1 Introduction

This report comments on the proposals for new first floor toilets at Lion Yard shopping centre in Cambridge. It is an independent assessment of the design and comments on areas where improvement may be necessary to facilitate access and use by people with disabilities. The areas covered include access to the facilities including approach, entrances, internal routes, vertical circulation and internal layout. The assessment of the accessibility of the proposals takes into account the needs of those with mobility impairments, including wheelchair users, and those with sensory and cognitive impairments. It should be noted that the issues considered in the report will affect the convenience of access for all its occupants, not just those with identifiable disabilities.

The report assesses the design in terms of accessibility, highlights areas of concern and provides recommendations to improve access where necessary. The items highlighted and recorded are relevant to the current design stage and the report does not cover all detailed design and management issues. Ideally there should be ongoing advice provided throughout the design process and more detailed issues raised at a later appropriate stage. The criteria for assessment are: • need to maximise access to and use of the building and facilities for building users,

staff and visitors • current guidance on the provisions of the Equality Act 2010. • currently published good practice in design and detail to meet the needs of disabled

people • need to observe reasonable functional practicalities of implementing action to improve

access

This report has been produced for Aberdeen Asset Management by the Centre for Accessible Environments during April 2011. 1.1 ‘In’ should equal ‘out’ Means of escape for disabled people, including the fire alarm system and management procedures for evacuation, were not reviewed as part of this appraisal. However, the following points should be noted. A truly accessible building is one which people not only enter and use safely and conveniently, but on which they can leave safely in the event of an emergency. Safe access is dependent on safe egress, and for safe egress to occur it must be an essential part of the design process. In general two separate strategies are required for visitors and staff. Staff and students in the building are ‘known quantities’ their individual needs can be assessed and agreed with them, and personal escape plans devised for all members of staff requiring assistance.

The needs of visitors are not necessarily known, and often their total knowledge of a building is the route by which they entered. As opposed to personal plans, an overall strategy is needed to allow visitors to escape from the building, or at least to a place of relative safety or refuge, whether assistance is needed or not. Specific measures to meet the needs of disabled people may include alterations to an alarm system by introducing, for example, flashing light alarms and designating appropriate refuge areas. See also the General recommendations at the end of this report and Designing for Accessibility. 1.2 Disclaimer This report has been prepared by reference to a view of current best practice which is subject to change. 2. Appraisal of proposed toilet provision

2.1 Principle of provision of toilets in shopping mall The British Standard 6465-4: 2010 comments on types of public toilet provision, (item 9.0) and states the advantages of publicly available toilets in shopping malls, provided mainly for use of customers, but which may also be used by members of the general public. It lists these advantages as • Toilet provision at no cost to the local Authority • Usually well-maintained and supervised Disadvantages are listed as • providers might resent use by non-customers • may not be provide adequate provision for additional users, • may be open for limited periods, • might not be fully accessible

These disadvantages do not apply here as the provision exceeds the shopping centre area requirements, is open for the same hours as local authority public toilets and meets current good practice standards for accessibility. 2.2 Location of toilet

The new toilet is to be located close to the main entrance to Lion Yard at first floor level. This is a prominent location, visible as you enter the atrium of Church Walk, and reasonably central within Lion Yard.

Shoppers do not need to walk more than 150m to the first floor toilets measured from shop entrances as recommended in BS 6465 Part 1.

The most immediate access is provided via a staircase from Church Walk, but there are also escalators from the atrium of Lion Yard and public lifts in the adjacent Grand Arcade that provide access to the first floor.

The toilets are also accessed via a number of alternative routes

Area Comments

Church Walk entrance via pedestrian lane, and staircase from Church Walk to the first floor.

This is the most direct route for shoppers and the first floor location is clearly visible on the left as one enters Lion Yard from this entrance.

The staircase is very close to the main entrance of Lion Yard and provides the most direct access to the toilets.

This staircase meets current best practice standards with suitable treads and risers and nosings highlighted.

There are continuous handrails both sides, though the handrail profile on the right is 60mm dia larger than recommended by the regulations (45mm) for a good grip.

The staircase emerges adjacent to the location of the new toilets.

The access walkway overlooks Church Walk and is clearly visible from the Walk at ground floor level.

Public stairs and lifts within the adjacent Grand Arcade Core 4 which serve all retail levels and the car park.

The route from the location of the lifts to the new location of the toilets is less than 150m and if adequately signposted will provide reasonable access for those who cannot climb stairs.

This route to the first floor is available for users who find it difficult to climb stairs, though clearly not suitable for all users including wheelchair users and people with assistance dogs.

The new location of the toilets is clearly visible from the central atrium area.

This is a busy shopping precinct and Lion Yard shopping centre is located centrally off it.

The toilets are located a short distance from this entrance turning left from the central atrium.

