Abby Grossman: There will be an action item in the coming days. On Thursday, January 21st from 6-8pm, there will be a Teaching and Learning Institute in conjunction with the Provost’s Office. It will be on an invitation- only basis, so invitations will be sent out first to subject area senators, the Academic Affairs Committee, and then others. If anyone would really like to attend, please contact me. IV. Committee Reports a. Allocations – Jenna Gravalis i. Over break, we passed the Q3 budget. We also gave out the following: 1. Asian American Association $1,000 2. Global Health Initiative $1,000 ii. Reach out to me and Danielle for constituency events. b. Oversight – Daniel Marchese i. Over break, I realized that the word ‘Cabinet’ does not appear in our Bylaws or Standing Rules, so I created the ‘Cabinet’ over break. I also changed the Bylaws and Standing Rules, so Oversight needs to meet and figure it out. We have a slew of appointments as well. Oversight, please meet me after this session so we can figure out a good time to meet. V. Old Business a. 48-R-22 A Resolution to Appoint Members to the Constitution and Bylaws Review Commission i. Abby Waidelich: We still haven’t had a solidified member to commit to the CBRC. It’s been difficult to find someone who would like to be involved in CBRC. We’re looking for a Junior or Senior with no prior

Marchese:2,521,740.Thoseofyouthathaveapencilorlaptopout,Iwouldlikeyoutowritethatnumberdownortypeitout.Okay.Nowputadollarsigninfrontofit.Ifyou’renotangryatthisnumberbytheendofallthis,thenIhaven’tdonemyjob.First,I’dliketogivealittlebackgroundforthoseofyouunfamiliarwiththewayinwhichthecurrentdiningplanworks.Therearethreecomponentstotheplan:DiningDollars,BuckIDCash,andTraditionsVisits.IwillsaveyouthedescriptionofBuckIDcashsinceyouallhaveaccesstoit.Diningdollarsarethesimplestpartoftheseplans.Eachplancomeswithanallotmentofdiningdollarsthatyoureceiveatthebeginningofthesemester,andcontinuestorolloverallthewayuntilgraduation.Theyactjustlikeadebitsystem,sowhenyouspenddiningdollarsatanylocationoncampus,yourdiningdollarbalancedecreasesbytheamountspent.Whenyouspenddiningdollars,youreceivea10%discountonon-campusfood.Atraditionsvisitismuchmorecomplex.Eachofthenon-unlimitedplansdesignatesanumberoftraditions

visitsyouwillreceiveatthebeginningofeveryweek.Thisnumberdoesnotchangeonweekswithauniversityholiday,orduringexams.Theintendeduseofavisitfollowsitsname:youtradeitforonevisittoatraditionslocationoncampus:oneofScott,Morril,orKennedy.Theexactvalueofavisitvariesbytimeofday,whichonasidenotisafactthatisnotadvertised.Atatraditionslocation,Breakfastisworth$7,lunchisworth$11,andDinnerisworth$12.Forthesakeofourstatistics,wewillignorewhatpercentageofswipesarespentoneachmeal;meaningouraveragevalueforoneswipeis$10,or9diningdollarsafterthe10%discount.Visitsarenotthatsimplehowever,itunfortunatelydoesnotstophere.Andthisiswheretheproblembegins.See,at3AMonMondaymorning,youloseallofthevisitsyouhavenotusedoverthecourseofthepreviousweek.Thismeansthatyouwillloseupto$12perunusedvisit.Letmeputitthisway:imaginethattheentirecontentsofyourbankaccountdisappearedattheendofeveryweek.Sincethisisapotentialmoney-sink,dininghasprovideduswithseveraloptionsforspendingyourvisitsinalternativeways.ThemostusefulofthesealternativesistheVXor“visitexchange”program;whichletsyouexchangeasinglevisitforanentrée,adrink,andasmallside.Thisprogramhasbeenfairlysuccessful.Theotheralternativeistoexchangeavisitfor5diningdollars,or$4.50.Yournextthoughtshouldbe:“butisn’t$4.50lessthanhalfthevalueoflunchanddinner,and$2.50lessthanbreakfast?”Thatwouldbecorrect,soitwouldmakesensethata$5exchangewouldn’tbeusedterriblyoftencomparedtotraditionsvisits:theintendedusage.Afterall,morethan70%oftherespondentstotheUSGdiningsurveyfeltconfidentintheirabilitytobudgettheirmealplaneffectively.Andsostartsourjourneyto1,723,560.ThedatausedintheTaskForceReportindicatesthattherewereover380,000usesofthe$5exchange.Consideringthepercentageofstudentssayingtheycouldeffectivelybudgettheirplan,wecan’texactlychalkthisuptocarelessspending.Ifanything,thiswouldindicatethatstudentsdon’trealizehowmuchmoneytheyarelosingona$5exchange,potentiallybecauseofthecomplexity

