STATE PROFILEState : Nagaland

Nagaland the sixteenth state of Indian Union formed on 1st December 1963 byamalgamation of the erstwhile Naga Hill District of Assam and Tuensang Area which wasunder a separate administrative control.

Location : - Located between 25060/ & 27040/ North latitude and 93020/ & 95015/ East Longitude.

Boundary:- North & West : Bounded by Assam

East : Bounded by Myanmar and Arunachal Pradesh

South : Bounded by Manipur

Area :- 16579 sq. km.

Population :- Males : 10,47,141

Topography :- Nagaland is hilly interspersed with ridges and valleys. The altitude varies between 110

to 3840 metres above sea level.

Physical Features :-

a) Climate & Rainfall : The climate of the state is bracing and healthy. Summer

temperature ranges from 7 to 23 degree Celsius. The average annual rainfall ranges

from 200 to 280 cms.

b) Agro-Climatic Zones : The State falls under the Mid-Tropical Hill Zone category of

Agro-Climatic Zonal Classification with further sub-classification into three distinct

geogriphical regions - (i) High Hill Areas with lateritic soils and non-laterised red soils.

(ii) Lower Hill ranges of brown forest soils and podzolic soils and (iii) Foothills/Valleys

with recent alluvium, old alluvium and mountain soils.

c) Soils : Soils of Nagaland are derived from Tertiary rocks belonging to the Barail and

Disang series. The Barails consist of alternating layers of sandstones and shales with

carboniferous intrusions or even coal seams. The underlying Disang series represent

unfossiliferous shales, slates and phylites. Soils are acidic and very rich in organic

carbon but poor in phosphate and potash content.

d) Forest Cover : The forest in Nagaland may be classified under three types: (i)

Tropical Wet evergreen forests (ii) Tropical Semi evergreen forest and (iii) Montane

Sub-Tropical Pine forests. Tropical Wet evergreen forest with valuable evergreen timber

species in the top canopy with bamboos occurring abundantly is most important in

terms of commercial exploitation.

Demographic Features :- Nagaland has a predominant tribal population generically refferred to as

Nagas with several tribes and sub-tribes and clans ets. speaking diverse dialects

specific to each tribe. The major tribes of Nagaland are Angami, Ao, Chang, Chakesang,

Khiammungan, Konyak, Lotha, Phom, Rengma, Sangtam, Sumi, Zeliang and a few

mixed tribes such as Kacharis, Mikirs and Gorkhas.

Status of Human Resources :- The population of the state as per the 2001 census is 19.90 lakhs

consisting of 10.47 lakhs males and 9.43 lakhs females. The rural population constituted

82% of the total population. The population below poverty line stands at 6.51 lakhs

constituting 32.70% of the total population. The population density in the state is 120

persons per sq. km. The literacy level is 67%.

Occupational Pattern :- Agriculture continues to be the main occupation of the people engaging nearly

68% of workers. A small segment of the population are engaged in weaving, Blacksmithy,

Handicrafts and other small village industries as part-time occupation.

System of Land Ownership :- In Nagaland the problem of fragmentation of land holdings is not an issue

on account of the peculiar pattern of land - ownership, tenure and use prevalent in the

state. There are no larger holdings and intermediary rights are hardly in existence. A

small area of about 259 sq. km. in Dimapur Mouza has been cadastrally surveyed. In

the rest of the state there has been no cadastral survey and systematic land record of

rights. The only legal framework is the Jhum Land Regulations Act. 1970. The ownership

of land and the individual rights are governed by customary laws of the community.

Economic Indicators :- The Gross State Domestic Product for the year 2002-03 is estimated at Rs.

2587.98 crore with a per capita income of Rs. 11,367. The Infrastructure Development

Index for the State stands at 71 against the all India average of 138.

Power :- The State still suffers from a shortfall in it’s generation of power.Against the present

requirement of 60MW, the State’s own generation is 6.12 MW only. The shortfall is

presently met through purchases from Manipur, Meghalaya and Assam.

Transport & Communication :- Out of total road length of 18,536 Kms only 5241 Kms are surfaced. The

proportion of unsurfaced roads to total roads is 71.45%. The road density per 1000 sq.

kms. is 1107.12. 113 Kms of National Highway run through the state, while 398 Kms. of

roads represents State Highway.

Irrigation :- At present there are no Medium or Large irrigation projects in the State. The potential

for irrigation is estimated at 165000 Ha.

Agriculture :- Agriculture is the backbone of the economy of Nagaland and the source of employment

for majority of it’s inhabitants. About 68% people are engaged in agriculture. An important

feature of Agriculture in the state is Jhumming or shifting cultivation.

The minutes of the last State level Bankers’ Committee meeting held in Dimapur on 17-12-2010

were circulated to all members vide letter no.AGM/LB/169 dated 05-02-2011. As no

amendments/suggestions have been received, the minutes may please be treated as read &

CONSOLIDATED REPORT ON JOINT RECOVERY DRIVE

The feed back received from the Chief Managers (lead Bank) of different districts on theJoint Recovery Drives carried out up to the quarter ended December 2010 by the Bankbranches with the Sponsoring Agencies is not encouraging. As reported, Joint Recovery Driveswere conducted in Kohima District on 20 occasions and only once in Mon District. An amount ofRs.3.39 lacs and Rs.0.05 lac only could be recovered at Kohima and Mon Districts respectively,which is not up to the desired level, In other district, no such recovery drive was organizeddespite our regular liaison with the concerned department. Deputy Commissioner andSuperintendent of Police, Dimapur has, however, spearheaded a drive and assisted banks inrecovery from some recalcitrant SME borrowers.

Many bank branches are not submitting the list of defaulters to the sponsoring agencies forrecovery of bank’s dues. The role of sponsoring agencies also is not encouraging in organizingsuch recovery drives with bank branches. On several occasions the matter has been discussedin the DCC / SLBC meetings so that the process of joint recovery drives are reactivated. WhileDeputy Commissioners are personally taking interest but their initiatives are petering out atthe implementation level.

