Able, an award-winning newspaper that is published for,by and about people with disabilities, has been keepingthe focus on the “Able” for 23 years.
"Able covers the issues that affect the lives of people with dis-abilities-everything from the day-to-day pragmatic events to thecontroversial," said Angela Miele Melledy, publisher.
Copies of the paper are read by disabled individuals, their fami-lies, involved professionals, volunteers and other interested par-ties. It is also distributed at key locations that disabled people fre-quent, such as rehabilitation centers, independent living centersand libraries. The paper is printed in large type and is also avail-able online.
Able covers a variety of issues, ranging from legislative de-velopments, health care, special education, technology, legal mat-ters, employment, sports, the arts and advocacy. Throughout theyear, special sections are presented, such as this Product & Ser-vice Guide.
Monthly features include columns written by various experts, aclassified section, a calendar of events and the personals page. (Thepaper boasts two weddings!)

Because we know how im-portant proper maintenanceis, on March 11, the ICS wheel-chair service team headed forMorrisania Diagnostic &Treatment Center in theBronx to hold a tune-up eventfor the public, in Spanish andEnglish. All attendees re-ceived an ICS WheelchairMaintenance Tip Sheet.
ICS Wheelchair TechnicianEllsworth Mitchell urged at-tendees to be sure that “yourupholstery and arm pads are inthe proper place and secure,your tires are not worn, yourbrakes work smoothly, station-ary leg rests are securely inplace and moving leg restsswing out fully.”
Regarding power chairs andwet weather, ViannetteOquendo, ICS Manager forWheelchair Repairs, advisedcovering up. “Take a shoppingbag from any drugstore or su-permarket and cover the placeson your chair where electron-ics can get wet and you’re goodto go,” she said. “Some peoplehave tilt systems in the backand cover those.” But big down-pours are another matter. Hercommon sense advice: “Avoidbig puddles.”

will take care of my child whenI am gone? and How can I in-sure quality of life for my lovedone? The answer is planningfor the future.
A plan encompasses provi-sions for who will care for aloved one (i.e. by establishingguardianship, if appropriate),how the parents’ assets will bedivided among surviving fam-ily members by establishing anestate plan, and how to main-tain quality of life for the indi-vidual with disabilitiesthrough the use of trusts, par-ticularly supplemental or spe-cial needs trusts.
Parents can seek guardian-ship of their child if he/she isunable to make decisions suchas healthcare decisions and/or

financial decisions for them-selves. A guardian acts muchthe same way as parents in de-cision-making, particularlyhealthcare and financial deci-sions.
To insure that a loved one isfinancially secure, the plan willprovide for the division of as-sets through a will. New Yorkers for Acces-sible Health Coverage(NYFAHC), an indepen-
dent program of CIDNY’s, hasbeen a leader in urginglegisation that protects consum-ers from surprise medical billsfor over three years. This year the bill was passedby the State legislature. Begin-ning next year, the legislationholds consumers harmless forsurprise bills for out-of-networkcharges outside of their control;sets a fair process for providersand insurers to negotiate cover-age disputes; and improvestransparency to prevent sur-prises.
Many people have receivedthese onerous “surpises” afterhaving a medical procedure.One New Yorker, ClaudiaKnafo, a concert pianist, re-ceived a surprise medical bill for$101,000 for neck surgery, forwhich her health plan offered topay only $3,500. She could notpay the $97,000 balance andwas forced to consider declaringbankruptcy. “I could no longertake this stress,” Claudia toldlegislators, “Ironically my post-operative instructions had beento cancel all concerts, and tokeep my neck in a neutral posi-tion for 2 months. I never hada chance, as I had to spend
