Contracted or Devolved ?
Funded by single monthly contract fee from MFish.
MFish then recovers this in Crown Levies
Funded by transaction
charges and levies set by ASDO, and charged direct to
industry
Considerations when setting fees
• Avoiding cross subsidisation between SDA and ASDO
• Exposure to bad debts with ASDO levies
• Differential between electronic and manual services
• Alignment of actual costs to appropriate charges
• Current and future capital and cash requirements
SeaFIC formed CFS trading as ‘FishServe’,
as a result of a Ministry of Fisheries decision to contract out services that were provided by
its Fisheries Services department
A third of the work that
FishServe does was devolved
Transition – Organisation
August 1999
SeaFIC was appointed as Approved Service Delivery Organisation
(ASDO)
The majority of FishServe staff at the time transferred from the Ministrys’ Fisheries Services department, and continued to provide services under contract to the Ministry of Fisheries
October 2001
This meant that FishServe was now accountable for these services, including any of the liability/risk
associated with them.
FishServe will be the preferred supplier of statutory registry services to the New Zealand Seafood Industry
Goals
Our Services will allow the industry to be self-sufficient, and to use current technology to interact with us and meet its
registry needs.
Our Organisation will be lean, professional and focussed on our clients needs, delivering high quality services at the
lowest possible cost
We will have developed a profitable subsidiary company, which will build on the knowledge of our expert staff and will be making a contribution to reducing the costs of services to
the industry
