    Abstract

    On 5 December 2007 the Finnish Government issued a resolution on a Government Strategy Document andin this connection adopted a Policy Programme for Health Promotion. In this context, preparations were laun-

    ched for a programme to enhance the contribution of art and culture to health and well-being 20102014. Thiswas later named Art and culture for well-being. On 29 September 2008 the Minister of Culture and Sport, MrStefan Wallin invited Ms Hanna-Liisa Liikanen, Dr Pol Sc, to conduct an expert review as preparation for theprogramme and set up a broad-based expert group to assist her.

    The aim of the Art and culture for well-being programme is to promote well-being and health by means ofart and culture and to enhance inclusion at the individual, community and societal levels. The three priorityareas in it are: 1) culture in promoting social inclusion, capacity building, networking and participation in dailylife and living environments, 2) art and culture as part of social welfare and health promotion, and 3) art andculture in support of well-being and health at work.

    Dr Liikanen put forward proposals for altogether 18 actions geared to promote health and well-beingthrough art and culture. They are grouped into actions relating to 1) legislation, administration and funding,2) cooperation between the public, private and third sectors, 3) research and the knowledge base, 4) educationand training, and 5) information.

    The proposals are accompanied by a background report which describes the premise for the work and goodpractices relating to the theme and reviews the situation in administration and nancing in Finland and someother countries. The report also includes an overview of research relating to the theme.

    Planning Ofcer Viivi Seirala from the Ministry of Education and Programme Assistant Elinor Bradshawfrom the Ministry of Social Affairs and Health (Programme Assistant Emmi Suomilammi as of 20 August 2009)were invited to join the expert group as secretaries. Maija Perho, Programme Director of the Policy Programmefor Health Promotion, from the Ministry of Social Affairs and Health participated in the groups work as anexpert.

    A team from the Ministry of Education that included Mervi Tiensuu-Nylund, Counsellor for Cultural Affairs,Pirkko-Liisi Kuhmonen, Development Manager (until 30 June 2009), Esa Pirnes, Counsellor for Cultural Affairs,Heli Rintahaka, Project Secretary, and the secretaries of the expert group assisted the report author and with thework on the programme. A wide array of experts were consulted during the programmes preparatory work.

    The main objective of the Art and Culture for Well-being action programme is the promotion of well-beingand health through art and culture. Three priorities were chosen for the programme: 1) culture as a meansof promoting social inclusion, a sense of community, and participation in daily life and living environments,2) art and culture as part of social welfare and health promotion, and 3) supporting well-being at work throughart and culture.

    Dr Liikanen put forward proposals for altogether 18 actions geared to promote health and well-being throughart and culture. The proposals and related background report were available on the Ministry of Educationswebsite for comment between 731 October 2009. A general consultation event open to the public was heldin the Ministry of Education on 14 October 2009.

    On completing the work, the report author submits the work to the Ministry of Education, the Ministry ofSocial Affairs and Health, the Ministry of Employment and the Economy and the Ministry of the Environment.

    VISION manifesto for 2015

    The aim of the action programme it to promotehealth and well-being through culture and tostrengthen social inclusion at the individual,communal and societal level.

    Individual level: Doing seeing eeling

    Everyone has the right and equal opportunity toengage in art and participate in cultural activities irrespective of where a person lives, and their

    living or work environment, to the extent that their desire, ability and creative

    resources will allow, for the whole of their life, and in changing life

    circumstances and communities.

    This individual level objective will at the same timeguarantee the right to participate in and enjoy thecultural life of the community, as set out in Article 27of the UN Universal Declaration of Human rights.

    According to the UNESCO Universal Declaration

    on Cultural Diversity (1982), all persons have theright to participate in the cultural life of their choiceand conduct their own cultural practices, subject torespect for human rights and fundamental freedoms.Finnish cultural policy is guided by cultural rights,which are included among economic, social and

    cultural fundamental rights. Culture strengthens thelife of individuals and communities.