associatedwiththevisitssystem.Inthebestcasescenario:ifweassumedeverymealthatthe$5exchangewasreplacingwerebreakfast,weseethatthisisatotallossofmorethanhalfamilliondollarsinvalue.Butasweknow,everymealisn’tbreakfast.Thisiswhatitlookslikeifweconsidertheaveragelossona$5exchange.Unfortunately,thisisn’ttheendofourstory.Instatisticsfromdiningusedinthetaskforcereport,themissed-meal-factorofthecurrentplanis8.3%.Thatmeansthatofallofthevisitsallotted,8.3%wentunused.Soifweconsidertheaverageof$10foratraditionsmeal…Wehaveatotalwastedvalueofalmost$800thousand.Andwhenweputthattogetherwiththe$5exchangelosses…Thereitisfolks,ournewfavoritenumber.Solet’ssummarizeourcurrentposition:8.3%oftraditionsvisitsallottedtostudentsgounspent,leadingtolostmoney.Andifthat’snotenough,peoplearestilllosingmoneyforutilizingtheirmealplanwhentheyusea$5exchange.Whenyoureadthetaskforcereport,thereisjustnogoodfaithwaytochalkupallofthislostmoneytoirresponsiblebudgeting.Morelikelyasisindicatedbythediningsurvey,abigpartoftheproblemisanunnecessarilycomplexsystem,thatisbuiltinawaythatatleastpartiallyguaranteesthewasteofmoney.Sowhat’sthesolutionhere?Whatcanwedotoensurethatstudentsreceivetheoptimumvaluefromtheirmealplans?Theanswerisactuallyprettysurprising:we’realreadyhalfwaythere.Iwantyoutothinkofthewayyouspendmoneywhenyou’reoffcampus;whetheritbeonhighstreet,thecityofColumbus,orreallyanywhereintheworldthathasanestablishedcurrency.Youeitherspendmoneywhichyouwithdrewfromanaccount(orfromunderyourmattress),oryouusedacardthatwithdrawsfromanaccountwithadecliningbalance.Thefactofthematteris,thediningdollarssectionofyouraccountisaboutascloseasyoucangettothewaymoneyisspentinreallife.Asysteminwhichyouhaveacertainamountofmoney,andeachpurchasewithdrawsaportionofthatmoney.Thisisadebitsystem,whichwe’llcalldecliningbalance.Andthegoodnewsis,thisisn’thardtoimplementssincewewouldn’tbethefirstonesdoingit.Amongthe

manyschoolsondecliningbalanceareVirginiaTech,BowlingGreen,PennState,andMiamiofOhio.Itshouldn’tbetoomuchtoaskforasystemthatpreparesusforbudgetingintherealworld.Thesystemistransparent:IknowatalltimestheexactamountofmoneyIhaveleftinmymealplan.Thesystemisnotwasteful:Idon’thavetoworryabouttheunitsofmymealplannotbeingdivisible,Ipaytheexactpriceofallofmytransactions,andnotapennymore.Finally,thefeesassociatedwiththesystemareviewableupfront.Iacknowledgethattherearesomeoverheadcostsassociatedwithadiningoperation;butIwouldmuchratherknowthatvalueupfront.Especiallywhenthealternativeisslowlylosingmymoneyinunknownincrements,completelyobscuringhowmuchI’mactuallyspending.So,Itoldyouthatyouweren’tgoingtolikethisnumberbytheendofthepresentation,howeverthereisacatch,aratherbigoneactually.AllthenumbersImentionedearlierarenotevenrepresentativeofafullsemester…Infact,theyareonlytenweeks’worthofdata,orabout2/3asemester.Thismeansthatoverthecourseofasemester,studentsstandtoloseover$3.7million…orinoneacademicyear,ifthetrendsfromlastsemestercontinue,studentswillbelosingover$7.5million.Ladiesandgentlemen,thisnumber…sevenandahalfmilliondollars…shouldspeakforitself.Anditwillonlygetworsenextyearwhenallsophomoreswillberequiredtoliveoncampusandthushaveamealplan.Althoughthecurrentsystemwasdesignedwithgoodintent,itisclearthatitcan’twork,anditisn’tanissueofpoorexecution.Thecurrentsystemisabaddealforstudentsbydesign.We,allofus,deserveamealplanthatistransparent,straightforward,anddesignedtoprepareusforpost-collegelife.Wedeservedecliningbalance.Plainandsimple.