Recovery of loans has become a major problem for the Banks, particularly in Governmentsponsored schemes. This deters the bankers from financing under various schemes. Consideringthe gravity of the situation, Government of Nagaland has advised all DPDB Chairman andDeputy Commissioners to include “Recovery of Loans” as an important agenda in DPDB Meetings.Accordingly, the issue was taken up by all the LDMs in the DPDB Meetings to improve theposition. “Recovery Co-ordination Committee” have been constituted in many districts and bankbranches have been advised to submit the list of defaulters under various Government sponsoredschemes to the concerned sponsoring agencies.

i) The disbursement under Agri & Allied sector is 27.27 crores upto December 2010 asagainst the annual target of ‘ 66.66 crores.The achievement upto the quarter end is 41% ofannual target. Performance of some banks is below par specially in KCC and Self Help Groupwhere there is no credit linkage. Department of Agriculture & Animal Husbandry requested tohelp the bankers by providing list of eligible & interested farmers for financing under KCC/Dairy/Piggery/Poultry Scheme. The enhancement limit of collateral free loans from existinglevel of 50000/- to 100000/- should be utilized for increasing coverage under Agricultureloans.

ii)The disbursement of 21.28 crores have been made under Industry sector uptoDecember2010.The achievement of ACP under industries sector at the end of the quarter is54%.The disbursement under Other Priority Sector was 38.55 crores i.e. 41% of annualtarget.

iii) The overall achievement under Annual Credit Plan 2010-11 as on December 2010 was 275.53 crores as against the annual target of ‘ 472.78 crores which is 58%. During last

quarter of the financial year, all banks are to focus more care and attention in achieving ACPtargets set for 2010-11.

iv) The summary statement showing Institution- wise sector- wise performance under ACP2010-11 for the quarter ended 31.12.2011 presented in Table No.1 page No. 17of the booklet.

AGENDA NO. 4

CD Ratio- Review of Position

The CD Ratio of the State as on 31.12.2010 was 31.24%. The CD Ratio has marginally increasedover September 2010 (31.22%). Low CD Ratio of 4 major banks i.e. Allahabad Bank (14.46%),Bank of Baroda (14.64%), Axis Bank (11.62%) and Vijaya Bank (18.57%) is not acceptable.Need some concrete plan to step up the CD Ratio.

The statistical information regarding total deposits, total advances and CD Ratio are presentedin the booklet table no.4, 5 &6 (Page No. 20 to 23)

AGENDA NO. 5

Review of Performance under Government sponsored schemes and KCC,GCC & SHG

PMEGP 2009-10

As on 31-12-2010 against the target of 358 for the year 2009-2010, 322 proposals have beenreceived. Banks have sanctioned 275 proposals against 322. A huge backlog of PMEGP proposalshad been cleared by the banks and the performance of the banks were quite impressive duringthe quarter under review.

PMEGP 2010-11

PMEGP target set for the programme year 2010-2011 is 610 for the State of Nagaland 295proposals have been received by the banks. Sponsoring of applications was tardy and huge loadhas been stacked for the last quarter of the year.While all banks have been advised to go ahead with the process of sanction and disbursementbut achievement of target within the stipulated time could be possible if applications aresourced by Sponsoring Agencies well in time.

Bank-wise performance as on 31-12-2010 shown in Table No. 16 & 16A (Page No. 32).

SGSY, SJSRY:

The performance under SGSY and SJSRY for the target year 2008-2009 and 2009-2010are shown in Table No. 9-10 and 13-14 (Page No. 25 & 30).

Concerned sponsoring agencies are requested to advise the target for the year 2010-11 to theLead Bank immediately followed by sponsoring of application.

Review of Performance under KCC, GCC and SHG:

KCC: As on 31.12.2010 against the target of 10800 cards for the year2010-11, banks issuedonly 3943 cards, thereby achieving 36% on the target. Amount sanctioned for 3943 cards was

935.44 lacs. Despite target many banks were total non-performer. Need for Controller tomonitor.In order to create an enabling environment Government may consider empowering VillageDevelopment Boards to be guarantors for agricultural loans where there is no land patta.Please refer Table No. 22 (Page No. 35).

GCC: Only 46 cards have been issued during the quarter under review bringing total cardissued upto the quarter 867. Banks are urged to actively take up to achieve the target well intime.(Table No. 25, page No. 37).

SHG: Under credit linkage 729 SHGs were sanctioned 473.92 lacs as on 31.12.2010.. 344women beneficiaries were sanctioned ‘ 167.80 lacs under SGSY and 278 women beneficiarieswere sanctioned 253.05 lacs under Direct SHGs.(Table No. 28, page No. 38).

AGENDA NO. 6

Review of Progress of Implementation of Financial Inclusion in the State with specialfocus on:

a. Providing Banking services by engaging BCs in every villages having population ofover 2000.

There are 196 unbanked villages in the State having “Population of over 2000” as per2001 census. Road map for providing Banking Services in every villages having populationof over 2000 has already drawn up and is placed in the Annexure- (with slightmodification).

Till the end of the quarter no bank had engaged Banking Correspondents in the States.However, most of the banks have initiated process in engaging BCs in allotted villagesand significant progress is expected in the next few months.

b. Opening of Bank branches in unbanked blocks.

State Government has issued notification in this regard for initiation process for openingbank branches in the identified 6(six) un-banked blocks. The six blocks are:1. Kobulong (Mokokchung), 2. Noksen (Tuensang), 3.Tizit (Mon), 4. Pungro (Kiphire), 5.

Tenning (Peren) and 6. Niuland (Dimapur).

A meeting was convened by SLBC convener on 8th.March 2011 to obtain the feedback onpreparedness of the Banks in setting up branches in the identified block, A minute ofthe meeting is placed as annexure in the booklet.