    In order to make the promotion of health and well-being through art and culture a reality at the individuallevel, the objective needs to be adopted and supportedby society as well. The increasing importance ofculture can be seen, for example, in lifestyles and theincreased consumption of culture. Finnish society hasbecome wealthy, although well-being only increasesto a limited extent with material wealth. Quality of

    life and well-being are pursued and found throughpersonal fullment, experiences, artistic experiencesand spiritual wealth. The economic importance ofculture has further strengthened and the production,distribution, marketing and sale of culture havediversied.

    National social welfare and healthcare policy pro-grammes and development objectives aim to increasesocial inclusion, reduce exclusion, improve well-beingand health and to reduce health differences. Themeans to achieve these objectives focus on proactive

    and preventive activities and addressing problems atan early stage. The equal promotion of health andwell-being is an important objective and value choiceof the Finnish welfare society. Education and cultu-re also occupy a central position in building society.

    programme in order to achieve the main objective promoting health and well-being through culture. Inthe welfare society, the well-being of the individualand the community support each other.

    Community/societal level:

    The impact of culture on the promotion of well-being and health are recognised at the political,administrative and structural levels.

    Culture has its place as part of national, regionaland municipal welfare policy.

    The well-being and health benets of culture arepromoted through seamless cooperation withactors in the third sector and private actors, as wellas with business life as part of responsibility forwell-being.

    Joint education on culture has been increasedin education and training in the cultural andteaching sectors and in education leading to

    professions in the social welfare and health sector. Research in the sector is active and long term. Adequate resources are available for promoting

    health and well-being through art and culture.

    I Proposals for action

    The Art and Culture for Well-being action program-me (20102014) contains three priority areas: cultureas a means of promoting social inclusion, a sense ofcommunity, and participation in daily life and livingenvironments; art and culture as part of social welfareand health promotion; and supporting well-being atwork through art and culture.

    In accordance with the assignment, the tasks of thereport author were to:

    1. evaluate the existing research and knowledge baseon the connections between culture and well-beingand to make proposals on developing the research;

    2. propose means of disseminating information onthe subject to actors in the cultural, welfare and thirdsectors;

    3. assess practices that strengthen the well-beingbenets of culture and to propose new operating mo-dels;

    4. to put forward proposals on how dialogue and

    cooperation between actors in the cultural, welfareand third sectors could be promoted;

    5. to examine issues relating to education from theperspective of culture and well-being;

    6. to put forward any other proposals relating to thesubject matter.

    The hope was expressed that the action programmewould also contain proposals on how measures topromote the well-being benefits of culture shouldbe organised within public administration, and thatthis would include measures to be carried out at thenational, regional and local level.

    The proposals for action are divided into proposalsrelating to legislation, administration and funding,as well as proposals relating to cooperation between

    the public, third and private sectors. After these,the proposals relating to research and increasing theknowledge base, education and training, as well as thedissemination of knowledge are listed.

    1 Legislation, administration andfunding

    Proposal or action no. 1:

    The well-being and health benefts o culture should

    be taken into account in the strategies o the dierent

    ministries as well as in uture legislative reorms in

    the various administrative sectors, especially the

    legislative reorms to social welare and health care

    that are underway within the Ministry o Social

    Aairs and Health.

    The Governments Policy Programme for HealthPromotion forms the background to the Artand Culture for Well-being action programme.Consideration has already been given to promotingwell-being and health in the reforms underway tothe Health Care Act and the act on the provision,

    development and control of social welfare and healthcare, the government proposals relating to whichwill be issued in spring 2010. The promotion ofhealth and well-being through culture should alsobe taken into consideration in the organisation ofcross-administrative cooperation relating to healthpromotion. This should be safeguarded in the HealthCare Act that is being reformed and in the legislationon the provision, development and control of socialwelfare and health care, as well as in legislation onsocial welfare that is being drafted.

