N° 86 — July 2018 Bosnia and Herzegovina: Bosnia and Herzegovina signed a bilateral market access agreement with Brazil on 27 June in Geneva. During his visit to Geneva on 2627 June, Chief Negoator Hamdo Tinjak and his negoang team also met with Members to advance outstanding market access negoaons. The signing of bilateral agreements with two more Members is scheduled for the end of July, thus leaving only one bilateral negoaon to conclude. Also during the visit, the Negoang Team met with Ambassador Atanas Paparizov (Bulgaria), Working Party Chairperson, and the WTO Secretariat. At this meeng, the delegaon reconfirmed Sarajevo's aim to conclude its accession in 2018. The Chief Negoator thus intends to use his next visit to Geneva at the end of July to resolve all outstanding issues, both bilateral and mullateral, including on the draſt Working Party Report. The meengs confirmed broad support for Azerbaijans future membership in the WTO. Accession is considered as a key component to realize Azerbaijan's economic potenal, parcularly with respect to its role as a transit and logiscs hub connecng markets in Asia and Europe. The meengs also clarified Azerbaijan's policy priories, the domesc dynamics of the accession process, and certain challenges facing that process. Azerbaijan is making a careful analysis on required steps during its accession process. The WTO delegaon noted that the accession process has made steady progress over the last 21 years, and urged Azerbaijan to take necessary steps to move towards its final stages. Bosnia and Herzegovina: Bosnia and Herzegovina signed a bilateral market access agreement with Brazil on 27 June in Geneva. During his visit to Geneva on 26–27 June, Chief Negotiator Hamdo Tinjak and his negotiating team also met with Members to advance outstanding market access negotiations. The signing of bilateral agreements with two more Members is scheduled for the end of July, thus leaving only one bilateral negotiation to conclude. Also during the visit, the Negotiating Team met with Ambassador Atanas Paparizov (Bulgaria), Working Party Chairperson, and the WTO Secretariat. At this meeting, the delegation reconfirmed Sarajevo's aim to conclude its accession in 2018. The Chief Negotiator thus intends to use his next visit to Geneva at the end of July to resolve all outstanding issues, both bilateral and multilateral, including on the draft Working Party Report. He also confirmed that elections scheduled for October would not affect the domestic process to finalise its accession.

Accession of Azerbaijan — Chair’s visit to Baku, 27-28 June 2018

Azerbaijan: At the invitation of the Government of Azerbaijan, Ambassador Walter Werner (Germany), the Chairperson of the Working Party, visited Baku on 27–28 June. Accompanied by the WTO Secretariat, he held a series of high-level meetings, including with: (i) H.E. Mr Shahin Mustafayev, Minister of Economy and Chairman of the Inter-Ministerial Commission on Preparation for WTO Accession; (ii) H.E. Mr Rufat Mammadov, the newly appointed Deputy Minister of Economy; (iii) H.E. Mr Mahmud Mammad-Guliyev, Deputy Minister of Foreign Affairs and Chief Negotiator for WTO Accession; and (iv) Mr Ziyad Samadzadeh, Chairman of the Economic Policy Committee of Milli Majlis (Parliament).

The meetings confirmed broad support for Azerbaijan’s future membership in the WTO. Accession is considered as a key component to realize Azerbaijan's economic potential, particularly with respect to its role as a transit and logistics hub connecting markets in Asia and Europe. The meetings also clarified Azerbaijan's policy priorities, the domestic dynamics of the accession process, and certain challenges facing that process. Azerbaijan is making a careful analysis on required steps during its accession process.

The WTO delegation noted that the accession process has made steady progress over the last 21 years, and urged Azerbaijan to take necessary steps to move towards its final stages. In particular, the conclusion of bilateral market access negotiations is considered as a priority in the coming months.

Conference on the "Integration of Azerbaijan into the World Trade System: Opportunities for Development of Production in the Non-Oil Export Diversification", 8 June, Baku The WTO Secretariat participated in the conference that served to launch a two-year EU-funded project to support the Ministry of Economy in WTO accession negotiations. The conference opened with remarks from Ambassador Kestutis Jankauskas, Head of the EU Delegation in Azerbaijan, Mr Mahmud Mammad-Guliyev, Deputy Minister of Foreign Affairs and Chief Negotiator for WTO Accession, and Mr Rufat Mammadov, Deputy Minister of Economy. Speakers also included former accession negotiators from Ukraine and Kazakhstan. The conference was well attended by the business community, academia, and the government.

On the margins of the conference, the Secretariat met with representatives from the Ministry of Economy, the Ministry of Foreign Affairs, and the newly established Food Safety Agency to discuss ways to advance the accession process.