ii. Luther:IwouldencourageeveryonetositdownandreadtheTaskForceReport.Ithasalotofotherveryinterestinginformationinit.Moneylossisn’teventheendofit.

iii. Warnimont:Historically,thediningplanlastedaweek.2003swipeandBlocksin2012.Thenewchangeisridiculous.Therewasno

Bodey:Danapproachedmefromafoodandagricultureperspective.Iwouldventuretosaythattraditionsdiningstylecreatesfoodwaste.Havingadifferentstylewouldhelpstudentsbudgetforthefuture.Finally,Iwouldsaythatthisresolutiondoesanexcellentjobofaddressingissuesthatregionalcampusstudentsface.Fivehoursatregionalcampuses.Thisdiningplanforfivehoursinsteadofourtwelvehours.

ix. Marchese:Over13,000studentswithamealplan.Wehaveareportofthebreakdownofstudents,butallofthosenumbersdon’tincludeproblemsresultingfromtheUnlimitedplan.$566lossinvalueperstudent.

Whipple:ThemealplansareautomaticallyreviewedbyFiscal.ItisbeingreviewedagaininthecommitteethatWaidelichsitson.Wewereblockedintofocusingontheflawsoftheblocksplan,whichweresubstantial.LinesoutthedoorandinventorycompletelydepletedinC-storesanddiningareas.Couldn’tgetthefullvalueoutofthe$5block,orthefull$10outoftwoblocks.Ibelievethatpeoplegenuinelythoughtthatthenewplanswouldcorrecttheseissues,butwerealizedthatthenewonesspawnedmanymoreproblems.That’swhytheplanisbeingautomaticallyreviewedinthefiscalcommittee.Theywantedtomakesureitwasverycarefullymonitoredasthenewmealplanrolledout.

xxviii. Cramer:Justabriefquestion.Doschoolsthathaveadecliningbalancehaveafail-safe?Forwhenstudentshave$20leftaftertwoweeksintothesemester?Iwouldliketothinkthatcollegestudentsareresponsibleenoughtohandleadecliningbalance,butI’mnotsure.

campus,manyactsofsexualviolence,aswellasacampus-widesafetythreat.We,asmembersoftheUndergraduateStudentGovernment,needtoactquicklytoaddressandfindsolutionsforthesesafetyconcernsonourcampus.Inthepast,USGhasdedicatedmanyresourcesandeffortstoaddressingtheseissues.WeshouldcontinueoureffortsinadvocatingforsafetyatOhioStatebyholdingaSafetyTownHall,andinvitingPresidentDrake,MayorAndrewGinther,andmembersoftheColumbusCityCounciltoparticipate.InvitingtheseindividualswillbroadenperspectivesandallowstudentsandmembersoftheColumbuscommunitytointeractfacetoface.WewillalsoinvitetheOSUPoliceDepartment,andUSGhasareallyamazingrelationshipwiththem.IbelievethathavingthesamequalityrelationshipsasinthepastwillincreaserelationshipsbetweenUSGandthecampuscommunity.Invitingthesememberswillbeveryvaluableaseveryoneacknowledgestheneedforasafetyevent.Sinceweassenatorsrepresenttheentirestudentbody,thisisawayfortheentireGeneralAssemblytodemonstratethatthestudentbodywouldbeinfavorofatownhalltoaddresssafetyconcerns,andthatthestudentbodysupportsandactivelyinvitesthemtoparticipateintheevent.TheirattendancewouldhelpencourageincreasedgovernmentalrelationswithinUSGandhelpprovidenewandinterestingperspectivesinourworkmovingforward.Whatthisissayingiswewanttoattempttostartconversationstoworktogethertohelpcreatenewsolutionstotheproblemsthatwe’rehaving.TheresolutionservesasawayofexplainingthesafetyconcernsOhioStatehas,andinvitingtheindividualstobepartofthesolution.IhopeyouwillallvotetoadvocateforincreasedsafetyamongstudentsaswellastoencourageandfosterrelationsbetweenOhioStatestudentsandtheColumbuscommunity.