    The positive effect of art and culture on peopleslife skills and health as well as the well-being ofcommunities are highlighted in the cultural policystrategy 2020. In accordance with the cultural policystrategy, the Ministry of Education is evaluating thepotential to clarify and develop legislation in thecultural sector. Therefore, ensuring the well-beingbenets of culture should also be considered in anypossible reforms to cultural legislation.

    and Health (social welfare and healthcare legislation)and other ministriesTime scale: The reforms to the Health Care

    Act and the government bills on the provision,development and control of social welfare and healthcare will be submitted to Parliament in spring 2010and the social welfare bill in 2012.

    Proposal or action no. 2:

    A cooperation body under the direction o theresponsible ministries should be set up. Its

    responsibilities would include the implementation,

    coordination, and promotion o the Art and Culture

    or Well-being action programme, as well as drawing

    up proposals on the necessary new arrangements

    together with monitoring the activities in the

    dierent administrative sectors.

    The limited cooperation and coordination betweenactors and the various administrative sectors hasbeen a difculty in promoting health and well-beingthrough art and culture, and as a result operationalresponsibilities have been unclear. A cooperation bodyshould be set up to improve cooperation. The Ministry

    of Social Affairs and Health, Ministry of Education,Ministry of Employment and the Economy andthe Ministry of the Environment have particularresponsibility, although other ministries, agenciesreporting to them, organisations and key parties withrespect to the activities could also be invited to jointhe cooperation body. The tasks of the cooperationbody would include monitoring, coordinating andpromoting activities that promote well-being benetsof culture, as well as drawing up proposals on the newarrangements that would be needed.

    The task of the cooperation body would be tomonitor and ensure that the well-being benets ofculture are considered in new, national strategiesprepared by the various administrative sectors and intheir steering work. For example, the strategy reformsof the Ministry of Social Affairs and Health andnational steering and guidelines concerning well-beingand public health should take into considerationthe benefits to well-being and health of culture.The Future of Culture report, to be submitted to

    Parliament in spring 2010, should give considerationto the promotion of well-being and health throughart and culture.

    It is proposed that a Culture and Well-being Unitbe established within the National Institute for Healthand Welfare (THL), which comes under the Ministryof Social Affairs and Health, tasked with promotingdevelopment, research, and art-based methods rela-ting to the well-being benets of culture and their

    implementation throughout Finland. The unit couldbe created in such a way that the National Institutefor Health and Welfare would coordinate the workcarried out to promote health and well-being throughart and culture. The National Institute for Healthand Welfare and the Arts Council of Finland, whichcomes under the Ministry of Education, should en-gage in cross-administrative cooperation to promotewell-being and health through culture and applied art.

    In connection with the organisation of the tasks,the position, funding and ability to operate of thenational Health from Culture network should beinvestigated along with its potential to cooperate withthe new unit either as an independent actor or bybeing merged with the National Institute for Healthand Welfare, for example.

    Resources and funding should be reserved for thispurpose by both the Ministry of Social Affairs andHealth and the Ministry of Education.

    Proposal or action no. 4:

    Regional cooperation models and strategies or pro-

    moting the well-being benefts o culture should be

    developed.

    The Arts Council of Finland and Regional ArtsCouncils should strengthen cooperation with localauthorities and other regional actors to promotethe well-being benefits of culture. According to asurvey of Regional Arts Councils (2009), cooperationhas started in nearly all regions, although it needs

    clarification.1 Developing regional cooperation topromote the well-being benets of culture should beincluded in the future in the performance targets ofthe Regional Arts Councils2.

    In connection with the reforms to regionalstate administration, the Centres for EconomicDevelopment, Transport and the Environment3 andthe Regional State Administrative Agencies4 mustcooperate closely and with the Regional Arts Councilsand other actors in order to promote well-beingthrough culture.