Allocation of these blocks amongst banks shall be decided by the Reserve Bank ofIndia. Reserve Bank of India may apprise the present status.

AGENDA NO. 7

Setting up of RSETI in the Districts:

SBI has initiated the process for establishment of RSETI at Peren District and a plot of landhas been allotted by the District Authorities. Similarly, in Phek District also the DistrictAuthority is likely to allot a plot of land which was earlier earmarked for DRDA for startingRSETI thereat. We are hopeful of having RSETI in these two district in a few month.

Meanwhile Vijaya Bank and Bank of Baroda had informed the Convener Bank expressing theirinability to open RSETI in the Districts allotted to them during the last SLBC meeting held on28th of July 2010. Copy of the letter received from Vijaya Bank and Bank of Baroda isenclosed as annexure in the Background paper for ready reference.

Allahabad Bank and Axis Bank may appraise the house of the developments in this matter.

Recovery of loan has become a major problem for the banks particularly in GovernmentSponsored Schemes, in some cases; recovery percentage is not even 5%.The sponsoringagencies are requested to extend their helping hands in recovery of bad loans.

The declining percentage of recovery is cause of concern. All the banks are advised toprovide the list of NPA accounts to sponsoring agencies for seeking their help in recoveryof over dues under various Govt.sponsored scheme.

Security position of Banks and other related problems:

Two SBI ATMs were vandalized at Kohima centre. 1 near Oking Hospital and the other one atBara Basti. The first one was broken open on the Saturday night on 16th January 2011 and theother one on quick succession on 28th January to steal cash loaded in it. As break opening ofATM machines were not successful in disgust, ATM machines were vandalized and displayscreens were damaged. Similar incidents of vandalism at ATM were reported at some othercenters like Dimapur. Besides, reports have been received for looting of cash while in transitand during replenishment of ATMs. A full discussion will however take place in State LevelSecurity Committee (SLSC) meeting being convened by RBI on 28th March 2011 at Kohima.

Corporate Social Responsibility (CSR) Programme under taken by Banks:

During the last SLBC Meeting held on 17th December,2010, the Chairman Shri I.H.ZhimomiIFS, Commissioner & Secretary(Planning, Tourism & Art & Culture) Government of Nagaland,suggested that member banks may seriously consider going beyond their commercial activityand take up a few Corporate Social Responsibility (CSR) project for socially and economicallyexcluded segments of the population.

SLBC has accordingly appealed to all member banks by suitable communication to take up atleast one project quarterly.Towards this and keeping with its on-going initiative, State Bank of India had undertaken fewprojects like,a) Donating a Maruti Van to Kohima Old Age Home under Good Samaritan Women Society,Kohima.b) Bank has adopted Girl Children @ 6000/- per girl per annum for their education all overthe State.

Other member banks may apprise the house of the initiatives taken, if any by them in thisregard.

MINUTES OF STATE LEVEL BANKERS COMMITTEE METTING FOR THE STATE OFNAGALAND FOR THE COMBINED QUARTER ENDED JUNE & SEPTEMBER 2010 HELDON 17.12.2010 AT THE CONFERENCE HALL OF CENTRAL POLICE OFFICER’S MESS,CHUMUKEDIMA, DIMAPUR.

The State Level Bankers’ Committee (SLBC) meeting for the State of Nagaland for the combinedquarter ended June & September 2010 was held on 17.12.2010 at the conference Hall ofCentral Police Officer’s Mess, Chumukedima, Dimapur. Chief Secretary deputed Sri I.H.ZhimomiIFS, Commissioner & Secretary, Government of Nagaland to chair the SLBC meeting due to hispreoccupation to deliberate on the developments made by and review of the performances ofthe banks.

The proceedings of the meeting were initiated by Shri A.K.Das AGM, SBI, RBO Dimapur. Hewelcomed Shri I.H.Zhimomi IFS, Commissioner & Secretary(Planning, Tourism & Art & Culture)Government of Nagaland, Shri Tilak Das, DGM, SBI,NE Circle, Guwahati, General ManagerNabard, Managing Director NSCB, General Manager BSNL, Senior State Government Officials,and all the members of banking fraternity.

He apprised the house that during the last 2(two) quarters under review, all banks have beenby and large, active in widening banking services in the State. He highlighted some of thedevelopment and changes that had taken place during the last 2(two) quarters. Two bankbranches were opened taking the number of bank branches in the State of Nagaland to 111.Three nos of ATMs have been set up by the Commercial Banks and proposal for more ATMinstallations are in the pipeline. Achievement under Annual Credit Plan (ACP) though notimpressive, is in line. It is usually tardy during the first 2(two) quarters of the year, butnormally records impressive growth from 3rd quarter onwards. He further informed the housethat during the period under review SBI has recruited 70 nos of clerical staff from the Stateof Nagaland, promoted 35nos of clerical staff to officer cadre and appointed some ProbationaryOfficers to augment the banking services in the State of Nagaland. Now, at all SBI branches,frontline services are manned by local staff of Nagaland.

Thereafter, he invited Shri I.H.Zhimomi IFS, Commissioner & Secretary, Government of Nagalandand Chairman of the meeting to offer his opening remarks.

Shri I.H Zhimomi welcomed State Government officials, Bank Executives, DGM, SBI, NEC andeveryone present in the SLBC meeting.

He expressed his happiness on the landmark achievement of SBI mentioned by AGM, SBI andtermed as encouraging the local recruitment of staff by the bank. By taking the privilege toChair the meeting he urged upon all banks to reach every single person, especially the under-privileged people of the State which is the highest priority of the State Government. It is verynecessary that the banking services reach the under-privilege section of people in the ruralareas and unbanked blocks of the State. He stated that Banks in the pursuit of growth shouldfocus on inclusive growth. He also emphasized the importance of Banks in a State like Nagalandand the need to re-look into the role banks has to play in terms of financial literacy andhandholding of the rural poor people of the State. He requested the bankers to come out withsolutions to problems like land holding system, poor infrastructure and land mortgage system.

