MINUTES OF MEETING OF CAPRICORN COAST COMMUNITY ACCESS GROUP FRIDAY, 4TH NOVEMBER, 2011 The monthly meeting of the Capricorn Coast Community Access Group was held on Friday, 4th November in the meeting room at the Capricorn Coast Hospital on Hoskyn Drive, Yeppoon. The meeting was opened by Chairman Ray Thompson at 10.10am. ATTENDANCE: Those present were Wade Clark (RRC CDO), Margaret Walsh, Patsy Tribe, John and Marie Kripintiris and Ray Thompson. All three of our nominations were successful as follows: Individual Award. Mrs.Wendy Handley of the Iwasaki Foundation for untiring work for people with a disability in receiving suitable accommodation at Bayview Towers for holidays. Wendy was awarded a Finalist Award in this section. Government/Business Category. CAPRICORN COAST HOSPITAL AN HEATH SERVICE This modern new complex has been a much appreciated addition to the Capricorn Coast. Because of advancement in technology the new complex has seen much better treatment of patient needs and now incorporates all sections of the Health field including Community Health, Mental Health, Hearing Consulations, Post Natal Care and a private doctors' surgery as well as meeting rooms for community groups. YEPPOON TOWN HALL The renovated Town Hall now looks like a very modern state of the art premises. Access to the building is eco friendly for all who care to enter the precincts. The renovations funded by the three tires of Government was officially opened on 8th September, 2011 by Federal Member for Capricornia, Kirsten Livermore and Rockhampton Regional Council Mayor Cr.Brad Carter. (2). Rockhampton Regional Council Population Access & Forecasts. Chairman attended meeting on 25th October. Full information is available on the Council website under Communities Section. (3).Capricorn Coast Interagency Community Workshop. The meeting was advised the next meeting of the Interagency Group will be held at 2pm. on Wednesday, 23rd November in Rooms A & B at CDC in John Street. (4). Emergency Volunteering Community Workshop. Chairman attended Workshop. Discussion mainly centred around ways for various groups to be more cohesive inthe event of an emergency. This is part of the Step Up program - National Disaster Resilience Program being promoted by Volunteerring Qld. to focus on building community resilience. (5). Address by Community Dev. Wade advised that the Locality Plan for each of the 14 areas in the Rockhampton Regional Council region will be finalised on 15th November. These Plans will form part of the Community Plan which will be included in the overall Corporate Plan. The Corporate Plan will set high priorities including Assets, Staffing and will be reviewed annually when the Plan is adopted into Council. Wade encouraged any one who has anything to contribute to the Locality Plan to do so before 15th November. GENERAL BUSINESS: Marie Kripintiris raised the following items: (1). Her family are still having trouble with Transport Operators. (2). Enquired of the results of the Carers Survey that was done on line. (3). Access Across Anzac Parade from All Abilities Playground to Sailing Club needs improvement. (4).Discussions at Disability Week Morning Tea with Service Providers not followed up. (5).Access to tables on Beach front not convenient for wheel chairs when large crowds occupy tables designed to cater for wheel chair occupants. (6).Gutter at Traffic Lights on Old Rockhampton Road causing a hazard for wheel chairs. (7).A grate in guttering at Kindergarten in Tucker Street is missing. (8).Footpath at 34 Tucker Street not suitable for wheel chairs to negotiate. There being no further business the meeting was closed at 11.30am. 7.1.2 Overview of progress with the Bus Stop Project

SUMMARY

In response to a request from Committee members an overview of progress with the Bus Stop Project is supplied.

OFFICERS RECOMMENDATION

That the Advisory Committee recommends to Council that the report be received.

COMMENTARY

The Disability Standards for Accessible Public Transport Commenced on 23 October 2002 with the aim of eliminating as far as possible, discrimination against people with a disability. The Standards recognised that access to public transport is crucial to the ability of people with a disability, their families and carers to participate fully in community life, as well as to older Australians and parents with infants in prams. The Standards require providers and operators of public transport to comply with minimum accessibility requirements. This includes infrastructure such as waiting areas or bus stops. As part of the process a compliance timetable was established to allow for the phasing in of accessibility requirements so as not to impose an undue burden on operators and providers. With regard to bus stops Schedule 1 of the Standards sets down the following timetable by which all bus stops constructed before 15 August 2002 are required to comply with the Standard:

31 December 2007 – 25%

31 December 2012 – 55%

31 December 2017 – 90%

31 December 2022 – 100% Council’s Infrastructure and Planning Dept has advised that 55% of Council’s bus stops is 113. Progress to date is that 64 stops were completed by September 2011, with scheduled work as follows:

SUMMARY

Information is provided for members on the “Spread the Word” Action Week to be held from 27 November – 3 December in support of the introduction of a National Disability Insurance Scheme.

OFFICERS RECOMMENDATION

That the Advisory Committee recommends to Council that the information be received.

COMMENTARY

“Spread the Word” week of action is being held from 27 November to 3 December in an effort to get more people to sign up to the Every Australian Counts campaign to show politicians that the National Disability Insurance Scheme (NDIS) must happen. The NDIS is aimed at providing a new support system for people with a disability, their families and carers. It is designed to transform the way services are funded and delivered, ensuring people are better supported, and enabling them to have greater choice and control. It aims to remove some of the burden from families and make for a more equitable situation, as well as reframing support from a charity to an investment model. The attached document from the Every Australian Counts Website outlines 10 reasons why an NDIS is needed. The first phase of the Every Australian Counts campaign has been well received. Following the release of a Productivity Commission report advocating a non-means tested national insurance scheme the Prime Minister Announced that the Federal Government would provide $10 million for work on the technical aspects of an insurance scheme. However, the Prime Minister pointed out that disabilities already cost the nation as much as $13.6 billion a year, and the introduction of an NDIS would add around $7

billion a year extra. She shared the vision for a scheme, but pointed out that any new system must be able to be sustainably funded. The organizers of the campaign are concerned that without demonstrated community support for the change the NDIS may still not happen. They are calling on people to take action to support the push for a better deal for people with a disability, their families and carers. The organisation is calling on people to take action during “Spread the Word” week. Details can be found on their website www.everyaustraliancounts.org.au