    There are several regional actors concerned withculture, cultural heritage and well-being, such asRegional Councils. The aim is to create regionalcooperation models between the actors. Linguisticand cultural minorities should be considered indeveloping regional cooperation. Regional networkseminars should be organised to launch the work, inwhich a common regional strategy, action programmeand organisation should be considered and drawn up.The Regional Arts Councils would implement the

    initiative and ensure the coordination of work withinthe network.Responsible parties: the Ministry of Education/

    Arts Counci l of Finland/Regional Arts Councils,Ministry of Employment and the Economy/Centres Economic Development, Transport and theEnvironment, Regional State Administrative Agencies,Regional Councils, the Association of Finnish Localand Regional Authorities, centres of excellence insocial welfare, hospital districts, regional cooperationorganisations of associations and agencies.

    The Finnish Centre for Health Promotionshould act as the party that brings together variousorganisations and assists in putting together projectson well-being and culture in cooperation with fundingparties.

    2 Cooperation between the public,private and third sectors

    Proposal or action no. 7:

    Joint entrepreneurial activities and the development

    o service concepts between the cultural, creative

    industries and well-being sectors should be

    developed.

    Cooperation and networking between companiesin the creative industries and the well-being andhealth sectors to create wide-ranging service concepts,

    products and customer relationships is a new andgrowing area. Joint business incubators, businessconsultancy, continuing education and cooperationtraining will support the objectives to develop newservice concepts in health promotion as well ascultural products suitable for social welfare andhealth services. Business and commercial skills as wellas knowledge of productisation should be promotedamong professionals in the social welfare and healthsectors, artists in various elds as well as intermediaries(advisors, those with diplomas in crafts and design,

    cultural producers, etc.). Entrepreneurship in thecreative economy, cultural and care sectors can benetfrom and be of benet to promoting well-being andhealth benets from culture (see draft measure 4).

    The development of new types of art andculture services should be ensured through serviceinnovations. This will also support the appeal ofand employment in the social welfare and health

    sector. The Ministry of Education should continueand strengthen cooperation with the Ministry ofEmployment and the Economys HYV project(labour and industrial policy development in welfaremanagement) and with the strategic project for thecreative industries, as well as with other projects and

    parties supporting other sectors. There are numerousmicro-enterprises operating in the cultural sectors,and networking and intermediary organisations couldprovide support and benets, for example, in terms ofnancing and marketing.

    The impact of the proposal in terms of copyrightlegislation and taxation should be examined in theprogrammes follow-up work. Cultural activities intender competitions for services in the sector shouldbe seen as improving the service innovation andquality.

    Responsible parties: the Ministry of Education,Ministry of Employment and the Economy, Ministryof Social Affairs and Health, Centres for EconomicDevelopment, Transport and the Environment,Regional State Administrative Agencies, Tekes the Finnish Funding Agency for Technology andInnovation, Regional Councils, the National Institutefor Health and Welfare, Rural Action Groups,organisations.

    Proposal or action no. 8:

    Additional joint activity and meeting places should

    be actively sought or use by municipal residents.

    Cultural diversity and environments promotingtolerance and health should form the basic principleto town and municipal planning. The aim is acreative built environment in which activities are

    not separated but are exibly intermingled. This willrequire investment in premises, cross-administrativearchitectural, spatial and time planning, as well as thepromotion of sociodesign, which will encourage activeparticipation in culture and community art.

    Local authorities should consider opportunities forallocating external and internal spaces for art, sportsand cultural activities in their land use planning. The

    possibilities to use public buildings also after ofcehours should be improved and premises should bedesigned so they can be used for multiple purposesand as open meeting places for users of different ages.In renovating old properties, solutions should bedeveloped for various purposes and activities, allowing

    also more inexpensive premises and those that havenot required any major renovation work to be takeninto use for activities suitable to them. Local actorsshould be encouraged to draw up investments inthe cultural environment and cultural environmentprogrammes for their area, which could assist inpromoting the establishment of activity and meetingplaces.