He further stated that he was surprised and found it absolutely disappointing to note that nobanks in the State of Nagaland and even in North Eastern States are issuing Credit Cards toprospective customers without a security back up like Fixed Deposits. He wished the people ofthe State to get the same facilities that people from other parts of the country enjoyed fromthe same banks operating here.

Thereafter Shri A.K.Das requested Shri Tilak Das DGM, SBI, RBU to give his opening remarks.

At the outset DGM, Shri Tilak Das welcomed Shri I.H Zhimomi, Shri A.K.Das, other Bankers’colleague and Senior Government officials present in the meeting.

He started his address with appreciation of Chairman’s remarks and concerns. Thereafter, hestated that inclusive banking is something that is high on agenda of all the banks including theReserve Bank of India. As far as SBI was concerned, he stated that it was promoting BC modelin Nagaland so also in the rest of the country. He further stated that on pilot basis 20 VBDswould be engaged as BCs, which is a community based organization successfully functioning inthe State. We are happy that the State Government has allowed 20 VDBs to act as BCs, headded.

On the matter of opening of bank branches in unbanked block, he stated that the matter has tobe taken up seriously and bidding for allotment of blocks to the banks for opening of bankbranches initiated. RBI would allot to the successful bidders 100% capital subvention. Hefurther stated that bank-wise allotment as well as the entire process would be completedshortly.

He stated that CD Ratio is definitely a cause of serious concerns. He noted that some of thebanks and districts were showing very poor CD Ratios which needed to be explained to thisforum later at the time of deliberation on the agenda items.

In connection with alternative forms of collateral security for advances he stated that Bank isintroducing a new model of security called Joint Liability Group in which a group of people ofthe same activity can come together to form JLG which is acceptable to the bank as security.In case of small & marginal farmers banks can sanction loans upto a limit of 1.00 lacs and evenupto 2.00 lacs for good track records, without any collateral security.

He also stated that SBI Cards is subsidiary to SBI and not fully owned by SBI, having theirowned system for issuing Credit Cards. The Advantage Cards with back-up security is the onlyCredit Card now issued in some designated branches.

Before taking up the Agenda Items for deliberations, Shri A.K.Das AGM invited Ms LH.Thangi Mannen, Comm & Secy. AH & Vety, to say a few words and share some of the department’sconcerns as she had to leave for another important engagement.

Offering thanks to the Chairman, Smt Thangi Commissioner & Secy AH & Vety shared AH &Vety. Departments concerns to the house. She stated that under AH&Vety Department,Government of India had formulated various credit linked subsidy schemes by allotting certainamount of fund to each State for the benefit of the farming community. She also stated thatunder various forums the matter was already discussed and targets fixed to the banks toextend finance under credit linked subsidy schemes, where certain amount of subsidy even upto 33% of the project is available. However, till today no bank has come forward to take thescheme except NSCB which financed 75 nos. of projects recently. She also pointed out that tilldate SBI, the Lead Bank who is having a target of 100 nos. of projects also did not comeforward with a single project. She regretted that she had to perforce inform the Governmentof India that the banks were not interested in the scheme, and the allotted fund would belapsed or be diverted to some other States. She also pointed out that some of the banks bydirectly financing without linking the subsidy scheme had deprived the farmers, forcing themto pay full interest. She once again appealed to all banks to come forward and act proactivelyin their dealings. She lamented that Nagaland would be the loser, in case the allotted funds arediverted or lapsed only because of our failure to utilize it.

Shri A.K.Das AGM SBI thanked the Commissioner & Secretary and informed that the issuesraised would be come up in the course of deliberations on Achievement of Annual Credit Plan2010-11, and also in the presentation to be made by General Manager, NABARD. He alsoassured that the target of Backyard Poultry Scheme received by banks recently would becleared in a month.

Thereafter, the agenda items listed were taken up by Shri A.K.Das AGM, SBI for discussion.

AGENDA NO 1.

Confirmation of Proceedings of the Last SLBC meeting for Nagaland:The Proceedings and action points of last State level Bankers’ Committee meeting for Nagalandheld in Kohima on 28.07.2010 were circulated to all members. Since no request for amendmentswere received, the house passed the previous minutes as read, confirmed and adopted.

AGENDA NO 2.Review of action points of last SLBC Meeting dated 28.07.2010:

2.1 Banks to open “No Frills” accounts and issue of GCC to be stepped up so as to bringcommon masses under Financial Inclusion.

Total 9436 nos. of accounts have been opened against target of 24225 nos. by the banks uptothe quarter. Non Performing Banks namely Allahabad Bank, Central Bank, ICICI Bank, IDBIBank, UBI, Axis Bank and Vijaya Bank were advised to open No Frills accounts, considering theimportance of the exercise in financial inclusion.

Total 172 nos. of GCCs were issued by the banks upto September, 2010.

2.2 IT based Financial Inclusion involving use of Smart Cards / Mobile Technology to beadopted by banks to achieve greater outreach.

All banks have been advised to step up IT based financial inclusion involving use of smartcards/mobile technology to achieve greater outreach.

1. The Managing Director NSCB informed the house that the Bank (NSCB) has decided toprovide Bio-metric machine to all branches and Smart Cards to be issued shortly.

2. AGM SBI informed the house that they had outsourced the works to Zero Mass Foundation,Service Providers for assisting the bank in engaging Business Correspondence in 142unbanked villages with population over 2000. Initiative has been taken and significantprogress is expected in the next few months. Apart from these, in 20 villages identifiedby RD Departments, VDBs will be engaged as BCs on pilot basis. They will be suppliedwith Bio metric devices for opening no frills accounts to bring the common masses underfinancial inclusion.

3. BOB informed the house that they had appointed HCL as service provider in thoseallotted 5 villages, and work is expected to be completed/in full function by March2011.

