookies some playoff experience only helps in the long run. It’ll make us a bet-ter team.”
The men’s team suf-fered an upset 3-1 loss (25-23, 16-25, 25-23, 26-24) to the College of the
Rockies Avalanche on Thursday to end their season.

Effective immediately, the Mission Public School District (“MPSD”) will accept expressions of interest for all four (4) surplus school properties at the following sites, and this information will be used in the event of a future marketing commencement.

It is with sadness that we share the passing of Daniel Fink on Wednesday, Febru-ary 24, 2016, in his 90th year. Born in the family home in Vibank, Saskatchewan, he was predeceased by his wife of 61 years, Martha, in 2013, and nine brothers and sisters.
He is survived by his brother, Ed of Vancouver. Danny is lovingly remembered and will be sadly missed by his four daughters, Beth (Gordon) Stark, Lindy (Don) Biggar, Wanda Beswick (Rick Saari) and Norine Williams; as well as his grandchildren, Michael Stark, Brittany, Arianna, and Shanaya Biggar, Scott Williams, Katherine Beswick, Brody and Montana Saari, and great-grand-daughters Elle and Olive Saari. The family would like to thank the staff of Bevan Lodge for their extraordinary kindness to him during his fi nal days. It is with profound sorrow, we announce the tragic passing of Brianne, on February 11, 2016, at the age of 27. She is pre- deceased by her grandfather, Jim McDonald, grandmother Setsuko (Liz) Yokoyama, Aunt Barbara Beharrell and cousin Russell Beharrell. She is survived by her loving parents, Stuart and Colleen, brother Colin, grand-mother Annie McDonald, uncles and aunts, John and Sharon Yokoyama, Murray and Jeanette McDonald, cousins Jo-Anne, Pat
and Avery McGurk, Katherine McDonald, Ken, Bobbi, Madison and Taylor McDonald. Brianne graduated from Rick Hansen Secondary in 2006 and was presently enrolled at UFV taking the Practical Nursing Program, she would have fi nished in June. While going to school full time, she also worked part time at A.V.P., a veterinary supply company. During her childhood Brianne was involved in various activities. One was music. At the age of 8, she started piano lessons at the Sound of Music, and over the years won many awards at recitals. She also enjoyed playing sports. She played soccer with the Abbotsford Association for many years, then the Clearbrook F.C. Jr. ladies team which won the Gold Cup in the Provincial Tournament. The last couple years she returned to play with the women’s soccer team “Lightning.” Her other sport, which was her favour-ite, was softball (fast pitch). She started at the age of 5-19 and played with the Abbotsford Association as well as the Bradner Community Club. Then she carried on playing Jr. ladies with the team, Abby Chaos, then Abby Fireballs and then fi nally her current team, Abby Chargers. Throughout these years she met and made many lifelong friends. We will miss her smile, that hearty laugh but mostly just her presence. Our family would like to thank all of our friends for giving us comfort and support during these dark days. Words cannot express our gratitude. Come join us for a Celebration of Brianne’s Life on March 10, 2016 at Bradner Hall - 5305 Bradner Rd., Abbotsford, BC, at 1:00 pm. Hilda MacKenzie (nee Dosso), passed away peacefully into the presence of her Lord on February 20, 2016 at Abbotsford, BC. She was predeceased by her husband Donald MacKenzie in 2006, her parents William (Bill) Benjamin Dosso in 1969 and Helena (Lena) Dosso (Doerksen) in 1992, her brother Edward in 1946, and sisters Mary Goshulak in 1994, Katherina Rich in 2009, Helen
Dubland in 2014 and Anna Caseby in 2015. She is survived by her brother, Harry (Martha) Dosso, Victoria and sister, Edna (Lloyd) Mackey, Surrey, ten nieces and nephews and her MacKenzie step-family. Hilda was born in 1930 and grew up on a farm near Gull Lake, Saskatchewan. It was in her youth that she accepted Christ as her Saviour. In 1947 her family moved to a small farm in Chilliwack, BC. She completed her High School in Vancouver; graduated from Briercrest Bible College in Caron-port, Saskatchewan; and later became a Licensed Practical Nurse. She worked at Woodlands School, New Westminster; Virginia Mason Hospital and Group Health Hospital, both in Seattle. Her interest in Christian Missions led to terms of service at the Japanese Evangelical Mission in Three Hills, Alberta, and at World Missions to Children in Grants Pass, Oregon. In 1975 she married Donald MacKenzie whom she had met in Seattle. A short time later, they moved to Fort St. John where they oper-ated a janitorial service for 20 years. Upon retirement they moved to Abbotsford, BC. While in Abbotsford they attended the Sevenoaks Alliance Church, and enjoyed their many friends and extended family. Upon her husband’s passing in 2006, she took up residence at the Menno Terrace East Assisted Living suites in Abbotsford, and lived there until two weeks before her death which occurred in adjacent Menno Hospital. Many thanks are extended to the staff at Terrace East, Menno Hospital, Abbots-ford Regional Hospital and Dr. James Warkentin and Gateway Health and Wellness Centre, for care given especially during her fi nal weeks. A memorial service will be held on Wednesday, March 9, 2016 at 1pm at Woodlawn Funeral Chapel, 2310 Clear-brook Road, Abbotsford, BC. In lieu of fl owers, the family would encourage donations to: Mennonite Benevolent Society, 32945 Marshall Rd., Abbotsford BC V2S 1K1 and/or Sevenoaks Alliance Church, 2575 Gladwin Rd., Abbotsford, BC V2T 3N8. Peter passed away peacefully at the age of 94. He was pre-deceased by his wife Julie and his son Ronald Dickson. He is survived by his children Pauline (Bob) McLean and Bill Dickson (Laura). He had 4 grandchildren and 4 great-grandchildren along with extended family and friends.
Peter was born in Putney (London) England. He lived in Abbots-ford since he was 11 years old. Peter worked for Canada Post from 1951 to 1980. He was a volunteer fi reman in Abbotsford from 1951 to 1976. Peter and Julie enjoyed traveling and spend-ing time with family and friends. Peter’s twinkling eyes will be missed by all.