    Libraries often function as the cultural centre ofthe municipality, and their forms of activity shouldbe further developed. Libraries, adult educationcentres and museums should be supported as meetingand learning places for people, families and groups.Cultural services should also be available outsideurban centres. Village activity, regional villagecoalitions, rural action groups and village schoolsare excellent arenas for preserving and developinglocal communities, as well as for transferring culturalheritage.

    The responsible parties should implement jointprojects with different actors so that the possibilities

    for obtaining external and internal spaces for use byart and culture are promoted through functional andspatial examples.

    Proposal or action no. 9:

    Forms o activity within the dierent areas o social

    activity that support cultural aspects in daily lie

    should be developed and supported.

    Cultural aspects in daily life refers to the idea thatpeople can experience and make their life signicantand meaningful when going about everyday routines.It is a prerequisite for mental, physical and socialwell-being. Cultural aspects in daily life open up aperspective on peoples own opportunities as well

    as those of social actors to use art and culture inengendering participation, and a sense of inclusionand community. A persons own importantexperiences, creativity, interaction and cooperationwith others strengthens a persons identity andgrassroots communities.

    The perspective of a cultural aspect in daily lifechallenges communities and institutions within thevarious areas of social activity to evaluate their ownactivities from the perspective of how they couldimprove interaction and make everyday routines easieras well as increase the participation and empowermentof individuals. Communities and institutions shoulddevelop their own activities and support peoplesenterprising nature in order to strengthen culturalaspects in daily life.

    Organisations in various sectors, parishes, actors inliberal adult education, artists and voluntary workerscarry out valuable work to promote community spirit,inclusion and well-being. The above actors play akey role in many municipalities in producing and

    supporting cultural services, services for the elderly,as well as sports and other leisure activities. In thefuture, the importance of third sector actors willfurther increase, so non-prot associations and theactivities of voluntary workers and enthusiasts shouldreceive greater support. Local authorities should forgecloser partnerships with organisations and enterprisesproducing these types of activities and services.

    Proposal or action no. 10:

    Art and cultural institutions together with other

    actors in the culture sector should be encouraged

    to undertake long-term and systematic public

    cooperation with treatment and service units in the

    social welare and healthcare sector, as well as withother institutions, schools and workplaces.

    Bodies receiving considerable public funding, suchas art and cultural institutions receiving statutory stateaid, should be encouraged to engage in wide-ranging

    joint activities with treatment and service units inthe social welfare and health care sector, as well aswith schools and other institutions, such as prisons,immigrant organisations and reception centres. Publiccooperation should be extended more generally toworking life and workplaces. National art and culturalinstitutions could sponsor care units and schools atthe national level. Likewise, museums, libraries,adult education centres, orchestras and theatres couldengage in activities at the local and regional level. Anannual culture plan would be drawn up in cooperationwith the sponsoring parties. Cultural events, such asschool concerts, art exhibitions, theatre, dance, andopera performances, as well as lm screenings shouldbe organised for school children.

    Long-term work requires a responsible individual,whose tasks would be to create contacts, coordinateactivities, guide and train actors, as well as toassist in drawing up agreements, planning culturalprogrammes, monitoring implementation andreporting on the activities.

    Employers and art and cultural institutions shouldbe encouraged to make greater use of the culturevouchers, which are exempt from tax.

    National Gallery, local authorities, the Association ofFinnish Local and Regional Authorities, the FinnishMuseums Association, art and cultural institutions,employers, organisations

    Proposal or action no. 11:

    The cultural needs o customers within the sphere

    o social and healthcare services, individual wishes

    and their implementation should be included in the

    customers/patients care and service plan.