4. Allahabad BANK requested to take up the matter with their Head Office to completethe task within the time limit. Further, in consultation with RBI Officials the progressshould be monitored closely to initiate the process during the next few weeks. The Bankshould brief the house of the development made in the next SLBC Meeting

2.3 Extension core Banking / ATMs / Internet Banking facilities and Improvement in ITfunctioning.The member banks informed the house of the developments made during the last 2 quarter andthe action plan to be taken in the months to come under the agenda.

1. BOB informed the house that by January 2011 they were going to install one ATM atKohima.

2. SBI informed the house that 3 more branches will be opened shortly at ScienceCollege, Jotsama village in Kohima, Personal Service Branch at Dimapur and anotherbranch at one of the 6(six) unbanked block centres identified by the Government ofNagaland.

SBI is presently having ATMs in 8 District HQs and would install 3 more ATMs in thedistricts of Longleng, Peren and Kiphire within the next 2 months to cover all Districtsof Nagaland by 31st March 2011.

3. UCO Bank informed the house that they had submitted proposal to their Head Officefor re-opening of Tizit branch which was closed down for quite sometimes now, includinga proposal to open a new branch at Mokokchung. Further, in addition to the existing 2ATMs, they propose to open 2 more ATMs at Kohima & Dimapur. The Zonal Manageralso informed the house that their Head Office wanted a commitment from him to bring

5.00crs business to the bank on the very first day of opening a new branch, andrequested the State Government to extend any possible help to fulfill the commitmentfor opening a new branch.

4. HDFC informed the house that their Kohima Branch will be in operational shortly andproposals for opening branches at Mokokchung and Wokha centres are in the pipeline. 3more ATMs would be installed at Dimapur within the next 2 months

5. BSNL informed the house that they have 5 Circles to be commissioned at Tuensang, Mon,Zunheboto, Phek and Wokha, and declares that they were ready in all respects andinvited the banks to come forward for connectivity

6. Representatives of Vijaya Bank and UBI informed the house that they were going toinstall ATMs in Dimapur centre. Axis bank representative also informed the house thatthey were planning to open a new branch in Nagaland during the next 3 months

Chairman enquired from the bankers whether they were facing any security problems in theiroperations like theft, false use of debit cards and any other problems relating to IT functioning.In reply to the query, AGM SBI informed that there has been no major problem barring one ortwo stray cases in Dimapur Centre.

Shri A.K.Das AGM thanked all banks for the proposed opening of new branches and new ATMinstallations in the next few months, and requested them to keep the Convener Bank informed ofthe developments for record. He further requested BSNL to look into the connectivity problemsin fixed line faced by SBI in Mon and Tseminyu centres in particular.

2.4 RBO SBI Dimapur & RD Department along with Geodesic will sit together forfinalization of NREGP Payment and engagement of VDBs & VCs for BC/BF.

AGM, SBI informed the house that a joint meeting of SLBC Convener, Commissioner RDDepartment and representative of Geodesic (Service Provider) was held on 05.10.2010 andidentified 17 villages and allocated them to the banks (9 to SBI, 5 to BOB and 3 to All Bank) toimplement VDBs/VCs for BC/BF on pilot basis.

2.5 Sub committee of PMEGP will sit together with nodal agency to sort out all problemsrelating to PMEGP Scheme.

On PMEGP, AGM SBI informed the house that a meeting of the Sub-Committee of SLBC onMonitoring and Implementation of PMEGP Scheme and State Level Monitoring Committee meetingfor PMEGP was held on 06.10.2010, 01.11.2010 and 16.12.2010. He stated that a huge backlogof PMEGP had been cleared by the banks and the performances of banks were quite impressiveduring the last 2months. It was agreed upon in the last meeting in the presence of Commissioner& Secretary (Ind & Commerce) that target of programme year 2009-10 to be achieved by thebanks within 31st Dec 2010, the last quarter of the financial year be utilized for implementationof proposals of programme for the year 2010-11. The Committee also decided that no backlogshould be carried over to the next financial year 2011-2012. He further stated that this yearbeing the Year of the Entrepreneur, some more proposals from line departments are expectedand urged the banks to gear up for successful implementation of “Year of the Entrepreneur”.He suggested to those banks having 2 or more branches to nominate a Coordinator/ NodalOfficer for easy monitoring and for better coordination with the sponsoring agencies likeKVIC/KVIB and DIC.

2.6 For setting up of RSETI, State Government should immediately allot land to thebanks to establish RSETI at the centre proposed.

AGM SBI informed the house that all eleven districts of the State have been distributed tothe member banks for setting up of RSETI.

He requested the State Government to appraise the forum of the progress made in connectionwith allotment of land to the banks at the proposed centre for setting up of RSETI.

As no representation from the concerned department was present, discussions could not bemade and action point has been carried forward. AGM however requested the Chairman toadvise the concerned department to expedite allotment of the land.

2.7 Credit portfolio of all banks in the State should be increased and thereby increasethe CD Ratio at least 60%.

The AGM SBI informed the house that the overall CD Ratio of 31.22% at the end of Septemberquarter is not very impressive which is a slide 0.10% against March 2010. He also pointed outthat some bank’s CD Ratios were abnormally low.

The house while examining the data provided in the background paper took serious view of thepoor CD Ratio of some member banks which pulled down all bankers’ performance in thequarter in review.

The Chairman, Shri IH Zimomi Commissioner & Secy and Shri Tilak Das asked ICICI and otherbanks the reasons for having poor CD ratios despite making remarkable growth in theirrespective total business. The representative of ICICI in response to the query of DGM, SBI,informed the house that ICICI is not participating in implementation of Government SponsoredSchemes like PMEGP, SJSRY and SGSY in Nagaland as per the directive of their Head Office.

