ABSTARCT The topic of this research is "program effectifity of work team supervisor" (POKJAWAS) in effort to increase capability of "islamic religion education" (Pendidikan Agama Islam) supervisor. Under the scope of the Department of Religious Affairs of Purwskarts. This issue brought up because the fact of the decreasing of "program effectivity of work team supervisor" (POKJAWAS). It is obviously sees in the recent phenomenon, for instance, founding frequency by ''work team supervisor" (POKJAWAS) chairman is very less and it cause the lack of responsibility in order to do his job as a supervisor. It has a huge impact, especially to "islamic religion education" teacher. For they only do their routine job, which is teaching or they only transfer their knowledge to their student. Meanwhile behaviour aspect is step aside. So that it is natural if student has a knowledge about religion without having knowledge of how they has to act or watch their behaviour. That is the reason why this ''program effectifity of work team supervisor" (POKJAWAS) is needed. The aim of this research is to reveal about (1) the effectivity of founding program which has been doing by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "Islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta. (2) the effectivity of instructional program by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "Islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta. (3) the effectivity of evaluation program by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta. The method is "Deskriptive op Analitic" method with "naturalistik kualitatif" approach. Data being collect by observation, interview, and documentation. And also using "analisis deduktif" to analyse data. The instrumen of this research is the researcher it self. The result shows that (1) the effectivity of founding program which has been doing by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "Islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta routinly implemented in short range or long range. It can not be effective in implementation. This is according to interview result and observation with supervisor shows that 70% supervisor can not implement it. (2) the effectivity of instructional program by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "Islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta it is not effective this is according to interview result and observation with supervisor shows that 70% supervisor can not implement it. (3) evaluation program which has been doing by supervisor work team (POKJAWAS) in order to increase the capability of the supervisor of the "islamic religion education" under the scope of The Department of Religious Affairs of Purwakarta implemented in each month in form of monthly report it's not effective.

ABSTARCT

(2) the effectivity ofinstructional program by supervisor work team (POKJAWAS) in order to increase thecapability of the supervisor of the "Islamic religion education" under the scope of TheDepartment of Religious Affairs of Purwakarta. (3) the effectivity of evaluation programby supervisor work team (POKJAWAS) in order to increase the capability of thesupervisor of the "islamic religion education" under the scope of The Department ofReligious Affairs of Purwakarta. Penelitian ini bcrjudul Efektifitas Program Kelompok Kerja Pengawas(POKJAWAS) dalam meningkatkan kompetensi Pengawas Pendidikan Agama Islampada Kantor Departemen Agama Kabupaten Purwakarta, yang dilatar belakangi olehkenyataan menurunnya Efektifitas Program Kelompok Kerja Pengawas (POKJAWAS)Hal ini tampak dari fenomena yang terjadi, diantaranya mengenai pembinaan, yaituvolume dan frekucnsi pembiuaan , pengarahan dan evaluasi yang dilakukan oleh ketuaPOKJAWAS terhadap pengawas sangat kurang, sehingga kurangnya tanggungjawabsebagai pengawas dalam melaksanakan tugasnya dengan jarangnya memberikanpengarahan terhadap guru PAl di sekolah, sehingga dampaknya pada guru, khususnyaGuru Pendidikan Agama Islam (GPAI) hanya melakukan tugas rutin, yaitu mengajardalam arti mentransfer pengetahuan agama sebanyak-banyaknya kepada siswa, dansangat kecil porsi perhatian terhadap aspek sikap (afektif) dan keterampilan(psikomotorik). Sehingga sangat wajar bila banyak siswa yang memiliki pengetahuan(knowledge) tentang agama, akan tetapi sikap keberagamaannya sangat minim, sehinggamuncullah ekses negatif seperti tawuran, penyalahgunaan narkoba, perilaku- seks yangdapat menyimpang, brutalisme dan sebagainya, sehingga perlu adanya efektifitasProgram Kelompok Kerja Pengawas (POKJA WAS).

Tujuan penelitian ini untuk mengungkap tentang (l) Efektivitas programpembinaan yang dilakukan oleh Kelompok Kerja Pengawas (POKJAWAS) dalammeningkatkan kompetensi Pengawas pendidikan agama Islam pada kantor DepartemenAgama Purwakarta. (2) Efektivitas program pengarahan yang dilakukan oleh KelompokKerja Pengawas (POKJAWAS) dalam meningkatkan kompetensi Pengawas pendidikanagama Islam pada kantor Departemen Agama Purwakarta. (3) Efektivitas programevaluasi yang dilakukan oleh Kelompok Kerja Pengawas (POKJAWAS) dalammeningkatkan kompetensi Pengawas Pcndidikan Agama Islam pacta kantor DepartemenAgama Purwakarta. Adapun metode yang digunakan adalah metode deskriptif analitikdengan pendekatan kualitatif naturalistik. Data dikumpulkan melalui teknik observasi,wawancara, dan dokumentasi. Untuk menganalisis data digunakan analisis deduktif, yaituanalisis data penelitian dari yang khusus ke yang umum. Instrumen penelitian ini adalahpeneliti sendiri.

Hasil penelitian menunjukkan bahwa (l) Efektivitas program pembinaanKelompok Kerja Pengawas (POKJAWAS) dalam meningkatkan kompetensi Pengawaspendidikan agama Islam pada kantor Departemen Agama Purwakarta dilaksanakan secararutin baik jangka pendek, jangka menengah maupun jangka panjang yag terdapat didalam program Kelompok Kerja Pengawas (POKJAWAS). Dalam pelaksanaannya tidakdapat dilaksanakan secara efektif. Hal ini berdasarkan hasil hasil wawancara, pengamatandan observasi dengan pengawas, menunjukkan bahwa 70 % pengawas tidak dapatmelaksanakannya. (2) Efektivitas program pengarahan kelompok kerja pengawas(pokjawas) dalam meningkatkan kompetensi pengawas pendidikan agama islam padakantor departemen agama purwakarta dipandang tidak efektif, hal ini berdasarkan hasilhasil wawancara, pengamatan dan observasi dengan pengawas, menunjukkan bahwa 70% pengawas dapat melaksanakannya baik pengarahan yang bersifat continuitas maupuninsidental. (3) Program evaluasi yang dilakukan oleh Kelompok Kerja Pengawas(POKJAWAS)dalam meningkatkan kompetensi Pengawas Pendidikan Agama Islampada kantor Departemen Agama Purwakarta diadakan dalam setiap bulan dalam bentuklaporan bulanan pengawas PAl berjalan tidak efektif.