    A care and service plan should be drawn up forcustomers whenever a person comes within the sphereof social welfare and healthcare services, irrespective ofwhether the person receives out-patient care, shelteredaccommodation or institutional care. Care and serviceneeds and well as biographical information should beincluded so that staff get to know customers interestsand habits. Several care units have a personal nursesystem, where a responsible nurse is assigned to eachcustomer/patient. The personal nurse would play akey role in looking after the customers cultural andartistic as well as physical and mental needs.

    Visits by artists, library services and joint visits tocultural and art events in accordance with the wishesof customers and staff and to the extent possible bythe facility, are part of daily life of institutions. Careunits could also have professionals specialised incultural activities whose task would be to organiseart-based activities, celebrations and other surpriseactivities in cooperation with customers, relatives

    and voluntary staff. A personal nurse and activityinstructor (e.g. a person with a degree in crafts andrecreation, occupational therapist, physiotherapist)and possibly together with an art professional couldproduce cultural moments for customers, contentfor a persons life and build a creative environmentin the care unit.     The quality recommendation on health promoti-on includes living environments that promote health.Care environments supporting health can be builtthrough good planning of hospitals and service units.The latest techniques and models in hospital archi-tecture could be used in renovating care units andwards at health centres, with the aim being to create ahomely and well-functioning atmosphere, spaces ne-cessary for cultural and recreational activities, as wellas a pleasant environment from the perspective of cus-tomers and patients.

    In order to improve comfort, one per cent ofconstruction and renovation costs should be allocatedtowards art acquisitions, art textiles, and green spaces

    etc. This objective was already included and adoptedin the arts and artist policy programme and thegovernment resolution (2003) drawn up on the basisof it. The one per cent principle is currently observedto a varying extent by local authorities.

    Appropriations for cultural activities and improvingthe comfort of the environment should be reserved inthe annual budget of care units.

    3 Increasing research and theknowledge base

    Proposal or action no. 13:

    The Welare policy through alternative means rese-arch programme should be launched.

    The research team that worked as part of the pre-parations for the action programme has proposed thatindividual studies and research ideas on the well-beingbenets of culture be compiled into a larger researchprogramme. In accordance with the research teamsproposal, an interdisciplinary Welfare policy throughalternative means research programme should be laun-

    ched. The programme would contain the followingelds:1. The impact of cultural and artistic pursuits in

    promoting social networks and social capital.2. The impact of art, culture and cultural heritage

    on the purposefulness of life, health, well-being,community development and the economy. The aimwould be the creation of evaluation methods over thelong term.

    3. Intervention studies of cultural activities invarious social welfare and healthcare treatment

    and service units (children and young people, theelderly, patients with memory disorders, patientsrecovering from mental health problems, the disabled,immigrants).

    4. Comparative intervention studies to developwell-being at work and productivity, and to preventor eradicate problems relating to well-being at workthrough cultural and artistic practices. Evaluation ofthe long-term effect of interventions.

    5. Research on the benefits of culture inmaintaining the working capacity of the unemployed.

    6. Examining and developing training on art andart education in relation to health and well-beingbenets of art.

    7. The transformation of art in differentenvironments. Art can both transform and betransformed.

    The research programme will produce newperspectives through research themes and will

    contribute to the debate on promoting health andwell-being through culture, as well as safeguardingand developing the welfare society. The conceptsrelating to the subject matter should be claried. Theleisure survey, statistics and follow-up data that are theresponsibility of Statistics Finland will be important

    and vital for supporting this research programme.The dissemination of information gained throughthe research programme could take place using anelectronic, rapid and inexpensive publication series.

    The preparatory work on the research programmewill be launched during the rst year of this actionprogramme and the funding opportunities willbe looked into. Potential financing parties andactors include the Finnish Cultural Foundation,the Swedish Cultural Foundation in Finland, the

    Academy of Finland, the Finnish Funding Agencyfor Technology and Innovation Tekes, the NationalInstitute for Health and Welfare, the Finnish Instituteof Occupational Health, Statistics Finland, Sitra- the Finnish Innovation Fund, the Finnish WorkEnvironment Fund, the Ministry of Employmentand the Economy, the Ministry of Education, TheMinistry of Social Affairs and Health, and the FinnishSlot Machine Association RAY.