Then the Chairman expressed his dissatisfaction at Axis Bank who have been making remarkablebusiness during the last 5 years of their existence, but having one of the lowest CD ratio withbelow 20%. He reiterated what he had mentioned in his opening remarks that Banks should notaim at Commercial Growth alone but focus on Inclusive growth to have impact of their existencein the State. He then requested Shri V.Kezo OSD to share Governments concerns in thismatter.

Shri V.Kezo OSD stated that this poor CD ratio by some banks is viewed seriously by theGovernment. He said that no bank in Nagaland should be exempted from implementation of anyState and Central Government Sponsored Schemes. The existence of those banks who aim atgetting deposit alone without taking part in developmental activities were found to be veryunethical and are cautiously looked at. He further stated that Government may be compelled towithdraw their fund with those banks who are not taking part in Government Sponsored Schemes.

Agreeing with Shri V.Kezo OSD (Finance), the Chairman suggested the Finance Departmentissue a General Circular/advisory to all Government Departments to this effect.

Participating in the deliberations Dr U.S.Saha General Manager NABARD stated that it is avery serious concern to note that banks operating in Nagaland are not actively participating inimplementation of Central and State Government Sponsored Schemes. If it is the case, heproposed those banks be banned from extending any type of finance, and matter be brought tothe notice of their respective Head Offices that the prohibition will be lifted only afterconfirmation of their participation in implementation of Government Sponsored Schemes.

He further suggested that those banks with poor CD Ratios of below 10% should be prepare atime bound action plan to improve their CD Ratio. He also advised them to participate vigorouslyin all Government Sponsored Schemes. Reiterating the anxiety of Commissioner Secy AH& Vetyon non implementation of Subsidy Linked Centrally Sponsored Schemes, he commented that theState and the people of the State only will be the loser and will be deprived of the benefitsavailable under these Centrally Sponsored Schemes. He also suggested bringing it to the noticeof the Regional Director, RBI for taking action against those banks.

While giving thanks to Shri V. Kezo and Dr Saha, AGM, SBI stated that Branch Manager ofsome banks having poor CD Ratios have no delegation of Financial Power for sanctioning loanunder GSS and other Agricultural Schemes from their Controlling Office located in Guwahati/Kolkata etc. He also advised all Chief Manager (Lead Bank) to examine at the branch level theissue raised by Commissioner AH & Vety and General Manager, NABARD in connection with theproposals submitted by the line departments and to ascertain the fate of the proposals if any,and brief the position to the SLBC.

2.8 Reopening of Tizit Branch of UCO Bank & Changtongya Branch of Allahabad Bank.

Representative of Allahabad Bank informed the house that they have examined the situationand still find it not conducive for reopening of their Changtongya Branch and sought some moretime.

In response to the query of DGM, SBI, the representative informed that they were notsurrendering the license as it is not a case of the branch being closed down but shifting andoperating from other centre (Mokokchung).

Shri V.Kezo OSD opined that Allahabad Bank should surrender their license so as to enableother commercial banks to step in to extend banking services to the people of Changtongya. Healso informed that since Allahabad bank had kept the people of Changtongya without bankingcoverage for more than a decade, they no longer wished to have Allahabad Bank any more.

AGM SBI requested Allahabad Bank to come out with a concrete decision as to whether theyare going to re-open their branch or will surrender the license so that the matter can be solvedwithout any further delay.

The Zonal Manager UCO Bank informed the house that they were very much interested in re-opening their branch at Tizit and proposal for opening of a branch has already been submittedto their Head Office two months back for approval. AGM SBI requested for a confirmation ina month or so.

2.9 Banks to actively support State Government for formation of Task Force / NodalAgency towards successful implementation of Year of Entrepreneur.

AGM SBI invited Director, Industries and Commerce to speak on the agenda item.

Speaking on the agenda item, Director (Industries and Commerce) stated that the entrepreneursare being sent for training, and on successful completion of training they would submit theirprojects which in turn will be forwarded to Banks for financing. The first batches of proposalsare expected to reach the banks by next February-March 2011 and the second batch will be inthe next financial year 2011-12.

2.10 State Government to support banks in recovery of loans by conducting jointrecovery camps, invoking Nagaland Debt Recovery Act.

AGM SBI was pleased to announce that Government of Nagaland is kind enough to considerbankers request to realize the fee at backend that is from the actual recovery of loans underNagaland Debt Recovery Act 2007. Notification in this regards is however awaited.

He also informed the house that as per the suggestion made by the Commissioner & Secretary(Ind. & Commerce) NIDC has agreed to come forward and extend a helping hand to bankers inrecovery of bad loans with their recovery team, especially on Government Sponsored Schemeson payment of a certain amount of fee. He urged the bankers to avail the services to the extentpossible.

The AGM, SBI requested a discussion on Recovery of loan to the house.

Shri V.Kezo OSD informed the house that this amendment of Nagaland Debt Recovery ActRule would be put up for Cabinet approval shortly as the rule itself does not have a provisionfor amendment by notifications. However it is not a matter of concern for bankers as theGovernment had already informed all DPDB Chairmen and district Deputy Commissioners advisingthem to include recovery of loans as an important agenda in the DPDB meetings of each district.Now, banks can start submitting the list of defaulter borrowers to their respective DeputyCommissioners for consideration.

He also stated that banks are not responding to the earlier offer of the Commissioner &Secretary, Industries to approach DIC/NKVIB/KVIC, the sponsoring agencies, for bad loansrecovery despite promises to take action against those who fail to response to requests ofbanks.

In response to issue raised by Shri V.Kezo, OSD, Zonal Manager, UCO Bank informed thehouse that they have already submitted list of defaulter borrowers to DIC/NKVIB/KVIC butto no avail till date. He also stated that this quick mortality of loans under Government SponsoredSchemes is a matter of concern for all banks in Nagaland.

