Tenacious, skillful, and persuasive, the young man quickly became the University’s star debater. After graduating cum laude with distinction, he enrolled in Howard University Law School, where he graduated at the top of his class in 1933. Yet at the time, no one could have predicted that in 1967, Thurgood Marshall would become the first African- American associate Justice of the United States Supreme Court. Justice Marshall’s commitment to education began as a young lawyer fighting the State of Maryland for equal pay for black school teachers who were receiving the same salary as janitors. Throughout his career Thurgood Marshall worked within the legal system to make his vision of equal access to education a reality through precedent-setting court cases. In Brown vs. Board of Education the United States Supreme Court struck down the “Separate but Equal” doctrine, thus ending legalized segregation of educational institutions. After winning a difficult racial discrimination case against the University of Maryland, Thurgood Marshall declared, “we’re in the education business!” It is this legacy and commitment to education that is the foundation of the Thurgood Marshall Fund’s (TMCF) mission to prepare “The Best of the Best.” In 1987, Thurgood Marshall College Fund (formally Thurgood Marshall Scholarship Fund) was founded under the leadership of Dr. N. Joyce Payne in cooperation with Miller Brewing Company, Sony Music, NBA, Reebok, and the American Association for State Colleges and Universities. Public Historically Black Colleges and Universities have been educating young men and women for over 168 years. TMCF is the only national organization to provide merit scholarships, programmatic and capacity building support to 47 public HBCUs. Since our inception, TMCF has provided more than $100 million in scholarships and programmatic support to students attending our 47 member public HBCUs and 6 Historically Black Law Schools. In 1925, an outgoing and strong-willed young man enrolled in Lincoln University. Tenacious, skillful, and

persuasive, the young man quickly became the University’s star debater. After graduating cum laude with

distinction, he enrolled in Howard University Law School, where he graduated at the top of his class in 1933.

Yet at the time, no one could have predicted that in 1967, Thurgood Marshall would become the first African-

Justice Marshall’s commitment to education began as a young lawyer fighting the State of Maryland for equal

pay for black school teachers who were receiving the same salary as janitors. Throughout his career Thurgood

The demographic report provides an in-depth look at the enormous impact that Public HBCUs make in their

local, regional, statewide and national communities. It also highlights the challenges these important institutions

currently face. Thurgood Marshall College Fund’s 47 member public HBCUs have made tremendous contributions

to their host communities, statewide and on a national scope. TMCF has been the nation’s single strongest

advocate for public HBCUs for more than 20 years. As part of TMCF’s broader mission to provide capacity-

building support and conduct research relevant to the institutions’ respective missions, the organization

publishes the Annual Demographic Report, an examination of the impact of public HBCUs and the challenges

— many of them unique to HBCUs — the institutions currently face. The Demographic Report has become a

highly regarded source for in-depth analysis of enrollment, endowments, institutional finances, financial aid,

ethnic and geographic diversity, degrees, faculty, and more. The philanthropic community, government and

corporate sectors have all benefited from information gathered in this important report.

ENROLLMENT Fall 2006 enrollment at TMCF member institutions total 235,360. Overall, enrollment increased 1.3% since

the previous reporting period.

GEOGRAPHIC ORIGIN Students from all over the world attend TMCF member institutions. There are 5,662 students from foreign

countries and 3,388 students from U.S. Possessions. Sixteen southern states and the District of Columbia represent

63% of total student population at TMCF member institutions. In the midwest, twelve states represent 6% of total

student population. In the northeast, nine states represent 7% of total student population. Thirteen states in the

west account for 2% of total student population at TMCF member institutions.

GENDERWomen represent the majority population on TMCF member institution campuses at 63% of total enrollment,

while men represent 37% of total enrollment. Women majority is most prevalent at Coppin State University where

women represent 78% of student population. Two TMCF institutions (Charles R. Drew University and Central State

University) have male students that outnumber female students and also have the most balanced proportion of

men (51%) and women (49%).

BACHELOR DEGREES CONFERRED The number of bachelor degrees conferred by TMCF member institutions for the year 2006-2007 total 24,617. Business and Management is the most popular degree conferred at 4,250 or 17%. STEM (Science, Technology,

Engineering, and Mathematics) combined to represent 15% of bachelor degrees conferred. The Social Sciences

follow at 11% while Education represents 8%.

10TH ANNUAL LEADERSHIP INSTITUTE CONFERENCEThe Leadership Institute has, for nine years, given talented future leaders a unique professional

development experience that annually brings a carefully selected group of students together with

many of the nation’s top executives for leadership training, career management, life skills, development

and recruitment opportunities. Surveys and other research conducted among students, business

executives who serve as instructors and corporate conference sponsors reveal that the Leadership

Institute is having a tremendous impact in a range of areas.

MEMBER UNIVERSITIES PROFESSIONAL INSTITUTEIn April 2000, the Thurgood Marshall College Fund held its first of what has become a unique annual

event. The Member Universities Professional Institute (MUPI) brings together the Presidents, senior staff

members, alumni officers, and students of the 47 member TMCF college and universities as well as

community leaders and industry professionals from the non-profit and corporate sectors. While the

conference theme changes from year to year, the overall mission remains constant: to hear the latest

best practices and business methodologies to advance the cause of public HBCUs.