    Proposal or action no. 14:

    A proessorship in culture and well-being as well as a

    national graduate school should be established.

    Research on health and well-being as well as on artand culture is carried out at various universities andresearch units. Research bringing together the variousperspectives has not yet gained any structural forms.In order to strengthen research on and the position ofculture and well-being in addition to creating research

    structures, it is proposed that a professorship is estab-lished at a university together with a national graduateschool. Research into culture and well-being is alsowell suited to the activities of polytechnics.

    In connection with the Turku Urban StudiesProgramme (20092012), the University of Turku

    has proposed a sponsored professorship in researchon cultural health and well-being. The sponsoredprofessorship is linked to the joint presentation ofseveral faculties of the University of Turku as partof the Turku Capital of Culture year in 2011. Theprofessorship involves the faculties of medicine,humanities, education and social sciences.

    Proposal or action no. 15:

    Cultural activities and art-based methods should be

    integrated to become part o child welare, youth and

    social work, services or the elderly, health care, reha-

    bilitation services, school teaching and the integrati-

    on o immigrants. The methods should be used and

    developed to prevent exclusion and to improve social

    inclusion and well-being.

    The need for cultural activities and art-basedmethods will increase as society changes and asvarious care and problem situations become morecomplicated. The customers of occupational healthcare, student welfare services, as well as social welfareand health care include people who need help inovercoming their psychosocial problems through non-conventional methods. Cultural methods, communityart and handicraft as well as grassroots organisations

    can be used and developed to prevent the socialexclusion among children and young people, peopleof working age as well as the elderly, and to strengthenthe working capacity and working ability of those whohave been temporarily laid off or made redundant.

    Cultural and linguistic differences and the initialsteps in Finnish society of immigrants may createchallenges for schools, workplaces and communities.

    Art-based methods are a new way of reaching peopleand finding hidden resources that can be used toestablish a new and independent start to life. Creatingcontacts through cultural activities and similarlysupport and advice help people go forwards. Trustand social inclusion are created through cultural

    and artistic activities, which can help and supportindividuals.

    Cultural activities and art-based methods aswell as the evaluation of their impact should alsobe integrated as part of physical, mental and socialrehabilitation. Experts in art and cultural-basedmethods should be employed as special employees insocial welfare and health care.

    4 Education

    Proposal or action no. 16:

    The perspective o the well-being benefts o art and

    culture should be strengthened at all levels o schoo-

    ling. Arts, crats and physical education should be

    increased at all educational levels.

    Art and culture are part of becoming a person andthey should be considered at all levels of education.

    a) Cultural education and learning about culturalheritage should be included to a greater extent as

    part of early childhood education and arts, craftsand physical education in schools, as well as healtheducation.

    b) Promoting the well-being and health benetsof culture should be incorporated as part of healtheducation.

    c) Promoting well-being and health through art andculture should be considered in the implementation

    of vocational upper secondary qualications and therequirements for further vocational qualications andspecialist vocational qualications.

    d) The joint teaching of cultural, social and healthelds as well as art-based studies should be increasedin the supply of teaching in polytechnics and

    universities.e) The potential and need for joint degrees in the

    social, health, cultural and youth elds as a new typeof training in the health and well-being sector thatwould provide vocational qualifications should beinvestigated.

    f) Continuing education should be organised forartists as well as music and art pedagogues working intreatment and service units. Similarly, cultural sectortraining should be organised for social welfare andhealthcare staff. Labour market training should bedirected towards this area.

    The amount of arts, crafts and physical education(music, visual arts, handicraft, sports) is low incomprehensive schools, upper secondary schools,vocational schools and higher education institutions.