The BS recommends a preference for locating public toilets within buildings as an alternative to ‘stand-alone’ toilets as this allows additional surveillance to deter anti-social behaviour. In addition, maintenance is incorporated in the maintenance plan of the building. The guidance recommends that toilets should ideally be located at ground floor level which is not met here. However, it is noted that public toilet provision in general in shopping malls tends to be at the higher floor levels. It is advised that, if possible, a lift be provided immediately adjacent to the new toilets, as this would considerably improve access.

The proposed toilets would be visible and easily found just off Church Walk, a frequently used route in a well-lit area, as required by BS 6465-4: Provision of public toilets. Further recommendations on signage and wayfinding include: • Wayfinding signage should indicate the distance to the toilet and also the facilities

available including wheelchair accessible and baby changing facilities. • The location of the nearest adult ‘changing places’ facility in the shopmobility area in

the basement should also be indicated at the entrance to the new toilets. • Signs should indicate opening and closing times and directions to the nearest 24 hour

toilet. 2.3 Level of provision

This appraisal examines Option 3 of the provided proposals - which is the preferred option. The new toilet area is within the perimeter of two existing retail units on the first floor. The toilet arrangement is primarily governed by available space and restrictions imposed by existing mechanical and electrical services which will need to be adapted to serve the new facilities.

The level of provision has been measured against the requirements of BS 6465-1, clause 6.5 Shops and shopping malls, Table 5, using a population density of 2 customers/ sqm of retail area and a 65%-35% female to male ratio of customers. The Total Gross Internal Area of the retail units (including staircases etc) is 9011 sqm. At 80% (to discount the staircases and other shop fitting elements), this gives 7209 sqm which (@2sqm/person) provides an occupancy of 3605 people. Restaurants and eateries which provide their own toilet units have been excluded from the calculation. With the suggested 65:35 female –male ratio, the gender split is 2343 Female and 1262 Male. Based on Table 5 in BS 6465-1, female sanitary provision required is therefore 15 WCs and 9 WHBs. Male provision required is 2 WCs, 4 urinals and 3 WHBs. Total provision required is 17 WCs, 12 WHBs and 4 urinals.

Section 7.2 of BS 6465 allows the provision of an accessible toilet to count as part of the overall WC provision of the building. The current Option 3 proposals provide 17 WCs, 11 WHBs and 4 urinals which will meet the requirements of BS 6465-1 with the addition of one washbasin and redistribution of provision between male and female toilets. 2.4 Design of toilets

The toilet provision consists of a set of standard male and female toilets and two wheelchair accessible compartments.

2.4.1 Wheelchair accessible toilets There are two wheelchair accessible toilets provided closest to the entrance which meets good practice recommendations. • The two toilets provide left and right hand transfer possibility which is good practice.

The transfer side should be indicated on the door of the toilets. • The overall size of the toilets meets and exceeds best practice standards, and the

layout meets the guidance in ADM. • Both the compartments show baby changing facilities within the toilets. However, the

AD M specifically says that wheelchair accessible unisex toilets should not be used for baby changing. These need to be provided elsewhere and can be located in the wider family cubicles which are recommended to be provided within the male and female toilets.

• Details and specification of the toilet fittings need to be confirmed before further comment can be made on these.

2.4.2 Standard provision – male and female toilets The number of cubicles and wash basins in the female toilet need to be increased relative to the male toilet in order to meet the standards of BS 6465-1 as detailed above in section 2.3 Level of Provision. Other comments on the design are as follows: • The standard male and female toilets do not have an entrance door which meets good

practice standards, as these are easier to enter for people carrying shopping or pushing buggies or trollies.

• The width of the entrance over 1m meets the guidance in BS 6465-4.

• One of the cubicles is designed for ambulant disabled use with outward opening door and grabrails which meets ADM requirements for ambulant disabled provision. The 750mm circular manoeuvring space in front of the pan should be shown on the plan.

• None of the cubicles has an enlarged width of 1200mm as required in any provision of four or more cubicles to accommodate parents and children and other people (those with luggage or shopping). This cubicle should be provided with a sign on the door indicating the wider cubicle preferably with outward opening door. A baby changing fold-down table and a shelf could be provided here. It also needs to have a horizontal grabrail near the WC and a vertical grabrail to the rear wall near the WC.

• Regarding the standard cubicles, the requirement is that there should be a manoeuvring space of 450mm diameter between the swing of the door, the WC pan and the side door. This should be shown on the drawing.

• There should be good visual contrast in the toilet with fittings contrasting against walls and floor and floors contrasting against the walls.

• WC cubicle doors should have a light action privacy bolt and an emergency release lock mechanism. Doors should be hung to fall open when not occupied.

• Gaps under doors and panels should not exceed 150mm and the height of doors should be a minimum of 1900mm.

• Every cubicle should be fitted with a hook at 1500mm height. • Toilet paper dispensers should be enclosed to prevent theft and contamination and

positioned within easy reach of the seated person and ideally be able to be operated using one hand only. Toilet roll is easier to access than single sheets.

• Washbasins should be at a minimum of 600mm centres in accordance with BS 6465-2

• Taps to basins should be self-closing with either an aerated or spray flow set at the correct pressure to reduce water consumption.