COMMUNITY LEADERSHIP AWARDSThe Regional Community Leadership Events “Awards of Excellence” offer a unique opportunity to

recognize outstanding leaders in each of the markets and to create a “customized” branding

opportunity for corporate sponsorship partners. TMCF has a successful track record with Regional

Awards receptions and Community Leadership events in markets such as Richmond, VA; Philadelphia,

PA; Newark, NJ; Washington, DC and Memphis, TN. The events generally attract a highly sought de-

mographic market comprised of professionals who range in age from 25 and older. Each of the events

honors a series of individuals and or organizations that have achieved excellence in their respective

fields and exemplify Justice Marshall’s passion for civil rights, justice and education. In 2010, we will visit

CONGRESSIONAL BLACK CAUCUS RECEPTIONHeld during the Congressional Black Caucus legislative weekend in Washington, DC, this outstanding

event has become an annual gathering of more than 300 business leaders, congressional leaders,

government officials, college educators, and national organization executives. The evening is set aside

to recognize honorees in the business, government, community and federal sectors for their leadership

in supporting higher education.

FLAG OFFICERS RECEPTIONIn partnership with GALLUP and in recognition of Black History Month, Thurgood Marshall College Fund

(TMCF) presents “A Salute to Diversity” Reception. This event will honor retired and active duty

Generals of the U.S. Army, Admirals of the U.S. Navy and U.S. Coast Guard, Generals of the U.S. Marines,

and Generals of the U.S. Air Force who have served their country honorably and embody the

leadership, commitment and legacy of the late Justice Thurgood Marshall.

Most importantly, these individuals are paving the way for students enrolled in ROTC Programs attending

TMCF Members schools and other colleges and universities across this country. More than 80% of these

individuals are graduates of TMCF Member School ROTC programs and they inspire our students with

their exemplary service and proven leadership skills. During this Black History Month event, TMCF felt it

was our duty to salute the dedication, commitment, and service of these Generals and Admirals.

CIVIC RESPONSIBILITY CONFERENCEDuring the Civic Responsibility Conference, students are introduced to the legislative process and the

executive branch of government. Participants are able to explore federal or public service sectors

within various government agencies.

One-hundred (100) highly selected students from across the country visit Washington, DC to participate

in two-days of workshops focusing on the underpinnings of the legislative process as well as to receive

information on government STEM initiatives in which they can participate. Throughout the conference

students are introduced to current public policy issues, the organizations, and people who shape them.

In addition, students will be escorted to Capitol Hill to meet with members of Congress to discuss the

impact that both the Thurgood Marshall College Fund and public HBCUs have made in their lives.

TMCF PROGRAMS

The HBCU Diversity Talent Sourcing Program is a year round recruiting program for companies and government agencies that need access to diverse talent.

The HBCU Diversity Talent Sourcing Program will:• Deliver qualified candidates based on your specifications• Expedite the timeline for productive searches• Help reduce cost per hire for a diverse workforce

TMCF has more than 23 years of experience in identifying talented students from the 47 universities. Many of these young men and women are contributing to the bottom line in major businesses today.

CLEARANCE COMPLIANCE

TEACHER QUALITY AND RETENTION

The Thurgood Marshall College Fund (TMCF) Clearance Compliance Program is a pro-active and comprehensive security clearance career preparedness program, designed specifically for students pursuing professions that require security clearances. Students participating in the program will:

• Thoroughly explore the myriad of career options available to them, where security clearance is mandatory • Attend interviewing workshops that prepare them for the rigors of a security clearance interview • Learn the “Only Way to Remain Clearance Compliant”

Obtaining security clearance is a lengthy and rigorous process. The program is designed to expedite the process for government agencies and corporate partners to hire compliant candidates by providing them advanced and continual access to students, throughout their academic progression, who have been pre-screened and have a high probability of obtaining a security clearance.

The goal of HBCU Teacher Quality & Retention Program is to dramatically transform the educational achievement of minority youth by preparing pre-service teachers from HBCUs for success over a three-year period. The Program components include Summer Institute, Online Curriculum, Network Meetings, Mentoring and Praxis Support.

The Thurgood Marshall College Fund (TMCF) represents 47 public historically black colleges and universities

(HBCUs) located in 22 states enrolling over 235,000 students. Over the last 22 years, Thurgood Marshall College

Fund has awarded more than $100 million in scholarships and programmatic support to which has enabled

over 8,000 students to attend these public colleges and universities.

TMCF scholarship recipients are awarded annually to students meeting the TMCF eligibility criteria for

scholarship. Awards are made per semester based on a verification process designed to ensure students

are meeting academic expectations and have an unmet financial need. All classifications of students are

invited to apply for a TMCF scholarship.

TMCF SCHOLARSHIP CANDIDATES MUST MEET THE FOLLOWING ELIGIBILITY/CRITERIA:• Be a citizen of the United States of America

• Be a full-time student

• Have a minimum GPA of 3.0 or better

• Have a demonstrated commitment to academic excellence and community service

• Freshman candidates should have a combined score of 1650 or more on the Scholastic Aptitude Test (SAT) or a score of 25 or higher on the American College Testing (ACT)

• Have a demonstrated unmet financial need

POTENTIAL APPLICANTS SHOULD NOTE THAT TMCF SCHOLARSHIPS:• Are merit based; however, applicants must have a financial need to qualify.

• Awardees must re-apply annually for renewal.

• Scholarships are restricted for payment of tuition, on campus room and board, books and fees.

• Maximum awards are $2,200 per student per semester.

• Awards are paid to the college or university on behalf of the students to be credited to their school accounts. Awards are not paid directly to students.