Accession Working Parties State of Play — LDCs Ethiopia: On 3 July, the Accessions Division met with Mr Ayana Zwedie, State Minister of Industry and Member of the National Steering Committee on WTO Accession. The State Minister, who was the State Minister of Trade until recently, informed the Secretariat that the new Prime Minister Abiy Ahmed fully supports WTO accession, and that the Government's economic agenda places accession as a priority. Technical work is under way to update a full set of documentation which will serve as the basis for a resumption of the Working Party process. This will include updates to the Factual Summary of Points Raised, which was last reviewed by the Working Party in July 2012. Sao Tomé and Principe: Mr Fernando Dos Santos Pereira, Director of Commerce and WTO at the Ministry of Finance, Commerce and the Blue Economy, expressed the readiness of his Government to reactivate its accession, starting with resolution of its outstanding arrears with the WTO. At the same time, he pledged to resume substantive work on the WTO accession process by finalising the Memorandum of the Foreign Trade Regime which has been under preparation since 2008.

Somalia: The Delegation of Somalia, led by Chief Negotiator Maryan Hassan, met with WTO members, and partners as well as the Accessions Division. Issues discussed included the state of preparation and the technical and institutional support Somalia requires for its accession process.

South Sudan: The Delegation of South Sudan, led by Mr Agak Achuil Lual, the new Undersecretary of Trade and Industry, confirmed that work is underway to finalize a trade policy document. Once finalized, this document could serve as a basis to prepare the Memorandum on the Foreign Trade Regime.

Representatives from several acceding LDCs were in Geneva for the Enhanced Integrated Framework (EIF) Global Forum on 13–14 June. The Accessions Division met with five acceding LDCs during this time. A meeting with Ethiopia took place on 3 July. Bhutan: The delegation, led by Mr Sonam Tenzin, Director, Department of Trade, Ministry of Economic Affairs, accompanied by Ambassador Kinga Singye of Bhutan in Geneva, exchanged views with the Secretariat on the domestic state of play. The importance of technical assistance and capacity building was stressed while waiting for an official signal on the accession process after elections scheduled for October 2018.

Comoros: Mr Said Salime, Chief Technical Negotiator for WTO Accession, stated that work was ongoing with updating negotiating inputs following the last Working Party meeting in March, including on replies to Members' questions. The team was also following up with bilateral contacts on the market access negotiations. Comoros aims to advance as much technical work as possible while waiting for results of the constitutional referendum scheduled on 30 July, to be followed by elections.

With respect to multilateral work, the focus should be on the enactment of outstanding WTO-consistent legislation, including on technical regulations and standardization, as well as the new Competition Code. Azerbaijan is also preparing updated negotiating inputs for the Working Party, including its responses to Members' questions from the last meeting held in July 2017. Finally, going forward, the Chairman stressed the importance of political guidance from the highest authorities and effective inter-ministerial coordination. The WTO delegation also visited the Azerbaijan State University of Economics, meeting with the University's Rector, Professor Adalat Muradov. During the meeting, it was agreed to explore the University's interest to establish academic collaboration with the WTO.

On 4 July, Director-General Roberto Azevêdo met with the H.E. Mr Serdar Berdimuhamedov, Deputy Foreign Minister, to discuss how to expand collaboration between Turkmenistan and the WTO, building on earlier high-level contacts made in 2016. The Deputy Minister indicated that an Inter-Governmental Commission had been tasked to study issues related to WTO accession, with a view to making recommendations to the Government. In this regard, the request for observer status is being considered as the first step. The Deputy Minister invited the Secretariat to Ashgabat to organize an awareness-raising activity.

Expression of Interest: Turkmenistan

Upon a request by The Bahamas, a WTO Agriculture expert conducted a National Seminar on the Agreement on Agriculture in Nassau on 19–21 June. Updated Agriculture Supporting Tables were discussed and prepared with the technical guidance of the WTO expert. Belarus: On 27 June 2018, Belarus was granted observer status in the Government Procurement Committee, making it the first acceding government to become an observer to the revised Government Procurement Agreement (GPA) while still in the process of WTO accession. Belarus is further considering initiating negotiations to become a full party to the Agreement after accession. On the margin’s meeting, the delegation of Belarus, led by Mr Arthur Karpovich, First Deputy Minister of Anti-monopoly, Regulation and Trade, held bilateral meetings with WTO Members relating to the GPA, as well as with the Accessions Division.

