PRIVACY, PERSONALITY & BUSINESS MODELS

Privacy in an ICT environment is located at the intersection of three fundamental interests crucial to social and eco-nomic well-being: a) the need to efficiently protect Fun-damental Rights; b) the need to provide a safe and stable environment; and c) the need to promote and support inno-vation and competitiveness of the ICT market. The project aims at balancing these three interests through identifying threats, counter-measures and thereby good practices to provide a road map to future governance of personal data use and protection of innovation and economic value rep-resented by data against cybercrime and cyber-espionage.

INTELECTUAL PROPERTY RIGHTSWhile the traditional IPR protection concepts have served their purpose for many years, the Internet and the op-portunities it brings along, are changing the conventional property logic’s underlying paradigms that often lead to prohibitive practices and chilling effects on economy and innovation. In this context, the project explores the recent trends in IPR protection in general and the new business models based on IPR exploitation on the Internet in par-ticular; issues related to the interaction between the pro-prietary approach and open innovation; online dissemina-tion of IPR; licencing (including open source licencing); and the risks associated with IPR transborder use.

DIALOGUE & PARTICIPATIONAt the core of MAPPING’s approach is mobilization of and dialogue with a wide spectrum of ICT-related stakeholders and social actors; enabling them to come together in a multidisciplinary environment where “research meets practice” in order to tackle the most pressing issues of the “digital transition”. The aim is to foster a constructive and informed dialogue between diverse actors, in order to maximise exchange of knowledge and collegial cooperation. Thus, dialogue and participation initiatives represent, in a sense, the backbone of the whole project and a fundamental component of the work on the three substantive focus areas.

ACTORS & STAKEHOLDERSThe main methodological approach of the MAPPING project is a holistic strategy applied to actors’ and stakeholders’ in-volvement and engagement. They, as members of multiple “epistemic communities”, are able to bring crucial insights into the interpretation of the main challenges of the digi-tal transition, while holding a stake or interest in the three MAPPING focus areas. Their involvement and engagement allows MAPPING not only to acquire expertise from multi-ple disciplines, but also to get access to diverse knowledge, skills and roles. They are classified by the project according to their nature, their action level and their level of influence in the three main thematic fields.

POLICY OBSERVATORYThe Observatory is a set of policy watch activities pertaining to the core MAPPING focus areas. It offers a synthetic overview of policy matters and a set of comparison tables on key policy issues updated monthly. The information provided as well as the tool itself are free for re-use.

• Responsive action plan along with concise policy recommendations aimed to improve the societal relevance of the digital transition

INTERNET GOVERNANCEAware that the Internet is ever-changing and that the technical possibilities are constantly developed allowing for new technical solutions, MAPPING looks at technical, legal, policy and market-driven solutions to create a part of cyberspace where European values and fundamental human rights can be expected to be properly respected. Amongst other things, MAPPING focuses on the feasibility of having a new international law treaty addressing the protection of fundamental rights on the Internet and the possible creation of technical spaces online which will permit netizens to, if they wish, restrict their activities on the internet to an area which would a) have a number of technical safeguards built-in; b) would be subject to the jurisdiction of European based/value courts enforcing European standards in all areas including IPR, privacy and defamation; c) will not be subject to the jurisdiction of any security or service agencies the activities of which are not legitimately sanctioned at the European level. To achieve this, MAPPING brings together different stakeholders - including, business and online service providers, governmental organisations, civil society and academics - to collectively share knowledge and experience, think together on issues, decision-making, and practices, and develop recommended ways forward on the issues identified.