• There should be one hand dryer per 3 washbasins or one towel dispenser per 4 washbasins.

Specific comments on Female toilets The standard female toilet consists of 11 WC cubicles and 7 washbasins. • Recommended size of cubicles for women’s toilets (to allow for sanitary disposal unit) is

800mm x 1700mm. • The circulation width between opposite cubicles should be 1200mm. • Consideration should be given to providing an area for mothers to breast feed as

recommended in the BS.

• Where space permits, ideally a separate vanity area with shelves and mirrors should be provided.

Specific comments on Male toilets There are six urinals, four WC compartments and four washbasins provided. • Urinals should be preferably be provided at 800mm apart with a shoulder to knee

privacy panel. The minimum distance between urinal centres should be 700mm. • There should preferably be one lower level urinal provided for children.

3 Conclusion and recommendations The location of the proposed toilets near the entrance of the main entrance to Lion Yard is a prominent visible location within close proximity to most of the shops in the centre. The first floor location is appropriate and reasonable for a multi-storey shopping centre. It would have access via a staircase meeting best practice standards, escalators in the atrium and public lifts in Grand Arcade which are immediately adjacent to Lion Yard. The scale and level of provision exceeds BS 6465 standards for toilet provision in a shopping centre, based on the retail area of Lion Yard. Sufficient numbers of wheelchair accessible and WCs for ambulant disabled people have been provided that are adequately sized and suitably located near the entrances. It is recommended that consideration be given to the feasibility of the installation of a lift whilst maintaining the level of provision in line with the BS standard. Way forward It is recommended that the comments on the detail of the design are adopted and incorporated into revised proposals and that this is made available online for further public engagement. A lunch-time consultation meeting with access groups representing disabled people is to be held on 17th May 2011 in Central Library. Consultation responses will be further fed back into the design process, along with the outcome of the online public consultation on the detail design. The outcome should be an exemplary design that meets best practice standards, responds to the local context and meets the needs of a wide range of people.

INTRODUCTION

This report is compiled on behalf of Aberdeen Property Investors to explain the proposal for the relocat-ing of the existing Fisher Square City Council public toilets to the first floor Lion Yard as part of a Phase 2 enhancement plan.

This document is to establish the basis for agreement and consent to these proposals.

At present the Fisher Square toilets are operated by the City Council as one of a number of city centre public toilets located within the central areas. In addition to the City Council operated facilities within the past 2 years or so, new public toilet provision has been developed within Grand Arcade, John Lewis de-partment store and Cambridge Central Library all of which adjoin Lion Yard.

The plan opposite illustrates the proximity of the nearest existing public facilities to the new Lion Yard

toilets;

DESIGN APPROACH

The intention is to relocate the public toilets from their existing position at the Fisher Square entrance to Lion Yard Church Walk mall at first floor level in the retail units currently occupied by Sony Centre and HMV.

The new toilet design is based on allocating a proportionate ratio between male and female facilities within the perimeter the existing Sony Centre and HMV retail units. In addition to this arrangement two new disabled toilets are provided and include baby change facilities.

This new toilet arrangement is primarily governed by the allocation of available space and the restrictions imposed by the existing mechanical and electrical services which will need to be adapted to serve the new facilities.

Existing public toilets are located within close proximity to Lion Yard in the adjoining Grand Arcade and City Centre Library, both of which include dedicated disabled toilets and baby change facilities. Both loca-tions can be accessed internally from Lion Yard without the need to exit and re-enter the building. The Library toilets are also located at first floor and can be reached from the Lion Yard toilets without the need to change level via lifts or stairs.

The intention is for the new public toilets to be managed and maintained by Lion Yard Centre Manage-ment with the opening times for these new facilities to be agreed with Cambridge City Council.

ACCESS

Access to the public toilets at first floor is via a number of alternative vertical access routes. These are as follows;

• Public stair from Church Walk ground to first floor level located adjacent to the new public toilets.

• Escalators from Lion Yard atrium ground to first floor level located adjacent to the New Look store.

• Public stair and public lifts located in the Grand Arcade Core 4 which serve all retail levels and the Car Park. This core is located on the Grand Arcade North side mall which links the Grand Arcade and Fisher Square.

• Escalators in Grand Arcade from ground to first floor level located in Core 4 adja cent to the Top Shop store.

Additional vertical access routes located in the Grand Arcade are as follows;

• Public stair and public lifts located in the Grand Arcade Core 2 which serve all re tail levels and the car park. This core is located on the Grand Arcade South side mall which links the Grand Arcade atrium and Corn Exchange walkway.

• Escalators in the Grand Arcade atrium from ground to first floor.

Wheelchairs users have a choice of two pairs of lifts to access the first floor toilets. These are located in Core 2 and Core 4 in Grand Arcade.

DDA Compliance

The arrangement for both the unisex wheelchair-accessible toilets and the separate sex wheelchair accessible toilets in the male and female WC areas are DDA compliant and satisfy the Requirements of Part M1/M3.