Regarding the Working Party process, three Members submitted questions and comments following the last meeting of the Working Party, held on 15 May. The Secretariat has relayed these submissions to Belarus. Serbia: In preparation for the formal resumption of the Working Party later this year, Serbia continues to prepare updated negotiating inputs, i.e. a revised draft Working Party Report, a revised Legislative Action Plan and revised Agriculture Supporting Tables. The Secretariat is in regular contact with Belgrade, including with Chief Negotiator Olivera Jocić, who was in Geneva on 19 June. On 12–13 July, the Director of the Accessions Division will travel to Belgrade to take part in the High-Level Parliamentary Conference, co-organised by the WTO and the Parliamentary Assembly of the Mediterranean (PAM) and hosted by the National Assembly of Serbia. During the visit, the Division will meet with the Trade Minister and the negotiating team.

Accession Working Parties State of Play — Non-LDCs

Informal Dialogue on Acceding LDCs, 14 June 2018

On the margins of the EIF Global Forum, the second Informal Dialogue of Acceding LDCs was held on 14 June. This was a follow up to the first Dialogue held at the level of Ministers on the margins of the Eleventh WTO Ministerial Conference in December 2017. The second Dialogue was opened by H.E. Mr Hassan Come, Minister of Trade and Industry of the Central African Republic and WTO LDC Group Coordinator. Seven acceding LDCs — Bhutan, Ethiopia, Sao Tomé and Principe, Somalia, South Sudan, Sudan and Timor-Leste — including from the capital and Geneva, participated.

Following a presentation by the Secretariat, participants actively exchanged views on key issues and challenges they faced in their respective accessions. These included: the length of WTO accession; the need to sustain the momentum during the accession process; the importance of making use of the available technical assistance programmes; finding sustainable ways to pay observer fees; promoting cooperation at the regional level, and ensuring the continuity of the accession process despite changes in government administration. Participants agreed on the continuation of the Informal Dialogue and pledged to support each other.

The Bahamas: In preparation for an official resumption of the Working Party, the following documents were circulated in June: (i) the Factual Summary of Points Raised; (ii) a revised Legislative Action Plan; (iii) revised SPS and TBT Checklists; (iv) a revised Questionnaire on Import Licensing Procedures; and (v) a Customs Valuation Agreement checklist. By mid-July, additional documentation is expected to be circulated, including revised market access offers on goods and services, a TRIPS Questionnaire, and Agriculture Supporting Tables. Following the circulation of documents, Ambassador Andrew Staines (UK), WP Chairperson, will consult on the date of the 3rd meeting of the Working Party in September.

Technical Assistance and Outreach Activities

Informal Group of Acceding Governments, 14 June The second Meeting of the Informal Group of Acceding Governments, held on 14 June, was attended by 11 acceding governments. Panama, Coordinator of the Group of WTO Article XII Members, presented the Group's work and offered support to acceding governments. Mr Jürgen Richtering, Chief of the WTO Market Access Intelligence Section, discussed technical assistance provided by his team in market access negotiations for goods. Participants considered the Group as a useful platform to support each other and exchanged ideas for possible discussions at the Group's future meetings. Going forward, Belarus was designated as the coordinator of the Informal Group.

g7+ WTO Accessions Group, 19 June Since its launch on the margins of the 11th WTO Ministerial Conference in Buenos Aires, the g7+ WTO Accessions Group has met three times and adopted a five-pillar Work Plan: (i) regular (monthly) meetings; (ii) support to ongoing WTO accessions of g7+ members; (iii) technical assistance and training; (iv) outreach; and (v) collaboration with the broader g7+.

On 7 June, Ambassador Mohammed Haqjo (Afghanistan), the Group Coordinator, met with Dr Helder Da Costa, General Secretary of the g7+ Secretariat, which is based in Dili, Timor-Leste. The g7+, established in 2010, is an intergovernmental organisation bringing together countries that are either facing active conflict or have recent experience of conflict and fragility. It has 20 member countries around the world with a combined population of 260 million. Website: http://g7plus.org/

To start collaboration between the g7+ WTO Accessions Group and the wider g7+, it was agreed that a joint session would be organised during the 2018 WTO Public Forum, 2–4 October focusing on challenges faced by post-conflict and fragile states and discussing how WTO accession can promote sustainable peace in these countries. Upcoming Activity: Seventh China Round Table, 26-28 September The Seventh China Round Table will take place in Astana, Kazakhstan from 26-27 September. It will be held back to back with the High-Level Forum on "Advancing Trade and Investment Facilitation for Development – Improving the Business-Enabling Environment for Investors", hosted by Kazakhstan in partnership with the Friends of Investment Facilitation (FIFD) on 28 September. This year's China Round Table will focus on "The Eurasian Perspectives on the Future of the Multilateral Trading System: Accessions and the Evolution of WTO Rules". Invitations will be issued shortly.