    Arts, crafts and physical education are sources forcreativity and strengthen a persons identity andfor this reason there needs to be more teaching inthese subjects. The national core curriculum, degreerequirements, teacher training, distribution of lesson

    hours, culture and spirit of the school or educationinstitution as well as parents proactiveness all play animportant role in promoting the well-being of pupilsand students.

    The national core curriculum for qualificationsin vocational upper secondary education andtraining will be reformed by 2010. The new degreerequirements will create good opportunities toconsider the promotion of health, sports and well-being at work through a diverse range of culturalmeans. The qualication requirements, which will

    have a more exible structure, will provide studentswith the opportunity to incorporate additional artand cultural subjects into the studies in accordancewith individual preferences. Providers of vocationaleducation and training should be supported inoffering art and cultural subjects in order to promotehealth and well-being. A recommendation shouldbe issued to polytechnics and upper secondary level

    vocational institutions to create joint study modulesin the elds of social welfare, health care and culture.

    Training in interacting and working with variouscustomer groups in therapeutic communities shouldbe offered to artists working in social welfare andhealthcare service facilities. Likewise, personnel in

    the care and social sector need continuing education,as well as cooperation training with the cultural andcreative industries so that cultural activities becomeestablished as part of well-being at work and socialwelfare and healthcare services.

    Art subjects and studies on cultural methodsshould be included in teacher training and studiesand degrees in education. Labour policy measures andtraining could be steered to develop the sector.

    and disseminating the material o the Health rom

    Culture network should be launched.

    The Health from Culture network has beenoperating in Finland since 1992. Over the years,the national network has carried out development,training and information work on the health andwell-being benets of art and culture. The networkhas amassed considerable know-how on the sectorand archive material that has been compiled mostly

    voluntarily by members of the network.The Health from Culture network should carry

    out the project (20102011) with support from theMinistry of Education and the Ministry of Social

    Affairs and Health.Responsible parties: the Health from Culture

    network, the Ministry of Education, the Ministry ofSocial Affairs and Health, the National Institute forHealth and Welfare.

    Proposal or action no. 18:

    A joint interactive electronic databank containing

    research and development inormation in the feld,

    as well as practices, models and actors should be

    introduced.

    The Taika project (Art as a meeting platform forcross-sectoral cultural innovations 20082011), whichis part of the Development of Innovation and SkillsSystems programme financed by the Ministry ofEducation and the European Social Fund, producesa communal online service and databank of art-basedmethods. It compiles research data and best practiceson well-being and health from art and culture. The

    work takes into consideration existing databanks/portals and linking to them (e.g. hyvatkaytannot., tervesuomi., sosiaaliportti., toimintasuomi.,Kultus.).

    The University of Helsinkis Palmenia Centre forContinuing Education is acting as the coordinatorof the Taika project and developer of the databankfrom 2008 to 2011, after which the maintenanceand updating of the databank should transfer to anorganisation that takes permanent responsibility of thetask. The task of the responsible party would to ensure

    that the information is disseminated and reaches asmany people as possible, including voluntary actors,professionals and decision-makers.

    6 Implementation and monitoring of

    the action programme 20102014

    2010

    1. During 2010, the Ministry of Social Affairs andHealth will appoint a cross-sectoral cooperation bodycomprising representatives appointed by the variousministries and key actors in the sector.

    2. A more detailed plan on the implementationof the action programme will be drawn up by thecooperation body. The plan will include more detailson the measures, evaluation, responsible parties,responsible individuals and timetables.

    3. The implementation plan, including thecommunication and evaluation plan, will beconfirmed by the ministerial group of the policyprogramme for health promotion.

    4. The impact on the budget will be claried andproposals will be submitted for the budget proposal

    for the years 20112014.5. It is proposed that the promotion of health and

    well-being through culture is included in the nextGovernment Programme.

    The action programme will be implemented in thetimetable set out in the proposals for actions. Themid-term review of the programmes implementationshould be carried out by the end of 2012 and the nalfollow-up report by the end of 2015.