AGM, SBI invited all the CM (Lead Bank) to ascertain whether Bank branches are seekingsupport from the relevant agencies for joint recovery drives and whether they are gettingsupport. He requested for a district wise report in next SLBC indicating how many bankbranches in their district have approached DIC/NKVIB/KVIC with list of defaulter borrowers’vis-à-vis the outcome.

AGENDA NO. 3

Review of performance under Annual Credit Plan (ACP) 2010-11

AGM, SBI informed the house of the performances of banks under ACP as on 30.09.2010 andalso highlighted the poor achievement of some banks

Shri Tilak Das DGM, SBI stated that he was surprised to note that banks are not paying anyheed to achieve ACP target which was adopted and agreed to by the banks themselves and notan imposed target. He advised all the banks to examine their performances upto the quarterand to work out strategy/plan, keeping in mind the target to be achieved by end of financialyear, 31st March 2011.

The Chairman stated that the performance of credits of banks in the district is correlatedwith the development of the district. He then urged the banks to note that the higher the creditperformances of banks, the higher the development of the district.

Taking part in the discussions, Shri P.K.Bharti, Senior Manager of BOB, shared his views on therole that banks can play for the development of States like Nagaland. He urged the fellowbankers to take it as a challenge to deploy a portion of deposits accumulated in the State so asto build up presentable CD Ratio which will reflects bank’s commitments to the State. He alsosuggested that the Government of Nagaland should be sensitive to the issue and reward thebank with Govt. funds / deposits canalizing only those banks who are taking part in thedevelopmental schemes and activities of the State.

APPROVAL/CONFIRMATION OF PMEGP TARGET FOR 2010-2011:

PMEGP target for the programme year 2010-2011 is 610 for the State of Nagaland. The finaltarget allocation bank-wise and district-wise for the current year was made by the Lead Bank,NKVIB, KVIC and Directorate of Industries following discussion of Bankers Meeting held on11-08-2010 at Dimapur.

Bank wise target under PMEGP for the year 2010-2011 are as under:

SBI-274, BOB-56, ALB-37, VJB-31, UBI-20, CBI-18, UCO-19, AXIS-15, ICICI-10, IND-5,PNB-5, P&SB-5, SYN-7, IDBI-4, FED-4.

The house confirmed and approved the target.

During the course of discussions on the agenda item, Smt. Surekha Marandi, Regional Director,RBI, arrived in the meeting hall.

Shri A.K.Das AGM.SBI welcomed Smt. Surekha Marandi, thereafter she addressed the membersand shared some of her concerns.

She suggested to form SLBC Sub-Committee to do spot verification of those premises/buildingsallotted by State Government, if any, to verify whether it is suitable and whether the minimuminfrastructure required for opening bank branches are available or not. Citing her experiencein one of the North East State, she felt the need to make spot verifications mandatory by theSLBC Sub-Committee.

She also shared some of her views on CD Ratio, and opined that while examining banks CDRatios we have to include the access made by the bank to unbanked blocks for meaningful CDRatios covering the entire State.

While noting poor CD Ratios of some private sector banks who were holding a large chunk ofGovernment fund/deposits, Regional Director, RBI categorically mentioned that Governmentfund/deposits should be with Public Sector Bank only. She further stated that participating inpriority sector lending was the criteria for holding Government funds/deposits. She alsorequested the State Government to look into the matter and issue necessary advisory to thiseffect.

Supplementing Regional Director’s concerns on opening of bank branches in un-banked blocks,Shri V.Kezo,OSD, said that Finance Department have examined the estimates given by SBI inconnection with infrastructure requirement and found it to be on the high side and requestedfor recasting it to the bare minimum requirement. The revised estimates should be expedited.

Review of Performance under KCC, ACC, GCC and SHG:

KCC: Shri A.K. Das AGM, SBI apprised the house the achievements of banks under KCC duringthe period under review.

Smt. Surekha Marandi enquired of the reasons non performances of banks in financing underKCC. She urged the line departments, Agriculture Department in particular, to help the bankersin identifying eligible farmers for KCC loan and other agricultural activities. She furtheradvised the State Government (concerned department) to compile a roster type list of eligiblefarmers to be kept ready and provided to the banks for financing.

Reiterating Finance Minister meeting with Chief Minister, AGM, SBI sought the opinion ofRural Development Department, Government of Nagaland, of the proposal to allow VillageDevelopment Boards to be guarantor for Agricultural loans where there is no land patta.

As no representative from the concerned department was available in the meeting, the point ofdiscussion is carried forward.

SHG: AGM SBI apprised the house that Banks are making good progress in SHGs financing,particularly SBI during the period under review.

MD NSCB informed the house that till November 2010, NSCB had financed 211 nos of SHGsaggregating 1.58 Crs with full support from NABARD.

Smt Surekha Marandi, Regional Director, RBI, urged the banks to come forward and arrangefor tie up with Nabard for financing SHGs. She further stated that NABARD is well equippedwith a concrete road map for financing SHGs, and various NGOs are working extensively withthem in almost all the district of Nagaland. Banks should take the support for extendingfinances to SHGs, especially in those villages allotted to them under Financial Inclusion. Shealso stated that financing under SHGs is the safest way of lending with proven records.

Taking part in the discussions, Shri U.S.Saha GM, NABARD stated that NABARD has a tie-uparrangement with NSCB and is always ready to extend support to all other Banks also withtheir counterpart NGOs who are actively working for formation of reliable SHGs for creditlinkage in the entire State of Nagaland.

Distribution of Chief Minister’s Corpus Fund:

Shri V.Kezo, OSD, informed the house that Government of Nagaland shared the concernsexpressed by NSCB over the allotment of a major portion of the target under CMCF ascompared to other banks. He also stated that Government is aware of the poor recoverypercentage in CMCF, and the need of change in delivery system of CMCF is under consideration.

