About our Shire
Located on the Batavia coast 360kms north of Perth, nestled on Arunine Bay are the historical twin towns
of Dongara and Port Denison which form part of the Shire of Irwin. The Shire is a friendly coastal
community with a population of approximately 3,800 residents and covers 2,223km2. Situated in close
proximity to the bustling City of Greater Geraldton and with a rapidly growing tourism industry the Shire
of Irwin is an enviable lifestyle choice.
Known historically for its lobster fishing industry and broad acre farming, the area has developed to
include oil and gas production/exploration, mineral sands extraction and green energy industries.
The Shire offers a range of essential facilities including a public health facility which includes emergency
services, a domiciliary care unit and a nurse home care unit, St John Irwin District (ambulance), pathology,
GP medical centre, district high school, transfer station with a recycling centre and various local
businesses.
Our Community
There is an abundance of community and sporting groups that offer great opportunities for people of all
ages to get involved and actively participate.
The community and the Shire host a variety of events throughout the year which include the monthly town
markets, annual Australia Day celebrations, Easter Races, Hanging of the Quilts, a biennial Irwin District
Charity Ball, Larry Lobster festival, Port Denison Sprint and the Mid West Show and Shine.
The Shire has a modern recreation centre which offers multiple health and fitness options along with a
skate park and new pump track for the youth. The Dongara Denison Drive-Ins offers hours of family time
throughout the warmer months.
There is a wide range of choice for caravan parks and camping grounds within the Shire of Irwin to suit
both tourists and locals alike.

2. POSITION OBJECTIVES
The Manager Finance will directly supervise finance staff and oversee the day to day financial functions of
the Shire in accordance with all statutory requirements, Council policies and procedures including the use of
delegated authority. The position will be responsible for monthly financial reporting, asset register,
investments, insurance coverage and cemetery records and will provide administrative and organisational
support to the A/Manager Corporate & Community in all relevant areas of financial management.
1. Assist the Acting Manager Corporate and Community to maintain the sound financial position of the
Shire.
2. Be responsible for ensuring the efficient operation of the Shire’s financial management systems,
including provision of advice and reports to all operating levels.
3. Maintain accurate accounting records and produce reports in conformity with statutory and Council
policy requirements.
4. Manage and lead finance staff.
5. Liaise with other employees on matters associated with financial control and budget management.
6. Produce accurate, timely and relevant financial reports to allow staff members to control their budgets
and Councillors to monitor the financial position of the Shire.
3. KEY ACCOUNTABILITIES
• Responsible for the day to day financial functions of the Shire, including direct supervision of finance
staff;
• Ensures compliance of the Shire's accounting practices with the Local Government Act 1995 and the Local Government (Financial Management) Regulations 1996 and Australian Accounting Standards;
• Prepares all financial reports necessary to meet statutory requirements;
• Prepares financial reports to enable relevant staff and Councillors to monitor the financial position of the Council and to allow relevant staff to effectively control their budgets;
• Prepares the Annual Budget and Long Term Financial Plan;
• Prepares the Annual Financial Statements;
• Manages preparation of monthly bank reconciliations;
• Oversees creditors accounts, including data input, statement reconciliation and payments;
• Liaises directly with external auditors on interim, final and other required external audits;
• Completes statutory returns including the Grants Commission and FBT returns;
• Ensures that Statutory Superannuation is paid to employees and maintains all superannuation records, and produces monthly and annual returns;

• Liaises and negotiates with internal and external customers in order to resolve non-routine financial
accounting queries and problems;
• Oversees debtor invoices, including data input, maintenance of records and production of monthly management reports for sundry debtor control;
• Maintains ledger for refundable deposits;
• Oversees and authorises petty cash transactions and processing;
• Other duties as required in accordance with strategic objectives, business plans, local workload
priorities and performance management plans; and
• Undertake any other tasks as directed by the Acting Manager Corporate and Community or Chief Executive Officer within known skills, knowledge and capabilities.

• Relevant tertiary qualification in a financial discipline and/or 5 years’ experience in financial
procedures and reporting.
• Demonstrated experience in applying accounting/financial management principles including
standards, legislation and regulations.

7. The Selection Process
a) Application review and shortlisting
After the advertising closing date, a shortlist of candidates will be produced by a selection panel, the
shortlist will be based on application content. Shortlist screening may involve brief phone contact, to clarify
details.
Applicants nominated for the shortlist will be contacted for an interview.
b) Interviews
Interviews will be conducted at a pre-arranged date and time, in person at the Shire office, or via phone
or video if distance prevents attendance.
The final decision on this position will be made by the Shire of Irwin Chief Executive Officer.