By thanking Shri V. Kezo, OSD, Shri B.K.Thandani MD NSCB informed the house that NSCB isrequesting the State Government for revision of allotment of scheme under CMCF as it was notdistributed amongst the banks equally, and large chunk of the target was allotted to NSCB. Healso urged all other banks to come forward for implementation of CMCF in the right perspective.Shri A.K.Das opined that the sponsoring agency/Nodal Agency, Planning Department, Governmentof Nagaland has to look into the matter to address the issue.

Review of Progress of Implementation of Financial Inclusion in the State with specialfocus on:

a. Providing Banking services by engaging BCs in every villages having population ofover 2000.

It was further discussed about re-opening of Tizit Branch of UCO Bank and ChangtongyaBranch of Allahabad Bank.

Zonal Manager, UCO Bank reminded the house that the proposal for opening of branch hasalready been submitted and the approval from appropriate authority is expected shortly.

The house felt the urgent need of opening of a bank branch in Changtongya since there ispotential for good business in the area. The house did not find merit in the excuses made byAllahabad Bank and found no justification for any further delay for re-opening of their branchin Changtongya.

Sensing the urgent need and citing the open license for opening bank branches, Smt SurekhaMarandi RD RBI urged the banks to come forward for opening a bank branch in Changtongya.

Shri A.K.Das AGM suggested that re-opening of Changtongya Branch of Allahabad Bank bebrought to the notice of their Head Office for urgent consideration within a reasonable time.

Shri A.K.Das AGM SBI informed the house that excepting one or two stray cases, the over allsecurity situation was normal and not alarming to the bankers. He further stated that bankswere always in close liaison with security authorities for any eventuality and by and large thesituation is congenial to the banks.

Shri I.H.Zhimomi, Chairman shared some of his concerns about informal money lending systemprevailing in the State, particularly in the business hub Dimapur Town. In this issue he wantedto know how the SLBC can handle the situation to curtail this lending system which bypassedthe banking system.

Taking part in the deliberations Regional Director, RBI opined that banks should find out theprocesses and take over such loans by extending financial support.

Shri A.K.Das, AGM SBI felt that non-institutional money lending fills in a considerable amountof credit gap, albeit with extremely high interest rates. He considered that a multi-disciplinarystudy should be taken up in the State to gauge the extent and multitude of the private moneylending so that an area-wise strategy can be planned by SLBC for substitution by InstitutionalFinance of Banks. He urged upon the Government to initiate the survey and assured that bankerswould be more than happy to participate. Regional Director, RBI, opined that Land RevenueDepartment should be a participant in the survey and requested Government to considerundertaking a survey at the earliest. He further stated that Notification from State Governmentis required to enable the banks to take over possession of the land in question to dispose off, ifand when necessary.

Shri V.Kezo OSD stated that Article 371(A) debarred transfer of property to non locals butdoes not mention any restriction on mortgage of property and that banks can enforce themortgage of landed property in Dimapur. However, he felt that it would be better to refer thematter to Law Department for their opinion.

Dr U.S.Saha GM, NABARD also shared some of his ideas and practical experiences in MokokchungDistrict on the issues.

Shri Tilak Das, DGM SBI requested to constitute a SLBC Sub-Committee comprising LandRevenue Department to examine the issue.

The Chairman further shared his view on circulation of fake notes in the State. However, thebankers informed the house that there were few incidents so far and with sophisticated notesorting machines utilized in the branches, chances of rampant circulation of fake notes ispractically not possible and is not alarming.

The Chairman shared some of his views on CSR (Corporate Social Responsibility) in whichbanks can do something for the benefit of the general masses besides normal banking activities.He urged all the banks to come forward in those new areas/fields and make concerted effortstowards CSR.

Smt.S.Marandi RD, RBI also shared some of RBI’s CSR experiences in Shalbani in the State ofJharkhand where the existence of RBI in Maoist stronghold was possible only through CSRactivities undertaken by the Bank. She urged the banks to adopt a village each under CSRprogram and to have interactions with the villagers to build a strong relationship.

Shri A.K.Das AGM suggested that henceforth SLBC will take up CSR Issue as an item, and allthe banks should report the activities undertaken by them in a tabular form.

Taking part in the discussion Dr U.S.Saha ,GM NABARD urged all the banks to join- handswith NABARD in their initiatives in various activities like women & child development,construction of School Buildings etc. in the remote corners of the State.

Shri A.K.Das AGM Convener SLBC then invited Dr U.S.Saha General Manager, NABARD, togive his presentation on Nabard related Schemes.

Dr Saha once again thanked Smt. Marandi, RD RBI, Shri I.H.Zhimomi IFS, and Shri A.K. Dasfor the opportunity given despite tight schedule of each and everyone. In the presentation heelaborated various Centrally Sponsored Schemes through Nabard like, Piggery DevelopmentScheme, Rabbit Rearing, Poultry Farming, Male Buffaloes Rearing, Diary Development Schemeand the latest Solar Lighting Systems which are readily available for implementation. Hestated that these schemes have two components of subsidy- Capital Subsidy and InterestSubsidy. He also stated that so far, only NSCB has come forward to finance these schemes byfinancing 20(twenty) nos of projects under Piggery Development Scheme.

To improve delivery mechanism, he stated that banks can take the help of NGOs to form SHGsall over Nagaland including the help of more than 100 farmers clubs already set up by NABARD.These NGOs and Farmers Clubs can extend a helping hand to bankers in lending as well as forrecovery loans.

To develop entrepreneurs and entrepreneurship, he stated that NABARD is always open toaccommodate each and every bank with bankable projects. To impart any sort of training forthe staff as well as the entrepreneurs or farmers and even for exposure tours to outside theState, NABARD is ready to bear the expenses.

He urged the bankers to sanction at least 5 nos. each of projects/units under Animal Husbandry(preferably piggery or poultry) and Solar lighting System by 31st March 2011.

Shri A.K.Das AGM SBI thanks Dr. Saha for the informative presentations and assures thatbankers will definitely come forward for implementing the Schemes.
